Covid -19 pandemisinin makro ekonomik etkilerinin ortaya konması açısından reel sektörün yanısıra finansal piyasaların da takip edilmesi gerekmektedir. Pandeminin finansal piyasalar üzerindeki etkisi araştırılırken özellikle borsada meydana gelen değişikliklerin ortaya konması gerekmektedir. Söz konusu araştırmalar ülke gurubu için yapılabileceği gibi tek ülke için de gerçekleştirilebilir. Tek ülke verileri kullanılarak gerçekleştirilecek çalışmalar sorunun daha derinlemesine analiz edilmesine imkan sağlamaktadır. Pandeminin borsa üzerindeki etkisi araştırılırken geleneksel ve İslami endeksleri birlikte dikkate almak finansal piyasalara ilişkin politikaların belirlenmesinde daha gerçekçi verilerin elde edilmesini mümkün kılacaktır.Bu çalışmanın amacı, Covid -19 pandemisine geleneksel ve İslami borsanın bulaşma ve ayrışma açısından gösterdiği tepkiyi incelemektir. Çalışmada 10 Şubat 2011 – 02 Eylül 2020 dönemine ilişkin günlük veriler kullanılmış ve DCC-GARCH yönteminden yararlanılmıştır. Elde edilen sonuçlara göre, Türkiye’de küresel Covid -19 pandemisi şoku karşısında İslami borsa, geleneksel borsadan daha istikrarlıdır. Bu sonuca göre Türkiye’de İslami finansal sistemin geliştirilmesine yönelik adımlar güçlendirilmelidir., In order to reveal the macroeconomic effects of the Covid-19 pandemic, financial markets should also be handled in addition to the real sector. Investigating the changes in the stock market may give clues to analyze the effects of the pandemic on financial markets. The researches in question can be carried out for a country group or a single country. Studies that are conducted for a single country allow researchers to analyze problems more precisely and put forward more specific and convenient policy suggestions. Furthermore, while investigating the effect of the pandemic on stock markets, handling conventional and Islamic stock markets together can provide more comparative and realistic data in determining the policies regarding financial markets.The aim of the study is to examine the reaction of conventional and Islamic stock markets to the Covid-19 outbreak in Turkey. In the study, the DCC-GARCH method was applied by using the daily data from Feb 10, 2011 to Sep 02, 2020. The empirical results indicated that Islamic stock markets are more stable to the global Covid-19 outbreak shock than the conventional stock market in Turkey. Based on these findings it can be suggested that Turkey should take steps to support the development of the Islamic financial system to have a sounder financial system.

The authors focus on a comprehensive assessment and forecast of the development of the «Muslim segment» of the modern polycentric world, the conflict between the spatial expansion of traditional Islam and the neoliberal world order, the «Arab spring» phenomenon, mass management technologies from various political forces, the danger of regional destabilization and threats to global security and the interests of Russia.Author declares the absence of conflict of interests.

[EN] While Islamic economy is growing in all sectors, Halal compliance is carried out by more countries worldwide. The purpose of this paper is toestablish a methodology based on MCDM methods in order to create an accurate ranking of countries according to the basis of the Halal standards, which can be used by public and private institutions. Although Islamic economy is evaluated globally by different institutions every year, those reports are based on indicators which are equally weighted. In this paper, weights of the six Islamic economy criteria are determined by the EWM (Entropy Weight Method) and theTechnique for Order Preference by Similarity to Ideal Solution (TOPSIS) has been used to create a ranking of countries in terms of the Halal principles.

