Der Regierungssturz von 2020 in Kirgistan reiht sich ein in eine Reihe von Revolutionen im Land, welche keine tatsächlichen politischen Veränderungen bewirkt haben. Warum sind sich scheinbar alle Kommentator:innen einig, dass die Revolution "den Frauen und jungen Menschen gestohlen wurde"? Und welche Folgen hat es, wenn junge Menschen den Glauben daran verlieren, dass sich an den Machtverhältnissen in ihrem Land etwas ändern lässt? Es wird argumentiert, dass es progressive Bewegungen in Kirgistan nach den jeweiligen Revolutionen bisher nicht vermocht haben, sich eine von den etablierten Eliten unabhängige Machtbasis aufzubauen. Etablierte Eliten wiederum konsolidieren ihre eigene Machtbasis, in dem sie Teile von progressiven Bewegungen in den informellen Regierungskomplex einbinden. Hierdurch werden diese in korrupte staatliche Strukturen integriert, deren Überwindung das ursprüngliche Ziel vorangegangener Revolutionen war.

The objective of this paper is to explore the political implications of the Covid-19 pandemic in the Central Asian countries of Kazakhstan, Kyrgyzstan, and Uzbekistan. Studies displayed that although these governments varied in their initial response to the pandemic, all three underwent a uniform experience as to its broader effect of amplified authoritarianism. The public health crisis was utilized as a pretext to consolidate autocratic power, suppress regime criticism, and restrict the political rights and freedoms of citizens. Of particular concern were implications on media and civil society organizational efforts, statuses of detainees, ethnic minority rights, and freedoms of assembly and speech. This paper is an in-depth case analysis that uses policy analysis and process tracing to examine the Central Asian countries’ response to Covid-19 and its effects on human rights and political freedoms in the named countries. It concludes that despite the changes in leadership and relative progress towards democratization, authoritarian patterns ensued and changed form during the pandemic period in these Central Asian countries.

In Kirgistan haben islamische Organisationen und islamischer Aktivismus - vor allem der von Frauen - in den letzten Jahren zunehmend an Bedeutung gewonnen. Dieser neue Einfluss muslimischer Frauen und ihrer Organisationen kann in unterschiedlichen Bereichen, von wohltätiger Arbeit bis Mode, online wie offline, beobachtet werden. Obwohl islamische Organisationen, die von Frauen geführt werden, mittlerweile etablierte Akteure der kirgisischen Zivilgesellschaft sind, wird ihre zentrale Rolle außerhalb muslimischer Kontexte noch immer verkannt. Der Beitrag untersucht, wie sich der islamische Aktivismus von Frauen vor dem Hintergrund der digitalen Revolution und der Verbreitung sozialer Medien als neuer Quelle religiöser Bildung weiterentwickelt.

Durch ein Verfassungsreferendum im Jahr 2010 wurde die Koalition in Artikel 70(3) als Instrument des kirgisischen Parlamentes (Dschogorku Kenesch) zur Mehrheitsfindung kodifiziert. Bei keiner absoluten Mehrheit für eine Partei bestand seitdem der Zwang zur Koalitionsbildung, was die Fraktionen als zentrale Akteure parlamentarischer Prozesse etablierte. Der Beitrag analysiert für den Zeitraum zwischen 2010 und 2020 interne Strukturen kirgisischer Koalitionen und ihre Auswirkungen auf die Stabilität des jungen Parlamentarismus, dem mit der Machtergreifung Sadyr Dschaparows und der Rückkehr zu einem präsidialen Regierungssystem 2021 ein Ende gesetzt wurde.

Afghanistan's Central Asian neighbours have generally reacted pragmatically to the Taliban's seizure of power there. For the autocratically ruled, secular states on the periphery of the former Soviet empire, economic cooperation and the stabilisation of humanitarian and political conditions in Afghanistan are at the forefront of their interests in maintaining relations with their southern neighbour. According to offi­cial discourse, Central Asia's entrenched secularism is not challenged by the Taliban's Islamism. On social media in Central Asia, however, the Islamic emirate of the Taliban is portrayed as a political counter-model; one which is more positively received in coun­tries with greater discursive freedom and under governments whose policies more openly confront the Taliban. This reveals a trend towards Islamist-inspired iden­tity formation that will be difficult to stop through censorship and repression. (author's abstract)

Auf die Machtübernahme der Taliban haben die zentralasiatischen Nachbarn Afgha­nistans überwiegend pragmatisch reagiert. Für die autokratisch regierten, säkularen Staaten an der Peripherie des ehemaligen sowjetischen Imperiums stehen die wirt­schaftliche Zusammenarbeit mit dem südlichen Nachbarn und eine dafür notwendige rasche Stabilisierung der humanitären und politischen Verhältnisse im Vordergrund des Interesses. Folgt man offiziellen Darstellungen, so wird Zentralasiens gefestigte Säkularität durch den Islamismus der Taliban nicht herausgefordert. In den sozialen Medien zentralasiatischer Länder dagegen erscheint das islamische Emirat der Tali­ban als politisches Gegenmodell, dessen Bewertung umso positiver ausfällt, je größer die diskursiven Freiräume in den einzelnen Staaten sind und je offener die Regierungs­politik selbst den Taliban begegnet. Dies offen­bart einen Trend hin zu islamistisch inspirierten Identitätsbildungen, den Zensur und Repression kaum aufhalten werden. (Autorenreferat)

In an attempt to address the debate among social science scholars regarding whether or not online political engagement is a legitimate form of political participation and exercise of transnational citizenship, this study investigates the conditions under which migrants engage politically with virtual communities; when and how online participation spills over to real-world social mobilization; and whether cross-border online-offline political participation creates a new form of transnational citizenship. Content analysis of virtual social media groups and pages on VKontakte, Odnoklassniki and Facebook demonstrates that, although migrants are not likely to routinely participate in, initiate, or continuously engage with political conversations on these platforms, crisis conditions, such as the October revolution in 2020, the first COVID wave the summer of that same year, and the Kyrgyz-Tajik border conflict in April-May 2021, trigger bursts of political activism on social media which carry over to the real-world in the form of fundraising and protest mobilization.

Do ethnic riots affect prosocial behavior? A common view among scholars of ethnic violence is that riots increase cooperation within the warring groups, while cooperation across groups is reduced. We revisit this hypothesis by studying the aftermath of the 2010 Osh riot in Kyrgyzstan, which saw Kyrgyz from outside the city kill over 400 Uzbeks. We implement a representative survey, which includes unobtrusive experimental measures of prosocial behavior. Our causal identification strategy exploits variation in the distance of neighborhoods to armored military vehicles, which were instrumental in orchestrating the riot. We find that victimized neighborhoods show substantially lower levels of prosocial behavior. Importantly, we demonstrate that the reduction is similarly stark both within and across groups. Using qualitative interviews, we parse out two mechanisms that help explain the surprising reduction in ingroup prosociality: Victimized Uzbeks felt abandoned by their coethnics, and variation in victimization created a feeling of suspicion.

Digitalised music production and the rise of music streaming platforms shape music markets worldwide. Whereas in Western Europe and North America, the age of streaming has also been criticised for a casualisation of musical labour, in peripheral music economies like Kyrgyzstan it participates in structuring a market for music makers. At the same time, digitalisation also tends to reproduce global inequalities. Based on the case of hip-hop music production in Bishkek, Kyrgyzstan, the present working paper examines how the 'age of streaming' affects the musical production and the dreams and ambitions of music workers.

For many years, scholars and practitioners have been struggling with problems of local ownership in international organizations-led peacebuilding. Despite the discourse surrounding giving ownership to local communities, top-down approaches prevail in practice and often lead to counterproductive outcomes. Ethnographic fieldwork has proven that international organizsations could achieve a better understanding of local experiential perspectives on conflict and peace. Here, we point to key features of local peace and suggest how international organizations could better incorporate peaceful local agency, cope with power imbalances and advance strategies for peacebuilding from the ground up.

