Com base no pensamento de Michel Foucault e tendo em vista o conceito de dispositivo como maquinaria neoliberal, esta pesquisa de doutorado tem por objeto os modos de infantilização próprios do dispositivo de menoridade que recobrem a população brasileira, na atualidade. O corpus selecionado para análise está composto por um conjunto de enunciados provenientes de suportes digitais de informação, predominantemente do discurso jornalístico, que converge para um discurso político moralizante como vetor dos mecanismos e efeitos de menoridade e procede de três acontecimentos de grande visibilidade no presente: a Reforma do Ensino Médio, em abril de 2016, e, seguindo o lastro do pacote de medidas do governo Temer, a proposta de Reforma da Previdência enviada ao Congresso em 2016 e as alterações da Lei Trabalhista de 2017; o fechamento da exposição de arte Queermuseu - Cartografias da Diferença na Arte Brasileira, em setembro de 2017; e o assassinato da vereadora Marielle Franco, em março de 2018. Denominado arqueogenealógico, o percurso metodológico tem em vista que, nos termos da Análise do Discurso Foucaultiana, o método é uma construção que inclui relações tanto discursivas quanto de poder/saber e coincidem com as linhas percorridas pelos mecanismos que fazem funcionar os dispositivos de poder e, portanto, o dispositivo de menoridade. Assim, o método não deixa de incluir também o dispositivo. A tese que pretendemos validar é a de que o dispositivo de menoridade, cujo funcionamento está orientado por certas técnicas de infantilização, está instaurado, em franco funcionamento e recobrindo a sociedade de controle brasileira, no presente. Cumpre esclarecer que essas técnicas de infantilização singulares ao dispositivo de menoridade não se confundem com a alienação marxista, nem com outros processos de doutrinação em que se façam presentes as figuras do repressor e do reprimido. Tal tecnologia de poder se situa no âmbito do afeto e da proteção por meio de um fenômeno em que, espontaneamente, muitos se permitem conduzir por alguns. No percurso estabelecido, o que se percebe é que infantilização com todas as nuances que o termo carrega (imaturidade, insegurança, medo, submissão...) serve como técnica de governo que conduz as condutas no caminho dos interesses do capitalismo neoliberal. Cunhado no universo das luzes, o termo menoridade diz respeito a uma negação do indivíduo em acessar o esclarecimento, entendido como exercício do pensamento por meio do qual se opera a condução de si. E é assim que a grande maioria da população terceiriza a condução da própria conduta, permanecendo em estado de menoridade. Entretanto, no mesmo espaço onde se opera a menoridade política e moral de que estamos tratando, cabem também a experiência alteradora e diferentes formas de resistência, por meio das quais o sujeito pode se modificar, fazer suas próprias escolhas e assumir a condução de sua própria conduta. Based on the thinking of Michel Foucault and in view of the concept of device as a neoliberal machinery, this doctoral research has as its object the ways of infantilization which are typical of the minority device that currently covers the Brazilian population. The corpus selected for analysis is composed of a set of statements from digital information media, predominantly from the journalistic discourse, which converges to a moralizing political discourse as a vector of the mechanisms and effects of minority and proceeds from three events of great visibility in the present: the High School Reform, in April 2016 and, following the backing of the Temer government's package of measures, the Social Security Reform proposal sent to Congress in 2016 and the amendments to the 2017 Labor Law; the closing of the Queermuseu art exhibition - Cartographies of Difference in Brazilian Art, in September 2017; and the murder of the city councelor Marielle Franco, in March 2018. Named archeogenealogical, the methodological path has in mind that, in terms of Foucault's Discourse Analysis, the method is a construction that includes both discursive and power / knowledge relationships and coincide with the lines covered by the mechanisms that operate the power devices and, therefore, the minority device. Thus, the method also includes the device. The thesis we intend to validate is that the minority device, whose operation is guided by certain infantilization techniques, is in place, in full operation and covering the whole Brazilian society of control, at the present It should be clarified that these infantile techniques which are unique to the minority device are not to be confused with Marxist alienation, or with other indoctrination processes in which the figures of the repressor and the repressed are present. Such technology of power is located in the scope of affection and protection through a phenomenon in which, spontaneously, many allow themselves to be led by some others. In the established path, what is perceived is that infantilization with all the nuances that the term carries (immaturity, insecurity, fear, submission ...) serves as a government technique that guides the conduct in the path of the interests of neoliberal capitalism. Coined in the universe of lights, the term minority refers to the individual's denial of access to clarification, understood as an exercise of thought through which self-conduct is operated. And that is how the vast majority of the population outsources the conduct of their own conduct, remaining in a state of minority. However, in the same space where the political and moral minority that we are dealing with operates, there is also the altering experience and different forms of resistance, through which the individual can change, make his own choices and assume the conduct of his own conduct.