21. yüzyıla girildiğinde Müslüman toplumların genelinin ekonomik ve sosyal geri kalmışlıklarının devam ettiği görülmektedir. Buradan hareketle, çalışmanın şu üç temel amacı bulunmaktadır. İlki İslam toplumlarının neden geri kaldığı sorusunu yanıtlamaktır. İkinci olarak İslam inancının ve değerler sisteminin ekonomik gelişme anlayışının ne olduğunun ortaya çıkarılmasıdır. Üçüncü amaç ise İslam inancına bağlı bir gelişme anlayışından hareketle uluslararası bir gelişme endeksi oluşturmaktır. Bu çalışma İslam dininin ekonomik gelişme ile olan bağlantılarını açığa çıkararak, geri kalmışlığın, İslam inancı ve değerler sisteminden kaynaklanmadığı sonucuna ulaşmıştır. Müslüman toplumların ekonomik ve sosyal geri kalmışlıklarının içsel ve dışsal nedenleri bulunmaktadır. Yeniden ekonomik ve sosyal gelişmeyi sağlayabilmek için öncelikle gelişme sürecini frenleyen sebeplerin aşılabilmesi merkezi önemdedir. İslam dininin gelişme anlayışı maddi ve manevi gelişme kaynaklarının bütünlüğü içinde tasarlanmıştır. Gelişmenin hedefi insanın felahını ve refahını birlikte sağlamaktır. Bunun için bireyler ve toplum inanç ve sosyal değerlerin önerdiği zihniyet yapısı ile ekonomik ve sosyal davranışlarına yön verebilir. İslam inancında insan, Allah'ın yeryüzündeki halifesidir. İnsanın hem kendisine hem de toplumsal ve doğal çevreye karşı sorumlulukları vardır. Bu sorumluluk, gelişmeyi gerçekleştirme ve sürdürme anlayışına dayanır. Bu anlayış ekonomik davranışa, ahlaki bir piyasa içerisinde yön vermektedir. Bu sürecin temel motivasyonu adalet, denge, meşveret, maslahat, liyakat, marifet ve bireyin özgürlüğünü gözeten değerler bütünüdür. Bunlar İslami gelişme değerleridir. Çalışmanın uygulama kısmında bir İslami Gelişme Endeksi hazırlanmıştır. Bu endeks, İslami gelişmeyi temsil ettiğini düşündüğümüz maddi ve manevi gelişme göstergeleri belirlenerek oluşturulmuştur. Göstergeler 2018 yılı için 148 ülkenin verileri toplanarak istatistiksel standartlaştırma yöntemi ile bir endekse dönüştürülmüştür. Endeksin sonuçlarına göre Müslüman nüfusu yoğun ülkeler İslami gelişmede Birleşik Arap Emirlikleri, Katar ve Malezya gibi birkaç ülke haricinde üst sıralamalarda yer almamaktadır. İslami gelişmede birinci sırada gelen ülke İsviçre olarak bulunmuştur. Endekste Müslüman ülkeler arasında en yüksek puanla 20. sırada Birleşik Arap Emirlikleri yer almıştır. İslam filozoflarının ahlâk anlayışlarına genel olarak bakıldığında, insanın iyi davranışları kendinde meleke haline getirmesi, nefsinin olgunlaşması ve mutluluğu elde etmesinin onun varlık, bilgi ve değer alanları hakkında bütüncül yaklaşımlara sahip olması ve nefsinin kötü huylardan arındırılmasına bağlı olduğu görülür.