O artigo apresenta uma revisão de literatura mostrando o estado-da-arte conceitual na disciplina corporativa denominada inteligência competitiva (IC), sob um ponto de vista da ciência da informação (CI), explorando desenvolvimentos e experiências recentes. Embora já presente nas sociedades da Antiguidade, objeto de estudo de soberanos, pensadores e guerreiros, a inteligência competitiva (IC), inspirada nas atividades de inteligência militar, constitui tema bastante atual no mundo corporativo contemporâneo de competição global, com renovado interesse no mercado e na academia. Como o tema apresenta evidentes conexões epistemológicas com gestão da informação (GI) e gestão do conhecimento (GC), o texto busca mostrar como isso ocorre e as relações de causa e efeito entre as várias camadas de atividades vinculadas ao desenvolvimento de inteligência para tomada de decisão nas organizações inspirado no framework de Liebowitz (2006) baseado numa estrutura de cebola. Conceitos correlatos são também explorados, como o próprio conceito de GC, numa praxis composta de disciplinas corporativas conhecidas como aprendizado organizacional, gestão do capital intelectual ou capital humano e inteligência organizacional. Conceitos novos correlatos à inteligência competitiva são acrescentados ao conjunto intelligentsia galore de Liebowitz (2006), como capital estrutural, capital de clientela, capital competitivo e inteligência estratégica (IE).The article presents a literature's review showing the conceptual state-of-the-art of the corporate discipline called Competitive Intelligence (CI), from a point of view of Information Science (IS), exploring developments and experiences in the organizations. Although present in the ancient societies, subject of study of emperors, thinkers and warriors, Competitive Intelligence (CI), inspired in military intelligence activities, is a contemporary theme in the corporate world of global competition with renewed concern in market and academy. As the theme presents evident epistemological connections with Information Management (IM) and Knowledge Management (KM), the text aims to show how this happens and the relationship of cause and effect among several ranks of activity linked to the development of intelligence and decision making in the organizations, inspired in the Liebowitz's (2006) framework based on an onion structure. Correlated concepts are also explored, as the concept of KM itself, in a praxis integrated by corporate disciplines, is called organizational learning, intellectual capital or human capital management, and organizational intelligence. Other new concepts connected to CI are included in the Liebowitz's (2006) intelligentsia galore set, as structural capital, customer capital, competitive capital, and Strategic Intelligence (SI).

Se examina el comportamiento y desarrollo de la Inteligencia organizacional a partir del análisis de las concepciones que más han aportado a su evolución. Se examinan sus procesos: percepción, creación de conocimiento y toma de decisiones así como sus características fundamentales. Se presentan algunas consideraciones acerca de la importancia que presentan la información y el conocimiento y su adecuada gestión, en la inserción y desarrollo de la Inteligencia Organizacional en cualquier tipo de organización. La Inteligencia Organizacional posee un mayor alcance que las prácticas asociadas a la Inteligencia Competitiva, entre otras. Sin embargo, la integración de éstas permite generar dicha capacidad. Los procesos de la Inteligencia: percepción, creación de conocimiento y toma de decisiones tienen una marcada dependencia del uso y manejo de información y conocimiento. Todos esto permite asegurar que un adecuado y óptimo desarrollo de esta capacidad está condicionado por la aplicación de la Gestión de Información y del Conocimiento como procesos que garantizan beneficios del uso de estos recursos.The current development of organizational intelligence is examined, starting from the analysis of the most important trends in its evolution. The characteristics of organizational processes such as perception, knowledge creation and decision making are revised. The author also presents some considerations about the relevance of information and knowledge, as well as their management, for the development of the organizational intelligence in any sort of institution. Organizational intelligence has a larger dimension than other practices associated to Competitive Intelligence. Nevertheless, the integration of those practices generates the organizational Intelligence. Intelligence processes depend remarkably on the use of information and knowledge. That way, the optimal development of organizational intelligence is affected by the application of Information and knowledge management.

