Šiame straipsnyje siekiama naujai pažvelgti į XX a. ketvirto dešimtmečio Lietuvos Respublikos užsienio politiką per dviejų ypač galingų to metų valstybių – Vokietijos ir Japonijos santykių raidą. Tiriamas Lietuvos karo atašė, vėliau pasiuntinio Vokietijoje pulkininko Kazio Škirpos ir Japonijos karo atašė, vėliau ambasadoriaus Vokietijoje generolo Hiroshi Oshimos bendradarbiavimas Berlyne. Abu šie asmenys turėjo nemažai panašumų ir ilgainiui pasirodė kaip dideli provokiškos geopolitinės orientacijos entuziastai. Nieko nuostabaus, kad artimai bendraudami asmeniškai jie galėjo derinti ir politines pozicijas. Nedidelei Lietuvai tai buvo svarbu, nes Vokietijos ir Japonijos aljanso bandymai, prasidėję po Antikominterno pakto 1936 m. ir baigęsi fiasko Vokietijai sudarius sutartį su SSRS 1939 m., darė įtaką ir tuometinei Lietuvos padėčiai. Japonija, geopolitiškai atsiribodama nuo SSRS, nesutiko dėtis su Vokietija į paktą prieš Vakarų valstybes, o savo politikoje nepuoselėjo ir antisemitizmo, kurį skelbė Trečiasis reichas. Per Antrąjį pasaulinį karą Vokietija ir Japonija atsidūrė skirtingose barikadų pusėse. Nors Lietuva formaliai buvo neutrali, neoficialiai didelės simpatijos buvo demonstruojamos pralaimėjusiai Lenkijai ir šios sąjungininkėms – Prancūzijai bei Didžiajai Britanijai. Nusivylusi Vokietija ir atsiribodama nuo SSRS, Japonija taip pat buvo suinteresuota bendradarbiauti su šia koalicija. Garsiausias to pavyzdys yra Pasaulio tautų teisuolio Chiune’ės Sugiharos veikla Kaune. Verta atkreipti dėmesį, jog Lietuvos institucijos žinojo apie glaudų Japonijos vicekonsulo ryšį su lenkų pogrindžiu bei Vakarų sąjungininkais, bet sudarė visas sąlygas jiems sėkmingai veikti gelbėjant daugiausia žydų tautybės Lenkijos piliečius. Visa ši veikla Lietuvos teritorijoje nutrūko tik tada, kai ją užėmė okupacinė tuometinės Vokietijos sąjungininkės – SSRS – kariuomenė. The present article aims at discussing the foreign policy of the Republic of Lithuania in the 1930s, focusing on the development of relationship between two particularly powerful states of that time, Germany and Japan. The cooperation between the Lithuanian military attache and later envoy to Germany Col. Kazys Škirpa and the Japanese military attache and later Japanese ambassador to Germany Gen. Hiroshi Oshima is considered. Both men had quite a lot of similarities and they both finally turned out to be great enthusiasts of the pro-German geopolitical orientation. Unsurprisingly, they managed to coordinate their political positions despite the fact that they closely communicated personally. For such a small country as Lithuania this was especially important as the attempts of the German-Japanese alliance, which started with the Anti-Comintern Pact in 1936 and terminated in a fiasco after Germany had signed an agreement with the USSR in 1939, influenced the position of Lithuania. Japan was striving for a strong geopolitical counterbalance against the USSR and did not agree to sign a pact with Germany against Western states. Moreover, it did not develop anti-Semitism in its policy, which was typical of the Third Reich. When WWII started, Germany and Japan ended in different sides of barricades. Even though Lithuania was formally neutral, it expressed considerable benevolence to Poland that had lost and to its allies, France and Great Britain. Japan was disappointed with Germany and was striving to establish a counterbalance against the USSR; therefore, it was also interested in cooperation with this coalition. The best example of this is Chiune Sugiharas, titled Righteous Among the Nations, activity in Kaunas. Attention should be paid to the fact that although Lithuanian institutions knew about the close relationship among the Japanese Vice-Consul, the Polish underground and Western allies, they created most favourable conditions for their successful activity in saving Polish citizens, mainly of Jewish nationality. All this activity terminated in the territory of Lithuania only when the country was occupied by the USSR army, which was the ally of Nazi Germany at the time.