İbn Haldun, toplumların ahvalinde görülen farklılığın, sadece onların geçim yollarının farklı oluşundan kaynaklandığını belirtmektedir. Aynı şekilde insanların geçim yollarından biri olan ticaret faaliyetinin kişinin tabiatı ve ahlakı üzerinde olumsuz etkiler yapacağını ifade etmektedir. Bununla birlikte, kazanç elde etme yollarından olan tarım, sanayiyle uğraşanların dışında, siyasi gücü elinde bulundurarak başkasının çalışması sonucunda geçimini sağlayan kişilerin ahlakının olumsuz yönlerinden de bahsetmektedir. Gelir dağılımının devlet tarafından ekonomik hayatın kendine has kanunlarına göre dengeli ve adaletli gözetilmemesi, hem toplumun ve bireylerinin hoşnutsuzluklarının, topluma ve devlete karşı görevlerini yerine getirmeme arzularının yükselmesine ve aynı zamanda devletin hem de uygarlığın ortadan kalkmasının nedeni olacağını ifade etmektedir.Çalışmamızın birinci bölümünde ahlakın tanımı, konu ve gayesi, İslam filozoflarından Kindî, Râzî, Fârâbî, İbn Sînâ, İbn Miskeveyh ve Tûsî'nin ahlâk anlayışları, iktisadın tanımı, konu ve gayesi, iktisadi sistemler, iktisadi düşüncelerde yeni gelişmeler, iktisat biliminin geleceği ve ahlâk ilişkisi incelenmiştir. İkinci bölümünde ise Mukaddime'nin temel kavramları ve İbn Haldun'un ahlâk anlayışı hakkında bilgi verildikten sonra İbn Haldun düşüncesinde iktisat ve genel olarak toplumsal hayata etkileri incelenmiştir.Anahtar Kelimeler: Ahlâk, İslam Ahlâk Felsefesi, İktisat, İbn Haldun When Islamic philosophers' moral understandings are examined in general, it is seen that the achievement of happiness depends on his holistic approach to the fields of being, knowledge and value, and the purification of his soul from bad habits.Ibn Khaldun argues that the difference observed in the circumstances of societies is only due to the fact that their livelihoods are different. In addition, he argues that trade, which is one of people's livelihoods, will have negative consequences for human nature and morality. Nevertheless, agriculture, which is one of the ways to generate income, speaks about the negative aspects of morality of people who, in addition to employment in industry, earn their living as a result of other people's labor, and who have political power in addition. The unbalanced and unjustified distribution of income by the state in accordance with the laws of economic life will cause dissatisfaction of both society and its individuals, a growing desire to not fulfill their responsibilities in relation to society and the state, and will lead to the disappearance of both the state and civilization.In the first part of our study, the definition, subject and purpose of morality were investigated based on the moral understanding, definition of economics, subject and purpose, economic systems, new developments in economic thought, the future of economic science and the relationship between morality of Islamic philosophers al-Kindi, al-Razi, al-Farabi, İbn Sina, İbn Miskeveyh and Tusi. In the second part of our study, after giving information about the basic concepts of Muqaddimah and the moral understanding of Ibn Khaldun, the thinking of Ibn Khaldun and its impact on the economy and social life in general were examined.Key Words: Morality, Islamic Moral Philosophy, Economics, Ibn Khaldun. 87