Este projeto tem por objeto a Olimpíada de Língua Portuguesa Escrevendo o Futuro e seus efeitos discursivos sobre a formação continuada de professores. A Olimpíada configura uma ação conjunta do Ministério da Educação (MEC), da Fundação Itaú Social (FIS) e do Centro de Estudos e Pesquisas em Educação, Cultura e Ação Comunitária (Cenpec). Tem como propósito declarado fortalecer a educação no país, aperfeiçoando as práticas de leitura e escrita dos alunos brasileiros e proporcionando oportunidades de formação para seus professores. Analisam-se tais objetivos com especial atenção aos processos de compreensão responsiva ativa dos docentes, tendo por base seu escopo dialógico. Nesse sentido, busca-se verificar, por meio do exame dos discursos mobilizados pelos docentes envolvidos, como e em que medida as orientações teórico-metodológicas a eles dirigidas interferem em suas concepções de ensino de língua. Tais elementos discursivos e dialógicos serão investigados mediante o estudo do gênero Relato de Prática, produzido pelos professores inscritos na Olimpíada, bem como mediante o exame do referencial teórico indicado na formação e apresentado pelos Cadernos de Orientação para o professor. Tais cadernos também consideram os paradigmas bakhtinianos ao lado da metodologia de sequências didáticas, fundamentada nas reflexões de Schneuwly e Dolz. Trata-se, portanto, de uma pesquisa que constituirá seu corpus pela crítica documental dos gêneros referidos. Entre os princípios teóricos fundamentais dessa investigação encontram-se a arqueologia foucaultiana, a teoria de gêneros bakhtiniana, e a análise de discurso faircloughiana. This project aims at the Portuguese Language Olympiad Writing the Future and its discursive effects on the continuing formation of teachers. The Olympiad is a joint action of the Ministry of Education (MEC), Fundação Itaú Social (FIS) and the Center for Studies and Research in Education, Culture and Community Action (Cenpec). Its declared purpose is to strengthen education in the country, improving the reading and writing practices of Brazilian students and providing training opportunities for its teachers. These objectives are analyzed with special attention to the processes of active responsive understanding of the teachers, based on their dialogic scope. In this sense, it is sought to verify, through the examination of the speeches mobilized by the teachers involved, how and to what extent the theoretical-methodological orientations addressed to them interfere in their conceptions of language teaching. Such discursive and dialogical elements will be investigated through the study of the “report of practice” genre, produced by teachers enrolled in the Olympiad, as well as by examining the theoretical reference indicated in the training and presented by the Guidance Notebooks for the teacher. These notebooks also consider the Bakhtinian paradigms alongside the methodology of didactic sequences, based on the reflections of Schneuwly and Dolz. It is, therefore, a research that will constitute its corpus by the documentary critique of the referred genres. Among the fundamental theoretical principles of this investigation are foucauld archeology, Bakhtinian gender theory, and faircloughian discourse analysis.