Straipsnyje analizuojama Japonijos vicekonsulo Chiune’ės Sugiharos veikla. Labiausiai dėmesys kreipiamas į jo darbo Kaune 1939–1940 m. periodą, kai 1940 m. vasarą jis išdavė daug Japonijos tranzitinių vizų. Tyrimas grindžiamas Rusijos archyvų šaltiniais: pradedama nuo to, kodėl Sugihara nebuvo sovietų pusės patvirtintas kaip vertėjas Japonijos ambasadoje Maskvoje, taip pat pristatoma SSRS pozicija dėl galimybės 1940 m. kirsti šalies teritoriją Transsibiro geležinkeliu. Straipsnyje pateikiama šio sprendimo analizė ir pagrindiniai faktoriai, lėmę tokį SSRS vadovų apsisprendimą. Tyrime remiamasi ir valstybinės kelionių agentūros Inturist dokumentais, kurių duomenys leidžia teigti, jog su Sugiharos vizomis keliavo mažiau vaikų nei dažniausiai tvirtinama istoriografijoje. Taip pat analizuojamas padirbtų Sugiharos vizų klausimas ir bendras Japonijos diplomato išgelbėtų asmenų skaičius. The article analyses activities of the Japanese Vice-Consul Chiune Sugihara, mainly focusing on his Kaunas period 1939-1940, when in the summer of 1940 he issued Japanese transit visas. Research is based on Russian archival sources: starting from Sugiharas rejection as a translator in the Embassy of Japan in Moscow, later presenting USSR’s position regarding the transition through its territory via Trans-Siberian railroad. The article explains how decision on the Soviet side was made and what reasons forced Soviets to take such a decision. The role of Intourist, the official state travel agency of the USSR, and the agency’s sources are analysed, which provide several different interpretations of the transit, for example, it is stated in the agency’s documents that less children travelled with Sugiharas visas than it is usually indicated in historiography. Finally, the issues related to forgeries of Sugiharas visas and the number of people rescued by the Japanese Vice-Consul in Lithuania are discussed.

The article presents Polish-Japanese intelligence and consular cooperation for saving the lives of Jews in Kaunas during the WW2, with particular emphasis on the diplomatic mission of Chiune Sugihara. Who was a Japanese Righteous Among the Nations. The presented article includes three functions of scientific research: discriptive, explanational and systematizing. The author describes and explains the phenomenon of threat to the Jewish community under two occupations, presents atttempts to save lives and involve in the process of saving specifics individuals, communities, institutions and organizations.

Straipsnyje pristatomas Chiune’ės Sugiharos, Japonijos diplomato, tarnavusio Kaune 1939–1940 m. ir išdavusio keletą tūkstančių tranzitinių vizų pabėgėliams, daugiausia žydams, vaizdinys Izraelyje. Analizuojamas mechanizmas ir procesas, kaip Sugiharai Yad Vashemo buvo suteiktas Pasaulio tautų teisuolio vardas, praėjus 16 metų tylos nuo to momento, kai diplomato kandidatūra pirmą kartą buvo pateikta šiai institucijai. Tai savo ruožtu tapo svarbiausiu Sugiharos pripažinimo Izraelyje faktoriumi. Šis pripažinimas Izraelyje tapo sektinu pavydžiu, paveikusiu Sugiharos vaizdinį ir statusą kitose šalyse. This article focuses on the reception in Israel of Sugihara Chiune, a Japanese diplomat who served in Kaunas in 1939-1940 and granted transit visa to several thousands of refugees, mostly Jews. The article explains the mechanisms that influenced the recognition of Sugihara in Yad Vashem during a 16-year hiatus since his name first reached this institution. It also argues that the key for the reception of Sugihara in Israel was his recognition by Yad Vashem as a Righteous Among the Nations. Once this recognition was made, it allowed further tokens of recognition that affected his status overseas too.

Straipsnis analizuoja keletą klausimų. Pirmiausia – tai Japonijos UNESCO komiteto siūlymas Jaotsu mieste, Gifu prefektūroje, saugomus dokumentus, įrodančius Chiune’ės Sugiharos atliktus žydų gelbėjimo veiksmus Antrojo pasaulinio karo metais Lietuvoje, 2017 m. įtraukti į UNESCO tarptautinį registrą „Pasaulio atmintis“. Vėliau aiškinama, kodėl Japonijoje domimasi Sugiharos veikla 1940-ųjų vasarą Kaune, taip pat šio klausimo istoriografijos analize. Pagrindinė priežastis – Sugiharos žmonos Yukiko išleista knyga „Vizos gyvenimui“, kuri parengta pagal paties Sugiharos nepublikuotus memuarus. Po jos pasirodė kitos knygos, pavyzdžiui, Hillel Levine „In search for Sugihara“ ir kitos. Nėra abejonių, kad Sugihara Kaune dideliais kiekiais išdavinėjo vizas, bet kol kas vis dar nežinomas tikslus išgelbėtųjų skaičius. Paties Sugiharos ataskaitoje Japonijos vyriausybei, rašytoje 1941 m. vasario 28 d., minima, kad Kaune buvo išduotos 2139 vizos, bet bendras Sugiharos išgelbėtųjų skaičius įvardijamas apie 6000 asmenų. Pažymėtina, jog šiuo metu Rusijoje ir Europoje pasirodė naujų tyrinėjimų, susijusių su Sugihara, o šiame straipsnyje gretinamos ir analizuojamos skirtingos istoriografinės pozicijos, susijusios su Sugiharos išgelbėtų asmenų skaičiumi. Galiausiai apibendrinant esamus tyrimus tampa aišku, kad labai svarbu rasti ir išanalizuoti Imigracijos tarnybos Tsurugoje, taip pat pabėgėlių registracijos Kobėje dokumentus. This article addresses several questions. First of all, the Japanese committee of the UNESCO applied documents held in Yaotsu Town, Gifii Prefecture, concerning historical facts how Sugihara rescued Jews from the Holocaust in Lithuania during WWII, as a candidate of the Memory of the World Resister in 2017 - UNESCO. Later, it presents the reasons, due to which the memory about Sugiharas activities in Kaunas in the summer of 1940 was enhanced in Japan, and quite a lot of attention was given to the analysis of historiography on Sugihara. The main trigger was his wife Yukikos memoirs provided in her book entitled Visas for Life, based on Chiune Sugiharas own hand written, unpublished memoirs. Later, other books followed, such as Hillel Levines In Search for Sugihara, and others. There is no doubt that Sugihara issued visas on a large scale in Kaunas, but the exact number of persons rescued is still unknown and disputable. In Sugiharas own report to Japanese government dated February 28, 1941 it is said that in Kaunas 2,139 visas were issued. But usually the number 6,000 denoting the number о persons saved by Sugihara is given. However, some new researches about Sugihara have already appeared in Europe and Russia. The article presents different historiographical considerations about people saved by Sugihara. Finally, summing up the discussed material, it is very important to discover and examine documents of Immigration Office in Tsuruga and reports on registration of refugees in Kobe.

