The lack of consistent, accurate information on evapotranspiration (ET) and consumptive use of water by irrigated agriculture is one of the most important data gaps for water managers in the western United States (U.S.) and other arid agricultural regions globally. The ability to easily access information on ET is central to improving water budgets across the West, advancing the use of data‐driven irrigation management strategies, and expanding incentive‐driven conservation programs. Recent advances in remote sensing of ET have led to the development of multiple approaches for field‐scale ET mapping that have been used for local and regional water resource management applications by U.S. state and federal agencies. The OpenET project is a community‐driven effort that is building upon these advances to develop an operational system for generating and distributing ET data at a field scale using an ensemble of six well‐established satellite‐based approaches for mapping ET. Key objectives of OpenET include: Increasing access to remotely sensed ET data through a web‐based data explorer and data services; supporting the use of ET data for a range of water resource management applications; and development of use cases and training resources for agricultural producers and water resource managers. Here we describe the OpenET framework, including the models used in the ensemble, the satellite, meteorological, and ancillary data inputs to the system, and the OpenET data visualization and access tools. We also summarize an extensive intercomparison and accuracy assessment conducted using ground measurements of ET from 139 flux tower sites instrumented with open path eddy covariance systems. Results calculated for 24 cropland sites from Phase I of the intercomparison and accuracy assessment demonstrate strong agreement between the satellite‐driven ET models and the flux tower ET data. For the six models that have been evaluated to date (ALEXI/DisALEXI, eeMETRIC, geeSEBAL, PT‐JPL, SIMS, and SSEBop) and the ensemble mean, the weighted average mean absolute error (MAE) values across all sites range from 13.6 to 21.6 mm/month at a monthly timestep, and 0.74 to 1.07 mm/day at a daily timestep. At seasonal time scales, for all but one of the models the weighted mean total ET is within ±8% of both the ensemble mean and the weighted mean total ET calculated from the flux tower data. Overall, the ensemble mean performs as well as any individual model across nearly all accuracy statistics for croplands, though some individual models may perform better for specific sites and regions. We conclude with three brief use cases to illustrate current applications and benefits of increased access to ET data, and discuss key lessons learned from the development of OpenET. Abstract: Terrestrial primary production is a fundamental ecological process and a crucial component in understanding the flow of energy through trophic levels. The global MODIS gross primary production (GPP) and net primary production (NPP) products (MOD17) are widely used for monitoring GPP and NPP at coarse resolutions across broad spatial extents. The coarse input datasets and global biome‐level parameters, however, are well‐known limitations to the applicability of the MOD17 product at finer scales. We addressed these limitations and created two improved products for the conterminous United States (CONUS) that capture the spatiotemporal variability in terrestrial production. The MOD17 algorithm was utilized with medium resolution land cover classifications and improved meteorological data specific to CONUS in order to produce: (a) Landsat derived 16‐day GPP and annual NPP at 30 m resolution from 1986 to 2016 (GPPL30 and NPPL30, respectively); and (b) MODIS derived 8‐day GPP and annual NPP at 250 m resolution from 2001 to 2016 (GPPM250 and NPPM250 respectively). Biome‐specific input parameters were optimized based on eddy covariance flux tower‐derived GPP data from the FLUXNET2015 database. We evaluated GPPL30 and GPPM250 products against the standard MODIS GPP product utilizing a select subset of representative flux tower sites, and found improvement across all land cover classes except croplands. We also found consistent interannual variability and trends across NPPL30, NPPM250, and the standard MODIS NPP product. We highlight the application potential of the production products, demonstrating their improved capacity for monitoring terrestrial production at higher levels of spatial detail across broad spatiotemporal scales. Satellite derived vegetation indices (VIs) are broadly used in ecological research, ecosystem modeling, and land surface monitoring. The Normalized Difference Vegetation Index (NDVI), perhaps the most utilized VI, has countless applications across ecology, forestry, agriculture, wildlife, biodiversity, and other disciplines. Calculating satellite derived NDVI is not always straight-forward, however, as satellite remote sensing datasets are inherently noisy due to cloud and atmospheric contamination, data processing failures, and instrument malfunction. Readily available NDVI products that account for these complexities are generally at coarse resolution; high resolution NDVI datasets are not conveniently accessible and developing them