Esta pesquisa, realizada em um curso de Letras Inglês de uma universidade pública da região centro-oeste do Brasil, teve como objetivo investigar as crenças de uma professora formadora de língua inglesa acerca do que significa ser um bom professor formador de inglês ao longo do processo de se ensinar/aprender, além de verificar as reflexões de seus alunos, professores em formação, acerca de suas crenças. O referencial teórico apoiou-se na área de formação de professores de línguas (PERRENOUD, 1999; CELANI, 2001, 2003; ALARCÃO, 2002, 2011; MATEUS, 2002; VIEIRA-ABRAHÃO, 2002; ARAÚJO, 2004; MIZUKAMI, 2005; OLIVEIRA, 2008; MAZZA; ALVAREZ, 2011; NASCIMENTO, 2011; VIANA, 2011; HALU, 2014) e de crenças no campo de ensino/aprendizagem de línguas (PAJARES, 1992; GIMENEZ, 1994; JOHNSON, 1994; BARCELOS, 1995; HORWITZ, 1999; SILVA, 2005; SOARES; BEJARANO, 2008; PERINE, 2012; MARQUES DE OLIVEIRA, 2013; HAYASHI, 2015). A metodologia escolhida foi o estudo de caso, e os seguintes instrumentos de coleta de dados foram utilizados: questionários, narrativa, entrevistas, observações de aulas, acompanhadas de anotações de campo e gravações em áudio, e grupo de discussão. Quanto às crenças da professora formadora, os resultados sugerem que ela acredita que o bom professor formador faz uso de trabalho em pares/grupos, emprega atividades lúdicas em suas aulas, preza pela formação contínua, utiliza recursos tecnológicos, não trabalha apenas com intelectualidade, mas também com emoções/sentimentos, e pode influenciar a adoção de posturas ao longo da formação e prática docente do professor em formação. Os dados obtidos também revelam a existência de uma crença central na qual se sustentam as demais crenças da professora formadora: o bom professor formador deve estar atento ao ambiente para que o aprendiz se sinta confortável para aprender. Verifica-se ainda que há congruência entre as crenças da formadora e suas ações pedagógicas. No tocante às reflexões dos alunos, professores em formação, em relação às crenças de sua docente formadora, os resultados indicam que eles compartilham de suas crenças e percebem que influenciam de modo positivo tanto em sua formação acadêmica quanto em suas práticas docentes, uma vez que já atuam como professores de língua inglesa. A análise das reflexões dos acadêmicos sugere também que a crença central da docente formadora de que o bom docente formador se preocupa em tornar o contexto de aprendizagem o mais favorável possível parece ser entendida por seus alunos positivamente, uma vez que demonstram uma postura mais humanizadora porque reconhecem que os aspectos emocionais dos aprendizes devem ser levados em consideração. Este estudo evidencia a importância de considerarmos seriamente a possibilidade de influência do docente formador em relação a seus formandos. É imprescindível ter isso em mente ao se formar professores, pois as crenças e ações dos formadores podem influenciar tanto de modo positivo quanto negativo. This research was carried out in a Modern Language Course at a federal university in central western Brazil and aimed at investigating the beliefs of an English language teacher educator about what it means to be a good English language teacher educator in the process of teaching and learning, and also at verifying the reflections of the English language teacher educator’s students, pre-service English teachers, about her beliefs. The theoretical framework was based on the field of language teachers’ education (PERRENOUD, 1999; CELANI, 2001, 2003; ALARCÃO, 2002, 2011; MATEUS, 2002; VIEIRA-ABRAHÃO, 2002; ARAÚJO, 2004; MIZUKAMI, 2005; OLIVEIRA, 2008; MAZZA; ALVAREZ, 2011; NASCIMENTO, 2011; VIANA, 2011; HALU, 2014) and beliefs about foreign language teaching/learning (PAJARES, 1992; GIMENEZ, 1994; JOHNSON, 1994; BARCELOS, 1995; HORWITZ, 1999; SILVA, 2005; SOARES; BEJARANO, 2008; PERINE, 2012; MARQUES DE OLIVEIRA, 2013; HAYASHI, 2015). The case study methodology was employed and the following data collection instruments were used: questionnaires, narrative, interviews, class observations (supported by field notes and audio recordings), and group discussion. Regarding the teacher educator’s beliefs, results suggest that she believes that the good teacher educator makes use of pair/group work, employs ludic activities in classes, values continuous education, uses technological resources, works not only with intellectuality, but also with emotions/feelings, and can influence the adoption of postures throughout pre-service teacher’s academic education and teaching practice. The data obtained also reveal the existence of a central belief in which the other beliefs of the English language teacher educator are held: the good teacher educator must pay careful attention to the learning environment so that the learner can feel comfortable to learn. It is also verified that there is congruence between the teacher educator’s beliefs and her pedagogical actions. As for the reflections of students, pre-service teachers, concerning their teacher educator’s beliefs, results indicate that they share her beliefs and understand that they influence in a positive way both their academic education and teaching practices, since they already work as English language teachers. The analysis of the students’ reflections also suggests that the teacher educator’s central belief - the good teacher educator must pay careful attention to the learning environment so that the learner can feel comfortable to learn - seems to be understood in a positive way by the students, once they demonstrate a more humanized posture because they acknowledge that the learners’ emotional framework must be taken into consideration. This study indicates the importance of seriously considering the possibility of teacher educator’s influence in relation to their undergraduate students. It is imperative to keep this in mind when dealing with teachers’ education, since teacher educator’s beliefs and actions can influence both positively and negatively.