Gavęs žvalgybinę užduotį, nukreiptą į Sovietų Sąjungą, Japonijos diplomatas Chiune Sugihara 1937–1939 m. dirbo Helsinkyje, o 1939–1940 m. – Kaune. Pasaulyje jis žinomas kaip žmogus, išdavęs tūkstančius tranzitinių vizų lenkų ir žydų pabėgėliams, taip jiems padėjęs pabėgti nuo sovietų ir nacių persekiojimų. Tačiau apie jo žvalgybinę veiklą žinoma mažai. Kai Vokietijos kariuomenė okupavo Lenkiją, Sugihara lenkų slaptiesiems agentams išdavė Japonijos arba Mandžiūrijos pasus ir naudojosi šių agentų paslaugomis savo slaptose veiklose. Vokiečiai labai nusivylė šia Sugiharos veikla, nes tie patys agentai veikė prieš juos dirbdami Lenkijos vyriausybei egzilyje ir britams, nekreipė dėmesio į Sugiharos vykdomą žydų gelbėjimą. Vėliau, kai vokiečiams pavyko suimti keletą Sugiharos šnipų, jiems dar kartą teko nusivilti, nes Japonijos ar Mandžiūrijos pasai garantavo jų diplomatinę neliečiamybę. Po Lietuvos okupacijos Sugihara turėjo palikti šalį, jis buvo perkeltas į Prahą, tikrai ne pačią geriausią SSRS stebėjimo vietą. Todėl netrukus jis ėmė vadovauti neseniai įkurtam generaliniam konsulatui Kionigsberge, šiandieniniame Kaliningrade, ir rinkti informaciją apie Vokietijos ruošimąsi 1941 m. karui su Sovietų Sąjunga. Galiausiai Sugihara buvo perkeltas į Japonijos pasiuntinybę Rumunijoje, nes generalinis konsulatas Kionigsberge vokiečiams spaudžiant buvo uždarytas. Instructed to engage in intelligence against the Soviet Union, Japanese diplomat Sugihara Chiune was stationed in Helsinki in 1937-1939 and in Kaunas in 1939-1940. He became known to the world for issuing thousands of transit visas to Polish-Jewish refugees to help them escape from Soviet and Nazi persecution. Much less is known about his spy activities. Following their country’s occupation by the German army, Sugihara provided Polish secret agents with Japanese or Manchurian passports and employed their services for his clandestine undertakings. The Germans, although greatly displeased with his activities as the same agents were working against them for the Polish government-in-exile and the British government, were indifferent to Sugiharas attempts to rescue the Jews. Despite that German authorities were successful in arresting some of Sugiharas spies, these measures were ineffective as in most cases the agents’ Japanese or Manchurian passports bestowed them with diplomatic immunity. After the end of Lithuanian independence Sugihara was forced to leave the country and was transferred to Prague - clearly not an ideal place to observe the USSR. Therefore, he took over the newly established consulate-general in Königsberg, modern day Kaliningrad, to gain intelligence on Germany’s preparation for war against the Soviet Union in 1941. Sugihara was ultimately transferred to the legation in Romania after the consulate-general was closed under German pressure.