Resumen Objetivo: Explicar el desempeño de una red de conocimiento, entendida desde la psicología de la inclusión como un sistema de gestión, producción y transferencia entre las demandas del entorno y las capacidades de la organización. Método: Se realizó un estudio no experimental, transversal y correlacional con una selección muestral no probabilística de 300 administrativos, docentes y estudiantes de una universidad pública, considerando su interacción en prácticas profesionales. Se utilizó la Escala de Complejidad Organizacional de García (2016), la cual es una síntesis de 1) Inventario de Estrategias de Pensamiento (Torkamani & Mahmoudi, 2016); 2) Escala de Inteligencia Competitiva (Saleh, Rahimi & Amirnejad, 2015); 3) Cuestionario de Aprendizaje Organizacional (Erfani & Jafari, 2013), los cuales se procesaron con la técnica Delphi. Resultados: El grado de aprendizaje de la red de conocimiento siguió un patrón selectivo, ya que las posibles combinaciones de las redes de conocimiento sugieren que la capa de entrada al estar regulada por la capa intermedia refleja, en la capa de salida, una gestión, producción y transferencia de conocimiento en función de las tareas más que de los objetivos o las metas. Se advierte la emergencia de una inteligencia organizacional centrada en cuatro factores: Autorregulación, disipación, adaptabilidad y dinamismo. Conclusión: Se advierten líneas de investigación alusivas a las posibles relaciones entre factores tales como la motivación al logro, la utilidad esperada o la facilidad de llevar a cabo una tarea en red como determinantes del clima de tareas, principal factor emergente de la red de conocimiento. Abstract Objective: To explain the performance of a knowledge network, understood as a system of management, production and transfer between the demands of the environment and the capabilities of the organization. Method: A non-experimental, cross-sectional and correlational study was carried out with a non-probabilistic sample selection of 300 administrative staff, teachers and students of a public university, considering their interaction in professional practices. The Organizational Complexity Scale de García (2016) was used, which is a synthesis of 1) Inventory of Thinking Strategies (Torkamani & Mahmoudi, 2016); 2) Scale of Competitive Intelligence (Saleh, Rahimi & Amirnejad, 2015); 3) Organizational Learning Questionnaire (Erfani & Jafari, 2013) which were processed with the Delphi technique. Results: The degree of learning of the knowledge network followed a selective pattern because, the possible combinations of the knowledge networks suggest that the input layer, when regulated by the intermediate layer, reflects in the output layer; management, production and transfer of knowledge in terms of tasks rather than objectives or goals. One can see the emergence of an organizational intelligence centered on four factors: self-regulation, dissipation, adaptability and dynamism. Conclusion: There are lines of research alluding to the possible relationships between factors such as the motivation to achieve, the expected utility or the ease of carrying out a network task as determinants of the task climate, the main emerging factor of the knowledge network.

Aborda a memória organizacional, como processo da Inteligência Organizacional, de modo a identificar como essa pode otimizar a tomada de decisão. O enfoque informacional é o de recuperação da informação vinculada aos processos, instruções de trabalho, ferramentas e técnicas da organização. A pesquisa busca responder se a empresa possui memória organizacional, com foco na recuperação da informação, de forma a otimizar o processo de tomada de decisão. A pesquisa, caracterizada como qualitativa e descritiva, com suporte da literatura sobre o tema, foi aplicada a uma empresa do setor tecnológico. O resultado apontou que a empresa tem políticas que visam dar suporte à incorporação dos processos e a melhorias contínuas ao usar experiências que permitem incrementar o acervo de informações e conhecimentos da organização. Contudo, possuí deficiências quanto à recuperação da informação, impactando negativamente o processo de tomada de decisão. O estudo propõe atenção às deficiências na recuperação de ativos de informação registrados na memória, em um contexto de inteligência organizacional.

