The scientific problem addressed by the article is the lack of the ways for identification and solution of the issues of financial autonomy in rural municipalities. The aim of the article is to identify the problem areas of financial autonomy in Lithuanian rural municipalities. The problem areas of financial autonomy in rural municipalities have been identified under the methods of scientific literature analysis, document analysis, and statistical data analysis, and comparative analysis. The problematics of definition of the phenomenon of financial autonomy of rural municipalities has been noticed; problem areas of expenditure, revenue, financial transfers and borrowing in the municipalities have been identified. The empirical study of the data on 50 Lithuanian rural municipalities reflecting their respective financial autonomy in the period 2014-2018 (municipality revenue structure, revenue per capita, the dynamics of the share of the personal income tax (PIT)) revealed that the major share of the revenues of rural municipalities is collected by means of the PIT. There are four donor municipalities in Lithuania – Vilnius city, Kaunas city, Klaipėda city and Neringa municipalities – with their PITs used to support rural municipalities. The central authorities of Lithuania apply inter-budgetary reallocation of funds in order to introduce the financial equalization measures to adjust for the unequal allocation of potential financial resources between the municipalities with the ultimate objective of eliminating the territorial, social and economic disparities between the municipalities. However, the revenue and expenditure remain unequalized between the municipalities.

The present study demonstrates the possibilities for assessment of the financial autonomy of rural municipalities using the TOPSIS method. The study aimed to design and empirically verify the model for assessment of the financial autonomy of rural municipalities. As a result of the empirical study, an integrated system for assessment of the financial autonomy of rural municipalities was designed. The applicability of the TOPSIS method is demonstrated by the assessment of the financial autonomy of rural municipalities performed for two regions of Lithuania in the period 2009–2019. The empirical study showed that medium-low level of financial autonomy was characteristic of all the rural municipalities in the selected regions. On one hand, the findings suggested the presence of “convenient dependence” of the rural municipalities on the centralised allocation. On the other hand, they signalled the lack of the incentives for the rural municipalities to make use of the capacities and create sustainable, stable economic and social prospects.

Straipsnyje nagrinėjamas teisingumo santykis su vaiko teisėmis ir siekis jas visapusiškai ir efektyviai užtikrinti vykdant teisingumą. Analizuojamos vaiko interesus atitinkančio teisingumo konstitucinės prielaidos, samprata. Taip pat vertinamos nacionaliniuose teisės aktuose ir jų taikymo praktikoje sudaromos prielaidos užtikrinti vaiko interesus atitinkantį teisingumą bei išskiriami jo įgyvendinimo civiliniame procese probleminiai aspektai. Be to, apžvelgiamas vaikui nustatyto teisinio statuso veiksmingumas. Konstatuojama, kad reikšminga ne tik teisės aktuose įtvirtinti vaiko, kaip savarankiško materialiųjų teisių subjekto, teisinę apsaugą, bet ir užtikrinti, nepaisant jo amžiaus, vaiko teisę dalyvauti su juo susijusiuose procesuose: ikiteisminiuose, teisminiuose, vykdymo. Pabrėžiama, kad teisė būti išklausytam turi būti su- prantama ne vien kaip priemonė sužinoti vaiko nuomonę, nesuteikiant jam aiškaus ir įstatyme įtvirtinto procesinio statuso. Vaikui turėtų būti užtikrinta teisė savarankiškai kreiptis į teismą, jis turėtų būti atstovaujamas nepriklausomo atstovo. Daroma išvada, kad jau vien vaiko teisės kreiptis į teismą, neatsižvelgiant į jo amžių, užtikrinimas iš esmės prisidėtų prie vaiko teisių apsaugos ir vaiko interesus atitinkančio teisingumo užtikrinimo. This article contributes to the discourse on the relationship between justice and the rights of the child by emphasizing the need to guarantee them fully and effectively in the process of administration of justice. It presents an analysis of the current legal framework of child-friendly justice laid down in Lithuanian national law, including its constitutional basis and its application in practice, and distinguishes relevant problematic aspects, thereby analyzing the effectiveness of the legal status of a child. It is concluded that is important not only to enshrine in law the legal protection of the child as of an independent holder of substantive rights, but also to ensure the child’s right to participate in all child-related pre-trial, judicial, and enforcement proceedings regardless of their age. It is emphasized that the right to be heard has to be understood not as an instrument to establish the views of the child without providing them with a precise procedural status in the law. The child should be guaranteed the right to access to court independently, and they should be represented by an independent representative. Finally, the conclusion is made that resolving the problems of the child’s right to access to court, regardless of their age, could lead to a change in the protection of the rights of the child and a more child-friendly notion of justice.

Straipsnyje susitelkiama į religijos ir šiuolaikinio meno santykį, kurio konfigūracijos aptariamos iš dviejų skirtingų – sekuliarizacijos ir postsekuliaraus būvio – perspektyvų. Teigiama, kad sekuliarizacijos požiūriu religijos ir meno sritys matomos kaip autonomiškos ir nesusisiekiančios, o slinktis link postsekuliaraus diskurso implikuoja principinę autonomijos (tiek religijos, tiek meno srityse) sąlygos destrukciją, šiuo būdu atverdama galimybę grįžti prie religijos ir meno laukų persiklojimo. Pažymima, kad postsekuliarybės kontekste religijos ir šiuolaikinio meno santykis tampa įmanomas tik priimant šiuolaikiniam menui būdingą tiesioginės reprezentacijos principo atsisakymą, o tai reikštų, kad religinės implikacijos tampa atpažįstamos ne kaip religinių turinių reprezentacijos, bet veikiau kaip religiškumo pėdsakas, neretai įgaunantis profanacijos ir refleksijos apie sekuliarizacijos patirtį formas. The article deals with the relationship between religion and contemporary art, discussing their configurations from two different perspectives – the one of secularization and the postsecular one. The author mantains that in the perspective of secularization the fields of religion and art are treated as autonomous and separate, therefore the passage to postsecular condition implicates the destruction of principle law of autonomy, by this opening the possibility of the interlaying of the contexts of religion and art. The article comes to the conclusion that postsecular approach supposes that the relationship between religion and contemporary art becomes possible only by accepting the refusal of the direct representation and this means that religious implications can be recognised not as the representations of religious contents, but rather as the track of them, which can assume the forms of profanation or reflection on the experience of secularization.

This paper examines the links between student learning and school leadership focusing on Lithuania in comparative perspective. Different aspects of school leadership areas are being outlined, but after a more thorough analysis of the educational effectiveness perspective, it seems that the direct link between principal and student achievement is not that clear. In order to explain this, we further analysed the role which school autonomy plays in effective leadership and found that different countries chose different levels of power distribution. After revealing diversity in meta-analyses and reviews about the existing effect sizes of school decentralization we looked into different tasks on which school heads spend their time, and noticed that instructional leadership is most effective in adding value to student achievement. What exactly counts as instructional leadership is debated and may change depending on context. The presumption that leadership and school effectiveness are related, could be valid only if school accountability and autonomy particularities are taken into account, therefore the reforms in selection, recruitment and training of school heads could be expected to drive effectiveness of education systems only as far as the right balance of the three (accountability, autonomy, leadership) are found.

Nuo 1922 iki 1939 m. Lietuvos, vėliau Vytauto Didžiojo universiteto Teisių fakulteto Teisių skyriuje buvo įteikta beveik tūkstantis diplomų. Viena iš sąlygų gauti diplomą buvo rašto darbas. Išsaugoti 529 Teisių fakulteto diplominiai darbai. Studentai rašė įvairiausiomis teisinėmis temomis – nuo 1918 m. Lietuvos valstybės sukūrimo teisinių aspektų iki Užjordanės teisinio statuso. Šešiolika darbų buvo skirta Klaipėdos krašto teisės analizei. Straipsnyje siekiama išanalizuoti darbus apie Klaipėdos krašto teisę, įvardyti dėstytojus, vertinusius darbus, apžvelgti studentų naudotą literatūrą, pateikti, autorės nuomone, vertingiausias darbų citatas. Straipsnyje daugiausia remiamasi Vilniaus universiteto bibliotekos Rankraščių skyriuje ir Lietuvos centriniame valstybės archyve rastais dokumentais. Atliekant tyrimą naudotasi istoriniu, lyginamuoju, analitiniu metodais. During the period from 1922 to 1939, close to one thousand lawyers‘ diplomas were awarded at the Law Department of the Lithuanian and later Vytautas Magnus University. One of the conditions for obtaining a diploma was a written work. In total, 529 diploma theses have been preserved. Students wrote on various legal topics – from the legal aspects of the creation of the state of Lithuania up to the legal status of the Transjordan. Sixfteen theses were dedicated to the analysis of the law of the Memel Territory. The article is mainly based on documents found in the Department of Manuscripts of Vilnius University Library and the Central State Archives of Lithuania. Historical, comparative, and analytical methods were used in the research.