Chiune’ei Sugiharai atminti skirtų vietų skaičius Lietuvoje auga kiekvienais metais. Ypač ši asmenybė žinoma Vilniuje ir Kaune. Sugiharos įamžinimas Japonijoje taip pat auga. Ar tai leidžia mums kalbėti apie įamžinimo ryšius tarp Lietuvos ir Japonijos? Ar turime galimybių koordinuoti akademines veiklas atminties tyrimų lauke? Šiuo konkrečiu atveju turime ištirti Sugiharos atmintį istorinės, kultūrinės ir komunikacinės atminčių kontekste. Kita vertus, pirmiausia turime išsiaiškinti, kas vyko 1940-aisiais, ir pabandyti atsakyti į labai svarbius klausimus. Per pirmąsias Antrojo pasaulinio karo savaites, kai fronto linija sparčiai judėjo Rytų kryptimi, tūkstančiai žmonių traukėsi į neokupuotas teritorijas. Pabėgėlius buvo galima apibūdinti kaip didelę margą žmonių masę, kurioje daugumą sudarė lenkų ir žydų tautybių asmenys. Civiliai pabėgėliai ir lenkų internuoti kariai pasitraukė nuo karo baisybių į Lietuvą, kur laisvos valios buvo tiek, kiek įgimto instinkto išgyventi. Archyviniuose šaltiniuose randama informacija leidžia teigti, kad lenkų pogrindžio organizacijos turėjo glaudžius ryšius su užsienio ambasadomis ir konsulatais Lietuvoje. Pogrindžio tinklas jungė Varšuvą, Berlyną, Stokholmą, Paryžių, Londoną ir Tokiją. Tačiau po 1940 m. birželio 15 d. situacija pasikeitė kardinaliai. Kai žydų pabėgėliai pateko sovietų įtakon antrą kartą, imta ieškoti kelių kaip išvykti iš okupuojamos Lietuvos. Užsienio diplomatas Lietuvoje – Japonijos nepaprastasis ir įgaliotasis konsulas Chiune Sugihara tapo tuo gelbėtoju, kuris padėjo pabėgėliams išvykti iš Lietuvos. Nepaisant to, kad nuo 1940 m. praėjo daug metų, vis dar yra daug neatsakytų klausimų. Dar tiksliai nežinomos lenkų pogrindžio ir Japonijos konsulato Lietuvoje bendradarbiavimo aplinkybės. Trūksta informacijos apie užsienio atstovybių Kaune, užsienio valstybių ir pabėgėlių santykius. [...] The number of memorial sites dedicated to Ch. Sugihara in Lithuania is growing every year. This figure is particularly well known in Kaunas and Vilnius (the main cities of Lithuania). The memorialization process of Ch. Sugihara takes place in Japan as well. Does this enhanced attention to Sugihara in both countries allow us to speak about memorialization links between Japan and Lithuania? Is there any opportunity to carry out studies in order to investigate activities dedicated to his remembrance? To this end, we have to research the actions taken in order to create Ch. Sugihara's image in the sources of historical, cultural and communicating memory. But first, we have to find out what was going on in 1940 and try to answer very important questions. During the first weeks of World War II, while the German-Polish front line was proceeding east, thousands of people were moving towards unoccupied regions. The refugees might be described as a large mixed mass, in which Polish and Jewish refugees represented the absolute majority. The civil refugees and internees came to Lithuania escaping from the war, and this decision was not based on free will, but on a natural survival instinct. The archival sources provide information that some of the Polish underground organizations had very closely connected with foreign embassies and consulates. The network of underground covered Warsaw, Berlin, Stockholm, Paris, London and Tokyo. However, after June 15, 1940, the situation changed drastically. When the Jewish refugees fell under the Soviet influence for the second time, they had an intention to leave Lithuania which was being annexed. The Jewish refugees began to seek for alternative ways of leaving Lithuania which was losing its independence. The Japanese diplomat, who served as Vice-Consul for the Empire of Japan in Lithuania, Ch. Sugihara was the rescuer who helped refugees leave Lithuania. Despite the fact that many years had passed since summer 1940, there are still too many unanswered questions. The circumstances of the connection between Polish underground and Japanese consulate are still unknown, as well as the role of links between the foreign embassies in Kaunas (Lithuania), the countries they were representing and the refugees who tried to escape in the summer 1940. The answers would be like material to produce bricks in order to create a palace of memory and enable us to speak about the memorialization links between Japan and Lithuania.

Antrojo pasaulinio karo pabėgėlių, ypač žydų, tarp jų ir Lenkijos žydų, gelbėjimo problema yra iki šiol aktuali ir plačiai diskutuojama. Ji tebekelia klausimus, kas ir kodėl gelbėjo. Ši problema neatsiejama nuo Lenkijos žydų bei lenkų, kurie buvo išgelbėti nuo Vokietijos nacių ir Rusijos sovietų ir kurie pabėgo nuo mirties ar tremties į Sibirą per Kauną į Japoniją. Prieš prasidedant karui Kaune buvo du konsulai, gana gerai žinomi žydų gelbėtojai, Chiune Sugihara iš Japanijos ir Janas Zwartendijkas iš Olandijos. Straipsnio autorė atkreipia dėmesį į mažiau žinomą pabėgėlių gelbėjimo atvejį, susijusį su Tadeuszu Romeriu, Lenkijos ambasadoriumi Japanijoje (1937–1941), o kiek vėliau specialiosios misijos ambasadoriumi Šanchajuje (1941–1942), kuris taip pat įdėjo pastangų gelbėdamas pabėgėlius. The issue of the rescue of war refugees, especially Jews, including Polish Jews, during World War II, as well as the questions “Who saved who?” and “Why did they save each other?” are still very important and widely discussed. The above mentioned issues apply to the Polish Jews and Poles, saved from Nazi Germans and Soviet Russians, who managed to avoid death or exile in Siberia by escaping through Kaunas in Lithuania, as well as to the role of Japan in these events. Among the relatively well-known rescuers of Jews acting in Kaunas at the beginning of the war there were two consuls, Sugihara Chiune from Japan and Jan Zwartendijk from the Netherlands. The author of the present article focuses on a lesser known stage in those efforts to save the people from exile or death - on the role that Tadeusz Romer, as the Polish Ambassador to Japan (1937-1941), and later as the Ambassador in Shanghai on a special mission (1941-1942), played in these efforts.

