The article presents an overview of the power of the U.S. Congress under the U.S. Constitution and its role in interpreting the nation's founding document. Topics include House Rule XII, clause 7 and the results of a study conducted by the Congressional Research Service of Constitutional Authority Statements (CAS) that were submitted during the last six months of the 114th Congress, and the trends with regard to the House's recent CAS practices, as of January 2017.