This policy brief maps how Russia intentionally and unintentionally influences Kyrgyz politics, economy, society and culture, while exploring what challenges this influence might pose for the Kyrgyz government if it is left unchecked and unaddressed, and provides recommendations on how Kyrgyz policy makers could address these challenges. In particular, three key challenges are identified. First, the Kyrgyz Republic demonstrates a strong path dependence in its decision and policy making. While 2021 marks the 30th anniversary of the country’s independence, Kyrgyz policy makers continue the course of their Soviet predecessors, who largely depended on Moscow to design and implement legislation and policies. In the independent Kyrgyz Republic, this practice borders on state-level plagiarism. Second, there is a challenge of overwhelming dependence on Russia. Kyrgyz financial, economic, military and security dependence on Russia is conditioned by the Kyrgyz Republic's economic and geopolitical position. However, this dependence is excessive and serves neither Kyrgyz nor Russian long-term interests. Finally, the Kyrgyz leadership needs to understand, take stock and make the most of Russia's soft power instruments in the country. Using soft power in third countries has become a conventional foreign policy tool to pursue the national interests and global aspirations of soft-power superpowers. Russia's use of soft power is more defined and assertive than it has been, which calls for a shift of long-term strategic thinking on the Kyrgyz side.

Die Präsidentschaftswahlen vom 10. Januar 2021 und das damit verbundene Ver­fassungsplebiszit sind das Ergebnis einer von Gewalt begleiteten Dynamik, die Kir­gistan seit Oktober 2020 in Atem hält. Mit der Wahl des Populisten Sadyr Japarov zum Präsidenten und der Zustimmung zu der von ihm forcierten Wiedereinführung eines Präsidialsystems wird der Weg bereitet für einen Abbau demokratischer und rechtsstaatlicher Prinzipien, mit dem sich Kirgistan den politischen Verhältnissen in den zentralasiatischen Nachbarstaaten annähert. Eine neue Verfassung ist in Vor­bereitung. Der Entwurf trägt die Handschrift von Akteuren, die eine Pfadumkehr unter neo-traditionalen Vorzeichen anstreben. Er düpiert eine junge Generation politischer Kräfte, die für mehr Demokratie und Rechtsstaatlichkeit eintreten, und ist geeignet, das Land anhaltend zu polarisieren. (Autorenreferat)

Environmental disasters and climate induced challenges heavily impact people’s livelihoods, especially those in the poorest segments of society who lack the adaptive resources and capabilities to respond accordingly. Despite the ever-growing importance of the nexus between climate change, the environment, and migration, this topic remains largely understudied in Kyrgyzstan. Climate induced (drought, abnormal rainfall, early frost) and fast-onset (mudflow, flood, landslide) and slow-onset (land degradation, soil erosion, etc.) environmental disasters have direct and indirect impacts on migration, all of which serve as drivers for rural outmigration. Due to limited working opportunities and a lack of adaptive capacity to environmental change in rural areas, many choose to migrate to internal urban centers or abroad. Based on qualitative research conducted in two villages of Batken and Naryn provinces in Kyrgyzstan, we found that a lack of insurance mechanisms, high rates of bank and informal loans, and insufficient social support from the government make it difficult for many of the poorest to respond to environmental shocks when they happen. The migration strategy helps rural households to react and respond to shocks and for some it is their only option. For such households, remittances play a crucial role by helping to cover vital household expenses. Therefore, migration serves as a coping strategy to overcome environmental, social, and economic difficulties and as an adaptation strategy by generally leading to more resilient livelihoods and long-term investments.

This paper explores the state of minority rights in the three Central Asian countries of Kazakhstan, Kyrgyzstan, and Uzbekistan. These countries share a lot of similarities in terms of their post-Soviet authoritarian legacy and weakness of democratic institutions. The repressive political landscapes of the Central Asian states have taken their tolls on minority groups, leaving them discriminated against, mistreated, and severely disadvantaged. Minority rights violations range from ethnic and religious discrimination to state-sponsored homophobia. Even though the leadership changes have positively affected the state of human rights in the three countries, there is still a slow pace of reforms. Overall, domestic changes in Uzbekistan, Kazakhstan, and Kyrgyzstan have not yielded considerable results so far in terms of alleviating the plight of minority groups across these countries.

Kyrgyzstan's presidential election and constitutional referendum on 10 January 2021 represent the provisional endpoint of a series of violent episodes that has gripped the country since October 2020. The victory of the populist Sadyr Japarov and approval for his plan to reintroduce a presidential system of government prepares the ground for a dismantling of democratic principles and rule of law, so that politically Kyrgyz­stan is set to look more like its Central Asian neighbours. A new constitution is in preparation. The draft bears the portents of a neo-traditional roll-back that rebuffs a young generation demanding more democracy and rule of law, and has the potential to deeply polarise the nation. However, the peace and security impli­cations of the BRI have seen comparatively little interest, despite the heavy concentra­tion of BRI-related invest­ments in highly fragile and conflict-­prone environ­ments. This report focuses on BRI projects and their trans­formative impact on conflict dynamics in four of these countries: Pakistan, Myanmar, Kyrgyzstan and Uganda. It also provides some practical suggestions for improving local outcomes and strengthen­ing inter­national co­operation.

Das Engagement der Europäischen Union (EU) in den Ländern Zentralasiens (Kasachstan, Kirgistan, Tadschikistan, Turkmenistan, Usbe­kistan) erhält neuen Schwung: durch die Neuauflage der EU-Zentralasienstrategie 2019 und die EU-Asien-Konnektivi­täts­strategie aus dem Jahr 2018. Einen Schwerpunkt bildet die Koope­ration zu nach­haltiger Entwicklung. Die Förderung wirtschaftlicher, sozialer und ökologischer Nach­haltigkeit ist prinzipiell sinnvoll, weil es hier bei den Interessen der EU und der Regie­rungen vor Ort Überschneidungen gibt; außerdem können unmittelbare Vor­teile für die Bevölkerung erzielt werden. Insbesondere die autoritären Staaten Zentral­asiens sind dabei allerdings mit Dilemmata konfrontiert. Zwar können sie davon pro­fitieren, wenn Nachhaltigkeit gefördert wird, fürchten aber eine damit einher­gehende Politi­sierung ökologischer und sozialer Fragen und dadurch entstehende Proteste. Zudem schrecken sie vor umfassenden Strukturreformen zurück und befürchten Wachs­tums­einbußen. Bei der Projektplanung sollte die EU deshalb einen Ansatz wählen, der anhand konkreter Projekte aus unterschiedlichen Politikfeldern demonstriert, wie Nachhaltigkeitsziele partizipativ erreicht und Beschäftigung geschaffen werden kann. Hundreds of thousands of Kyrgyz labour migrants seek opportunities in Russia where they fall target to retaliation of vigilante citizens who find offence in the presence of alien labourers in their homeland. Vigilantism also takes place within this migrant ‘community’ where male Kyrgyz labour migrants engage in retaliation on female migrants over perceived offences such as dating non-Kyrgyz men. On several occasions between 2011 and 2016 videos featuring honour beating of female labour migrants by fellow countrymen shook the internet. The selected case illustrates vulnerabilities experienced by migrants due to xenophobia and hostility of the host state, as well as additional layers of vulnerabilities linked to gendered biases that ‘travel’ across borders along with compatriots in migration. The study argues that offline structures, norms, biases, violence, and stigma not only reincarnate online, where they culminate in vigilante acts, but consequently, they re-enter the offline discourse and go through further normalization and justification.

