1. Working Out of Poverty: Employment Retention and Career Advancement for Welfare Recipients.

Abstract

This report explores promising welfare-to-work programs and practices of states and localities as they balance supply- with demand-side strategies to help welfare recipients and low-wage workers work their way out of poverty while meeting employers' needs for reliable workers. Chapter 2 describes the new environment created by changes in the welfare system and the labor market that poses challenges for low-skill workers as they struggle to work their way out of poverty. The work patterns of women on welfare are explored in the context of these changes. Chapter 3 looks at the issue of job retention from the perspectives of welfare recipients and employers and identifies lessons learned from a range of model programs. Improving access to and information about support services and federal and state earned income tax credits is discussed. Chapter 4 explores how states and localities are promoting career advancement opportunities to help welfare recipients make the transition from entry-level jobs to higher paying jobs. Chapter 5 focuses on the special needs of welfare recipients with significant personal and family challenges. It explores different approaches to help these hard-to-place individuals develop the skills to move toward unsubsidized employment and reviews experiences of enterprises that have successfully created employment opportunities for them. Abstract

This volume contains an introduction and four policy option papers that explore key issues affecting the economy and state options to address the issues within the context of the U.S. workplace. "Introduction" (David Bedford, Evelyn Ganzglass) discusses the issues identified in the first phase of the governors' initiative on Excellence at Work and outlines a state action agenda. "State Strategies for Manufacturing Modernization" (Brian Bosworth) provides a framework for considering state government policies to encourage modernization among small and medium-sized manufacturing companies and promotes a review of state policies and programs for helping train workers and managers. "State Strategies for Building Market-Based Workforce Preparation Systems" (Robert Sheets, David Stevens) argues that the challenge for states in the 1990s is to refine and integrate the use of various performance standard systems and other related market incentives into comprehensive market-based workforce preparation systems. "The Flexible Workplace: Implications for State Employment Policy and Regulations" (Barney Olmsted, Stephen Trippe) discusses the changing relationship between employers and employees and the demands of workers for more flexible working conditions to accommodate family and other responsibilities. "Health Benefits in a Changing Economic Environment" (John Luehrs) discusses the ways in which concerns about health care delivery and financing have affected the U.S. workplace. 3. State Strategies To Train a Competitive Workforce: The Emerging Role of State-Funded Job Training Programs.

Abstract

State and local governments have been in the front lines of dealing with the adverse effects of recent economic change. States have embarked on a dual approach to economic adjustment. First, they have established programs that respond to economic change and cushion its deleterious effects on communities and individuals. Second, they have attempted to anticipate and prepare for the massive dislocations that are taking place in the economy. State training programs have been key elements of both strategies. Most of the training programs have been job specific and company specific. Historically, state job-specific training programs have been heavily directed at influencing the locational decisions of firms. Today, as a result of changing demographics and economic conditions, some states have also begun directing their state job training programs inward as a job retention strategy. Following an introductory section and a section on training for expansion, modernization, and retention, this paper briefly describes the job-specific training programs in 17 states. Information is drawn from interviews with state officials, a meeting on "State Strategies for Training a Competitive Workforce," and a 50-state survey on state industry-specific training programs conducted in 1986. 4. Research Findings on the Effectiveness of State Welfare-to-Work Programs. State Policy Reports.

Abstract

Research on the results of welfare-to-work programs is both encouraging and sobering. On the one hand, it provides evidence that states can effectively implement various work-oriented programs to encourage large percentages of the welfare caseload to prepare for and enter the labor market. These programs range from rather low-intensity programs aimed at moving recipients into jobs as quickly as possible, to more complex and intensive programs that may include assessment, counseling, and case management as well as education, training, and support services. A number of highly successful programs place a heavy emphasis on employment while providing an integrated set of education, training, and support services. On the other hand, research suggests it is difficult to achieve the multiple objectives established for welfare-to-work programs. None have been able to lift participants out of poverty. A strategy that is successful in increasing the employment and earnings of welfare recipients may not be successful in reducing welfare dependency or achieving cost savings to the government. Strategies aimed at promoting responsible behavior among teenage recipients of Aid to Families with Dependent Children have met with limited success. Continued research on states' programmatic initiatives and structural reforms will provide additional guidance to inform welfare policy and program implementation. Abstract

This paper looks at performance standards and related policies as tools for influencing the direction of local programming as well as ensuring accountability throughout the service delivery system. It suggests various ways in which the different components of the Job Training Partnership Act's performance management system can be used to promote federal and state policy objectives regarding the targeting of appropriate services to individuals particularly at risk of chronic unemployment. The paper provides a brief examination of the new federal policy directions and focuses on the decisions that state officials must confront in light of these federal changes. Specific options are presented regarding the use of state authority to set performance standards, to structure incentives and sanction policies, and to decide the use of six percent set-aside funds.