1905 m. gruodžio 4–5 d. į Didįjį Vilniaus Seimą, paskatintą revoliucijos, vykusios daugelyje Rusijos žemių, taip pat ir dabartinėje Lietuvos teritorijoje, susirinko apie du tūkstančiai krašto gyventojų. Audringuose susirinkimuose lietuviai diskutavo ne tik apie Rusijos caro Nikolajaus II pasiūlyto būsimo parlamento, t. y. Dūmos, rinkimą. Kalbėta apie savivaldos aktualijas, iškilo ir krašto politinio savarankiškumo idėja. Didžiojo Vilniaus Seimo posėdžiuose dalyvavo 11 iš 20 būsimųjų 1918 m. Lietuvos Nepriklausomybės Akto signatarų. Straipsnyje nagrinėjamas jų indėlis rengiant šį suvažiavimą ir išryškinamas politinis, idėjinis šio suvažiavimo ir Lietuvos Tarybos ryšys. Vienas iš Didžiojo Vilniaus Seimo sumanytojų ir veikliausių rengėjų buvo Jonas Basanavičius, turėjęs svarią tautinės kultūrinės veiklos patirtį, net 25 metus gyveno plačią politinę autonomiją turėjusioje Bulgarijoje. Antanas Smetona, Jonas Vileišis, Steponas Kairys dalyvavo rengiant suvažiavimą, pirmininkavo jo posėdžiams arba talkino formuluojant nutarimus. Po 10 metų jie tapo svarbiomis dešiniosios ir kairiosios politinės srovės figūromis, Vilniuje telkusiomis bendraminčius. Ne tik jie, bet ir Donatas Malinauskas, Mykolas Biržiška, Jonas Vileišis įgyvendino 1905 m. subrendusius sumanymus, dalyvaudami Vilniaus lietuvių visuomeniniame gyvenime. Kunigai Kazimieras Steponas Šaulys, Vladas Mironas, Alfonsas Petrulis rūpinosi lietuviškos tautinės minties sklaida savo parapijose. Saliamonas Banaitis jau 1905 m. rudenį įkūrė lietuvišką spaustuvę Kaune – pradėjo leisti religinę, šviečiamąją spaudą ir publicistiką. Stanislovas Narutavičius ėmėsi socialinio teisingumo idėjų įgyvendinimo savo gimtajame krašte. Jų atkaklumas ginant savas nuostatas ir kartu gebėjimas prireikus bendradarbiauti turėjo didelę įtaką Lietuvos Tarybos darbui 1917–1918 metais. The Great Seimas (Assembly) of Vilnius, held on December 4 and 5, 1905 (November 21–22, 1905 O.S.) in Vilnius, Lithuania, was inspired by the Russian Revolution, which had spread through the vast areas of the Russian Empire, including Lithuania. Around 2000 inhabitants of the future state took part in the congress. During the meetings, the participants held very intense discussions not only about the future Parliament of the Russian Empire, Duma, offered by the Tsar Nicholas II, but also about current situation of local self-government and an idea of general political autonomy of the country. 11 people out of 20 future signatories of the Act of Independence of Lithuania, which was signed in 1918, took part in this first assembly. Their contributions in preparation of the congress, as well as political and ideological connections of the two great events, are highlighted in the paper. One of the initiators of the Great Seimas of Vilnius, Jonas Basanavičius, had a valid experience of national cultural activities. Some other future signatories, like Antanas Smetona, Jonas Vileišis, and Steponas Kairys, took part in preparations of the congress, conducted its meetings or helped in stating of declarations. In ten years, these people became greatly important in both right and left wing political movements. Together with Donatas Malinauskas, Mykolas Biržiška, and Jonas Vileišis, they unified congenial members of Lithuanian community of Vilnius and realised the ideas, developed in 1905. The priests Kazimieras Steponas Šaulys, Vladas Mironas, and Alfonsas Petrulis, took care of spreading national Lithuanian ideas in their parishes. In autumn of 1905, Saliamonas Banaitis established the 1st Lithuanian printing house in Kaunas. He was publishing topicalities of Lithuanian religious, educative and journalistic matters. Stanislovas Narutavičius implemented the ideas of social rights in his native area. Later on, the persistence in defending their attitudes together with ability to cooperate had a great impact on the work of the Council of Lithuania in 1917–1918. By patiently revising and expanding the small rights, given to the country by then occupant German politics, the 20 members of the Council of Lithuania have turned the statements about autonomy, held at the Great Seimas of 1905, into the Act of Independence of Lithuania.

Išsamiai nagrinėjamas. J. Basanavičiaus požiūris į Lietuvos praeitį laikotarpyje iki „Aušros“ išleidimo, išskiriami ir aprašomi trys jo etapai – studijų Maskvos universitete laikai bei ryšys su latviais ir bulgarais, tada – Bulgarijos nepriklausomybės etapas bei trečiasis – kelionės po Pietų Europą laikai ir pažintis su čekų tautiniu sąjūdžiu. Teigiama, jog istorija aušrininkams buvo reikalinga, kad lietuviai, didžiuodamiesi ja, puoselėtų kalbinę savigarbą ir tautinį orumą. „Varpo“ leidimo laikais kalbėta apie savos valstybės sukūrimą, kurioje turėjo susidaryti nauja politinė lietuvių tauta, kurios prototipu buvo imama Lietuvos Didžiosios Kunigaikštystės politinė lietuvių tauta. Prieš susirenkant Didžiajam Vilniaus seimui, Basanavičius surašė memorandumą, kuriame istoriniais argumentais pagrindė lietuvių tautos teises į politinį savarankiškumą, išreiškė atgimusios tautos siekį tęsti senąsias Lietuvos valstybingumo tradicijas, bei pabrėžė pasirinktą orientaciją į pilietinę visuomenę. Basanavičiaus vizijose iškelta Lietuva su sostine Vilniumi – tai LDK kraštas, kurio gyventojai išlaikę seną lietuvių kalbą ir kuriam norėtų priklausyti sugudėję, sulenkėję pakraščių lietuviai, o straipsnio pabaigoje aptarti visi šios būsimosios valstybės gyvenimo aspektai.

How are small states adjusting to a changing security environment and managing tensions with greater powers in their neighbourhood? Much of the recent literature on small states spends a great deal of time examining challenges to small states and their security policies. Scholars offer several strategies that small states can employ to adjust to a changing security landscape. Small states have two broad options – to focus on their own defence posture, trying to keep their autonomy and stay neutral, or use different cooperative schemes – bandwagon with larger powers, form alliances against dominant powers, or seek shelter and develop hedging strategies. This article reviews survival strategies employed by small states and provides a basis to better understand the behaviour of small states in today’s contested security environment.

Straipsnyje pateikiama metakognityvumo ir jo sudedamųjų dalių samprata, klasifikavimas. Šis terminas nagrinėjamas pateikiant keletą apibrėžimų, bandant supažindinti skaitytojus su šio termino supratimu pasaulyje. Pateikiamas išsamus metakognityvumo sudedamųjų dalių klasifikavimas, kuris padeda visapusiškai analizuoti šį reiškinį. Viena iš daromų išvadų yra ta, kad metakognityvumo komponentai, kurių ugdymas turtina besimokančiųjų autonominę kalbinę veiklą, skatina jų motyvus, todėl jų žinios ilgiau išlieka atmintyje, gerėja jų rezultatai. Metakognityvumas yra neatsiejama ir labai svarbi autonominio kalbinės veiklos turtinimo proceso dalis. Thearticledealswiththeconceptionandclassificationofmetacognitionanditsconstituentparts.Theterm is being tackled through a range of definitions in an attempt to make readers acquainted with the perception of this term abroad. A detailed description of metacognition constituent parts (metacognitive knowledge, metacognitive skills) is given, which helps to analyze this phenomenon comprehensively. One of the conclusions made is that education of metacognitive components leads the learners towards autonomous foreign language enrichment, encourage their motivation. As a result their knowledge becomes long-term, learners.marks are higher. Metacognition is a very important as well as an inherent part of the autonomous foreign language enrichment process.

Straipsnyje siekiama patikrinti kai kuriuos akademinio Naujosios viešosios vadybos (NVV) diskurso teiginius Lietuvos atveju, pasitelkiant vadovaujančias pareigas užimančių valstybės tarnautojų apklausos duomenis. NVV taikymą analizuojančiose publikacijose pateikiami teiginiai, kurie nusako NVV bei po-NVV iniciatyvų tikslus, priemones ir jų taikymo pasekmes. Mokslininkai teigia, kad NVV pasižymi vadybos instrumentų iš privataus sektoriaus naudojimu viešajame sektoriuje, didesnės autonomijos vadovams suteikimu, mažesniu viešojo administravimo politizacijos lygiu bei neigiamu poveikiu horizontaliam koordinavimui. Duomenų analizė parodo, kad empiriniai ryšiai tarp NVV ir po-NVV „etosų“ elementų bei koordinavimo, politizacijos ir vadovų autonomijos patvirtina kai kuriuos NVV doktrinos teiginius ir atskleidžia po-NVV įtaką. In the article the relations among the extent of New Public Management (NPM), coordination, politicization and autonomy in Lithuania are analysed based on COCOPS data (project "Monitoring public sector reforms", financed by Lithuanian Science Council, 2012–2013, agreement no. PRO-10/2012). The analysis is based on the propositions that relate coordination, politicization and autonomy in NPM and post-NPM eras. The operationalization of these variables and construction of scales are demonstrated. The analysis of averages and correlations among extent of NPM, coordination, politicization and autonomy confirms some of the postulated propositions, e.g., high politicization and high level of NPM practices are incompatible; higher managerial autonomy is congruent not only with NPM, but also with post-NPM elements.

Straipsnyje pateikiama lyginamoji analizė, kaip Pirmasis pasaulinis karas paveikė paviršiun iš- kilusius estų, latvių ir lietuvių nacionalizmus. Būta aiškios tendencijos traktuoti tris valstybes, 1918 m. deklaruotas šių nacionalinių judėjimų, kaip vieną „Baltijos“ grupuotę, susikūrusią dėl bendrųjų veiksnių ir procesų. Tačiau tokia charakteristika sumenkina skirtumus, atsiradusius dėl regiono pozicijos pačiame karo fronto linijų Rytuose epicentre, dėl kurio klostėsi pavaldumo ir politinių kontekstų įvairovė. Kita tendencija buvo galiausiai sukurtą nacionalinės valstybės struktūrą visais trim atvejais vaizduoti kaip iki 1918 m. nacionalinių judėjimų ilgai puoselėtų siekių įgyvendinimą. Tačiau toks nacionalinio apsisprendimo suvokimas atsirado gerokai vėliau, o federalistinė galvosena tiek per karą, tiek iškart po jo toliau formavo suverenumo koncepcijas išorėje ir viduje. Maža to, valstybingumo suvokimas smarkiai priklausė nuo to, kurioje fronto linijos pusėje konkretus regionas buvo konflikto metu. This article offers a comparative analysis of how the First World War affected emerging Estonian, Latvian and Lithuanian nationalisms. There has been a clear tendency to treat the three states declared by these national movements in 1918 as a single ‘Baltic’ grouping created as a result of common factors and processes. Yet, such a characterisation downplays differences which arise due to the position of the region at the very frontline of the war in the East, which brought a variety of jurisdictions and political contexts. A further tendency has been to retrospectively portray the nationstate framework ultimately created in all three cases as the realisation of the long-cherished goal of the pre-1918 national movements. Such an understanding of national self-determination, however, only emerged much later, and federalist thinking continued to shape both external and internal conceptions of sovereignty during and immediately after the war. How statehood was conceived, moreover, had a lot to do with which side of the line a region was located during the conflict, with key points of difference being discernible between the Estonian and Lithuanian cases in particular.