Recenzijoje aptariama Simono Strelcovo knyga „Antrojo pasaulinio karo pabėgėliai Lietuvoje 1939−1940 metais“. Pabėgėlių ir internuotųjų asmenų tematika iki šiol lietuvių istoriografijoje nenagrinėta ir dėl savo daugialypiškumo ir sąsajų su kitomis žinojimo šakomis reikalauja tarpdiscipliniškumo. Pirmoje monografijos dalyje aptariamas atvykusiųjų į Lietuvą santykis su Lietuvos pilietybės paradigmomis − apibrėžiami svetimšaliai, karo pabėgėliai teisių ir pareigų atžvilgiu, detaliai atskleidžiama Lietuvos Respublikos vyriausybės pozicija atsitraukiančių lenkų karių atžvilgiu: buvo organizuotos septynios internuotų Lenkijos karių stovyklos, surastas nenumatytų išlaidų finansavimas (visiems internuotiems Lenkijos kariams išlaikyti bus išleista per 5 mln. litų). Knygoje skrupulingai ir aiškiai parodytas internuotų karių materialinis ir buitinis aprūpinimas. Svarbi knygos dalis skirta civiliams karo pabėgėliams. Autorius pristato karo pabėgėlių administravimo būdus ir eigą, charakterizuodamas ją per institucijų – Komisariato karo atbėgėlių reikalams tvarkyti, Lietuvos Raudonojo Kryžiaus veiklą. Knygos struktūroje išsiskiria dalis „Lenkų tautybės civiliai pabėgėliai“, kurioje smulkiai supažindinama su Lenkų pabėgėlių paramos organizacijomis. Atskirai paminėta ir Japonijos konsulato Kaune veikla 1939-1940 metais. Naudodamasis savo diplomatine neliečiamybe, C. Sugihara išgelbėjo keleto šimtų pabėgėlių gyvybes. The review discusses the book “Antrojo pasaulinio karo pabėgėliai Lietuvoje 1939−1940 metais” [World War II Refugees in Lithuania in 1939–1940] by Simonas Strelcovas. The theme of refugees and internees has not been researched in Lithuanian historiography so far and requires an interdisciplinary approach due to its multi-dimensional nature and links with other branches of knowledge. The first part of the monograph discusses the relationship of those who came to Lithuania with Lithuanian citizenship paradigms, defines foreigners and war refugees in terms of rights and duties, reveals the position of the Government of the Republic of Lithuania towards the retreating Polish troops in detail: seven internment camps of Polish troops were organised and contingency funds were found (over LTL 5 million were envisaged in relation to the maintenance of all Polish internees). The book scrupulously and expressly shows the material and domestic provision of interned troops. An important part of the book focuses on civil war refugees. The author presents the ways and process of administration of war refugees and characterises it through the activities of institutions: the Commissariat for Refugee Affairs and the Lithuanian Red Cross Society. The chapter on the civil refugees of Polish nationality thoroughly acquaints with Polish refugee support organisations. The activity of the Japanese Consulate in Kaunas in 1939–1940 is given a separate mention. Using his diplomatic immunity, Sugihara saved the lives of several hundreds of refugees. The appendixes of the book contain very important documents of the given period.