This article is concerned with the debate around the economic knowledge evolution and the role of ethics in economy. It reports on the 2008 crisis, the research literature reveals two main problems: the efficiency of the economic modeling and the failure of the ethical system.The authors explore the use of the new Dynamic Stochastic General Equilibrium “DSGE” model in the case of Islamic economy, it can enable to develop a new approach, taking into account the criticism of the models used before the crisis, and giving more importance to the ethical principles.The question is to know if the principles of Islamic economy feed into a sustainable economic system.The characteristic of this model lies in the consideration of Islamic principles, namely the abolition of interest rates and their replacement by the rate of return of the capital. In this perspective, it is supposed that the intervention of the monetary authorities is done by an unconventional approach. The model also distinguishes itself by the integration of Zakat. The model is applied in the case of Morocco.The results of simulations show that the introduction of these Islamic principles has no negative effects on the macroeconomic and financial conditions of Morocco and that the stability of the economic system is maintained.

The article explores a process of gradual consolidation of disparate set of Muslim economies into an increasingly influential, though internally contradictory center of geo-economic and geopolitical gravity in contemporary multipolar world. It uses a theory developed by the authors explaining the patterns of formation and succession of models of global economic development. The article builds upon this theory by testing quantitative and qualitative parameters of the process on a specific geo-economic case. The contemporary developments within the economic basis of the Muslim pole and the practical requirements of economic analysis reveals the need for categorical correction and refinement of political economy. Two following terms «Muslim economy» and «Islamic economy» must be differentiated. «Muslim economy» is a civilizational form of national economies in Muslim countries and an integral part of the global economy, including both the economic life and welfare of the global Muslim population and the economic potential, sustainability and the ability for self-development of the economies of Muslim states. «Islamic Economy» is an economy that implements in practice the primacy of Shariah norms over conventional market norms, procedures and mechanisms. Both of them constitute important material conditions for sustaining the Muslim civilizational identity In recent academic literature political, legal and religious aspects of Muslims upholding their identity have been sufficiently researched. In contrast the process of Muslim’s world achieving a new qualitative status of a global economic power center (not to speak about its competition with other old and new powers for a place within a new global economic order), is practically absent from the Russian and international research. The authors propose a vision of a new quality of Muslim economies in the global balance of power, in emerging model of the global world order, in financial globalization and global governance – the gradual consolidation of the Muslim world. The article argues that this process is still very far from reaching mature forms. Today it is hardly possible to reliably predict specific configurations of the future self-organization of the «Muslim pole» in the polycentric world and the nature of its influence on specific issues of the global world order. However, the point of no return is already passed, and the painful and contradictory process of development of such a center is unlikely to stop.

Muslim scholars from Egypt and British India formulated the principles of Islamic economy in the second half of the 1940s. At the turn of the 1970s-1980s a number of countries (Sudan, Iran and Pakistan) attempted to Islamize their financial systems. However, in none of the three, the experiment was successful. Afterwards, the Muslim world has not undertaken to build a financial system based on the principles of Islamic economics and finance any more. However, interest in the application of individual institutions of the Islamic economy has not faded away. The article examines how the principles of Islamic economic doctrine were applied in the formation of the “state” budget in the terrorist entity “Islamic State” (IS). The author analyses the principal differences between the theoretical constructions of the Islamic economy and their practical implementation in the territories controlled by the IS. In fact, the IS implements a completely different concept of Islamic economy and Islamic finance (fundamentalist) from the one that was applied in a number of Muslim countries (modernist). Considering the practice of application of Islamic economic principles by the IS, the author of the article develops the thesis expressed in his earlier publications that there is no single universal Islamic economic doctrine that could be applied with some modifications in any society and in any jurisdiction. Moreover, the various interpretations of the economic provisions of Shariah can come into serious contradiction with each other. This is indicated, in particular, in the case of the IS, where, with the help of law-permitting institutions, they try to legalize activities that are illegal from the point of view of Shariah. Another important feature of the financial policy in the IS is the insignificant interest in modern Islamic financial institutions: banks, insurance (takaful) companies, etc. The author explains this as follows. In their attempt to build a caliphate, the ideologists of the IS and their followers take a traditionalist approach in which there is no place for institutions unknown in the 7th-13th centuries. For traditionalists, such institutions as Islamic banks, etc., formed in the second half of the XX century, are often unauthorized innovations (bida’).

This paper discusses the opportunities of Islamic economy in the era of AEC, especially in Indonesia. As understood, AEC is ASEAN’s cooperation and integration development that aims to easily the liberalization process in Southeast Asia by eliminating trade barriers in goods and services, capital, investment and labor. In this regard, it is important to study how the opportunities of Islamic economy as an Islamic-based economic perspective and practice, which is diametrically different from the perspective and practice of liberal economy in the AEC. This paper arguments are, first, Indonesia provides opportunities for Islamic economy development. Because, the number of Indonesian Muslim population is majority and Indonesia is ranked sixth in 2016 as a country that has the potential and conducive in the Islamic finance industries development. Second, Indonesian Islamic banking can become a state power in line with its existence and development from year to year, both in quantities and amount of assets. Third, the opening of the Jakarta Islamic Index proves that Islamic economy has its own market share and has a very strategic prospect amid the competition of AEC.