often presents numerous technical and methodological challenges. We address this deficiency by producing a Landsat derived, high resolution (30 m), long-term (30+ years) NDVI dataset for the conterminous United States. We use Google Earth Engine, a planetary-scale cloud-based geospatial analysis platform, for processing the Landsat data and distributing the final dataset. We use a climatology driven approach to fill missing data and validate the dataset with established remote sensing products at multiple scales. We provide access to the composites through a simple web application, allowing users to customize key parameters appropriate for their application, question, and region of interest. The geeSEBAL application estimates and displays evapotranspiration maps and times series based on Landsat images and global meteorological data from ERA5 Land reanalysis. [Display omitted] Accurate estimation of evapotranspiration (ET) is essential for several applications in water resources management. ET models using remote sensing data have flourished in recent years allowing spatial and temporal assessments at unprecedented resolutions. This study presents geeSEBAL, a new tool for automated estimation of ET , based on the Surface Energy Balance Algorithm for Land (SEBAL) and a simplified version of the CIMEC (Calibration using Inverse Modeling at Extreme Conditions) process for the endmembers selection, developed within the Google Earth Engine (GEE) environment. The tool framework is introduced, and case studies across multiple biomes in Brazil are presented by comparing daily ET estimates with eddy covariance (EC) data from 10 flux towers. Based on 224 Landsat images using ERA5 Land as meteorological inputs, daily ET estimates of geeSEBAL yielded an average root mean squared difference (RMSD) of 0.67 mm day−1 when compared to EC data corrected for the energy balance closure. Additional analyses indicate a low geeSEBAL sensitivity to meteorological inputs, yielding an average RMSD of 0.71 mm day−1 when driven by in situ meteorological measurements. On the other hand, we found a higher sensitivity of the automated CIMEC algorithm to the selection of endmembers for internal calibration. For instance, by adjusting the endmembers percentiles to tropical biomes we found an error that was 36% lower compared to the standard CIMEC percentiles. Finally, we assessed the long-term effects (1984–2020) of land cover changes on surface energy fluxes and water use in agriculture for key areas in Brazil, from deforested areas in the Amazon to irrigated crops in the Pampas and Cerrado biomes. A comparison with a land surface temperature-based (SSEBop) and a vegetation-based (MOD16) model was also performed to assess relative advantages and disadvantages. Accurate and timely information on croplands is important for environmental, food security, and policy studies. Spatially explicit cropland datasets are also required to derive information on crop type, crop yield, cropping intensity, as well as irrigated areas. Large area – defined as continental to global – cropland mapping is challenging due to differential manifestation of croplands, wide range of cultivation practices and limited reference data availability. This study presents the results of a cropland extent mapping of 64 countries covering large parts of Europe, Middle East, Russia and Central Asia. To cover such a vast area, roughly 160,000 Landsat scenes from 3351 footprints between 2014 and 2016 were processed within the Google Earth Engine (GEE) platform. We used a pixel-based Random Forest (RF) machine learning algorithm with a set of satellite data inputs capturing diverse spectral, temporal and topographical characteristics across twelve agroecological zones (AEZs). The reference data to train the classification model were collected from very high spatial resolution imagery (VHRI) and ancillary datasets. The result is a binary map showing cultivated/non-cultivated areas ca. 2015. The map produced an overall accuracy of 93.8% with roughly 14% omission and commission errors for the cropland class based on a large set of independent validation samples. The map suggests the entire study area has a total 546 million hectares (Mha) of net croplands (nearly 30% of global net cropland areas) occupying 18% of the study land area. Comparison between national cropland area estimates from United Nations Food and Agricultural Organizations (FAO) and those derived from this work also showed an R-square value of 0.95. This Landsat-derived 30-m cropland product (GFSAD30) provided 10–30% greater cropland areas compared to UN FAO in the 64 Countries. Finally, the map-to-map comparison between GFSAD30 with several other cropland products revealed that the best similarity matrix was with the 30 m global land cover (GLC30) product providing an overall similarity of 88.8% (Kappa 0.7) with producer's cropland similarity of 89.2% (errors of omissions = 10.8%) and user's cropland similarity of 81.8% (errors of commissions = 8.1%). GFSAD30 captured the missing croplands in GLC30 product around significantly irrigated agricultural areas in Germany and Belgium and rainfed agriculture in Italy. This study also established that the real strengths of GFSAD30 product, compared to other