Straipsnyje aptariami smulkaus ir vidutinio verslo nustatymo kriterijai bei reikšmė šalies ekonomikos vystymui. Analizuojamos smulkaus ir vidutinio verslo būklės tendencijos Lietuvoje 2002–2009 m., detalizuojant smulkių ir vidutinių įmonių skaičiaus kitimą bei verslo veiklos rezultatyvumą. Daugiausia dėmesio skiriama smulkaus ir vidutinio verslo vystymo problemų Lietuvos apskrityse analizei. Atlikto tyrimo pagrindu formuluojamos smulkaus ir vidutinio verslo regioninės plėtros kryptys bei priemonės. Criteria of small and medium business and its impact on country's economic development are discusessed in this article. Analysis of Lithuanian small and medium business state trends in 2002–2009 was performed, focusing on dynamics of number of small and medium enterprises and business development problems in Lithuanian counties. Guidelines and instruments of small and medium business development in regions are formulated on the basis of performed analysis. Criteria of small and medium business are discussed on the basis of practice of Great Britain, Japan, USA, Russia and Lithuania. Problems of business development are specified by comparing performance indicators across counties (according to data from Department of Statistics of Lithuania database). Perspective guidelines of business development are foreseen according to performed analysis. Investigation results may be applied when solving regional cohesion issues. Small and medium size enterprises are getting more and more important in the whole world. There are established a lot of special programs to support this business sector. Nowadays a lot of countries admit that small and medium size enterprises. Definition and criteria of small and medium business varies across different states. Lithuanian conception of small and medium business coincides with that one of proposed by European Commission. Small and medium enterprises accounts up to 99% of total active enterprises in Lithuania. The number of such enterprises grew by 19% during 2002–2009. Trends of activities expansion, growth of turnover and market share are seen. Such processes cause growth of revenues. One of the main objects of regional politics is equivalent economical development in all regions which is achieved by efficient and stable activities of small and medium size enterprises. However, the development of small and medium size enterprises in different regions are not equal because of not identically amplified industrial and social infrastructure, different possibilities to get secondary or higher education, huge differences in countryside and city residents earnings per month, problems with financial support to the business and other factors indicating regional differences. Significant differerences of regional development as well as lack of information unfavourable legal basis and insufficient financing subdue development of small and medium business. The most (57%) of small and medium enterprises are run in Vilnius and Kaunas counties which are highly developed and where the greatest part of GDP is created. Other counties possess underdeveloped infrastructure, lower scientific and intellectual potential. Promotion of small and medium size enterprises development is one of the main economical tasks which allow materializing objects of country development: growth of GDP, establishment of new work places, improvement of residents’ economic and social life and reduction of regional differences. The major strategic trends of small and medium size enterprises development are the accessibility of proper information for the business, the support of innovations and new technologies, improvement of financial support programs and law system, and one of the most important things is the unification of current regional differences.

Po 1939 m. rugsėjo 1 d. milijonai Lenkijos gyventojų tapo karo žiaurumų aukomis. Toje situacijoje tūkstančiai pabėgėlių pasirinko Lietuvą, kuri atrodė saugiausia. Daugiausia tai būta lenkų ir žydų. Daugumai lenkų pabėgėlių, matyt, tai buvo spontaniškas veiksmas, nes ilgainiui, aprimus kariniams veiksmams, didesnė dalis jų grįžo į savo gyvenamąsias vietas. Tuo tarpu pasitraukę žydai grįžti į nacių okupuotą Lenkijos dalį negalėjo. Nemaža pabėgėlių, pirmiausia Vilnijos lenkai, priklausė įvairioms pogrindžio organizacijoms, veikusioms prieš Vokietiją, SSRS, kai kuriais atvejais net prieš Lietuvą. Jos turėjo glaudžių ryšių su pasiuntinybėmis ir konsulatais, įsikūrusiais Kaune. Kaunas, palyginti su kitomis sostinėmis, buvo mažas miestas. 22 pasiuntinybės ir konsulatai dirbo kompaktiškame miesto centre. Čia susikirto daugelio šalių žvalgybų interesai - Didžiosios Britanijos, Prancūzijos, Japonijos, KGB ir Gestapo. Šnipinėjimo agentūrų gijos iš driekėsi iki Lisabonos ir Tokijo. Čia rezidavo pasaulinę šlovę įgiję Japonijos konsulas Čijūnė Sukihara ir Nyderlandų konsulas Janas Zwartendijkas, išgelbėję apie 6 tūkst. žmonių. Tiesa, faktų analizė verčia kiek nuosaikiau vertinti pasiaukojamą minėtų diplomatų veiklą. Pirmieji tranzitinėmis Japonijos vizomis savo nariams pradėjo rūpintis lenkų žvalgybininkai. Taip pat žinoma, kad išduoti lenkams 600 tranzitinių vizų buvo gautas oficialus Tokijo sutikimas. On the first of September 1939, as World War II began, millions of Poland's citizens became victims of the disaster and cruelty of war. In that situation, thousands of refugees chose Lithuania as the safest haven. The absolute majority of refugees were persons of Polish and Jewish nationality. Numerous refugees, mostly of Polish nationality, became members of underground organizations which directed their activities against Germany, the Soviet Union and in some cases against Lithuania. They had close contacts with foreign embassies and consulates in Kaunas, at the time the provisional capital of Lithuania, a small town by comparison with other European capitals. Twenty-one consulates or embassies of foreign countries worked in the town's compact central area. Here the interests of many countries, Great Britain, France, Japan, the Soviet GPU and the Gestapo intertwined. Lithuania, and mostly Kaunas, was at that time an important link in the espionage networks that spread from Lisbon to Tokyo. There was a local "Rick's Gafe"; it is here that discussions about visas took place. The world famous Japanese consul Gh. Sugihara and the Dutch consul J. Zwartendijk, who together issued some 6000 life saving visas, had their quarters in Kaunas.

