The article focuses on the debate over the proposed changes made by the U.S. Grain Inspection, Packers and Stockyards Administration (GIPSA) on the country's livestock and poultry marketing rule. People who support the rule have argued that such changes are needed to restore competition to the marketing side of poultry and livestock production. A survey conducted in August 2011 found that 53.8% of respondents say they are still uncertain about their feelings on the rule.