products, were: 1. identifying precise location of croplands, and 2. capturing fragmented croplands. Groundwater dependent ecosystems (GDEs) rely on near-surface groundwater. These systems are receiving more attention with rising air temperature, prolonged drought, and where groundwater pumping captures natural groundwater discharge for anthropogenic use. Phreatophyte shrublands, meadows, and riparian areas are GDEs that provide critical habitat for many sensitive species, especially in arid and semi-arid environments. While GDEs are vital for ecosystem services and function, their long-term (i.e. ~ 30 years) spatial and temporal variability is poorly understood with respect to local and regional scale climate, groundwater, and rangeland management. In this work, we compute time series of NDVI derived from sensors of the Landsat TM, ETM +, and OLI lineage for assessing GDEs in a variety of land and water management contexts. Changes in vegetation vigor based on climate, groundwater availability, and land management in arid landscapes are detectable with Landsat. However, the effective quantification of these ecosystem changes can be undermined if changes in spectral bandwidths between different Landsat sensors introduce biases in derived vegetation indices, and if climate, and land and water management histories are not well understood. The objective of this work is to 1) use the Landsat 8 under-fly dataset to quantify differences in spectral reflectance and NDVI between Landsat 7 ETM + and Landsat 8 OLI for a range of vegetation communities in arid and semiarid regions of the southwestern United States, and 2) demonstrate the value of 30-year historical vegetation index and climate datasets for assessing GDEs. Specific study areas were chosen to represent a range of GDEs and environmental conditions important for three scenarios: baseline monitoring of vegetation and climate, riparian restoration, and groundwater level changes. Google's Earth Engine cloud computing and environmental monitoring platform is used to rapidly access and analyze the Landsat archive along with downscaled North American Land Data Assimilation System gridded meteorological data, which are used for both atmospheric correction and correlation analysis. Results from the cross-sensor comparison indicate a benefit from the application of a consistent atmospheric correction method, and that NDVI derived from Landsat 7 and 8 are very similar within the study area. Results from continuous Landsat time series analysis clearly illustrate that there are strong correlations between changes in vegetation vigor, precipitation, evaporative demand, depth to groundwater, and riparian restoration. Trends in summer NDVI associated with riparian restoration and groundwater level changes were found to be statistically significant, and interannual summer NDVI was found to be moderately correlated to interannual water-year precipitation for baseline study sites. Results clearly highlight the complementary relationship between water-year PPT, NDVI, and evaporative demand, and are consistent with regional vegetation index and complementary relationship studies. Leaf Area Index (LAI) is a fundamental vegetation biophysical variable serving as an essential input to many land surface and atmospheric models. Long-term LAI maps are typically generated with satellite images at moderate spatial resolution (0.25 to 1 km), such as those from the Moderate Resolution Imaging Spectroradiometer (MODIS). While useful for regional-scale land surface modeling, these moderate resolution products often cannot resolve spatial heterogeneity important for many agricultural and hydrological applications. This paper proposes an approach to map LAI at 30-m resolution based on Landsat images for the Contiguous US (CONUS) consistent with the MODIS product, aimed at multi-scale modeling applications. The algorithm was driven by 1.6 million spatially homogeneous samples derived from MODIS LAI and Landsat surface reflectance products from 2006 to 2018. Based on these samples, we trained separate random forest models to estimate LAI from Landsat surface reflectance for eight biomes of the National Land Cover Database (NLCD). A balanced sample design regarding the saturation status of MODIS LAI and a machine-learning-based noise detection technique were introduced to mitigate the trade-off in estimation accuracy between medium LAI (e.g., 3 to 4, unsaturated) and high LAI (e.g., 4–6, saturated). This approach was evaluated using ground measurements from 19 National Ecological Observatory Network (NEON) sites and eight independent sites from other sources. These sites comprise a representative sample of forests, grasslands, shrublands, and croplands across the US. For NEON sites, the LAI estimates show an overall Root Mean Squared Error (RMSE) of 0.8 with r2 of 0.88. For the eight independent sites, the Landsat LAI algorithm achieves RMSE between 0.52 and 0.91. The uncertainty in Landsat estimated LAI varies across biomes and locations. The proposed algorithm was implemented on the Google Earth Engine platform, allowing for the rapid generation of long-term high-resolution LAI records from the 1980s using Landsat images (code is available at https://github.com/yanghuikang/Landsat-LAI).
