The article presents updates on the bills passed by the U.S. Congress in January 2012. Representative Jeff Denham of California offered a motion to suspend the rules and pass the bill that would establish procedures to receive and use federal disaster response funds quickly. Representative Mick Mulvaney of South Carolina offered an amendment to the amendment that would offset emergency relief and recovery funding with a 1.63 percent cut to all discretionary spending for fiscal 2013.