El presente trabajo se propuso desarrollar un modelo de gestión de la io para esta empresa. A inteligência organizacional (io) é um tema que tem sido pesquisado desde a literatura administrativa. Isto é interessante para o contexto organizacional, dadas as implicações que uma melhora da io pode ter no sucesso, a conservação no tempo e o desenvolvimento de uma companhia. Este artigo incorpora os resultados de uma pesquisa sobre a io realizada no contexto da companhia Gráficas Modernas S.A. Este trabalho se propôs desenvolver um modelo de gestão da io para esta empresa. Organizational Intelligence (oi) is a subject that has been researched by the management literature. This is relevant for the organizational context, given the implications that an improvement in oi can mean for the success, the conservation in time, and the development of a company. This paper presents a theoretical and conceptual proposal for a content and knowledge management model for the Spanish radio sector. The perspective is integrative and transversal and is in line with the theory of organizational intelligence. This article stems from the results of fieldwork that analysed the content and knowledge management models applied by the main Spanish radio broadcasters, with an epistemological foundation in quantitative and qualitative methods (in-depth interviews, direct observation, surveys…). On the basis of the results obtained we observe an under-exploitation of content management policies and an absence of knowledge management services. Because of this, we present a model that can take greater advantage of the intangible assets in radio broadcasting, necessary for making a qualitative shift toward an advantageous position among the competition.El objeto de este trabajo es presentar un modelo teórico-conceptual de gestión de contenidos y del conocimiento en el entorno radiofónico español, desde una perspectiva transversal e integradora y de acuerdo a la teoría de la inteligencia organizacional. Este artículo surge a partir de un trabajo de campo en el que se analizaron los modelos de gestión de contenidos y del conocimiento de las principales marcas radiofónicas en España y cuya base epistemológica se basó en métodos cualitativos-cuantitativos (entrevistas en profundidad, observación directa, encuestas…). A partir de los resultados obtenidos, se percibe una infraexplotación de los servicios de gestión de contenidos y la inexistencia de políticas de gestión del conocimiento; esto motiva el diseño de un modelo que explote estos capitales intangibles en el entorno radiofónico, obligado a dar un salto cualitativo que le otorgue una posición confortable en su entorno competitivo.

JEL Classification System: M10 – General; L93 – Air Transportation Organizational knowledge management distinguishes an organizations management within business process management, aiming towards value creation and the achievement of Return on Investment. The current research aims to verify if the application of knowledge management within an international airline (TAP), results in organizational intelligence and leads towards value creation, applied through effective and efficient business process management. The approach therefore considers the conceptual framework of organizational intelligence. The applied methodology sustains, that the results are grounded on a case study realized within the current implemented projects of the selected airline. The information towards this research was gathered through the implementation of a survey with specific reference to the presently executed projects throughout the entire organization. The systematic approach of organizational intelligence grounds the application of further methodologies, such as competitive intelligence, value management and process maturity, to ensure the application of knowledge. The hypotheses are aligned towards the objective of the implemented survey, questioning the creation of value, the integration of knowledge management and in reference to business processes, defining the maturity levels within the organization. The survey accesses the hypotheses grounded on process maturity, leading to a strategic recommendation grounded on the results and organizational objectives. Through the management of process maturity, the results indicate that knowledge management is not successfully implemented and the procedures within the internal organizational processes of the airline request intense improvement towards value creation and the achievement of Return on Investment. A gestão de conhecimento organizacional distingue a gestão de uma Organização no âmbito da gestão de processos de negócios, visando a criação de valor e a obtenção de Retorno sobre o Investimento. A presente pesquisa tem como objetivo verificar se a aplicação da gestão do conhecimento dentro de uma companhia aérea internacional (TAP) resulta em inteligência organizacional e leva à criação de valor, aplicada através de uma eficaz e eficiente gestão de processos de negócio. A abordagem considera, portanto, a estrutura conceitual de inteligência organizacional. A metodologia aplicada sustenta que os resultados são baseados num estudo de caso realizado dentro dos projetos correntemente implementados na mesma organização internacional de aviação. A informação para esta pesquisa foi recolhida através da aplicação de um inquérito com referência específica aos projetos atualmente executados em toda a organização. A abordagem sistemática de inteligência organizacional baseia a aplicação de outras metodologias, tais como inteligência competitiva, gestão de valor e maturidade do processo, para garantir a aplicação do conhecimento. As hipóteses estão de acordo com o objetivo do inquérito implementado, questionando acerca da criação de valor, da integração da gestão do conhecimento e fazendo referência aos processos de negócio, definindo os níveis de maturidade dentro da Organização. O inquérito acessa as hipóteses baseadas em maturidade do processo, levando a uma recomendação estratégica fundamentada nos resultados e objetivos organizacionais. Através da gestão de maturidade do processo, os resultados indicam que a gestão do conhecimento não é implementada com sucesso e os procedimentos dentro dos processos organizacionais internos da companhia aérea requerem uma melhoria intensa para a criação de valor e a obtenção de Retorno sobre o Investimento.