Lietuvos aukštojo mokslo raida buvo sutrikdyta dėl istorinių-politinių aplinkybių, tačiau iškart atkūrus nepriklausomybę 1918 m. buvo imtasi iniciatyvos atkurti aukštojo valstybinio mokslo institucijas. Aukštojo mokslo institucijų veiklos teisinis reglamentavimas yra šių įstaigų studijų ir mokslo procesų teisinis pagrindas, todėl valstybės pasirinkta politika šiuo atžvilgiu yra itin svarbi visai švietimo sistemai. Straipsnyje analizuojama kelių Lietuvos tarpukario aukštųjų mokyklų veiklos teisinis reglamentavimas, siekiama atskleisti istorines, ekonomines, socialines aukštojo mokslo institucijų steigimo aplinkybes ir įvertinti istorinio konteksto įtaką šių institucijų veiklos teisiniam reglamentavimui, taip pat išanalizuoti pasirinktų aukštųjų mokyklų veiklą reglamentuojantys dokumentai, nustatyta, koks buvo vyraujantis aukštojo mokslo institucijų valdymo modelis, kokios jo pasirinkimą bei kaitą nulėmusios priežastys. Straipsnyje išsamiai aptariama pirmojo universiteto veikla, jo veiklą reglamentuojantys dokumentai – universiteto statutai, juose numatytas universiteto valdymo modelis bei jo kaita. Akcentuojama universiteto autonomijos reikšmė ir jos netekimo pasekmės. Taip pat aptariamas kitų Lietuvos aukštųjų mokyklų veiklos reglamentavimas, atskleidžiant valstybinės valdžios intervenciją į institucijų valdymą ir visus veiklos procesus (pedagoginio personalo parinkimą, pedagoginių vardų suteikimą, studentų kontingento nustatymą, mokslo ir studijų planų formavimą). The evolution of the legal regulation of Lithuanian higher education systems was a difficult process closely connected with other social, economical, political, historical dimensions of the development of the state itself. The understanding of the characteristics and principles of higher education development, the analysis of possible perverse provisions in the legal regulation of the higher education system enables better interpretation of the historical and political aspects of legal regulation as well as forms the guidelines for future perspectives of development in the field of state regulation measures. A presumption that retrospective tendencies necessarily have an impact on the present status quo of the whole system of higher education and specifically on its legal regulation is made in the present article. The evaluation of those tendencies allows a better recognition of the specific characteristics of the contemporary higher education system and helps reveal the possible causes of legal regulation dysfunctions in the system of higher education. Therefore, in the present article, the conditions of the establishment and activities of the institutions of higher education are revealed, the impact of the historical context on the legal regulation of the whole higher education system and separate higher education institutions is evaluated. The object of the research is the legal regulation of the interwar Lithuania’s higher education institutions. It should be noted that not all institutions considered as having the status of high schools were selected for the research. For the achievement of the purposes of the research, only those high schools the legal status and principles of the activities of which correspond to the requirements attributed to the classical higher education institutions were chosen (The Lithuania’s University, The Academy of Agriculture, The Academy of Veterinary). The aim of this research was to analyse the legal regulation of the selected higher education institutions in Lithuania in the period of 1918–1940 and to disclose the political and historical context and its impact on the legal regulation. For this purpose, the legal documents regulating the activities of high schools were examined. Also, further tasks were set: to identify the prevailing governance concepts of higher education institutions, to disclose the grounds for choosing the specific concept and to evaluate the corresponding governance concept; to estimate the impact of state government on the legal regulation of higher education system.

Lietuvos socialinės paramos politika kritikuojama dėl to, kad teikiama parama nemotyvuoja gavėjų savarankiškai rūpintis savimi, generuoja priklausomybės kultūrą. Socialinės paramos forma (piniginė arba nepiniginė, tarp jų ir socialinio darbo paslaugos) skirtingai veikia paramą gaunančio asmens padėtį. Pirmuoju atveju atsiranda didesnė erdvė asmens autonomijai, antruoju – paternalistinei pagalbos filosofijai. Šiame straipsnyje analizuojama socialinės paramos struktūros problema kaip šios sistemos veikėjų sąveikos rezultatas esant tam tikram instituciniam kontekstui. The possible effects of social assistance policy are autonomy and dependency of social assistance user. The outcomes of the policy depend on the forms of social assistance (benefits in cash or benefits in kind), the amount of benefits, the attributes of provision and others. The outcome of social assistance is chosen at the collective choice level. Benefits in cash develop autonomy of social assistance user and benefits in kind frustrate the autonomy, because of their paternalistic nature. The existing social assistance policy reflects the attitudes and priorities of politicians towards autonomy and paternalism. Empirical indicators for the evaluation of autonomy and paternalism in social assistance policy are expenditure, benefits, legal documents, the attitudes of politicians and administrators.

Straipsnyje analizuojamos bioetikoje vyraujančio pagarbos asmens autonomijai principo prielaidos. Remiantis antropologų L. Dumont’o ir C. Geertzo darbais parodoma, kaip pagarbos asmens autonomijai principas yra susijęs su vakarietiška, krikščioniška, individualistine asmens samprata bei iš to plaukiančiu racionalumo reikšmės įtvirtinimu informuoto sutikimo koncepte. Taip pat ginama idėja, kad būtina atsižvelgti į rūpesčio etikos, pabrėžiančios emocijų svarbą moralėje ir paremtos reliacinio asmens prielaida, pasiūlytas įžvalgas. Straipsnyje parodoma, kaip rūpesčio etikoje pasiūlyti normatyviniai rūpesčio idealai gali būti pritaikomi bioetiniame kontekste – konceptualizuojant rūpestį medicinos sferoje galima pritaikyti Bourdieu pasiūlytą habitus konceptą ir išryškinti ne tik tarpasmeninių santykių svarbą moraliniam vystymuisi, bet ir įvairias sociokultūrines bei istorines įtakas, lemiančias tam tikrus mūsų elgsenos modelius. Article explores the assumptions behind the principle of respect for patient autonomy that occupies an important role in bioethical research. Relying on the works of L. Dumont and C. Geertz we show how the principle of respect for patient autonomy is related to the concept of personhood, which stems from the Western, Christian, and individualistic values. In so doing, we argue that this principle is bound to overemphasize rationality, as is the case in the extensive use of informed consent forms in modern medical practice. We propose to apply normative ideals of care defined by Nel Noddings to the sphere of bioethics by linking it to Pierre Bourdieu’s notion of habitus in the field of medicine. An incorporation of habitus into ethics of care is useful because it highlights the ways in which interpersonal relations relate to one’s moral development and points to the significance of sociocultural and historical contexts in shaping behaviors.

Revolutionary events of 1988-1991 in Soviet Union affeted the life of Vilnius region: they demonstrated national differences, mentalities, national problems that were silenced before. But even a quarter of century passsed many of these problems are still around. We still hear angry voices claiming that Lithuania neglects education of minorities, though it provides more financial alocations to it than any other state in the world. These myths are still widespread in In Vilnius and Šalčininkai regions providing fuel to misunderstanding between Lithuania and its neighbors.

Выбор тематики подиктован значительным увеличением роли этнической политики в современных польско-литовских отношениях. Движущей силой кардинальных изменений в конце 80-х и начале 90-х годов ХХ в. стала „национальная идеология”, провозглашенная Саюдисом – Литовским движением за перестройку. Именно она мобилизовала литовцев – подтолкнула их к освобождению от гнета советской империи и восстановлению в 1990 г. независимого литовского государства. Концепция национальной идеологии родилась в начале ХIХ века и стала особенно популярной среди народов, находящихся под иностранным господством. Характерной чертой национализма были oбщность языка, территории и исторической судьбы. Молодые нации, в том числе и литовцы, оказались в группе народов со „слабой” исторической традицией и поэтому историю литовского народа пришлось писать заново. Характерно, что националистическая риторика, востановленного в 1918 г. литовского государства, категорически отрекалась от совместного польско-литовского прошлого. Литовский анти-полонизм усилился особенно после „бунта” генерала Желиговского в 1920 г., когда Польша вернула себе Вильнюсский край. Этo очень негативно сказалoсь на отношения между двумя упомянутыми странами. В литовской историографии выше упомянутые события называются „польской оккупацией” и до сих пор используются как докозательство „ревизионистских тенденций Великой Польши”. В результате победы Сталина во Второй мировой войне, Польша и Литва оказались в сфере влияния Советского Союза. На полвека литовско-польский конфликт сошел на второй план. Обе нации сосуществовали в советской реальности, борясь за выживание в новых условиях вплоть до времён перестройки, когда Михаил Горбачев ослабил так называемые „идеологические оковы”. В конце 80-ых годов, наряду с идеей национального возрождения в СССР, активизировалось польское национальное меньшинство, проживающие на территории Литовской Советской Социалистической Республики. Поляки Литвы попытались образовать культурную автономию в районах их компактного проживания, на что очень негативно зареагировали литовцы, которые в автономии видели потенциальную опасность сепаратизма и боялись, что Вильнюсский край вновь захочет отделится от Литвы. Современный конфликт между литовской властью и поляками Вильнюсского края начался в конце 80-х годов ХХ в. и в настоящее время проходит в языковом пространстве страны. До сих пор поляки Литвы борятся за право писать свои фамилии в документах попольски, за двуязычные информационные надписи в местах компактного проживания, за образование на родном языке. Cущественно, что для обеих сторон конфликта язык имеет ключевое значение, а литуанизация воспринимается прежде всего как деполонизация.

