The concept of forest landscape restoration (FLR) is being widely adopted around the globe by governmental, non-governmental agencies, and the private sector, all of whom see FLR as an approach that contributes to multiple global sustainability goals. Originally, FLR was designed with a clearly integrative dimension across sectors, stakeholders, space and time, and in particular across the natural and social sciences. Yet, in practice, this integration remains a challenge in many FLR efforts. Reflecting this lack of integration are the continued narrow sectoral and disciplinary approaches taken by forest restoration projects, often leading to marginalisation of the most vulnerable populations, including through land dispossessions. This article aims to assess what lessons can be learned from other associated fields of practice for FLR implementation. To do this, 35 scientists came together to review the key literature on these concepts to suggest relevant lessons and guidance for FLR. We explored the following large-scale land use frameworks or approaches: land sparing/land sharing, the landscape approach, agroecology, and socio-ecological systems. Also, to explore enabling conditions to promote integrated decision making, we reviewed the literature on understanding stakeholders and their motivations, tenure and property rights, polycentric governance, and integration of traditional and Western knowledge. We propose lessons and guidance for practitioners and policymakers on ways to improve integration in FLR planning and implementation. Our findings highlight the need for a change in decision-making processes for FLR, better understanding of stakeholder motivations and objectives for FLR, and balancing planning with flexibility to enhance social–ecological resilience.

This paper explores assumptions about the drivers of forest cover change in a Payments for Environmental Services (PES) and Reduced Emissions from Deforestation and Degradation (REDD+) context in the Lam Dong Province in Vietnam. In policy discourses, deforestation is often linked to ‘poor’ and ‘ethnic minority’ households and their unsustainable practices such as the expansion of coffee production (and other agricultural activities) into forest areas. This paper applies a livelihood framework to discuss the links between livelihoods and land use amongst small-scale farmers in two communities. The findings of the livelihood survey demonstrate no clear linkages between poverty levels and unsustainable practices. In fact, the poorest segments were found to deforest the least. The ways in which current PES and REDD+ approaches are designed, do not provide appropriate solutions to address the underlying dimensions of issues at stake. The paper criticizes one-dimensional perspectives of the drivers behind deforestation and forest degradation often found in public policies and discourses. We suggest more comprehensive analyses of underlying factors encompassing the entire coffee production and land use system in this region. Addressing issues of land tenure and the scarcity of productive lands, and generating viable off-farm income alternatives seem to be crucial. Sustainable approaches for reducing deforestation and degradation could be possible through engaging with multiple stakeholders, including the business-oriented households in control of the coffee trade and of land transactions.

The objective of this transport component of the broader Africa Climate Business Plan (ACBP) is to begin to mainstream climate benefits into the World Bank’s transport program for Sub-Saharan Africa, the better to assist African countries in bringing their climate change efforts to scale. It is a first step towards mainstreaming responses to the climate challenge into transport programs in Africa, and it represents the first time the Transport & ICT GP has produced a work plan for its investment and technical assistance operations that takes into account the content of countries’ Nationally Determined Contributions (NDCs) and attempts to align World Bank support to the goals stated therein. The transport work plan under this Africa Climate Business Plan will consist of up to $3.2 billion in investments and technical assistance over the 2016-2020 period – including $2.8 billion in World Bank funds. Those investments will help to make progress on two strategic objectives: (1) improving the resilience of African transport infrastructure to climate change by defining four pillars of resilient transport; and (2) improving the carbon-efficiency of transport systems in Sub-Saharan Africa.

Road construction has often been viewed as the precursor to deforestation, especially in tropical forests. Traditional responses to such threats have been reactive, with attempts to mitigate impacts through physical measures, or the establishment of protected areas. These approaches often have not been entirely successful, especially in areas where economic potential is significant. This paper seeks to mitigate such conflicts by proposing a proactive approach to development planning and environmental policy. It develops a high-resolution spatial model of road improvement impacts that includes ecological risks and the economics of forest clearing. The approach is implemented by estimating the potential impact of road upgrading on forest clearing and biodiversity in eight Congo Basin countries. The paper demonstrates how the detailed analysis can identify areas of high ecological priority as well as areas at high risk of forest loss. The paper contributes to several aspects of the literature. First, it provides the most recent and reliable estimates of the drivers of deforestation in the Congo Basin, with the latest high-resolution satellite data on forest cover changes. Second, it presents novel estimates of biodiversity threats by creating an index that combines and synthesizes several measures of biodiversity loss and impacts. It then develops an empirical framework for estimating the ecological impacts of road improvement. Finally, the paper illustrates how the empirical framework can be used to preempt impacts and avoid potential ecological damage.

Tanzania's land, local government and forest laws mean that rural communities have well defined rights to own, manage and benefit from forest and woodland resources within their local areas through the establishment of village forests. This approach, known by practitioners as Community Based Forest Management (CBFM) results in the legal establishment of village land forest reserves, community forest reserves or private forests. By 2008, 1,460 villages on mainland Tanzania1 were involved in establishing or managing village forests covering a total of over 2.345 million hectares. A further 863 villages are currently involved in Joint Forest Management (JFM) approaches within government forest reserves, in which management responsibilities are shared between government and local communities. 1.78 million hectares of forest reserve under central or local government jurisdiction are now under JFM arrangements. Since 2008, the Tanzanian government has been making preparations for the establishment of systems and structures for REDD Plus (Reduced Emissions from Deforestation and Forest Degradation). Tanzania is being supported in its preparations by the World Bank's Forest Carbon Partnership Facility (FCPF), UN-REDD plus and the Norwegian Forests and Climate Initiative as well as a number of local and international Non Government Organizations (NGOs). This report has been prepared to provide inputs to the development of policy processes currently evolving in Tanzania regarding REDD plus. This review draws on almost two decades of experience within Tanzania on the development and establishment of Participatory forest management (PFM) an approach which (like REDD plus), aims to achieve the combined objectives of sustainable forest management with secure rights, improved local forest governance and secure livelihoods for forest-dependent communities.