Daugelis ekonominės veiklos sričių yra tiesiogiai įtakojamos oro sąlygų. Šilumos tiekimo, žemės ūkio, transporto ir kitos įmonės dažnai susiduria su netikėtais finansiniais nuostoliais dėl „blogo” oro. Apsidraudimui nuo oro rizikos buvo sukurtas egzotiškas finansinis produktas - orų išvestinės priemonės. Pirmieji orų išvestinių priemonių sandoriai buvo įregistruoti JAV Čikagos prekybos biržoje (CME) 1996 m. Jų atsiradimą sąlygojo dvi pagrindinės prielaidos: pirma, JAV buvo panaikintas energetikos ir komunalinių paslaugų kainų reguliavimas; antra, įvyko kapitalo ir draudimo rinkų suartėjimas. Orų išvestinių priemonių pagrindą (bazinį aktyvą) gali sudaryti įvairūs meteorologiniai kintamieji: oro temperatūra, saulėtų valandų skaičius, vėjo greitis, kritulių kiekis ir pan. Populiariausi kintamieji yra šildymo dienos laipsniai ir vėsinimo dienos laipsniai. Šiuo metu CME prekiauja standartizuotais ateities sandoriais, kurių baziniai matai yra 18-os JAV, 2-jų Japonijos ir 9-erių Europos miestų mėnesio arba sezono vidutinės dienos temperatūros indeksai. Lietuvos rinkoje apsidraudimui nuo stichinių nelaimių naudojamos tik draudimo sutartys, bet yra visos prielaidos orų išvestinėms priemonėms atsirasti. Lietuvos hidrometeorologijos tarnyba teikia aukštos kokybės ir įvairaus laikotarpio orų duomenis, kuriuos galima būtų naudoti skaičiuojant sezono ir mėnesio vidutinės dienos temperatūros indeksus konkrečiai vietovei. Pirminė statistinė analizė atskleidė glaudžią Klaipėdos ir Stokholmo oro temperatūros laiko eilučių koreliaciją, sudarančią prielaidą Klaipėdos įmonėms, draudžiantis nuo nepalankių oro sąlygų, pritaikyti CME prekiaujamą Stokholmo oro temperatūros indeksą. The impact of weather on many commercial and recreational activities is significant and varies both geographically and seasonally. Many industries, including agriculture, energy, utility, constriction, tourism and other businesses are either favourably or adversely affected by "bad" weather. For this reason, the financial markets have devised a relatively new class of instruments, cooled weather derivatives, the first of which were launched in 1996 in the United States. There are number of factors behind the growth of the weather derivatives market. One of these is deregulation of the energy markets. Another one is that the capital markets and insurance markets has come closer to each other. There are a large number of weather variables that could be used as a underlying measure of index: temperature (maximum, minimum, mean), precipitation levels (rain or snow), hours of sunshine, wind speed and etc. Derivatives based on temperature are dominated in the market (90% of the total traded weather derivatives). Commonly referenced weather indexes include heating degree day (HDD) and cooling degree day (CDD). The Chicago Mercantile Exchange traded futures and options on temperature indexes for eighteen U.S. cities, for nine European and two Japanese cities. The London International Financial Futures Exchange (LIFFE) has traded monthly and ‚winter season" indexes based on temperature, which are available for 3 location - London, Paris and Berlin. In Lithuania businesses activities to protect themselves against the possible adverse effects of weather used traditional insurance contracts, but that cannot take care of the need to hedge against the all outcomes of the weather. The main difference between derivatives and insurance contracts is that the holder an insurance contract has to prove that he has suffered a financial loss due to weather in order to be compensated. Payouts of weather derivatives are based only on actual outcome of the weather, regardless of how it effects the holder of the derivative. Insurance contracts are usually designed to protect the holder from extreme weather events while the weather derivatives can be constructed to have payouts in any weather conditions. For this reasons, there are potential needs to set up over the counter (OTC) weather contracts in Lithuania. Also, the analysis of a dataset of monthly mean temperatures observed in Vilnius, Kaunas, Klaipėda and Stockholm over a period of 30 years show up a strong positive correlation between temperature time series in Klaipėda and Stockholm. It seems that for businesses entities in Klaipėda should be available to use Stockholm temperature index traded at the CME.

