Purpose – The aim of this paper is to construct a model of cost efficiency and service effectiveness for a university e-library to allocate e-resources cost and to attain quality of service enhancement and cater to the needs of readers with existing e-resources. Design/methodology/approach – The paper establishes an assessment model for the cost efficiency and service effectiveness of a university e-library in Taiwan. It then proceeds with an empirical study and analysis of related data collected from e-libraries of 16 universities. A discussion of the results of the study and suggestions for the adjustment of the university e-libraries follows. Findings – The paper combines two models of cost efficiency and service effectiveness for the first time to analyze and consider the output results created by the input cost of university e-libraries in Taiwan and their utilization by readers. Originality/value – The paper builds a figure for the relationship of e-library cost efficiency and service effectiveness at 16 universities in Taiwan and then divides it into four types.

This study is principally designed to examine the changes in the efficiency, effective resource allocation and future operation strategies of Taiwan's international tourist hotel in global economic downturn. At first, we set up critical input and output factors and construct an assessment model using Data Envelopment Analysis (DEA) for analysis of relative efficiency. Further, we apply an allocative efficiency model for additional considerations of each input cost and analyse proper and effective resource allocation. Finally, there are significant changes in overall efficiency of international tourist hotels under global financial crisis. We can also reach an effective allocation of the overall resources. In such cases, lowering cost has become a key issue for sustainable operation of international tourist hotel. This study attempts to comprehend the influence on vocational college library in Taiwan through the four structural dimensions of the balanced scorecard on financial perspective, customer perspective, internal process perspective, and learning and growth perspective, and investigate them further and thoroughly. Based on the author’s fifteen-years working experience on vocational college library, this paper provides management strategies to assist vocational college library in enhancing performance of library service, and expect to create a new vision for future development of vocational college library in Taiwan.

This research explores customer's expectations of service quality in hot spring hotels in Taiwan. Based on the five dimensions of PZB service quality, a specialist questionnaire is utilized to establish a complete service quality evaluation framework for hot spring hotels. In this research, analysis network process (ANP) is applied to find the relative weights among the criteria and to emphasize the interdependent relationships, thus increasing the accuracy of our results. Finally, the service quality evaluation framework and evaluation results can be used as a guide for hot spring hotel proprietors to review, improve, and enhance service planning and service qualities in the future.

The most serious difficulty in human resources confronted by the vocational college e-libraries of today in Taiwan are resulted from extreme shortage in number of librarians of various libraries, room for improvement in librarian quality and the lack of performance fostering system for librarians. The paper tries to combine innovative human resource practices and systems of business circle in USA and a concept of competency introduced by the business circle of USA, UK and Japan consecutively, conducts in-depth discussion in terms of the effect of human resources at vocational college e-libraries in Taiwan; and plans to propose human resources management strategies that are beneficial to vocational college e-libraries in Taiwan, so as to achieve a purpose of fostering the performance of library affairs to expect to create new opportunities for future development of vocational college e-libraries.