Most people associated the collapse of the Soviet Union and the subsequent phase of transformation with the hopes of an improvement in the ecological situation in the post-Soviet states. This article will take the example of walnut-fruit forests of South Kyrgyzstan that are unique in the world to demonstrate that current transformation processes can also constitute a danger for certain natural habitats. It will apply a scenario borrowed from political economy to analyse the change in players, interests and patterns of resource management and forest utilisation. The following factors crystallise as a threat to forests: the appearance of new players, the insecure economic situation of the local population and the erosion of the management institutions. The hallmark of the walnut-fruit forests is a major diversity of timbers and a variety of high-grade usable products. The centralised Soviet policy on forests devised detailed plans and forestry work for utilising the various forest products and protecting forests in their long-term existence. The governmental forestry operations ( leshoze ) implemented the forestry on the local level while forming the social centre of these settlements because they were the main employer. Since the Soviet Union collapsed, the political and socio-economic constraints have changed considerably, which has not only involved a change in forestry management, but also in the access rights and interests in the forest resources. At the present time, the region is suffering from high unemployment. That means that forests are increasingly important these days to the local population's strategy for survival since they supply food, animal feed and firewood. In addition, political and economic liberalisation along with enhanced communication and trade relations has opened forests up to representatives of international groups who are interested in the highly valued forest products. Today, rough timber and burls from walnut trees, walnuts, wild apples and morels are exported into a series of countries in the world. Scientists and members of international organisations stress the great ecological significance of these forests and the fact that they should be protected. Nevertheless, there are fears that the present processes of transformation and globalisation will stimulate a compounded and increasingly uncontrolled utilisation and exploitation of the forests, thus boosting their degradation. Mit dem Zusammenbruch der UdSSR und der anschließenden Transformationsphase ist meist die Hoffnung auf eine Verbesserung der Umweltsituation in den postsowjetischen Staaten verbunden. Am Beispiel der weltweit einmaligen Walnuss-Wildobst-Wälder Südkirgistans wird gezeigt, dass aktuelle Transformationsprozesse jedoch auch eine Gefahr für bestimmte Naturräume darstellen können. Unter Anwendung eines an die Politische Ökologie angelehnten Ansatzes wird der Wandel von Akteuren, Interessen sowie Mustern des Ressourcenmanagements und der Waldnutzung analysiert. Dabei kristallisieren sich folgende Faktoren als Bedrohung für die Wälder heraus: das Auftreten neuer Akteure, die unsichere wirtschaftliche Situation der lokalen Bevölkerung sowie die Erosion der Managementinstitutionen. Die Walnuss-Wildobst-Wälder sind gekennzeichnet durch eine große Gehölzdiversität mit einer Vielfalt hochwertiger nutzbarer Produkte. Die zentralistische sowjetische Forstpolitik entwickelte detaillierte Pläne und Forstmaßnahmen zur Nutzung der verschiedenen Waldprodukte sowie zur langfristigen Bestandssicherung der Wälder. Auf lokaler Ebene setzten staatliche Forstbetriebe (Leschoze) die Forstmaßnahmen um und bildeten als Hauptarbeitgeber gleichzeitig das gesellschaftliche Zentrum der entsprechenden Siedlungen. Seit dem Kollaps der Sowjetunion änderten sich die politischen und sozioökonomischen Rahmenbedingungen signifikant, was nicht nur einen Wandel des Forstmanagements sondern auch der Zugangsrechte und Interessen an den Waldressourcen mit sich brachte. Gegenwärtig leidet die Region unter einer hohen Arbeitslosigkeit mit der Folge, dass den Wäldern heute als Lieferant von Nahrungsmitteln, Viehfutter und Brennholz eine gewachsene Bedeutung innerhalb der Lebensunterhaltsstrategien der lokalen Bevölkerung zukommt. Die politische und wirtschaftliche Liberalisierung sowie die verbesserten Kommunikations- und Handelsbeziehungen öffneten zudem die Tore für Vertreter internationaler Konzerne, die an den wertvollen Waldprodukten interessiert sind. Heute werden Stammholz und Maserknollen von Walnussbäumen sowie Walnüsse, Wildäpfel und Morcheln in verschiedene Länder der Erde exportiert. Dagegen betonen Wissenschaftler und Mitglieder internationaler Organisationen die große ökologische Bedeutung und Schutzwürdigkeit der Wälder. Dennoch ist zu befürchten, dass die gegenwärtigen Transformations- und Globalisierungsprozesse dazu führen, dass eine intensivierte und zunehmend ungeregelte Nutzung und Ausbeutung der Wälder ihre Degradierung vorantreiben.

Introduction. The article presents the author’s interpretation of the Kyrgyz-Chinese cooperation within the framework of “One Belt – One Way” (OBOW) strategy. On the basis of the studied materials, the author analyzes positive and negative factors and problems of implementing “One Belt – One Way” project between the two countries. The researcher pays particular attention to the prospects of the project in creating favorable conditions for close economic ties between the regions of the two countries that lie along the Silk Road. Methods. The historical and legal, comparative and other methods form the theoretical and methodological basis of the article. The historiography of the issue – the consideration of Chinese “One Belt – One Way” strategy in the Kyrgyz Republic by foreign and Kyrgyz scientists and expert communities – is a direct object of the study. Analysis. The activity of the Chinese OBOW initiative should be considered in the context of the integration of the Kyrgyz Republic into the world community, thereby determining its place and role, its political and legal system. Many Western and Russian scientists believe that the main tool for promoting the Chinese strategy in relations with partners is the provision of loans, which cannot but cause concern and discussion around the OBOW project. The main debatable dominants in the analysis of facts and analytics are investment, trade and economic, transport and infrastructure directions, and mining industry. Results. The results of the study show that the potential areas for expanding the Chinese presence in Kyrgyzstan will remain transport and communications, mining, hydropower, etc. In Kyrgyzstan, the Chinese OBOW initiative is treated differently, there are a lot of positive and negative opinions concerning it. First, the OBOW project is perceived as a competitor to the Eurasian Economic Union (EAEU) in Eurasia. Second, the migration flows of Chinese citizens are increasing every year, the “Chinese demographic threat” is growing every year, and the people of Kyrgyzstan are concerned about this issue. Third, environmental safety, the safety of life and health of people, flora and fauna, the environment and others are also concerned. Fourth, the corruption of some Chinese companies creates a negative opinion of citizens.

The variations of presidential, parliamentary and semi-presidential systems of government represent the main framework of analysis of this study. Extremely different factors of the political process and inter-institutional relations, which are the conditions for defining different systems of government, can be indicators for distinguishing typical and atypical systems of government. In this sense, the purpose of this article is to determine whether the peculiarities of the institution of the vote of no confidence in governments in several post-Soviet semi-presidential countries (Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, and Russia) can predetermine the atypicality of these systems of government. It is argued that the atypicality of the post-Soviet semi-presidentialism is often due to the fact that parliaments have the right to cast the votes of no confidence in governments, but the latter come in force only when they are supported by presidents, who may be empowered to choose between the dismissal of governments and the dissolution of legislatures. On one hand, such systems of government definitively tend to be semi-presidential. On the other hand, the atypical responsibility of governments to parliaments denies the semi-presidential nature of systems of governments largely in favor of presidentialism. This determines that against the backdrop of traditional generalizations of different systems of government, they are formally and actually constructed as "constitutional hybrids" in six post-Soviet countries (Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, and Russia) and therefore can be positioned both as cases of atypical semi-presidentialism and instances of incomplete presidentialism. At the same time, such cases are unique and must be classified as exceptional ones.

In many countries around the world, civil society organizations are facing increasing restrictions that constrain their autonomy, capacity and/or freedom of action. While the general phenomenon of shrinking civic space and the adoption of legal restrictions in particular have become more widespread since the early 2000s, there are also cases in which governmental attempts to adopt restrictive NGO laws have been frustrated, aborted or, at least, significantly mitigated as a consequence of domestic and/or international resistance. This PRIF Report takes a look at four such cases (Azerbaijan, Kenya, Kyrgyzstan and Zambia) and identifies conditions and dynamics that help understand successful resistance against legal civic space restrictions.