Umar bin Khathab was the chaliph of about 10 years. He was well know as his ekspansion policies. He introduced a goverment administrasion system by dividing its area and building Baitul mal to be an independent institution. Those exspansion policies had reached the goal successfully, so as the income of the a sure of the Baitul mal were overabundance. Then, the chaliph Umar managed it through accumulation and emission by forming Diwan. He had applied the concept of Islamic management long before the weit management exisheted. The concent of Umar’s give preference on manner which related to the value of faith and truth. He also applied the Syura concept on manner and management activity, especially those which related to the determination of decision. Dividing goverment area and Amir and Madinah as the center of polity and Baitu mal the independent institution out of the goverment intervension became chaliph Umar contribution Islamic polity.

This study "Resourses Economics In Islamic Jurisprudence: Protection And Development" aims to identify Resource Economics - which has become a branch of Applied Economics - from the Islamic Jurisprudence perspective. The study will highlight the Islamic theory in dealing with resources through looking into and quoting the texts of the Holy Quran and the Immaculate Sunna. It will also look into the literature of Islamic Jurisprudence to find out how these teachings have shifted from mere theoretical texts to real practical rules, issues and branches; and will finally shed light on the reflection of this on people's living conditions in Islamic culture. The study addresses two significant aspects of resources: resource protection and resource development. While the resource protection focuses on preserving resources and protecting them against any corruption or harm, the resource development deals with raising, developing, and improving utilization of resources – thus achieving two main determinants in dealing with resources in Resource Economics, to achieve this result: The best use of resources that achieves balanced consumption and avoids any waste. The study starts with an introductory chapter that provides a theoretical explanation of the Islamic theory. The following chapters address animal resources, plant resources, subsoil resources, and water resources; concluding with the study recommendations and findings. The study adopts both the deductive and inductive approaches, as well as the analytical method.