Las organizaciones recurren a procesos de captura sistemática de información sobre el entorno y sobre sí mismas, con el objeto de incorporarla a la toma de decisiones. La denominación de “inteligencia” para estos procesos ha planteado una pluralidad conceptual en la literatura, toda vez que el término ha sido migrado de disciplinas ajenas a la administración. Lo anterior, trasciende del aspecto conceptual hacia el plano metodológico, ya que las definiciones aportadas en la literatura no concilian un método claro para realizar actividades de inteligencia. A través de la presente investigación se analizan cinco enfoques de inteligencia y se homologan sus características metodológicas comunes en el marco de un proceso denominado “inteligencia empresarial”, respetando la particularidad de cada enfoque analizado, y su incidencia en las necesidades de información de las empresas. Por último se proponen consideraciones para su implementación en el contexto colombiano. / Abstract. The companies use systematic processes to capture information about the environment and themselves, in order to incorporate it into the decision making process. The term "intelligence" that has been given for those processes has posed a conceptual pluralism in the literature, due to the term has been migrated from disciplines outside management. This transcends the conceptual aspect to the methodological level, since the definitions provided in the literature does not reconcile a clear method for intelligence activities. Through this research, five intelligence approaches are analyzed to integrate their common methodological characteristics as part of a process called �entrepreneurial intelligence", respecting the uniqueness of each approach discussed, and its impact on the information needs of companies. Finally, considerations are proposed for implementation in the Colombian context. Maestría

This study presents an investigation through a bibliographical research on Information Systems, the tools, and the methods of Organizational Intelligence focusing on the application in Maintenance environments as instruments to empower the management of productive processes. In view of this, the Maintenance concepts and its increasing relevance are primarily discussed. Afterwards, the concepts of Organizational Intelligence and its Cycle are explored. Moreover, information and its importance in Maintenance environments, and the main adequate Information Systems are also investigated. As a result, the application of an Organizational Intelligence Conceptual Model in the plant maintenance is recommended.

Se examina el comportamiento y desarrollo de la Inteligencia organizacional a partir del análisis de las concepciones que más han aportado a su evolución. Se examinan sus procesos: percepción, creación de conocimiento y toma de decisiones así como sus características fundamentales. Se presentan algunas consideraciones acerca de la importancia que presentan la información y el conocimiento y su adecuada gestión, en la inserción y desarrollo de la Inteligencia Organizacional en cualquier tipo de organización. La Inteligencia Organizacional posee un mayor alcance que las prácticas asociadas a la Inteligencia Competitiva, entre otras. Sin embargo, la integración de éstas permite generar dicha capacidad. Los procesos de la Inteligencia: percepción, creación de conocimiento y toma de decisiones tienen una marcada dependencia del uso y manejo de información y conocimiento. Todos esto permite asegurar que un adecuado y óptimo desarrollo de esta capacidad está condicionado por la aplicación de la Gestión de Información y del Conocimiento como procesos que garantizan beneficios del uso de estos recursos. The current development of organizational intelligence is examined, starting from the analysis of the most important trends in its evolution. The characteristics of organizational processes such as perception, knowledge creation and decision making are revised. The author also presents some considerations about the relevance of information and knowledge, as well as their management, for the development of the organizational intelligence in any sort of institution. Organizational intelligence has a larger dimension than other practices associated to Competitive Intelligence. Nevertheless, the integration of those practices generates the organizational Intelligence. Intelligence processes depend remarkably on the use of information and knowledge. That way, the optimal development of organizational intelligence is affected by the application of Information and knowledge management.