Straipsnyje nagrinėjamos XIX a. lenkų kilmės filosofo, daugelio tyrinėtojų laikomo Schellingo šalininku, Juozapo Goluchovskio traktato, kurį jis pateikė Vilniaus universiteto paskelbtam konkursui filosofijos profesoriaus etatui užimti, dalys apie moralės filosofiją. Goluchovskio traktato idėjos lyginamos su Aristotelio, stoikų ir krikščioniškosios etikos tradicija, britų moralės jausmo teoretikų, Kanto, Fichte’s, Schellingo, Hegelio mintimis. Analizuojamas Goluchovskio sudarytas moralės filosofijai skirtų veikalų sąrašas, nagrinėjamos traktato recenzijoje iškeltos problemos. Tyrimo rezultatai leidžia daryti išvadą, kad Goluchovskio traktate susipina tradicinės etikos elementai ir Kanto moralumo samprata, o kitų teoretikų, net ir Schellingo, įtaka traktate pateiktai moralės filosofijos sampratai yra minimali. Article examines the moral philosophy portions of the Tractate of Józef Gołuchowski, a philosopher of Polish origin ascertained by many scholars to be a follower of Schelling. The Tractate was submitted in 1821 to contest the seat of professor of philosophy at Vilnius University. The ideas in this Tractate are compared with Aristotelian, Stoical and Christian ethical tradition, to the thinking of British theoreticians of moral sense, and to the ideas of Kant, Fichte, Schelling and Hegel. An index of works devoted to moral philosophy composed by Gołuchowski is analyzed here, together with some problems expressed in the critical review of the Tractate. We may conclude that elements of traditional ethics in the Tractate are intertwined with Kantian concept of morality, while the influence of other theoreticians, not excluding Schelling, is minimal.

Antrajame svarstomos temos straipsnyje (pirmasis – Bartkienė 2011) analizuojami bioetinių priestarų sprendimo būdai, pateikti P. Singerio ir T. Engelhardto teorijose. Abu teoretikai naudoja vienaprincipine prieigą, laikydamiesi nuostatos, kad užtenka vieno esminio principo nustatant normatyvines bioetikos gaires. P. Singeris, plėtodamas utilitarine poziciją, kvestionuoja tradicine asmens sampratą. T. Engelhardtas, pabrėždamas pagarbos autonomijai principą, pasiūlo deontologine bioetikos versiją. Viena vertus, nagrinėjami autoriai formuluoja aiskias normatyvines gaires, reikalingas sprendžiant bioetines priestaras. Kita vertus, jų pateikti siūlymai vertintini ypac atsargiai, nes pabrėžiant asmens sampratos reiksme atmetamos tradicinės medicinos etikos vertybės – geradarybė ir pagarba žmogaus gyvybei. Straipsnyje teigiama, kad aptariamos teorijos, marginalizuodamos labiausiai pažeidžiamas socialines grupes, tokias kaip protiskai neįgalūs asmenys ir maži vaikai, atveria kelią dehumanizuotai ir komercializuotai medicinai. A Search for Methodological Basis in Bioethics (II): Monoprinciple Approach Aistė Bartkienė Summary The second paper in the series (see Bartkienė 2011) is designated to disclose the ways of solving the bioethical problems proposed by P. Singer and T. Engelhardt. Both thinkers use one principle approach maintaining that a single main principle is sufficient for acquiring basic normative guides in bioethics. Singer develops a utilitarian position and is questioning traditional notion of a person. Engelhardt is emphasizes the principle of respect for autonomy and proposes deontological conception of bioethics. On one hand, these theories offer clear normative guidance for resolving bioethical controversies in the sphere of medicine. On the other hand, these proposals should be evaluated very carefully because by stressing the significance of the notion of a person both theories reject traditional values of medical ethics, such as beneficence and respect for human life. Marginalizing the most vulnerable groups of society, such as mentally ill and small children, they open the path for dehumanized and commercialized medicine. Nuo istorinių laikų visuomenė yra patikėjusi universitetui atsakomybę už žmonijos raidą, jos ekonominę, socialinę, kultūrinę pažangą ir gerovę. Tačiau šiame globaliame pasaulyje universitetai stipriai veikiami rinkos sąlygų, pereinama prie paslaugų universiteto, taip sudarant nepalankias aplinkybes išlikti tradiciniam universitetui, pamirštant esminę universitetų misiją - būti visuomenės pažangos katalizatoriumi. Since historical times society has entrusted university with responsibility for the development of humankind, its economic, social and cultural progress and welfare. However, in this global world universities are strongly affected by market conditions; there is a transition to the university of services, thus creating unfavourable circumstances for the survival of a traditional university, forgetting the essential mission of universities – to be the catalyst of social progress. It is natural that there arise scientific discussions about which higher school values actually function in public and scientific space, which of them are regulated by laws and documents, and how they are followed. Can the academic community and society oppose the economic development of higher education and secure and nurture higher school values? Based on the analysis of scientific literature sources and documents as well as research results, the paper examines the concept of academic freedom, development and expression in society and academic community with regard to the experience of the countries of the world. In response to the challenges to modern higher education, the readers of the article are invited to a scientific discussion about the relationship of academic freedom with academic community and society in the context of political, economic and other conditions.

Straipsnyje analizuojamos Lietuvos universiteto (vėliau - Vytauto Didžiojo universiteto) įsteigimo aplinkybės, statuto svarstymas Steigiamajame Seime, Universiteto autonomijos suvaržymai autoritarizmo sąlygomis, Senato ir Tarybos bandymai išsaugoti Universiteto akademines laisves. 1922 m. vasario 16d. laikinojoje sostinėje Kaune Aukštųjų kursų pagrindu buvo įsteigtas Lietuvos universitetas, tačiau jo statutas dėl frakcijų ideologinių nesutarimų Steigiamajame Seime priimtas tik 1922 m. kovo 24 d. Universiteto statutas suteikė plačių autonomijų ne tik Universitetui, bet ir jo fakultetams. Po 1926 m. gruodžio 17 d. perversmo įsigalėjusio autoritarinio valdymo netenkino demokratijos apraiškos Universitete, todėl Universiteto statutas buvo kelis kartus pakeistas vis labiau apribojant jo autonomijų. Universiteto autonomija buvo naikinama siekiant nutildyti politinius oponentus ir ugdyti paklusnumų autoritariniam režimui. Didžiausių autonomijų Universitetas turėjo parlamentarizmo laikotarpiu, o autoritariniam valdymui buvo būdingi Universiteto autonomijos suvaržymai, siekiant visiško akademinių laisvių panaikinimo. This article analyses the circumstances of the establishment of the University of Lithuania (subsequently − Vytautas Magnus University), considerations of its statute at the Constituent Assembly of Lithuania, the constraints on University's autonomy during the authoritarian regime and attempts of the Senate and the Council to preserve the academic freedom of the University. On February 16, 1922 in Kaunas, the temporary capital of Lithuania, under the basis of Higher Courses the University of Lithuania was established; it status, however, was adopted on March 24, 1922 due to the ideological disagreements within the Constituent Assembly. The status of the university granted a broad autonomy both to the University and its faculties. Democratic manifestation within the University displeased the authoritarian regime that emerged after the revolution on December 17,1926. Therefore, the statute of the University was amended several times, increasingly limiting the autonomy of the University. The autonomy of the University was destroyed in order to silence political opponents and to promote obedience to the authoritarian regime. The University was at its broadest autonomy during the parliamentary times, while the authoritarian regime was noted for the constraints on University's autonomy in order to completely abolish the academic freedom

Pristatomas pirmasis straipsnis iš dviejų, kuriame aptariamos bioetikos teorijos, ieškančios daugiaprincipinės prieigos prie esminių bioetikos kontroversijų. Nors bioetikos problemos pradėtos spręsti XX amžiaus antrojoje pusėje, tačiau susidomėjimas metodologiniais pagrindais išryškėjo tik paskutiniais praeito amžiaus dešimtmečiais. Bioetikos srityje iškilo tiek naujų klausimų, kad klasikinės etikos teorijos pasirodė nepakankamos mėginant į juos atsakyti, todėl bioetikoje imtasi formuluoti principus ir jų rinkinius, parankiausius sprendžiant konkrečias medicinoje iškylančias problemas. Kita vertus, mėginant taikyti pačias bioetikos teorijas praktikoje, išryškėjo poreikis rasti tokią prieigą, kuri padėtų atsakyti tiek į senus, tiek į naujus medicinos klausimus, atsižvelgiant į pakitusį gydytojo ir paciento santykį bei visuomenės moralinių įsitikinimų įvairovę. Pradėta ieškoti naujų būdų, kurie padėtų išspręsti praktikoje kylančias problemas, kartais netgi bandant suderinti deontologiją su utilitarizmu vienoje teorijoje. In the first article poliprincipal approach to fundamental controversies in bioethics is represented. Even though it was started to deal with bioethical problems in the middle of XX century but the interest in methodological basis was clearly emphasized only in the end of it. In the field of bioethics a lot of new questions emerged and traditional theories of ethics appeared insufficient in order to answer those questions. This is one of the reasons why the quest for suitable principles employed in solving concrete bioethical problems started. On the other hand application of bioethical theories in practice exposed the need to find such an approach which could help to solve bioethical questions considering variety of moral convictions and reversed relationship between doctor and patient. New ways to solve these problems where looked for and in some instances thinkers even combined utilitarianism and deontology in one theory. While representing poliprincipal approach to bioethics it is claimed that these theories deducing bioethical principals out of everyday morality can not avoid inconsistency which is characteristic to everyday moral convictions and for that reason can not offer any fundamentally new and uncontroversial ways to solve bioethical controversies.Keywords: bioethics, authonomy, beneficience, harm, justice.