This study examines why some post-Soviet states are more peaceful than others. The analysis is conducted within the framework of a positivist, variable-based research design. The dependent variable is defined as the degree of peacefulness of the respective former Soviet Republics and measured by the Global Peace Index (investigation period: 2008-2017; Baltics excluded). Based on theoretical references, four independent variables are selected: (1) degree of democratization, (2) level of corruption, (3) stage of development, and (4) degree trade openness. The expected causal relationship between the explanatory factors and the phenomenon to be explained is formulated in the form of hypotheses: H 1: The higher the degree of democratization, the higher the degree of peacefulness (cases: Moldova; Turkmenistan). H 2: The lower the degree of corruption, the higher the degree of peacefulness (cases: Georgia; Turkmenistan). H 3: The higher the stage of development, the higher the degree of peacefulness (cases: Russia; Tajikistan). H 4: The higher the degree of trade openness, the higher the degree of peacefulness (cases: Kyrgyzstan; Russia). The ambivalent results of the empirical study suggest that none of the influencing factors can sufficiently explain the varying degrees of peacefulness of the post-Soviet countries.

The high level of homophobia in society and a contradictory state policy towards sexual minorities define the specific mode of existence of the LGBT community in Kyrgyzstan. The need to socialise and spend some time together is a big part of building and maintaining an LGBT identity, which requires collective security practices. The concept of “securityscapes”, based on Arjun Appadurai’s idea of “scapes”, was used as a main instrument for the analysis of ethnographic data. LGBT people in Kyrgyzstan navigate quite complicated landscapes of security and insecurity, defined by encounters with various agents, and engage in different strategies of adaptation. During the field research two types of threats within LGBT securityscapes were identified: “outer” threats (such as the homophobic environment) and “inner” threats (such as some behavioural patterns that might expose community members to this hostile environment). LGBT people navigate within their securityscapes individually, yet community life requires specific measures. BICC partnered with Germany's international broadcaster Deutsche Welle and hosted a session at the Global Media Forum 2018 "Global Inequalities" in Bonn, Germany. BICC's session "Global inequalities in the academic world: Researchers under threat" took place on 12 June 2018. The session first drew attention to the challenges faced by academics in some extremely disabling and threatening environments. Hafiz Boboyorov (Tajikistan) and Cuneyt Gurer (Turkey) shared their experiences after deciding to leave for Germany, knowing they might not be able to return. Then, Marc von Boemcken (Germany) described the challenges of the field research project "Forms of local security in Kyrgyzstan and Tajikistan - The emergence of securityscapes" where he, together with Hafiz Boboyorov, had to learn how to "work under the radar" but not compromising research. Last but not least, the session explored ways and means of how to help researchers at risk to continue pursuing their scientific careers. Barbara Sheldon of the Alexander von Humboldt Foundation underlined that the experiences of von Boemcken and Boboyorov as part of the research team on the ground were an ideal prerequisite for successfully applying for a Philip Schwartz fellowship. The role of Philip Schwartz Initiative is to enable German institutions - be it universities, universities of applied science, and independent research institutions - to support researchers under threat not only immediately after having fled from their home countries. The biggest challenge is to support these researchers so that they can take the next steps in the transition process of becoming part of the German research community.

Zusammenfassung Der Beitrag fragt danach, wie Jugendliche und junge Erwachsene in postsowjetischen Landern ihre biographischen Plane entwerfen und realisieren konnen. Spannungsreich wird das, wenn sie sich an Idealen von individueller Freiheit orientieren oder internationale Karrieren anstreben. Solche Plane, die durch Bildungsmigration Auftrieb erhalten, mussen gegen die Barrieren einer generationalen Ordnung verhandelt werden, die von der jungen Generation Gehorsam und Leistungen der Pflege/Unterstutzung verlangt. Der Beitrag entwirft einen konzeptuellen Rahmen zur Erfassung solcher Verhandlungen und spielt ihn am Beispiel von zwei Bildungsmigrant/-innen aus Kirgisistan und Aserbaidschan durch. Die Zollunion zwischen Russland, Belarus und Kasachstan hat sich seit 2009 rasant entwickelt. Anfang dieses Jahres ist sie in der Eurasischen Wirtschaftsunion (EWU) aufgegangen, der inzwischen auch Armenien und Kirgisistan beigetreten sind. Das Format hatte bereits vor der Ukraine-Krise die Beziehungen der EU zu Russland in einigen Aspekten erschwert. Nach Beginn der Krise kam die Idee auf, durch einen Dialog zwischen EU und EWU zur Entschärfung des Konflikts beizutragen. Von einem solchen Versuch ist jedoch abzuraten. Der Dialog wäre eine Rückkehr zu jenem Ansatz, dem Deutschland und die EU gegenüber Russland bereits vor der Krise folgten. Da diese Vorgehensweise damals nicht zum gewünschten Ergebnis führte, ist kaum zu erwarten, dass sie im heutigen – ungleich schwierigeren – Umfeld fruchten wird. (Autorenreferat)

Alle Bereiche in den Beziehungen zwischen der EU und Russland sind inzwischen politisiert und mit Blick auf die Ukraine versicherheitlicht. Das verengt die Kommunikation mit Russland auf wenige problematische Themen und beschränkt die Austauschmöglichkeiten. Dementsprechend sollte eine Kooperation zwischen der EU und der Eurasischen Wirtschaftsunion (EAWU) nicht durch eine Politisierung weiter aufgewertet werden, sondern sich auf eine pragmatische, ökonomische Angleichung von technischen Standards und Normen sowie auf die Verbesserung der Wirtschaftsbeziehungen mit den an der EAWU beteiligten Staaten konzentrieren.

Während seine Beziehungen zum Westen immer frostiger werden, treibt Russland im postsowjetischen Raum die Institutionalisierung der Eurasischen Wirtschaftsunion (EAWU) voran. Obwohl die Ukrainekrise die innen-, wirtschafts- und geopolitischen Widersprüche zwischen den Ländern der EAWU offenlegt, sollten die EU-Mitgliedstaaten die EAWU nicht politisch ignorieren, sondern neben bilateralen Beziehungen zu ihren Mitgliedstaaten auch Beziehungen zu den EAWU-Institutionen aufbauen und diese anerkennen.

In Kasachstan und Kirgistan gibt es keine Wahlkreise. Die Abgeordneten des kasachstanischen Unterhauses (Madschilis) und des kirgisischen Parlamentes (Dschogorku Kenesch) werden nach Verhältniswahlrecht mittels landesweiter Parteilisten gewählt und sollen, so der explizite Anspruch ihres Mandates, die gesamte Nation repräsentieren und kein bestimmtes Gebiet. Auch ohne formale Bindung an Wahlkreise widmen die Abgeordneten beider Parlamente bei Reisen »in die Gebiete« der Wählerschaft viel Zeit und Ressourcen. Dabei besteht in beiden Staaten ein Zielkonflikt zwischen dem landesweiten Mandat und dem Anspruch, eine enge Bindung mit der lokalen Wählerbasis herzustellen und damit Disparitäten zwischen den Gebieten zu überwinden; die praktische Umsetzung ist unterschiedlich. In Kasachstan findet die Arbeit in den Gebieten in enger Abstimmung mit und koordiniert durch die Parteiorganisationen statt, womit die Herausbildung eines geographischen Fokus in der Bindung des Abgeordneten an das Elektorat unterbunden werden soll. In Kirgistan hingegen werden für die Dauer der Legislaturperiode in den Fraktionen Gebiete verteilt und somit längerfristige Zuständigkeiten geschaffen. In beiden Fällen bestehen aber begründete Zweifel daran, dass die Aktivitäten der Abgeordneten dazu beitragen, das Profil der Institution Parlament als Vertretung der gesamten Bevölkerung zu schärfen.

