Since the late 20th century, skilled labour migration has become a primary channel for resolving the increased global competition, ageing workforces, and skill shortages facing industrialised countries. Despite this ongoing policy trend, skilled migrants – who are increasingly from non-English speaking backgrounds (NESBs), including Asia – confront barriers to securing employment that is commensurate with their skill levels, which exposes them to an array of social and economic vulnerabilities. This article uses qualitative data to examine post-migration employment disadvantages among an under-researched group of Asian NESB skilled migrants in Australia: Japanese independent professionals. The findings show that their employment disadvantages in the host labour market can be attributed to what is termed here multilateral contextual gaps in skills transfer, rather than simply a lack of competence, knowledge, or work experience. The article concludes by identifying the implications of the study, including policy changes that would help improve the skills utilisation and retention of skilled migrants in Australia, which appear to be hampered by the host country's human capital-based, market-driven skills regimes. This article assesses the economic role of refugee settlers in Australia. Refugee-humanitarian labour force participation rates are lower than for other migrant groups or the Australia-born. However, their labour market performance converges toward that of the Australia-born over time. Moreover, the second generation performs at a higher level. There are a number of significant impediments to participation including language, education, structural disadvantage and discrimination. Indeed, there is evidence of a significant refugee gap which can only be explained by discrimination. It is shown that refugees represent a significant stock of human capital that is not being fully realized. They suffer more than other groups through non-recognition and there is substantial "brain waste" with negative results for the economy and the migrants themselves. Finally, it is shown that refugee-humanitarian settlers show greater propensity to form their own business than other migrants and that risk-taking, entrepreneurialism and an ability to identify and take advantage of opportunities is a key characteristic of the group. Traineeships are apprenticeship-like training arrangements that were initiated in Australia in 1985. They were designed to introduce apprenticeship training to a broader range of industries, occupations and individuals; they are available in occupations outside the traditional trades and crafts. Many companies use them on a large scale, some recruiting their entire shop floor workforce as trainees. This article uses findings from a national project on traineeships in six industry areas to examine the ways in which employers adopt them and the factors which affect their take-up across industries and enterprises. In this paper we examine the spatial employment patterns of Australia's university graduates in nonurban locations. Using a 2006 data set recording the employment status of 65,661 university graduates 6 months after their graduation we examine how the personal and human capital characteristics of the individual university graduate affect the type of rural location into which he or she enters for employment purposes. The importance of identifying which types of graduates work where is essential for our understanding of the forces that are currently shaping the spatial distribution of human capital across Australia's regions. In order to do this we allocate postcode-based data of graduate employment to one of five remoteness classes, as defined by the Australian Bureau of Statistics, that allow us to distinguish between different degrees of rurality. The postcode data are used to associate the ways in which the human capital characteristics of the graduate in terms of the types of university degrees awarded and the universities attended, as well as the personal characteristics of the graduate, are related to the degrees of rurality in his or her employment outcomes. Despite a significant period of strong economic and jobs growth nationally, there is well-established evidence in Australia that the proceeds of this growth have not been shared equally, either between places or between individuals. Empirically, it is well known that particular socioeconomic groups have a higher risk of unemployment and it has become equally well established that there are particular geographic patterns of labour market disadvantage that suggest that local geographic context is also important. What is not well understood are the ways in which phenomena at the geographic level are associated with individual-level characteristics and other social contexts in ways that negatively impact on a range of social outcomes, including unemployment. The present paper specifically addresses this issue by using a multi-scalar approach and using survey data from the Housing, Income and Labour Force Dynamics Australia (HILDA) survey and aggregate level census data to model unemployment risk. The paper argues that to better understand unemployment and to add to sound policy development, approaches that incorporate a variety of contexts, including the impact of local geographies, are important. The Intergenerational Report (IGR) released by the Department of the Treasury of the Commonwealth of Australia in 2002 highlighted pressures that in the future would threaten the sustainability of the Australian government's budget balance. These pressures result from the growing needs of an aging population and labor shortages that will limit economic growth and taxation revenue. The IGR has become a driving force in planning government policy. The Treasurer has recently said that “the whole economic agenda of the government at the moment is drawn from the IGR.” In response, the Prime Minster and Treasurer have promoted deferred or gradual retirement as part of the solution. However, about 50% of men and 20% of women retire early as a result of ill health, indicating that poor health is potentially a limiter of economic growth. This paper reports lower labor force participation among persons with poorer health and that these persons move out of the labor force at a faster rate as they age. A range of measures suggests some decline in health in the pre-retirement age group (those aged from 40 to 64 years). This indicates that better health may be a facilitator of greater labor force participation in the baby boomer cohort. However, there is evidence that improving economic conditions in Australia leading to low unemployment has created an environment more favorable to the employment of older workers with health problems as there has been a rise in labor force participation in these groups, and measures to prevent chronic disease may further increase the employment prospects. The provision of, and participation in, workplace training and development has received significant recent attention in Australia in the face of rapid technological change, an ageing labour force and a growing skill shortage. Accordingly, many organisations have put in place policies and practices that ostensibly aim to encourage and support increased employee participation in training programs. From a theoretical perspective, human capital theory offers substantial insights into the economic benefits of training for the employee and the firm, and provides various predictions about the characteristics of individuals most likely to choose training programs. Drawing on an experimental choice analysis conducted in an Australian public sector organisation, this paper examines the applicability off some of these theoretical predictions to workplace training. Abstract: Australian immigration policy, in common with the US and Canada, has increased the emphasis on skill-based selection criteria. A key premise of this policy is that skilled immigrants are more employable and can add to the productive capacity of the economy. However, this effect will be diminished if immigrants are working in occupations that fail to utilise their skills. We examine the extent of overeducation for recently arrived immigrants to Australia. We find that they are more likely to be overeducated than the native population, even if they enter on skill assessed visas. Overeducation is greater for immigrants from non-English speaking backgrounds (NESB) and generates lower returns to education. Tighter restrictions to welfare support on entry raised employment levels but increased overeducation. This will serve to reduce the potential productivity gains from skill biased immigration policies. [Copyright &y& Elsevier]