Straipsnyje aptariamas autonomijos ir viešojo intereso santykis Lietuvoje po Nepriklausomybės atkūrimo. Teigiama, kad dešimtmečiais puoselėtas laisvės, savarankiškumo, žmogaus teisių užtikrinimo siekis tapo palankia dirva tarpti autonomijos nuostatoms, kurios pamažu įsitvirtino tiek politinėje ir teisinėje sąmonėje, tiek viešajame diskurse. Atskleidžiama, kad autonomija – tai savarankiškos, kritiškos, racionalios asmenų ar institucijų pastangos šalinti kliuvinius, trukdančius viešajam interesui reikštis tiek simbolinėje, tiek praktinėje erdvėje. Tokia autonomijos raiška suponuoja veiklų, autonomišką individą – tai viešajam interesui angažuota, savarankiška, intelektualiai nepriklausoma, racionali asmenybė, tolydžio kritiškai reflektuojanti ir turtinanti savo patirtį, plečianti jos ribas. Čia autorius įžvelgia ne tik asmens, bet ir institucijų, grupių, bendruomenių autonomijos sociokultūrinę prasmę ir vertę. Teigiama, kad grėsmė institucijų autonomijai kyla tada, kai bandoma primesti joms uždavinius, neatitinkančius jų funkcinės paskirties, nors tie uždaviniai ir atitinka viešąjį interesą. Autonomijos išsigimimą į pseudoautonomiją autorius regi ir tada, kai ji be jokių išlygų taikoma toms institucijos veiklos sritims, kurioms ją taikyti viešojo intereso požiūriu netikslinga. Reziumuojama, kad nors autonomija viešojo gyvenimo erdvėje patiria daug išbandymų, ji yra reikšminga asmeninė ir visuomeninė vertybė, kurios atsisakyti reikštų sunaikinti tai, kas pliuralistinei Vakarų civilizacijai yra vertingiausia. The following article discusses relationship between autonomy and public interest after the Restoration of Lithuanian Independence. It is stated that a seek for freedom, autonomy, assurance of human rights fostered for decades have become a favourable soil for provisions of autonomy to appear, later step by step they took root not only in political and legal consciousness, but also in public discourse. It is revealed that autonomy is independent, critical, rational efforts of individuals or institutions to remove obstacles interfering with the public interest in both symbolic and practical space. Such an expression of autonomy implies an active and autonomous person, a ration person who is motivated for public interest, rational person, critically reflecting and enriching its experience and expanding its boundaries. The author here sees sociocultural meaning and value not only of person but also of institutions, groups and communities. It is stated that a danger for autonomy of institutions arises when it is tried to assign them tasks which do comply with their functional purpose, even though these tasks correspond to the public interest. The author also sees malformation of autonomy to pseudo-autonomy when it without any exceptions is applied to the areas if activities of the institution in which autonomy under the view of public interest shall not be applied. In conclusion, even if autonomy in space of public life experiences a lot of challenges it is a significant personal and public value, refusal of which would mean destroying things that are the most valuable to pluralist Western civilisation.

Kaip parodė tyrimas, dėstytojas studentams reikalingas kaip konsultantas, informacijos teikėjas ar partneris, kuris skatina juos prisiimti atsakomybę patiems vertinti ir kontroliuoti savo studijų eigą. Straipsnyje aprašomas naujas tiek dėstytojo, tiek studento vaidmuo taikant mišrųjį kalbos mokymosi metodą, kuris skatina dėstytojo bei studento dialogą ir atveria naujas perkeliamųjų įgūdžių ugdymo galimybes. The article presents the results of the international project called ALL (Autonomous Language learning) based on Blended learning course and reports on the evaluation of its effectiveness through learners’ needs analysis at the initial stage of the implementation of a new approach, their feedback and evaluation of learning achievements at the end of the course. The paper also describes a new teacher’s role in this innovative teaching method while using a specially designed virtual learning environment such as the website developed in this project – a platform for teachers and learners which enables teachers to communicate online with students and students with students.

[...] 2003 m. LR Vyriausybė pradėjo vykdyti eksperimentinę programą, kuria dalį valstybinių mokyklų pertvarkė į viešąsias įstaigas. Tai suteikė šioms įstaigoms daugiau vadybinės ir finansinės autonomijos. Visuotinis dalininkų (įmonių, savivaldybių, darbdavių organizacijų atstovų) susitikimas tapo svarbiausiu įstaigos valdymo organu, ir tai savo ruožtu decentralizavo sprendimų priėmimą. Finansinė autonomija leidžia be Ministerijos koordinavimo valdyti įstaigų turtą ir pajamas. Pertvarka yra pagrįsta naująja viešąja vadyba, teigiančia, kad rinkos mechanizmų ir principų (autonomijos, rinkos dalyvių įtraukimo ir kt.) įdiegimas viešųjų paslaugų sektoriuje pagerins jo veiklą. Šio tyrimo tikslas - ištirti, kaip (ir ar) pakito pertvarkytų įstaigų veiklos efektyvumas ir paslaugų kokybė. Gauti rezultatai rodo, kad viešosios įstaigos veikia efektyviau, tačiau formalus įstaigos statusas neturi tiesioginės įtakos paslaugų kokybei. Viešosios įstaigos turi daugiau galimybių gerinti paslaugų kokybę, tačiau jos nebūtinai daro tai dažniau negu nepertvarkytos įstaigos. Vadinasi, viešosiose įstaigose turėtų būti įdiegti papildomi paslaugų kokybės gerinimo mechanizmai, pavyzdžiui, veiklos kriterijai, kurie taikomi šalyse, decentralizavusiose savo profesinio mokymo sistemas. Vis dėlto viešąsias įstaigas apibendrintai galima laikyti geresnėmis už biudžetines, kadangi jos veikia efektyviau ir turi daugiau galimybių gerinti teikiamų paslaugų kokybę. The paper analyses the impact of New Public Management on efficiency of work and quality of services in vocational education and training institutions. The basis of the research is the experimental reform that implemented greater managerial and financial autonomy in 13 state vocational schools starting with 2003. Autonomy is one the principles of NPM that, according to the theory, increases efficiency of work and quality of services in public sector providers. In order to analyse autonomy's impact on these variables after the reform, maximally similar institutions (those that underwent the reform and those that did not) are compared using quantitative and qualitative methods.

Straipsnyje vertinamos tarpusavio bendradarbiavimo galimybės tarp Europos Komisijos Regioninės politikos generalinio direktorato, Regionų komiteto, Europos laisvosios prekybos asociacijos ir Europos ekonominės erdvės valstybių. Studijoje aptarti regioninio bendradarbiavimo mechanizmai, sritys bei būdai, kaip padidinti tarpusavio bendradarbiavimo potencialą. Ši empirinė atvejo studija analizuoja ES regioninio bendradarbiavimo institucionalizavimą ir jo galimą plėtrą. Studija rodo, jog Europos Komisijos Regioninės politikos generalinio direktoratas ir Regionų komitetas bei Europos laisvosios prekybos asociacijos ir Europos ekonominės erdvės modus operandi tarpusavyje mažai tesusiję. Pirmos dvi institucijos rūpinasi sanglauda ir regioninių bendradarbiavimu tarp ES šalių ir jas sudarančių regionų, o dviejų pastarųjų tikslai yra dalyvavimas bendroje su ES vidaus rinkoje. Tačiau nors iš pirmo žvilgsnio šios struktūrinės ir funkcinės trajektorijos prasilenkia, minėtos organizacijos turi galimybes praplėsti tarpusavio bendradarbiavimą. The article assesses mutual collaboration possibilities between the European Commission's Directorate-General for Regional Policy, Regional Committee, European Free Trade Association and European Economic Area member states. Regional collaboration mechanisms, fields and modes on enhancement of mutual collaboration potential are discussed in the study. This empiric case study analyses institutionalisation of EU regional collaboration and its potential development. The study shows that modus operandi of the EC Directorate-General for Regional Policy, the Regional Committee and the European Free Trade Association and the European Economic Area are hardly interrelated. The first two institutions are concerned about cohesion and regional cooperation between the EU Member States and their regions, while the purposes pursued by the two latter organisations include participation in common domestic market with EU. But though at a first glance these structural and functional trajectories do not meet, the above-mentioned organisations have opportunities to expand their mutual collaboration.

Straipsnyje nustatoma, kas turėjo didesnį poveikį: ar ES, ar nacionaliniai veiksniai, steigiant naujas viešojo sektoriaus organizacijas ir apibrėžiant jų autonomijos bei kontrolės ribas. COBRA 2008 m. apklausos rezultatų ir kitų duomenų analizė parodė, kad ES turėjo gerokai didesnį poveikį viešojo sektoriaus organizacijų daugėjimui nei nacionaliniai veiksniai (valdančiųjų koalicijų ir makroekonominės padėties kaita). Kita vertus, Lietuvo¬ je dominuojanti kontinentinės Europos teisinė tradicija turėjo gerokai didesnį poveikį organizacijų autonomijos ir kontrolės tvarkai nei ES. The paper seeks to assess, whether the EU or the domestic factors had a stronger impact on the proliferation of public sector organisations and on the degree of their autonomy and control. The results of the COBRA 2008 survey indicate that the EU was the main driving force behind the setting up of public sector organisations in Lithuania. The impact of domestic factors (changes in the governing coalitions and macroeconomic developments) was considerably smaller and not consistent. However, the degree of autonomy and control of the Lithuanian public sector organisations is largely explained by the dominating continen¬ tal European legal tradition rather than the EU pre- and post-accession processes.

Straipsnyje analizuojama Lietuvos Steigiamojo Seimo požiūris į santykius su Lenkija, derybos su Lenkija ir Vilniaus lenkų politinėmis grupėmis siekiant atgauti Vilniaus kraštą. Steigiamasis Seimas ėmėsi įvairių priemonių siekdamas atgauti Vilniaus kraštą: pasiuntė delegaciją į Varšuvą, užmezgė kontaktus su Vilniaus lenkų politinėmis grupėmis, pateikė pasiūlymus ir Varšuvai, ir Vilniui. Lietuvos valdžia žadėjo leisti vietiniams lenkams vartoti gimtąją kalbą mokyklose, bažnyčiose ir savivaldybėse, vėliau net užsiminė apie teritorinę autonomiją, tačiau šie pažadai lenkams pasirodė per menki. Lietuvos lenkų sukurtas „Didžiosios Lietuvos“ projektas, patobulintas lenkų federalistų, virto Hymanso projektu. Lietuva šiose derybose parodė didelį nuolaidumą siekdama savo tikslo, tačiau Lietuvos visuomenė griežtai pasipriešino suvereniteto apribojimui. Hymanso projektui pritarė Lietuvos delegacija, kai kurie Vyriausybės nariai bei liaudininkų frakcijos lyderiai, tačiau Seimas atsižvelgė į visuomenės nuomonę ir projektą atmetė. The article analyzes the attitude of the Constituent Assembly (Seimas) towards the relations with Poland as well as negotiations with Poland and Polish political groups in the Vilnius region with the aim to regain this region. Lithuanian Constituent Assembly resorted to various measures pursuing this aim: sent a delegation to Warsaw, established contacts with the Polish political groups of the Vilnius region, came up with certain proposals both for Warsaw and Vilnius. M. Römeris and A. Babianskis initiated consultations between members of the Lithuanian Seimas and representatives of Polish political groups; however, these initiatives were approved only by scanty and not influential Polish People Union"Odrodzenie", which supported J. Pilsudski’s ideas. The Polish community in the Vilnius district was strongly and negatively influenced by the idea that Vilnius might be occupied by the Lithuanian army; this meant for them occupation and slavery. The Lithuanian government gave promises that the Polish language could be used in schools, churches and municipalities and even hinted about territorial autonomy; however, for the Polish side these promises seemed insufficient. Therefore, Lithuanian Polish launched a project "Major Lithuania" which, improved by the Polish federalists, became Hymans project. In these negotiations Lithuania made significant concessions in order to reach its aim, but the Lithuanian society strongly objected to the delimitation of sovereignty. Though the Lithuanian delegation, some Government members and the leaders of the Populist fraction approved of this project, Seimas took into consideration public opinion and rejected the project.