In cooperation with researchers in Tajikistan and Kyrgyzstan, BICC (Bonn International Center for Conversion) is conducting a three-year research project on everyday security practices in Central Asia, which is funded by the Volkswagen Foundation. The project was launched in July 2015. While security has become an important focus of academic work on and in Central Asia, most studies highlight the geo-strategic importance of the region and underline the threats to states posed by non-state armed groups and transnational criminal organizations. The research project proposes a radically different approach to studying security in Central Asia. As a point of departure, it understands security as an everyday practice of people that consists in identifying and engaging perceptions of existential threat. It asks: How do various groups of people deal with security issues in their daily lives? For the purpose of addressing this question, it develops and applies the innovative concept of securityscapes, which is partly inspired by the work of the anthropologist Arjun Appadurai as well as recent debates in sociology and political science on studying security as a constitutive practice and in a less state-centric manner.

Central Asia offers a potential smorgasbord for researchers engaged in comparative analysis. Common shared characteristics of these states have provided and continue to provide opportunities for advances in our understanding of political and social phenomena of global importance, including state building, democratisation, nationalism and economic development. However, in conducting comparative case study research in Central Asia, researchers should be aware of the strengths and weaknesses of different comparative approaches. This article reviews and critiques one approach to comparative analysis that has become increasingly dominant in social science research, particularly in the US. Comparing events in two Central Asian countries during 2005, a period of heightened risk of colour revolution, the article highlights both strengths and weaknesses of this increasingly dominant approach, arguing instead for a more inclusive and pragmatic approach to comparative analysis both in Central Asia and to case study comparisons more generally as the best way to advance our understanding of important social and political phenomena., Studies of Transition States and Societies, Vol 5, No 1 (2013)

Die Studie befasst sich mit der Frage, ob es auf absehbare Zeit in Zentralasien zu gesellschaftlichen Umbrüchen ähnlich denen im arabischen Raum kommen könnte. Auch in Kasachstan, Usbekistan, Turkmenistan, Kirgistan und Tadschikistan sorgen autoritäre Herrschaftsverhältnisse, soziale Missstände, Korruption und Selbstbereicherung der Eliten für große Frustration. Gleichzeitig verbreiten sich elektronische Kommunikationsmedien rasant und Online-Netzwerke werden immer populärer. Mit den wachsenden Möglichkeiten individueller Artikulation wird Protest zusehends unvorhersehbar, die Akteurslandschaft unübersichtlicher und das Verhältnis von Politik und Gesellschaft insgesamt kontingenter. In fünf Fallstudien identifizieren die Autoren diejenigen Faktoren, die das Potential haben, zu politischen Protesten zu führen, in Revolten umzuschlagen oder gar in eine Revolution zu münden. Ausmaß und Dynamik etwaiger Proteste werden auch in Zentralasien künftig verstärkt von der Nutzung der neuen Medien abhängen. Deren dynamisierendes Potential wird zwar durch staatliche Zensurmaßnahmen eingehegt, doch wird dies auf Dauer nicht verhindern, dass sich in den zentralasiatischen Staaten eine neue Öffentlichkeit ausbildet, die ihre Aufmerksamkeit flexibler einsetzt und Lösungen für Probleme zeitnah einfordert. Die deutsche und europäische Politik, die auf Stabilitätserwartungen beruht, ist auf den sich abzeichnenden Wandel in Zentralasien nur unzureichend eingestellt. Sie wird jedoch auf Dauer nicht umhinkönnen, ihre Politik gegenüber den autoritären Regimen in der Region zu überdenken, die Prioritäten neu zu gewichten und sich für eine Politik einzusetzen, die die Inklusion der Zivilgesellschaften in den globalen Erfahrungshorizont ermöglicht. The Kyrgyz Republic is one of the largest recipients of international remittances in the world; from a Balance of Payments measure of remittances, it ranked tenth in the world in 2008 in the ratio of remittances to GDP, a rapid increase from 30th place in 2004.Remittances can be used to maintain the household's standard of living by providing income to families with unemployed and underemployed adult members. Remittances can also be used to promote investment not only in businesses and communities but also in people. In this paper, we examine the role that remittances have played in the Kyrgyz Republic in promoting investments in children. Based on the capabilities approach to well-being initiated by Sen (2010), we look at the impact of remittances and domestic transfer payments primarily from internal migration on children's education and health. Our outcomes include enrollment in school and preschool, expenditures, stunting and wasting of preschool children, and health habits of older children. We use uniqu panel data from the Kyrgyz Republic for 2005-2008 and thus control for some of the biases inherent in cross-sectional studies of remittances and family outcomes. We find that overall remittances and domestic transfers have not promoted investments in the human capital of children. Specifically, preschool enrollments were higher in the urban north but secondary school enrollments were lower in other regions in remittance receiving households; expenditures were also negatively affected in the south and the mountain areas. These negative enrollment results were larger for girls than for boys. We also found evidence of stunting and wasting among young children and worse health habits among boys in remittance or transfer receiving households. In the long run, Kyrgyzstan needs human capital development for growth; our results suggest that remittances are not providing the boost needed in human capital to promote development in the future.

"Der Machtwechsel im April 2010 und die darauf folgenden Pogrome gegen die usbekische Minderheit im Süden haben Kirgistan in eine Krise gestürzt, von der es sich nur mit Mühe erholen wird. Zum einen hat das ressourcenarme Land mit gravierenden wirtschaftlichen Problemen zu kämpfen. Zum anderen wird der Versuch eines politischen Neuanfangs - gekennzeichnet durch die Einführung der parlamentarischen Demokratie und eine in Zentralasien beispiellose Öffnung des politischen Systems - von nationalistischen Ressentiments überschattet. Sie sind vor allem im Süden des Landes verbreitet und begünstigen den Ausschluss der Usbeken aus dem gesellschaftlichen Leben. Gleichwohl hat sich mit dem Regimewechsel der Raum für öffentliche Debatten spürbar erweitert. Die Bürger Kirgistans haben nun Gelegenheit, den Umgang mit einer Pluralität von Stimmen und Meinungen zu erproben. Hier kann die Politik der Europäischen Union und ihrer Mitgliedstaaten ansetzen. Sie kann den demokratischen Neuanfang unterstützen, indem sie Kapazitäten bereitstellt, um öffentliche Reflexion zu fördern. Dabei sollte sie sich nicht scheuen, politisch klar Position zu beziehen. Die EU sollte sich denjenigen Akteuren verpflichtet fühlen, die sich ein demokratisches Kirgistan wünschen und bereit sind, ihr politisches Handeln danach auszurichten." (Autorenreferat)

The paper aims at analyzing macroeconomic and financial strategies, which are to ensure achievement of the Millennium Development Goals (MDGs) in the Kyrgyz Republic. The paper is based on results of simulations generated through the application of standard MAMS, a computable general equilibrium model adjusted to the country situation and calibrated with data of Kyrgyzstan. MAMS-model-based simulation results indicate that a continuation of the current policies under the baseline scenario would allow for achieving MDG1 (poverty reduction) only; the country would fall short of the targets for other MDGs. In order to achieve all MDGs, the country needs to increase government spending on MDG-relevant sectors (education, health, water and sanitation) by 7.8-8.1% of GDP per annum in comparison to the baseline scenario. The scenario that combines increased taxes and aid inflows seems to be the most realistic, but it would still require very substantial increases in tax collections and grant aid. The situation is going to be easier, if the economic growth rates 2011-2015 would be higher than 7% per annum. This is possible, if the government would be more successful in implementation of structural reforms, FDI and private domestic investments attraction and mobilization of resources for infrastructure development. Another possible way out is a substantial increase in government spending efficiency allowing for receiving higher social returns for money spent.