Straipsnio tikslas - aptarti ir palyginti dviejų diplomatų, Lietuvoje gelbėjusių žydus - Chiu-ne's Sugiharos ir Jano Zwartendijko - veiklą bei pamėginti išsiaiškinti ir atsakyti į pagrindinį klausimą - nuo ko šie diplomatai gelbėjo žydų tautybės pabėgėlius. The article is devoted to representatives of two foreign countries, to the Consul of Japan Chiune Sugihara, and to the Consul of the Netherlands in interim Jan Zwartendijk, their activities in Kaunas, in the summer 1940 and their relations with the Jewish war refugees. Both diplomats became the historical personalities recognized on the world level since due to their activities they rescued several thousands of people of Jewish origin. On 1 September 1939, after the military actions had been launched, Lithuania was soon flooded with refugees. The war refugees who came to Lithuania comprised of a diverse and multi-layer host much of which was formed of refugees of Jewish origin. The Jews looking for shelter in Lithuania contrasted from other ordinary war refugees in their social status. Majority of more than 10 thousand refugees who had registered in Vilnius by March 1940 were adult men and 75 percent of them accounted for Jews. Such a little unusual symbiosis in the refugees age and gender can be explained that majority of them were yeshivas students. Soviet structures held an unambiguous negative attitude towards Sionizm and Jewish religious schools. Consequently, one may make a presumption that Jews were fleeing the eastern territories occupied by the Soviets namely because of this reason. The first visas issued by Chiune Sugihara and Jan Zwartendijk were given out in mid July 1940. After this news spread among the Jewish refugees, they became immensely popular. During a considerably short period - visas were being issued for a little more than a month - those Jews willing to emigrate were issued more than 2 thousand visas. This is how about 6 thousand Jews were rescued. The article also discusses the role of the Soviet structures. The future emigrants having been issued Chiune Sugihara's and Jan Zwartendijk's visas had also to get departure visa from the Soviets. With this purpose, every "candidate's" case were checked by the security services, and only if there were no bigger suspicions, the person would be allowed to leave the country. Therefore, the question of recognizing those two diplomats as the righteous of the World nations is very natural. In any case, the article does not question importance of the work done by Chiune Sugihara and Jan Zwartendijk. This article is only an attempt to say that history, and maybe - its achievements - is more complex than it might seem at first sight. The paper deals with and emphasizes the problem of changing the identity of Vilnius as a unique place in the theoretical discourse of spatial morphology. Within the globalized context of contemporary urban development, the issue of Vilnius centre formation is revealed and identified as contradictory in the aspect of space morphology. The author analyses how newly-formed spatial structures influence the visual-mental perception of the city and spatial morphology. The present condition of Vilnius centre development is defined in the paper as that influencing the local identity crisis.

Straipsnio objektas yra Japonijos konsulo Sugiharos veiklos Kaune probleminiai aspektai. Mėginama nagrinėti du esminius momentus: buvo ar ne jo veiklos rizikos veiksnys ir ar konsulo atleidimas iš darbo susijęs su vizų išdavimu. Atkreiptas dėmesys į Sugiharos santykius su lenką žvalgyba. Su Sempo Sugiharos veikla 1939–1940 m. Kaune lig šiol yra susiję daugybė neatsakytų klausimų. Vis dėlto tai netrukdo suvokti didelius Japonijos konsulo nuopelnus, būtent kad jis visomis galimomis priemonėmis (pasitelkęs ir tuo suinteresuotus lenkų žvalgybos darbuotojus) gelbėjo nuo Holokausto tūkstančius nekaltų žmonių gyvybių. Tam buvo naudojamas ir antrasis antspaudas, išgelbėjęs nuo mirties šimtus ar net tūkstančius žmonių. Tai galėjo būti Sugiharos atleidimo iš darbo 1947 m. priežastimi. Ši istorija rodo, kad ir pabėgėliai aktyviai ieškojo galimybių išsigelbėti patys bei suteikti pagalbą likimo draugams. Tuo tarpu Holokausto istoriografijoje aukos dažniausiai vaizduojamos pasyvios. Turint galvoje Sugiharos ir Japonijos vyriausybės palankią politiką žydų atžvilgiu, šios šalies vaidmuo Antrajame pasauliniame kare turėtų būti iš naujo įvertintas (ypač atsižvelgiant į tai, kad Japonija atsisakė vykdyti Varšuvos geto budelio Josifo Meisingerio nurodymą; atvykęs į Šanchajų 1942 m. jis liepė nužudyti 25 tūkst. Šanchajuje buvusių žydų pabėgėlių, kurių dalį sudarė ir Sugiharos išgelbėti žmonės). Taip būtų įrašytas naujas puslapis ir į Holokausto istoriją. The activities of the Japanese consul, Sempo Sugihara, in Kaunas in 1939 and 1940 still raises many questions. This does not, however, prevent us from realising what enormous efforts lie took to save thousands of Jews. Employing all possible means, including using officials from the Polish secret service and even a duplicate seal, which might have served as the grounds for his dismissal from the post in 1947, he saved hundreds and even thousands of people. Meanwhile, the attitude of his wife Yukiko Sugihara to the risks he took, which were not always correct, can be explained by the status of women in traditional Japanese society: her husband did not tell her about many things, something which she emphasised many times. Sugihara's story shows that refugees sought actively the means to save their lives and help others: in the historiography of the Holocaust the victims are often described as being passive. Hearing in mind the altitude of Sugihara and the Japanese government towards the Jews, the role Japan played during the Second World War should be examined anew, which would open a new chapter in the study of the Holocaust