Straipsnyje aptariama, kokios aplinkybės lėmė, kad buvo sukurta Lietuvių verslininkų sąjunga, gyvavusi 1930–1940 m. Svarbiausia iš jų yra ta, kad prekyboje ir pramonėje dominavo kitataučiai. Verslininkų sąjunga iškėlė sau tikslą skatinti lietuvius eiti į verslus, kad taip formuotųsi vidurinysis visuomenės sluoksnis (lietuviškoji buržuazija). Tik tada bus iškovota ir ekonominė nepriklausomybė, o jai esant labiau sutvirtės politinės nepriklausomybės pagrindas ir susicementuos tauta. Straipsnyje laikomasi nuomonės, kad XX a. pradžioje lietuvių liaudis jau buvo tapusi tauta, bet tautos virsmo nacija procesas tebesitęsė ir trečiajame, ir ketvirtajame dešimtmetyje. At the turn of the 20th century, national, political and civil self-consciousness of the Lithuanian population had already reached a high level. This was proved by the Great Seimas of Vilnius, which met from 4 to 5 December 1905. As they assembled in the Seimas, peasants and representatives of other walks of life of the Lithuanian community required that the Lithuanian language should be legalised in the education system and public life, and, most importantly, that Lithuania should be granted political autonomy with clearly defined state borders. This meant that the people of Lithuania had already become a nation by that time, however, they still had to mature as a modern nation, i.e., they had to have their own state with Lithuanians predominating not only in agriculture but in all fields of life including business (trade, industry and crafts). Even in the twenties of the 20th century, business was dominated by Jews – the representatives of the largest national minority in Lithuania. Building of the civil democratic system, initiated by the proclamation of independence, was interrupted by the coup d’etat of 17 December 1926, after which a different model of a national state was chosen. That meant that, among other things, Lithuanians were to predominate also in businesses, in urban population and in other fields. Therefore, the creation of an organisation, which would encourage Lithuanians to undertake businesses, became a must. Such an organisation was the Lithuanian Businessmen Union, which existed from 1930 to 1940. It had its branches in the provinces and published its own newspaper. The main proclaimed objective of the Lithuanian Businessmen Union was to create the middle class of the Lithuanian society – Lithuanian bourgeois – by encouraging and inviting Lithuanians to undertake businesses. That would determine domination of Lithuanians over towns and other fields of life and acceleration of the development of the national culture a certain stagnation of which was determined by a small number of the well-off Lithuanians what in turn seriously limited demand for Lithuanian books and periodical publications as well as the usage of other cultural values. Ideologists of the Union were of the opinion that the formation of the middle class of the Lithuanian society would strengthen grounds of political independence. Therefore aspiration of the Union to form the class of Lithuanian bourgeois had to be supported by the nation and the state; at the same time it had to be recognised by the citizens of Lithuania of other nationalities. According to the Lithuanian Businessmen Union – at least during the first five years of its activity – the only way to fulfil that aspiration was that Lithuanians, when undertaking business, should rely on their diligence and be ready for an honest competition with Jews, who had already hold strong positions in businesses, i.e. they should not expect the Government to grant them any exceptional privileges. However, an opinion that the Government had to guarantee equal opportunities to all competitors was getting increasingly popular, without clarifying what it meant though. Moreover, right from the start the Union declared that the budding Lithuanian businessmen, traders in the first place, must be supported by the whole society: a Lithuanian should go shopping only to the shop of another Lithuanian. In other words they came up with a slogan "a Lithuanian goes to a Lithuanian". Jews considered it discrimination and anti-Semitism. Moreover, a certain friction and misunderstanding between them and representatives of Lithuanian nation was strengthen by the fact that Jews adhered to the principles common to a democratic society, meanwhile, Lithuanians reoriented themselves to a different model of development – that of the national state.

Straipsnyje analizuojami demokratijos sąvokoje glūdintys „prima facie“ nesutaikomi prieštaravimai, interpretuojant I. Kanto ir P. Tillicho moralės ir religijos filosofijos idėjas. Pagrindinis dėmesys skiriamas autonomijos reikalavimui. Kanto kategorinio imperatyvo formuluotės nepritaria demokratijai, nes ši tapatina individualią valią su kolektyvine. Parodoma, kad autonomijos ir paklusimo antinomija neišsprendžiama Apšvietos ir Romantizmo kontroversijos įtampoje. Moderni sekuliari demokratijos teorija, paremta optimistine antropologija, nuolat švytavo tarp individualizmo ir kolektyvizmo kraštutinumų. Tillicho atsakymas yra teonomija – religingumo ir racionalaus kriticizmo sintezė. Tačiau tai, kad demokratijos idėjai nuolat akomponuoja kita antikinė mikrokosmo ir makrokosmoso idėja, leidžia tikėtis prieštaringų rezultatų – konformistinio pritarimo horizontaliam progresui arba teonominio mąstymo kaip heteronomijos ir autonomijos sintezės, kuri leistų naujai pažvelgti į sekuliarios ir sakralios sferos sambūvį šiuolaikinėje kultūroje. Notion of democracy, after a long history of transformation and rebirths from different sources, is so vast today that under this heading we can speak about prima facie incoherent values. The aim of the paper is not only to uncover some of the antinomies spreading from the paradoxical nature of democracy itself, but also to point the trajectories of possible solutions to these paradoxes. First we must realize the processual and ideal character of democracy. For these purposes, it is essential to analyze the basic notions and tensions accompanying democracy, which cannot be resolved appealing to logical (autonomy–heteronomy) or historical (Enlightenment–Romanticism) controversies. The arguments for one or another side of these eventually lead to new forms of radical individualism or neocollectivism which does no good to the adaptability of democratic ideals in today’s world. After examining the implications of I. Kant’s moral philosophy for discussing democracy, we face P. Tillich’s thought which formulated the notion of theonomy as the answer to the negativity of autonomy and tensions regarding democracy and, moreover, strains between secular and religious spheres.

Autorius, primindamas 1905-ųjų Rusijos revoliucijos kontekstą, aptaria Didįjį Vilniaus Seimą, išryškindamas 9 tezes: Lietuva tarptautinės teisės požiūriu (kai buvo peržengta socialinė riba tarp bet kokios prigimties kultūrinio savęs suvokimo ir iškelto politinio tikslo pripažinimo); sienų klausimu (1905 metais pirmą kartą buvo kalbama apie politinį krašto žemėlapį); dėl nacionalinio santvarkos principo (kai pirmą kartą kilo ir autonominės Lietuvos ir Baltarusijos sąjungos idėja); etnografinės nuostatos klausimu (už etnografinio Lietuvos apibrėžimo slypėjo pagrindinė būsimosios valstybės problema, ryški jau Didžiojo Vilniaus Seimo rezoliucijos tekste); apie bendros lenkų ir lietuvių tradicijos pabaigą (susitelkimas ties etnografine Lietuva skleidė akivaizdų norą atmesti galimybę atkurti XVIII a. žlugusią bendrą Lenkijos ir Lietuvos valstybę); dėl akivaizdžios 1905 metų reikšmės 1917−1918 m. Autorius aptaria ne tik Didžiojo Seimo veiklos aplinkybes, bet ir tiesioginį ryšį su Valstybės atkūrimu 1918 metais ir demokratiniu 1920−1926 metų Respublikos laikotarpiu Recalling the context of the Russian Revolution of 1905, the author discusses the Great Seimas of Vilnius by highlighting the following nine theses: Lithuania from the viewpoint of international law (when the social boundary between cultural self-perception of any nature and the recognition of the political goal set was crossed); the issue of borders (in 1905, a political map of the land was first spoken about); the national principle of the system (when the idea of autonomous union between Lithuania and Belarus was first put forward); the issue of ethnographic attitude (the main problem of a future state was behind the ethnographic definition of Lithuania, it was clear already in the text of a resolution of the Great Seimas of Vilnius); the end of the common tradition of Poles and Lithuanians (focus on ethnographic Lithuania reflected an obvious wish to dismiss a possibility of restoring the state of Poland and Lithuania that had collapsed in the 18th century); obvious significance of the year 1905 to the 1917−1918 Council of Lithuania (in 1917, the Council was able to directly continue what czarist authorities that had again strengthened after 1905 almost destroyed); creation of party system and activities of figures (the Great Seimas already reflected disputes between “left-wing liberals” and “consemitive” factions); influence on culture and politics (establishment of Lithuanian educational, cultural and economic organisations was frequent before 1914); political system (a democratic orientation of the Seimas was clearly seen in the political area). The author discusses not only circumstances surrounding the work of the Seimas, but also a direct relation to the restoration of the State in 1918 and a democratic period of the Republic from 1920 to 1926.

Šio straipsnio tikslas - aptarti šiuolaikinę orumo sampratą ir atskleisti žmogaus orumo apsaugos bei ugdymo ypatumus demokratinėje visuomenėje. Tyrimo objektu pasirinkta orumo sklaida socialinėje-edukacinėje erdvėje. Keliamą tikslą bandoma pagrįsti analitiniu-interpretaciniu metodu. Orumas yra pakankamai sudėtingas dalykas, todėl jį konceptualizuoti nėra paprasta. Tokią situaciją lėmė daugelis priežasčių bei aplinkybių ir pirmiausia orumo sąvokos interpretacija. Dabartinės lietuvių kalbos žodynas šią sąvoką įvardija ir jos sinonimiką apibrėžia taip: „orus - tai turintis vidinės pagarbos, iškilnus, didus, solidus". Orumo pavyzdžiais nurodomos tokios formuluotės: „orios išvaizdos žmogus", „oriai atrodo", „graži apranga teikia orumo" ir t. t. The concept of dignity is a socio-ethical category, closely connected with the most essential and profound problem of human existence. That is why in the course of history thinkers were permanently occupied in the explication of its content. Kant constituted a new concept of morality which inspired a new interpretation of dignity, according to which human dignity was autonomous, independent of external factors and self-legislative. Kant’s ideas concerning human dignity play a significant role in the contemporary understanding of personal dignity and democracy. Contemporary psychology makes attempts to ascertain mechanisms and methods by means of which a dignified person could be educated. These attempts and their results are very important for contemporary educational theory and practice.