This paper analyses the public finance performance and the dynamics of government expenditures on education and health in the Kyrgyz Republic in 2007-2010, when the country was hit by the global economic crisis and then by an internal political crisis in 2010. Despite these crisis conditions, public health expenditures have increased substantially. In education, recurrent expenditures have been protected, while capital investments have been cut dramatically. Both sectors suffer from chronic under-financing, which results in an insufficient quality of services. The country's fiscal situation in the medium-term is going to be difficult, so efficiency-oriented reforms need to be implemented in health care and especially in education in order to sustain the development of these critical services in Kyrgyzstan.

This paper is based on a cross-cultural research study comparing the Protestant work ethic (PWE) values of three groups of university students from post- -industrialized Australia, newly industrialized Turkey and relatively under-developed pre-industrial Kyrgyzstan. The outcomes of this research indicate that PWE endorsement is higher in less developed countries such as Kyrgyzstan followed by relatively developed countries like Turkey and then post-industrial Australia. Additionally, this research shows that the influence of leisure oriented-hedonist culture increases in highly developed societies like Australia. At the same time the PWE is increasingly evident in developing countries like Turkey and especially Kyrgyzstan through an extension of modern/industrial civilization as a form of moral justification for their current social-economic conditions., Ovaj rad temelji se na međukulturnom istraživanju koje uspoređuje vrijednosti protestantske radne etike (PWE) među trima skupinama sveučilišnih studenata iz postindustrijalizirane Australije, novoindustrijalizirane Turske i razmjerno slabo razvijenoga predindustrijskog Kirgistana. Nalazi istraživanja pokazuju da je protestantska radna etika (PWE) bolje prihvaćena u manje razvijenim zemljama, poput Kirgistana, a za njom slijede razvijenije zemlje, primjerice Turska, i na kraju postindustrijska Australija. Ovo istraživanje pokazuje i da je utjecaj na dokolicu usmjerene hedonističke kulture veći u visokorazvijenim društvima kao što je Australija. Istodobno, protestantska radna etika (PWE) sve je prisutnija u zemljama u razvoju, kojima pripada i Turska, a posebno Kirgistan, i to proširenjem moderne/industrijske civilizacije kao oblika moralnog opravdanja za društveno-gospodarske uvjete u kojima se te zemlje danas nalaze., Die vorliegende Arbeit basiert auf einer interkulturalen Untersuchung zum Vergleich von Werten protestantischer Arbeitsethik innerhalb dreier Grupen von Studierenden: einer Studentengruppe aus dem postindustrialisierten Australien, einer zweiten Gruppe aus der neuindustrialisierten Türkei und einer dritten Gruppe aus dem relativ schwach entwickelten, vorindustriellen Kirgisistan. Die Untersuchungsergebnisse zeigen, dass die protestantische Arbeitsethik in weniger entwickelten Ländern wie Kirgisistan besser aufgenommen wird; an zweiter Stelle stehen entwickeltere Länder wie die Türkei, und erst an dritter kommt das postindustrielle Australien. Des Weiteren zeigt sich, dass der Einfluss auf die hedonistische Vergnügungskultur in hochentwickelten Industriestaaten wie Australien größer ist. Zugleich jedoch greifen die Werte protestantischer Arbeitsethik immer mehr auch in Entwicklungsstaaten, zu denen auch die Türkei, besonders aber Kirgisistan gehören. Der Grund dafür liegt in der Ausbreitung der modernen Industriezivilisation, und die protestantische Arbeitsethik dient als eine Form der Rechtfertigung für die gesellschaftlichen und wirtschaftlichen Verhältnisse, in denen sich diese Länder heute befinden.

'Der Beitrag untersucht die Rolle von externem Druck in der Welle der sogenannten 'farbigen Revolutionen'. Durch die Analyse dreier konkreter Fallbeispiele - der Rosenrevolution in Georgien (2003), der orangenen Revolution in der Ukraine (2004) und der Tulpenrevolution in Kirgisistan (2005) - versuchen wir die Wirkungsbedingungen, aber auch die Beschränkungen, aufzuzeigen, denen externe Akteure, vor allem die USA und Russland, innerhalb der Bewegungen unterlagen, die die Massen mobilisierten - was schließlich zum Sturz der nichtdemokratischen Regime führte.' 'Der Beitrag untersucht den Prozess ausländischer Unterstützung für die Zivilgesellschaften in den postsowjetischen Staaten und die damit verbundenen Implikationen unter besonderer Berücksichtigung der 'farbigen Revolutionen'. In Serbien (2000), Georgien (2003), der Ukraine (2004) und Kirgisistan (2005) wird allgemein die Rolle der Nichtregierungs- und der Jugendorganisationen beim Organisieren gesellschaftlichen Protests als das eigentliche, kritische Element während der 'farbigen Revolutionen' angesehen. Im Gegensatz zu verbreiteten Auffassungen wird die These vertreten, dass diese 'Revolutionen' keine direkte Konsequenz der gewachsenen externen Unterstützung für die Zivilgesellschaften waren. Stattdessen wird den gesellschaftlichen Bewegungen eine Schlüsselrolle innerhalb der 'farbigen Revolutionen' zugeschrieben. Diese verwarfen das westliche Modell rigider, hierarchisch strukturierter Organisation zugunsten deutlich flexibler strukturierter 'rhizomischer', transnationaler Formen.' (Autorenreferat)

