Abstract

The article discusses how reform in goals of criminal justice system bring in changes in voters' and local and state prosecutors' attitudes. It argues that reform at the state level of criminal justice, where the prosecutors and judges are mostly elected, is a far different phenomenon, than on the federal level, where judges are appointed.