Straipsnyje toliau plėtojama Lietuvos istoriografijos, nagrinėjančios Lietuvos politinę istoriją, aktuali problema – kaip ir kada susiformavo Lietuvos modernaus valstybingumo koncepcija. Straipsnio tikslas – kiek išsamiau, nei iki šiol yra tai padaryta istoriografijoje, pristatyti ir panagrinėti, kaip lietuvių politikų buvo apsispręsta renkantis tarp istorinės ir etnografinės Lietuvos valstybingumo formulės. Mažiau dėmesio kreipiama į tai, kaip tai buvo daroma, bet daugiau norima pasiaiškinti, naudojant iš esmės naratyvinį ir analitinį metodus, kokias problemas lietuviams politiškai „manevruojant“ buvo galvojama, siekiama spręsti ir ką tie „manevrai“ to meto lietuvių politikams padėjo suvokti? Atlikto tyrimo pagrindu konstatuojama, kad: demokratinės orientacijos lietuvių politiniai veikėjai dar iki Didžiojo Vilniaus Seimo – 1904–1905 metais, siekdami aktualizuoti „Lietuvos autonomijos“ klausimą to meto Rusijos liberalinių politinių jėgų aplinkoje, bandė derinti etnografinės Lietuvos koncepciją su demokratiškai nusiteikusių Lietuvos lenkų, Vilniaus baltarusių ir žydų veikėjų ginamu Istorinės Lietuvos projektu. Taip jie norėjo užkirsti kelią galimiems kitiems Lietuvos autonomijos projektų teikimams, kurie būtų kėlę pavojų, kad apskritai toks klausimas, šalia Lenkijos ir Suomijos autonomijų, būtų pripažintas Rusijos politinio gyvenimo realija. Lietuvos autonomijos etnografinėse ribose korekcijos link Istorinės Lietuvos projekto 1905 m. lietuvių politikų buvo daromos siekiant pritraukti Lietuvos lenkų, Vilniaus baltarusių ir žydų demokratinės orientacijos politikus savo siekiams Lietuvos autonomijai etnografinėse ribose įgyvendinti ir išvengti su baltarusiais bei lenkais konfrontacijos dėl LDK istorinio-kultūrinio paveldo bei Vilniaus priklausomybės. Tyrime aptartos diskusijos rodo, kad lietuvių politiniai veikėjai, iš esmės, galutinai atmetė Istorinės Lietuvos projektą kaip keliantį pavojų užbaigti modernios lietuvių tautos konsolidaciją, ir netgi apskritai lietuvių tautos egzistencijai. Diskusijos atskleidė, jog lietuviai nuogąstavo, ar pajėgs dar nesustiprėjusi lietuvių kultūra atsispirti ne tik senas tradicijas, bet ir turinčiam potencialias sąlygas toliau plėtotis LDK kultūros lenkiškajam variantui. Todėl jie, remdamiesi lietuvių tautos interesais, rinkosi kelią, kuris vedė į tautinę valstybę, tačiau komplikavo modernios lietuvių tautos ryšį su LDK valstybine ir kultūrine tradicija. Tyrime aptartos diskusijos – tapo viena iš priežasčių, atsisakant per visus 1905 metus buvusios labai populiarios Steigiamojo Seimo sušaukimo idėjos, nes jame vėl galėjo iškilti Istorinės Lietuvos projektas. Antra vertus, šios diskusijos išryškino poreikį šaukti išskirtinai „Lietuvių susirinkimą“, kuris ir turėjo užtvirtinti Lietuvos autonomijos etnografinėse ribose formulę kaip modernios lietuvių tautos valios išraišką. Tokiu susirinkimu ir tapo 1905 m. gruodžio 4–5 d. vykęs Didysis Vilniaus Seimas.

1923–1939 m. Klaipėdos kraštas autonomijos teisėmis priklausė Lietuvai, bet ekonominį, kultūrinį, politinį gyvenimą jame iš esmės modeliavo Lietuvos–Vokietijos interesų kova dėl įtakos krašte. Lietuvos politiką įtakojo ir Didžiosios Lietuvos lietuvių bei klaipėdiškių/lietuvininkų tarpusavio bendravimo ir supratimo problema. Straipsnio tikslas – remiantis Lietuviškųjų organizacijų komiteto veikla (1934–1939), atskleisti didlietuvių ir klaipėdiškių/lietuvininkų santykius bei Lietuvos valstybės politiką Klaipėdos krašte. Valdžios vykdyta krašto atlietuvinimo politika išryškino Kauno vyriausybės maksimalizmą ir didino trintį tarp Didžiosios Lietuvos lietuvių ir klaipėdiškių. Vienu iš Klaipėdos krašto gubernatoriaus J. Navako ideologinės veiklos rezultatų tapo 1934 m. pradžioje įkurtas Lietuviškųjų organizacijų komitetas, siekęs koordinuoti visų lietuvių organizacijų veiklą, apimti visus krašto lietuvių visuomenės kultūrinius, ekonominius ir politinius reikalus ir taip stiprinti klaipėdiškių lietuviškąsias valstybines aspiracijas. Trintį tarp klaipėdiškių ir didlietuvių stiprino pastarųjų nepasitikėjimas klaipėdiškiais dėl jų „netikro” lietuviškumo, siekiant juos išeliminuoti iš krašto valdymo ir tai stiprino klaipėdiškių nusivylimą Lietuvos valstybės politika. 1938–1939 m. sandūroje ryškėjo Lietuvos pralaimėjimas finansinėje ir politinėje kovoje prieš Vokietiją. Vietos gyventojai kasdien veikiami vokiškosios propagandos ir nematydami jiems siūlomų klaipėdiškio tapatumo išsaugojimo alternatyvų lietuviškoje veikloje, pereidavo į jiems labiau pažįstamą vokiškumo pusę. Klaipėda district belonged to the State of Lithuania as autonomy in 1923–1939. The economical, cultural and politic life was under the Lithuanian-German struggle of interests in this region. The policy of Lithuanian State government concerning this autonomy was influenced by Lithuanian–German interstate relationships, as well as by problem of co-existence and reciprocal understanding of local lietuvininkai and didlietuviai (Lithuanians from Lithuania – major) people. The aim of the article is to show the relations between local lietuvininkai and didlietuviai and to explain the Lithuanian State policy in Lithuania Minor with the help of historical experience of the activities of the Committee of Lithuanian Organizations at that time (1934–1939). The policy of back-lithuanization of Klaipėda-Minor people developed the maximalism of Kaunas government and determined the increasing conflicts between Lithuanians from Lithuania-Major and lietuvininkai people in Klaipėda district, Lithuania Minor. The result of Mr. J. Navakas (the Governor of Klaipėda land) ideological activities was the establishment of the Committee of Lithuanian Organizations in Klaipėda in 1934. The idea and the main goal of this Committee were to coordinate activities between all Lithuanian organizations. The misunderstanding between lietuvininkai and didlietuviai was also based on mistrust of lietuvininkai as ‘not real Lithuanians’ on the side of didlietuviai. The real overturn came to Lithuanization policy in the late 1938–early 1939 years. Financial and political powers on German side were much stronger.