Este estudo tem como foco a formação continuada de professores de inglês da rede pública brasileira, com a finalidade de investigar as implicações da participação de dez professores no Programa de Desenvolvimento Profissional para Professores de Língua Inglesa (doravante PDPI), promovido e custeado pela Capes em parceria com a Fullbright e a Embaixada dos Estados Unidos da América no Brasil, realizado nos Estados Unidos da América. Para isso, busquei identificar e analisar os motivos que levaram os professores participantes desta pesquisa a investirem para concorrer a uma das vagas oferecidas para tal curso e como se deu a experiência dos professores selecionados, estudando naquele país, a partir de narrativas sobre sua vida acadêmica e profissional, questionários e entrevistas individuais. Adotando uma abordagem qualitativa de coleta e análise dos dados segundo Fetterman (1998), este estudo de caso foi conduzido com a participação de dez professores participantes de três diferentes edições de oferecimento do curso, a saber, janeiro de 2012, junho de 2012 e junho de 2013. Os dados obtidos foram analisados à luz de estudos sobre formação continuada de professores na perspectiva temporal histórica (ALMEIDA FILHO, 1997; CELANI, 2010) e seus desdobramentos teóricos de formação continuada de professores para uma sociedade global (KUMARAVADIVELU, 2012), bem como sobre identidade social e a noção de investimento (NORTON, 2000). Os resultados apontam para o fato de que os professores de Língua Inglesa investiram para participarem do Programa de Desenvolvimento Profissional nos Estados Unidos da América, principalmente a fim de terem uma realização pessoal através da vivência cultural, prática linguístico/comunicativa, bem como atualização metodológica. Além disso, observei que os cursos de formação continuada propostos por universidades dos Estados Unidos da América para o PDPI ocorreram na forma de treinamento metodológico, reforçando, assim, a ideologia de que o treinamento de técnicas de ensino apresenta-se como a solução dos problemas. Sendo assim, foi possível constatar que a formação pela e para a reflexão e crítica não foi uma meta educacional almejada em nenhuma das universidades pesquisadas. Como consequência disso, uma série de fatores continua a nutrir a ideologia do falante nativo como norte ou referência para a aprendizagem de línguas, e que se constitui na manutenção do status quo da língua inglesa sob as bases do imperialismo ideológico. No entanto, os participantes avaliaram de forma positiva o curso, pois atendeu suas necessidades e expectativas. Quanto às implicações da participação dos professores de língua inglesa no curso, observei que a experiência motivou-os a incrementarem suas aulas tanto com o uso mais constante da língua inglesa em sala, pois voltaram mais confiantes de seus potenciais linguístico/comunicativo na língua, quanto com a utilização de diferentes ferramentas pedagógicas, bem como tecnológicas, às quais foram expostos durante o curso. Além disso, a experiência motivou-os a almejarem dar continuidade à formação em programas de pós-graduação stricto sensu This study focuses on the continued education of English teachers from Brazilian public schools and aims at investigating the implications of the participation of ten teachers in a Professional Development Program for English Teachers, promoted and funded by Capes in partnership with Fulbright and the Embassy of the United States in Brazil, carried out in the United States, identifing and analyzing the reasons that led these teachers to invest and compete for one of the places offered for the program and also eliciting how the selected teachers experienced it, studying in that country. Narratives of their academic and professional lives, questionnaires and individual interviews constituted the data used in this research. A qualitative approach was adopted in order to collect and analyze data, according to Fetterman (1998). This case study was conducted with the participation of ten teachers, enrolled in three different editions of the program: January, 2012; June, 2012; and June, 2013. The data was analyzed in the light of studies on continued teacher training in a temporal/historical perspective (ALMEIDA FILHO, 1997; CELANI, 2010) and its theoretical developments of continued teacher training for a global society (KUMARAVADIVELU, 2012), as well as on social identity and the notion of investment (NORTON, 2000). The results point out the fact that the English teachers invested to participate in this Program mainly for personal accomplishment reasons through cultural experience, language/communication practice and methodological update. Results also show that continued training courses offered by the universities in the United States for PDPI have occurred in the form of methodological training, thus reinforcing the ideology that training on teaching techniques can be a solution for their teaching problems. Therefore, critical education was not adopted as an educational approach in any of courses from the universities surveyed. As a result, a number of factors continue to nourish the ideology that holds native speakers as reference and orientation towards language learning, which maintains the status quo of the English language upon the basis of ideological imperialism. Nevertheless, all participants evaluated the program positively, once their needs and expectations were met. Moreover, regarding the implications of their participation in the program, the experience has motivated them to improve their lessons regarding the use of English in class, as they returned more confident of their linguistic/communicative potential in the language. They have also gained from the use of various teaching tools and technologies to which they had been exposed to during the program.