Die seit 1991 unabhängige Kirgisische Republik verfügt über keine Geschichte nationaler Eigenstaatlichkeit. Vielmehr basiert die heutige territoriale und nationale Existenz Kirgistans auf einer Schöpfung von zwischen 1924 und 1936 erlassenen Dekreten, die nicht nur die Grenzen, sondern auch die Titularethnie der Kirgisen definierten. Den Menschen Zentralasiens war bis ins 20. Jahrhundert hinein das Prinzip des Nationalstaates fremd. Ihre Loyalitäten galten der Familie, dem Klan oder dem Stamm. Das Sowjetregime stellte sich die Aufgabe, die existierenden Identitäten in einer dem Aufbau des Sozialismus förderlichen Art umzuarbeiten und betrieb eine Politik der "doppelten Assimilation": Einerseits bekämpfte es religiöse und ethno-kulturelle Bindungen zur Schaffung einer anationalen sozialistischen Union, was gleichzeitig mit einer Russifizierung einherging. Andererseits schuf es erst die Ausbildung von Nationen und nationalen Identitäten. Nach dem Ende der Sowjetunion mussten die politischen Eliten des unabhängigen Kirgistans den vordergründigen ethno-nationalen Identitäten Tiefe und Legitimität verleihen. Folglich suchten sie bei diesem bis heute andauernden Prozess der Nationenbildung nach Identität stiftenden Symbolen und Traditionen. Dabei nehmen sie historische Brüche in Kauf, erfinden retrospektiv geschichtliche Bezugspunkte und umgehen die jüngste Vergangenheit, um die eigene Nation zu glorifizieren, eine jahrhundertealte Staatlichkeit zu konstruieren und die Herrschaft des Regimes zu legitimieren. Zu den Maßnahmen zählen die Umbenennung von Orts- und Straßennamen, die Schöpfung neuer Nationalsymbole und der Rückgriff auf vorsowjetische Heldenepen, um eine gemeinsame historische Erfahrung herzustellen. Allerdings ist der ethnisch basierte Nationalitätsdiskurs ein potenzielles Problemfeld angesichts des multi-ethnischen Charakters Kirgistans, da er alle nicht-kirgisischen Bürger ausschließt. Andererseits ist er jedoch auch ein politisch gewolltes Mittel zur Festigung der Integrität des Landes, das durch einen Nord-Süd-Gegensatz und nach wie vor existierende subnationale Identitäten und Loyalitäten zu Klans, Stämmen oder regionalen Bündnissen geprägt ist. Im Vergleich mit anderen Identitätsdiskursen wie dem Pantürkismus oder dem Islam scheint sich der Nationalismus jedoch zunehmend als die stärkste Ideologie der postkolonialen Periode durchzusetzen. (Autorenreferat) The Kyrgyz Republic, which became independent in 1991, does not have a history of nationhood. On the contrary, Kyrgyzstan's present territorial and national existence was established by decrees passed between 1924 and 1936, which defined not only the borders but also the titular ethnic group: the Kyrgyz. Prior to the 20th century, the principle of the nation state was alien to the peoples of Central Asia. Their loyalties were to their family, their clan or their tribe. To achieve its aim of reworking existing identities in order to build socialism, the Soviet regime pursued a policy of "double assimilation". On the one hand, it sought to weaken religious and ethno-cultural ties in order to create an anational socialist union, which involved a simultaneous process of Russification. On the other, it established the formation of nations and national identities in the first place. After the end of the Soviet Union the political élites of independent Kyrgyzstan had to give depth and legitimacy to the superficial ethnonational identities. In this ongoing process of nation-building, they searched for symbols and traditions that would create a sense of identity. To achieve this aim, they accept the necessity of breaking with history, invent retrospectively historical points of reference, and sidestep the very recent past in order to glorify their own nation, construct a centuries-old statehood and legitimate the regime's authority. The measures used include the renaming of places and roads, the creation of new national symbols, and the recourse to pre-Soviet heroic epics in order to create a shared historical experience. Kyrgyzstan being a multi-ethnic society, however, the ethnically based nationality discourse is a potential problem area because it excludes all non-Kyrgyz citizens. On the other hand, it is also a politically desired means of consolidating the integrity of the country, which is characterised by a north-south divide and by still-existing sub-national identities and loyalties to clans, tribes or regional alliances. In comparison with other identity discourses such as Pan-Turkism or Islam, however, nationalism seems to be asserting itself as the most powerful ideology of the post-colonial period. Aus dem Zerfall der UdSSR 1991 sind 15 unabhängige Staaten hervorgegangen, darunter die fünf Staaten Zentralasiens - Kasachstan, Kirgisistan, Tadschikistan, Turkmenistan und Usbekistan - die den Untersuchungsgegenstand dieser wissenschaftlichen Arbeit darstellen. Sie sind durch eine starke Interdependenz gekennzeichnet, weisen eine Vielzahl soziokultureller Parallelen und gemeinsamer Wurzeln auf, haben aber seit ihrer Unabhängigkeit recht unterschiedliche Entwicklungswege eingeschlagen. Während der 70 Jahre währenden Sowjetherrschaft waren die zentralasiatischen Sowjetrepubliken abgeschnitten vom Rest der Welt, und auch untereinander kaum verbunden, da sämtliche Politiken und ökonomischen Vorgänge zentral über Moskau gesteuert wurden. Folglich wurden die zentralasiatischen Staaten vor vielfältige Herausforderungen mit dem Zerfall der UdSSR gestellt, der die fünf Staaten völlig unerwartet überrascht hatte. Zu Beginn der Unabhängigkeit war ein starker Wille zur regionalen Integration im Rahmen der zentralasiatischen Region bei den Staatsführungen zu erkennen. Diverse Abkommen, insbesondere wirtschaftspolitischer Natur, wurden in den ersten Jahren unterzeichnet. Die Umsetzung verlief jedoch sehr holprig. Prioritäten wurden eher hinsichtlich nationaler, denn regionaler Erfordernisse gesetzt. Nichtsdestotrotz blieb regionale Kooperation/Integration weiterhin ein relevantes Thema. In den frühen 90er Jahren wurde es primär aus ökonomischer Perspektive betrachtet. Seit Mitte der 90er Jahre fand eine Schwerpunktverschiebung statt und sicherheitspolitische Belange rückten in den Mittelpunkt regionaler Kooperation. In Folge des 11.9.2001 wurde diese Tendenz verstärkt und die Nachbar-Region von Afghanistan erhielt darüber hinaus internationale sicherheitspolitische und geostrategische Relevanz, vor allem für die USA. Die Dissertation unternimmt eine Darstellung und Analyse der multilateralen Beziehungsmuster zwischen den fünf zentralasiatischen Staaten, die sich in einem breiten Spannungsfeld zwischen Kooperation und Konfrontation vollziehen. Sie zeigt die Grenzen und Hindernisse regionaler Kooperation in Zentralasien, aber auch die Möglichkeiten und positiven Effekte auf und analysiert welche internen und externen Faktoren die regionalen Beziehungsmuster beeinflussen. Die Arbeit besteht aus drei inhaltlichen Kapiteln: Im ersten Kapitel werden die grundlegenden Entwicklungen in Zentralasien seit der Unabhängigkeit erörtert, die sich in einem breiten Spannungsfeld zwischen Entwicklungen auf nationaler Ebene, Regionalisierungsprozessen, und der Einflussnahme durch internationale Akteure vollziehen. Den theoretisch-konzeptionellen Rahmen hierzu liefern Bezugspunkte zur Regionalisierungs- und Transformationsforschung. Das zweite Kapitel stellt den Kern der Arbeit dar und analysiert die regionale Kooperation in Zentralasien zwischen Anspruch und Wirklichkeit. Dazu wird in einem ersten Schritt nach den Voraussetzungen und Hindernissen für regionale Kooperation in Zentralasien gefragt. In einem zweiten Schritt wird eine Einzelanalyse der in Zentralasien existenten Organisationen und Initiativen regionaler Kooperation und ihrer internen Entwicklungen, Interessenlagen, Widersprüchlichkeiten, etc. angefertigt. In einem dritten Schritt wird dann die Gesamtarchitektur des regionalen zentralasiatischen Systems analysiert, in dem nicht nur die zentralasiatischen Staaten, sondern auch internationale Akteure wie Russland, China und die USA eine zunehmend ausgeprägte Rolle spielen. Da Sicherheitspolitik für die gegenwärtigen zentralasiatischen Konstellationen eine herausragende Rolle spielt, legitimiert dies die Erörterung dieser Thematik in einem eigenständigen dritten Kapitel der Arbeit. Hierbei kommt ein Sicherheitsbegriff zum Tragen, der vor allem nicht-traditionelle Sicherheitsrisiken wie die Bedrohung durch internationalen Terrorismus, Drogenhandel, Grenz- und Wasserverteilungskonflikte in den Mittelpunkt rückt.

Der Beitrag beschreibt die demographische bzw. soziopolitische Situation der ethnischen Minderheit der Meskhet-Türken. In das Thema einführend, wird zunächst die Bevölkerungsgruppe der meskhetianischen Türken vorgestellt und ihre Migrationsgeschichte der gewaltsamen Vertreibung in Südosteuropa und Zentralasien skizziert. Der zweite Schritt betrachtet die gegenwärtigen Lebensbedingungen dieser ethnischen Gruppe in Georgien, Aserbaidschan, der Ukraine, Russland, Usbekistan, Kasachstan, Kirgisien und der Türkei. Der dritte Schritt stellt die bestehenden Organisationen der Meskhet-Türken vor und nennt die Bestrebungen und Argumente hinsichtlich der Wahrung ihrer Identität. Der vierte Schritt erörtert die Anliegen der Meskhet-Türken im Rahmen der internationalen Politik (Treffen in Den Haag und Wien 1998/1999), wobei hier insbesondere die Forderungen nach Repatriierung behandelt werden. Der fünfte Schritt informiert über den aktuellen Forschungsstand zu der ethnischen Minderheit. Die Ausführungen schließen mit einer Erläuterung des Diskurses bezüglich der Wiedergutmachung bzw. Entschädigung erfahrenen Leids durch die gewaltsame Migration mitsamt der hier zu beobachtenden Defizite. Ferner werden im Hinblick auf ein bevorstehendes Forschungsprojekt zu den Meskhat-Türken für den Zeitraum 2004 bis 2006 neue Forschungsansätze identifiziert. (ICG2)