Straipsnyje siekta išanalizuoti aukštesniųjų klasių mokinių autonomiškumo apraiškas mokymosi veikloje, autonomiškumo sąsajas su mokinių pamėgtais mokymosi stiliais, nustatyti galimos socioedukacinių veiksnių įtakos pobūdį. Autonomiškumui mokymosi veikloje tirti panaudota A. Camilleri anketa, kurią sudarė 25 klausimai, atspindintys mokinių savarankiškumą, mokymosi motyvaciją ir gebėjimus organizuoti savo mokymąsi. Tyrime dalyvavo Marijampolės, Vilkaviškio, Šakių vidurinių mokyklų aukštesniųjų klasių moksleiviai (N = 281). Nustatyta, kad daugumai aukštesniųjų klasių mokinių būdingas vidutinis ir žemas autonomijos mokymosi veikloje lygis. Aukštu autonomijos lygiu pasižymėjo mažiau nei dešimtadalis tyrime dalyvavusių moksleivių. Nagrinėjant demografinių ir socioedukacinių kintamųjų įtaką mokymosi autonomiškumui, paaiškėjo, kad nei mokyklos tipas, nei mokymosi profilis autonomijai pasireikšti mokymosi veikloje didesnės įtakos neturi. Statistiškai reikšmingas skirtumas aptiktas tik lyginant mokymosi autonomijos rodiklius pagal respondentų lytį: berniukai mokymosi veikloje pasirodė esą autonomiškesni nei mergaitės. Analizuojant aukštesniųjų klasių mokinių mokymosi stilių ypatumus, nustatyta, kad dominuoja orientuotas į autoritetą mokymosi būdas, kuris mėgstamiausias daugiau nei pusės tiriamųjų. Kadangi tyrime dalyvavę mokiniai nepasižymėjo aukštu autonomijos mokymosi veikloje lygiu ir daugumai jų būdingas orientuotas į autoritetą mokymosi stilius, atlikus koreliacinę duomenų analizę, nustatytas statistiškai reikšmingas ryšys tarp autonomijos ir minėto mokymosi stiliaus rodiklių. An autonomic learner has the most important role in the change of the teaching/learning paradigm. While exploring features of autonomy in the learning process of senior pupils (n=281) it became clear that the level of autonomy in the learning process of most of the respondents is mediate or low. Only 9.25% of pupils had high autonomy. The respondents' gender had the biggest influence on the results of the research from all the chosen demographical and socioeducative factors. 1918 m. atkurtai Lietuvos valstybei įgyvendinant tautos suverenitetą vienas svarbiausių uždavinių buvo nustatyti sienas su gretimomis valstybėmis ir atgauti prarastas etnines žemes. Klaipėdos kraštą Lietuvai pavyko atgauti tik po 1923 m. sukilimo. Remdamasi 1924 m. Paryžiaus konvencija Lietuva suteikė kraštui autonomijos statusą. Krašto autonomijos statusas, nustatytas konvencijoje ir Klaipėdos krašto statute, teisininkų buvo vertinamas nevienareikšmiškai. Nuomonių skirtumų tarp Klaipėdos krašto konvencijos signatarių atsirado ir įgyvendinant autonomijos nuostatas. [...] Pirmosios Respublikos metais teisinėje spaudoje buvo publikuotas tik pats sprendimas, o Užsienio reikalų ministerija išleido bylos vertimą. Šiame straipsnyje siekiama atskleisti Lietuvos suvereniteto Klaipėdos krašte interpretavimo problemą, atsižvelgiant į Nuolatinio Tarptautinio Teisingumo Teismo sprendimą. Tuo tikslu pirmoje straipsnio dalyje trumpai apžvelgiama Klaipėdos krašto istorinė raida ir pagrindžiami teisėti Lietuvos reikalavimai grąžinti Klaipėdos kraštą Lietuvos valstybei. Antroje straipsnio dalyje apžvelgiama krašto perleidimo Lietuvai raida ir analizuojama teisinės padėties kaita. Toliau straipsnyje apibūdinama Klaipėdos krašto autonomija, jos funkcionavimas ir teisinis autonomijos įvertinimas. Paskutinė dalis skirta Nuolatinio Tarptautinio Teisingumo Teismo sprendimui Klaipėdos krašto statuto aiškinimo byloje. Čia apžvelgiama ginčo eiga, procesas teisme, įvertinamas teismo sprendimas, nagrinėjama sprendimo reikšmė Lietuvos suverenumo įgyvendinimui Klaipėdos krašte. Straipsnyje taikyti istorinis, lyginamasis ir loginis metodai After restoration of Lithuania’s independence in 1918, implementing the nation’s sovereignty, one of the main objectives: to determine borders with neighboring countries and to regain lost ethnic lands. Lithuania managed to regain the Klaipeda region only after the revolt in 1923.On the basis of the Paris Convention in 1924, Lithuania had granted the region the status of autonomy. Regional autonomy status, determined by the Convention and the Statute of Klaipeda region by lawyers was evaluated controversially. Differences of opinions among signatories of Klaipeda region Convention emerged also when implementing provisions of autonomy. In the years of the First Republic only decision itself was published in the legal press, but Ministry of Foreign Affairs released translation of the case. This article aims to reveal interpretation problem of sovereignty of the Lithuania Klaipeda region, according to the decision of the Permanent International Justice Court. To this purpose the first part of the article briefly reviews historical development of the Klaipeda region and justifies legal requirements of Lithuania to return Klaipeda region to Lithuania. The second part gives an overview of development of the region transfer to Lithuania and analyses change of the legal situation. The following describes the autonomy, its functioning and legal assessment of autonomy of the Klaipeda region. The last part is devoted to the decision of the Permanent International Justice Court in Statutory interpretation case of the Klaipeda region. It gives an overview of dispute process, evaluates court decision, examines significance of the decision to implementation of Lithuania‘s sovereignty in the Klaipeda region. Historical, comparative and logical methods have been used in the article.

Post-modernism is a post-morality age because it disregards higher, unconditional values, such as service to others and self-denial. At the foundation of post-modern ethics lies the authority crisis. According to a contemporary French philosopher Gilles Lipovetsky, an ethic, who proclaims the individual right to autonomy, happiness, and individual fulfillment, has formed. His conclusions raise disturbing questions about personal joy and anguish in modem democracy. A problem within this context exists because autonomy tends to be misregarded at the University in the case of an individual. A Lithuanian example shows how easily and conveniently a student, who is trying to assess the programme of a re-established University is get rid of. A simplified consumer economy predominates, where “to be” is to buy, consume, use, and throw away.

Šiame straipsnyje pateikiama aktualizuojančio mokymo(si) samprata, glaustai aprašomas jo konceptualus pagrindas, pateikiamos jį veikiančios edukacinės ir filosofinės srovės bei aštuoni aktualizuojančio mokymo(si) bruožai. Tai bandymas įrodyti, kad aktualizuojantis mokymas(is) dialektiškai susieja du socializacijos šaltinius, kurie gyvenime dažnai yra supriešinami: visuomenės kultūros paveldo įtaką ir autonomijos siekį. Aktualizuojantis mokymas(is) pristatomas kaip socializacijos/autonomijos procesas, leidžiantis atsiskleisti, realizuotis žmogaus potencialui.

Aukštojo mokslo tapimas masiniu skatina aukštojo mokslo kokybę užtikrinti didesniam skaičiui studentų. Tai reiškia, kad turi būti patenkinami labai įvairūs poreikiai. Kadangi jie nuolat kinta, patenkinti kiekvieno studento poreikius praktiškai neįmanoma. Todėl svarbu mokyti studentus dirbti efektyviai esamoje aplinkoje, kuri pasižymi skatinamosiomis savybėmis. Straipsnyje analizuojama, kokios aplinkos sąlygos turi būti sukurtos aukštojoje mokykloje, kad kiekvienas efektyvių studijų siekiantis studentas būtų skatinamas efektyviai veiklai. Nagrinėjami skatinamosios aplinkos bruožai ir jų reikšmė studento mokymuisi: galimybė išreikšti autonomiją, jausti atsakomybę už studijų rezultatus, dalyvauti veikloje, mokytis iš klaidų. Akcentuojamas paremiančios kultūros vystymas, įvairių veiklai atlikti būtinų išteklių prieinamumas, skatinamojo bei grįžtamojo ryšio reikšmė. Skatinamoji aplinka didina studento pasitikėjimą savimi ir savo jėgomis, keičia požiūrį į studijas. Taigi skatinama studento mokymosi motyvacija. Meeting the challenges of massive higher education, the quality problem of higher education appears with respect to a huge number of students. The bigger number of students means the wider spectrum of needs to be satisfied by a higher school. Even if the needs are satisfied, they have been constantly changing because of the changing environment and requirements. So, the satisfaction of student's needs becomes problematic and impossible to realise in practise. That is why the optimal conditions have to be created and students have to learn to be effective in the environment given. The article deals with the following question: what environmental conditions in a higher school should be created in order to empower every student to act effectively. Empowering environment is characterised by following features: student's autonomy, responsibility, participation, organisational ability to accept mistakes and failures, to create supporting culture, to ensure access to different resources, to ensure high quality feedback and carry out new role of teacher teacher as an enabler. This environment supports student's self-confidence and deep approach to studies. Thus the motivation for studies is stimulated.

„Santara“ buvo įsteigta 1912 metais Tilžėje XX a. pradžioje įsikūrusių jaunimo draugijų Mažojoje Lietuvoje veiklai koordinuoti. 1923 metais Lietuvai prisijungus kraštą "Santaros" draugijos veikė labai silpnai. Lietuvos vyriausybė protegavo Šaulių sąjungą bei kitas didlietuvių organizacijas. „Santaros“ draugijos nebuvo remiamos ir neturėdamos lėšų veiklos beveik nevystė. 1934 metai – lūžis sąjungos veikloje, kurį pirmiausia galime sieti su pasikeitusia Lietuvos vyriausybės politika. 1934 metais prasidėjęs griežtos politikos kursas prieš vokiečių organizacijas krašte lėmė „Santaros“ pertvarkymą, jos veiklos suaktyvėjimą. „Santarą“ pradėjo remti Lietuvos vyriausybė, ji turėjo tapti atsvara vokiškoms nacistinėms organizacijoms. Tačiau vyriausybei nepavykus apriboti krašto nacistinių organizacijų, vėl buvo pereita prie tos pačios politikos draugijos atžvilgiu kaip ir iki 1934 metų. Naujai besiklostanti padėtis krašte A. Baldžiaus valdymo laikotarpiu lėmė, jog nuo 1936 metų prasidėjo „Santaros“ veiklos silpnėjimas. Krašte įsigalint nacistinėms organizacijoms lietuviškų organizacijų veikla silpnėjo, nariai pradėjo išstoti iš organizacijų. Tai ypač tapo akivaizdu 1938 metais, kai iš „Santaros“ išstojo apie 500–600 narių. Dėl Noimano ir Zaso proceso „Santaros“ veikla labai suaktyvėjo, išaugo jos skyrių skaičius, o po 1936 metų, Lietuvos vyriausybei laikantis nuolaidumo politikos Vokietijos bei krašto vokiečių atžvilgiu, „Santaros“ veikla silpnėjo, kol 1938 metų pabaigoje „Santara“ beveik nebevykdė jokios veiklos. “Santara” was established in 1912 in Tilsit with the aim to coordinate the activities of youth societies established in Lithuania Minor at the beginning of the 20th c. After the region was incorporated into Lithuania in 1923, “Santara” societies functioned very weakly. The Lithuanian Government protected the Riflemen’s Union and other organisations of Lithuania Proper. “Santara” societies were not supported and, without funds, almost did not develop their activities. 1934 was the turning-point in the activities of the organisation, which could be related to the changed politics of the Lithuanian Government. A strict policy direction against German organisations in the region as of 1934 determined reorganisation of “Santara” and its more intense activities. The Lithuanian Government began to support “Santara”, as it had to counterbalance the German Nazi organisations. However, after the Government failed to curb the Nazi organisations of the region, the same policy towards the society as the one before 1934 was re-adopted. The new situation in the region during the term of office of Baldžius determined that the activities of “Santara” weakened from 1936. With the Nazi organisations establishing in the region, the activities of Lithuanian organisations weakened and members began leaving organisations. This was particularly evident in 1938, when about 500–600 members left “Santara”. Due to the Neumann-Sass case the activities of “Santara” intensified very much, the number of its branches increased, and after 1936, when the Lithuanian Government pursued the compliance policy with regard to Germany and the Germans living in the region, the activities of “Santara” weakened until at the end of 1938 they almost ceased.