This paper aims to provide a vision on the impact of the deployment of the Epistemological Tacit Operator, a tool of Knowledge Management, on the banking activity, through a case study. Particularly, it analyses the use and consequences to improve the Organizational Intelligence. Starting with a vision of Knowledge Management, it demonstrates the importance of the human being as the center of the Organizational Intelligence, in a cognitive way little seen on the literature, dominated by examples of Information Technology. It considers Organizational Intelligence must be exercised in context of action, since 'it's not enough to state that Intelligence is the most important asset of an organization, it's imperative that this statement be transformed in strategies and plans to achieve better performance'. The formulation of strategy is the own exercise of intelligence, since it deals with the choices of the organization and the nurturing of its competences. At last, a case study is made on the Epistemological Tacit Operator to consolidate the knowledge of a financial institution and propose new strategies of risk management necessary for Basel II requirements. Este trabalho visa prover uma visão sobre o impacto da implementação do Operador Epistemológico Tácito, ferramenta de Gestão do Conhecimento, na atividade bancária através de um estudo de caso. Em especial, analisa o uso e suas conseqüências para a melhoria da Inteligência Organizacional. Começando por uma visão de Gestão do Conhecimento, demonstra a importância do ser humano como epicentro da Inteligência Organizacional, numa abordagem cognitivista pouco explorada na literatura, dominada por exemplos de Tecnologia de Informação. Considera-se que a Inteligência Organizacional deve ser exercida no contexto da ação, pois 'não basta somente afirmar que a inteligência é o ativo mais importante de uma organização, é imperativo que essa afirmação se transforme em estratégias e planos para atingir um melhor desempenho'. A formulação da estratégia é o próprio exercício da inteligência, pois lida com as escolhas da organização e o amadurecimento de suas competências. Por fim, faz-se um estudo de caso do Operador Epistemológico Tácito para a consolidação do conhecimento de uma instituição financeira e proposição de novas estratégias de gestão de risco advindas dos requerimentos de Basiléia II.

São discutidos, também, aspectos relativos às atividades que buscam desenvolver e controlar todo tipo de conhecimento em uma organização, visando à utilização na consecução de seus objetivos. Assim, o conhecimento organizacional deve ser canalizado para potencializar o aprendizado da organização, onde a teoria de ação mostra as interações de primeira e segunda ordens. Na conceituação de monitoração ambiental, foram incluídos a definição, os modos e alguns princípios de boas práticas. Finalmente, no último item, são feitas algumas considerações sobre inteligência organizacional. A seguir, define-se inteligência organizacional, além de distingui-la sob dois pontos de vista mutuamente dependentes: como um processo (dinâmico) e como um produto (estático). Por fim, conclui-se que o desenvolvimento da inteligência organizacional passa a assumir um papel fundamental para que a organização possa atender aos desafios dos componentes ambientais. The purpose of this work is to describe the factors that make possible to develop the intelligence in the organizations. Initially, the knowledge management subject is approached, where they are defined tacit, explicit, and cultural knowledge. Also, it is discussed some aspects of the activities that look for to develop and to control every organizational knowledge types, focusing use them in the attainment of organizational objectives. Then, the organizational knowledge should be directed to potentiate the organizational learning, where the action theory presents the single-loop and second-loop learning. In the environmental scanning conceptualization it was included the definition, the modes and some principles of best practices. Finally, it is presented some considerations about organizational intelligence. It is defined organizational intelligence and it is distinguished it under two mutually dependent view point: as a process (dynamic) and as a product (static). The incipient change from the management model, which concentrates knowledge at the highest levels of Federal Public Administration and fosters corruption and favouritism, to participatory models based on networks, which uploading and creating “knowledge” without limits, is happening without the integration of the three foundations of intelligence: strategy, prediction and action.In the area of government intelligence, the difficulties of overcoming the conflict between democracy and counter-intelligence, military and civilian, and between politicians and intelligence officers generate an individual bias in psychological-cognitive dimension (phase of collection and analysis of information) and an institutional bias in political-organizational dimension (phase of decision-making).Government initiatives such as collaborative portal http://participatorio.juventude.gov.br/, if not guided by Knowledge Management-KM and Organizational Intelligence-OI, will contribute to increasing the current avalanche of information from the web 2.0 (the era of social networks). Moreover, any “pre-referendum initiative” should be based not only on a future political reform (who legislates), but also the administrative (who apply) and judicial (who thinks) reforms to achieve sustainable growth.We are living through a phase of “technological enthusiasm”, which ends up generating the underestimation of human capital, the difficulty of creating and use of relevant knowledge, the lack of results and loss of focus.This article, from the review of the concepts and practices of KM and OI, the critics on models of governance and the country’s intelligence system, presents a model of Government Intelligence, a proposal for a cultural change and a strategy for a KM-OI plan to optimize the processes of creation (KM) and use of knowledge (OI) in the public sector.
