The analysis and monitoring of the bioeconomy at the regional level is of interest for policy design and evaluation, and it aligns with the territorial approach called for by the Bioeconomy Strategy (2018) of the European Union (EU). Although some initiatives provided estimates of the size and/or regional distribution of the bioeconomy in some countries, there are no homogeneous data allowing the analysis of the regional dimension of the EU’s bioeconomy.This report describes a methodology to estimate employment and value added of the bioeconomy sectors at the NUTS2 level in the EU. It consists of a systematic combination of Eurostat regional statistics with national bio-based shares from the public JRC-Bioeconomics database for allocating employment and value added in the bioeconomy sectors amongst regions. National bio-based shares are calculated following Ronzon et al. (2020)’s approach. When missing from Eurostat data sources, regional series are estimated by applying various criteria to regionalise national statistics. Finally, some missing data estimation algorithms are applied to complete the dataset.Preliminary results evidence that this approach manages to fill in the majority of missing series and data in the initial datasets. We extract some key figures and trends for the regional bioeconomies in the EU. We discuss our results through the comparison with available official statistics, other previous estimates and expert feedback, and propose potential improvements.

Bioeconomy is very important forthe European transition to circular and low carbon societieshowever themultiple and interrelated economic sectors involved increase the complexity of metrics and constraint the comparability of the various options. With the new Green Deal, announced in the end of 2019 asEurope’sresponse to climate and environmental-related challenges,theneed for improved knowledge and foresight capacities to guide policy and decision makingis now more prominent than ever. One of the research topics in the BioMonitor project, isto quantify the bioeconomy’s environmental, economic, and social impacts in the EU and its Member States and perform scenario based quantitative and qualitative assessment to inform future policy making in this domain.This report presents the baseline(BioMonitor Reference Scenario-BRS)and the alternative scenarios that will be used to analyse the development of the bioeconomy in Europeand give model-based evidence on the potential impacts of policy,technological changesand consumer preferences. Scenario results will be quantified (using policy relevant bioeconomy indicators from the ones developed in WP1)in WP3 (ex-post) and WP5 (ex-ante) and will be disseminated by infographics in WP9. In this report there are two Appendixes. Appendix 1 provides an overview of the current policy landscape for EU bioeconomyby sector and value chain stage(i.e. land use & biomass production, conversion, distribution, end use).The information will be used as the basis for the work in Tasks 6.3 and 6.4 to understand which policies per value chain stage need to be included in the Biomonitor scenarioanalysis. Appendix 2 attempts totranslate the existingset of directives, standards, policies and strategies that (in)directly relate to the EU bioeconomy into ‘model’ language. To do so it outlines a non-exhaustive list of drivers that impact policy relevant modelling for the current EU policies.The deliverable will remain a working document throughout the project duration to ensure input from stakeholders and all relevant updates from WPs 1-5 and any changes or updates of relevant policyare integrated during the project.

The paper investigates the CAP impacts on the EU agriculture by means of policy simulations conducted with the AGMEMOD model. To isolate the policy effects in the historical period 2000-2005, counterfactual simulations for this period are run. To simulate the response of the EU agriculture on different policy changes in the period 2006-2020, a ‘no-policy change’ baseline scenario is developed and then policy experiments are conducted such as the abolition of milk quota, the implementation of the regional payments and some budget cuts. To identify the policy effects, the policy scenarios are compared with the ‘no-policy change’ baseline.

Dit rapport geeft een overzicht van de economische ontwikkeling van het Nederlandse agrocomplex. Dit omvat de land- en tuinbouw en de daarmee samenhangende handel en industrie. Voor de periode 1995-2004 is de betekenis van het agrocomplex gekwantificeerd in termen van toegevoegde waarde, werkgelegenheid en handelssaldo. De analyse onderscheidt deelcomplexen voor glastuinbouw, opengrondstuinbouw, akkerbouw, grondgebonden veehouderij en intensieve veehouderij. De cijfers in deze publicatie sluiten aan bij de Nationale rekeningen 2004. Vorig jaar heeft het CBS een revisie van de Nationale rekeningen doorgevoerd, waarbij nieuwe definities en berekeningsmethoden zijn toegepast. Hierdoor zijn de gegevens in vorige publicaties van deze reeks voor het verleden vanaf 2001 veranderd. Een trendbreuk in de reeksen in het revisiejaar 2001 is daarbij onvermijdelijk, zolang het CBS de gereviseerde reeksen nog niet verder heeft teruggelegd.