On the example of the mires at the Ala-Bash – Kongur-Olen valley vegetation and vertebrate fauna of mires within the dry steppe zone of the Issyk-Kul basin (Kyrgyzstan) depending on different habitat conditions and land use were studied. For characterisation of vegetation extensive uptakes and a areawide mapping of vegetation units were carried out. Faunistic studies concentrated mainly on bird fauna. As natural vegetation of the “percolation”-surface flow mires extensive sedge fens of different associations, dominated by Carex otrubae and C. orbicularis were found. Through erosion of the mire surface, a secondary immigration of Phragmites australis occurs. As a result of intensive grazing, a rapid degradation of the natural sedge vegetation and a replacement with Carex divisa-communities takes place. At the same time, plant species of alpine origin invade in the mire vegetation. In contrast to this, terrestrialisation mires are inhabited by communities with sedges, Equisetum ramosissimum, Schoenus nigrigans and Typha. Specific for paludification mires in subarea two is a eutrophic Bidens-Carex community. On peaty soils, a Carex songorica community was observed. Furthermore, the studied mires are naturally wood-free. Most plant communities of the studied mires were not described before and are partially only known from the study area. The plant species composition show most analogies with those from mires in Siberia. The vertebrate fauna of the studied mires is relatively poor in species. Only one reptile, three amphibians, 30 breeding bird species and a few fishes and mammals live in the mires and adjacent wetlands. Much more bird species can be found during migration and as feeding guests (176 bird species in the whole valley). Faunistically important are findings of two globally threatened bird species and six bird species on the Kyrgyzh Red list., Zusammenfassung: Am Beispiel der Moore des Ala-Bash – Kongur-Olen Talkomplexes wurden Vegetation und Wirbel- tierfauna von Mooren in der Trockensteppenzone des Issyk-Kul Beckens (Kirgisistan) in Abhängigkeit verschiedener standörtlicher Bedingungen und Nutzungen untersucht. Zur Charakterisierung der Vegetation wurde neben umfänglichen Aufnahmen eine flächendeckende Kartierung der Vegetationseinheiten vorgenommen, während sich faunistische Untersuchungen insbesondere mit der Avifauna beschäftigten. Als natürliche Vegetation der Durchströmungs-Hangmoore wurden ausgedehnte, je nach standörtlichen Bedingungen in verschiedenen Ausprägungen vorkommende Seggenriede mit Dominanz von Carex otrubae und C. orbicularis gefunden. Durch Erosion der Mooroberfläche erfolgt eine sekundäre Einwanderung von Phragmites australis. Bei intensiver Beweidung erfolgt eine rasche Degradierung der natürlichen Seggen-Vegetation und Ersatz durch Gesellschaften mit Carex divisa. Gleichzeitig dringen ursprünglich alpine Pflanzenarten in die Moorvegetation ein. Verlandungsmoorstandorte sind dagegen von Gesellschaften mit Seggen, Equisetum ramosissimum, Schoenus nigrigans sowie Typha bestanden. Auf Versumpfungsmoor-Standorten in Teilgebiet 2 wächst ein eutrophes Zweizahn-Seggen-Ried. Anmoor-Standorte beherbergen eine Carex songorica-Gesellschaft. Die untersuchten Moore sind natürlicherweise gehölzfrei. Die meisten Pflanzengesellschaften der Moore wurden bislang noch nicht beschrieben und sind teilweise ausschließlich von den beiden untersuchten Mooren bekannt. Hinsichtlich des Arteninventars besteht größte Übereinstimmung mit den Mooren in Sibirien. Die Wirbeltierfauna der untersuchten Moore ist relativ artenarm. Lediglich eine Reptilienart, drei Amphibienarten, 30 Brutvogelarten sowie wenige Fische und Säugetiere besiedeln die Moorflächen und angrenzende Feuchtgebiete. Deutlich artenreicher ist das Spektrum rastender und nahrungssuchender Vogelarten (176 Arten im gesamten Talgrund). On the example of the mires at the Ala-Bash - Kongur-Olen valley soils, stratigraphy and hydrology of mires within the dry steppe zone of the Issyk-Kul basin (Kyrgyzstan) are described. Because of the extreme climate, all the mires depend on groundwater, discharging diffuse or in springs below alluvial cones of rivers, fed by glacier water. At all, five different hydrogenetic mire types were realized. The peat and mud substrates are mostly mineral rich, so ‘Halbtorf ’ and minerogene muds are dominating. The peat consists mainly of radicelles, to some extent of brownmosses. At lake Aidin-Kul, Typha-peat was found. Depending on lime content, the mire substrates are subneutral to alkaline. Only in deeper peat layers also acid substrates were found, probably a result of secondary acidification with sulfates. According to the measured C/N ratios, the peat and mud soils correlate with mesotrophic to eutrophic conditions. As a result, three ecological mire types were separated (mesotrophic-subneutral, mesotrophic-alkaline, eutrophic mires). Combining the hydrogenetic and ecological mire types, ten different „Moor-Naturraumtypen“ within the searched mire complexes can be distinguished. Widely distributed are mesotrophic-subneutral and eutrophic „percolation“-surface flow mires and mesotrophic-lime rich and eutrophic terrestrialisation mires. The mire ecosystems are very dynamic, strongly influenced by the activity of the larger rivers in the area. The courses of the rivers on the alluvial cones are changing on a regularly basis, leading to new areas within the mire complexes covered with morainic material. As a result of stratigraphic investigations, up to four phases of mire development were found. In larger parts of the mire systems the peat soils are subject to strong pedogenic changes through anthropogenic input. Especially the intensive cattle grazing has negative impacts to the soils and leads partially to a degradation of the peat layer., Zusammenfassung: Am Beispiel der Moore des Ala-Bash - Kongur-Olen Talkomplexes werden Boden, Stratigraphie und Hydrologie von Moorbildungen in der Trockensteppenzone des Issyk-Kul Beckens (Kirgisistan) dargestellt. Wegen des extremen Klimas sind die Moore auf eine Fremdspeisung mit Grundwasser angewiesen, das unterhalb von Schwemmkegeln gletscherwassergespeister Flüsse diffus oder in Quellbereichen austritt. Insgesamt konnten die Moorbereiche fünf verschiedenen hydrogenetischen Moortypen zugeordnet werden. Auf Grund hoher Mineralstoffgehalte dominieren Halbtorfe und minerogene Mudden. Torfe bestehen weitgehend aus Radicellenresten, z.T. mit Braunmoosresten vermischt. Im Bereich des Aidin-Kul wurde Typha-Torf gefunden. Die Moorsubstrate sind je nach Kalkgehalt subneutral bis alkalisch. Ausschließlich in tieferen Horizonten finden sich saure, vermutlich sekundär durch Sulfatversauerung entstandene Moorsubstrate. Entsprechend der C/N-Werte lassen sich die Substrate mesotrophen bis eutrophen Standortverhältnissen zuordnen. An ökologischen Moortypen lassen sich Basen- und Kalkzwischenmoore sowie Reichmoore ausscheiden. Durch Kombination der hydrogenetischen und ökologischen Moortypen lassen sich 10 verschiedene Moor-Naturraumtypen feststellen. Die am weitesten verbreiteten Typen sind mesotroph-subneutrale und eutrophe Durchströmungs-Hangmoore sowie mesotroph-kalkreiche und eutrophe Verlandungsmoore. Die Moorökosysteme unterliegen aufgrund der Tätigkeit der Flüsse einer ausgesprochen hohen Dynamik. Durch regelmäßige Veränderung der Flussläufe auf den Schwemmkegeln werden immer wieder neue Moorflächen durch mitgeführtes Moränenmaterial überdeckt, weswegen stellenweise mindestens vier Moorbildungsphasen gefunden wurden. Größere Bereiche der untersuchten Moorflächen sind aufgrund anthropogener Eingriffe pedogen stärker verändert.