Son dönemde iktisat biliminin gelişimi ve ona atfedilen önemin artması sebebiyle alternatif bir yaklaşım olarak öne çıkan İslam iktisadi yaklaşımı da merak uyandıran, çalışmalara konu olan ve diğer iktisadi yaklaşımlar ile benzerlik ve farklılıkları ortaya konulan bir alt dal olarak göze çarpmaktadır. İslam iktisadi yaklaşımı temelini İslam'ın birincil kaynakları olan Kur'an ve sünnetten almakta ve kısaca özetlemek gerekirse tüm insanlığın huzur bulacağı bir dünya hedefi doğrultusunda adil bir ekonomik sistemin yol haritasını ortaya koymayı amaçlamaktadır. Ağırlıklı olarak on dokuzuncu yüzyıldan itibaren şekillenmeye başlayan İslam iktisadi yaklaşımına dair pek çok kitap, makale ve tez yayımlanmıştır. Bu çalışma ise , adil bir ekonomik sistem odaklı İslam iktisadi yaklaşımını Kur'an ve sünnet temelinde açıklayıp günümüzde ana akım iktisadi yaklaşım olarak kabul gören ortodoks iktisat yaklaşımından ayrıştığı noktaları belirterek, bugün gelinen noktada İslam iktisadi yaklaşımının pozisyonunu değerlendirmiştir. Günümüzde hakim iktisadi yaklaşım olarak kabul gören ortodoks iktisat yaklaşımı ile farklılıklar ortaya konularak İslam iktisadi yaklaşımının aslında heterodoks bir yaklaşım olarak ele alınabileceği ifade edilmiştir. Çalışmanın ilk bölümünde İslam iktisadi yaklaşımı Kur'an ve sünnete dayalı olarak detaylı bir şekilde açıklanmış ve temel çerçevesi ifade edilmiştir. Ayrıca bu temel çerçeve dahilinde günümüz şartları göz önünde bulundurularak özellikle bankacılık ve finans alanı ile ilgili uygulanmakta olan alternatif İslami çözümlere yer verilmiştir. İkinci bölümde İslam'da devlet kavramına atfedilen önem ve iktisadi alanda devletin görevleri açıklanmış ayrıca İslam'ın kamu maliyesi perspektifi ifade edilmiştir. Son bölümde ise ana akım iktisadi yaklaşım olarak günümüz ekonomi politikalarına yön veren ortodoks yaklaşımlar İslam iktisadi yaklaşımı gözüyle eleştirilmiş ve İslam iktisadi yaklaşımı heterodoks bir yaklaşım olarak ifade edilmiştir. Sonuç bölümünde ise günümüzde İslam iktisadının geldiği nokta itibariyle metodolojik varsayımlar ışığında ortaya konulan çözümlerin yetersizliğinden bahsedilmiştir. The Islamic economic approach, which has emerged as an alternative approach due to the development of the science of economics and the increasing importance attributed to it in recent years, stands out as a subspecialty, which is the subject of studies and reveals similarities and differences with other economic approaches. The Islamic economic approach is based on the Qur'an and the Sunnah, the primary sources of Islam, and it aims to briefly summarize the road map of a just economic system in line with the goal of a world where all mankind will find peace. Many books, articles and dissertations on the Islamic economic approach, which began to take shape mainly from the nineteenth century, were published. This study, on the basis of Qur'an and Sunnah, explained a fair economic system-oriented Islamic economic approach and differentiated it from the orthodox economics approach which is accepted as mainstream economic approach and evaluated the position of Islamic economic approach at the point reached today. With the orthodox economics approach which is accepted as the prevailing economic approach, it is stated that the Islamic economic approach can be considered as a heterodox approach. In the first part of the study, the Islamic economic approach was explained in detail in terms of the Qur'an and Sunnah and its basic framework was expressed. Also within the framework of this basic framework, considering the current conditions, alternative Islamic solutions are being applied especially in the field of banking and finance. In the second chapter, the importance attributed to the concept of state in Islam and the duties of the state in the economic field are explained and Islam's public finance perspective is expressed. In the last chapter, the orthodox approaches that direct the current economic policies as a mainstream economic approach have been criticized in the sense of Islamic economic approach and Islamic economic approach is expressed as a heterodox approach. In the conclusion, in the light of the methodological assumptions of the Islamic economics, there are insufficient solutions. 105

Using a qualitative method with a sociological-normative approach, it was found that today's rapid development has caused various kinds of disputes. In this article, the author discusses sharia economic disputes and their resolution in the Islamic tradition and positive law in Indonesia to understand the problems of economic disputes and their resolution so that they can become knowledge and guidelines in conducting business transactions. The results of the discussion that the author obtained, namely sharia economic disputes, are disputes that occur in muammalah activities. This occurs in banking, non-banking, capital market, as well as the economy as a whole due to several factors such as default, tadlis, taghrir, or other things that can harm the rights of others. Settlement of disputes in Islamic law, namely sulh and tahkim. As for the applicable law in Indonesia, namely peace both by litigation and non-litigation, ADR, and arbitration includes BANI, BASYARNAS and other arbitration institutions. In this case, the authors conclude that every community that will conduct business transactions requires the principle of prudence and there have been many legal attempts by the government in resolving these disputes.

Economy in The Perspective of The Quran Alquran discuss economic problems because of it’s importance for human life. The level of economic development for human needs is very clear in the Alquran. This article examines the economic values in tafsir of Alquran viewpoints and problems, economic paradigms that are in society. Beginning from the problems in the economy legally up to the principles of economy, this article focuses on a theme and then this study uses a method known as tafsir mawdû’î. The economy based on the Alquran is the study of science that studies the problems of the economy by increasing the values of Islam in deep. The existences of Alquran on the economic development become an integral part of Muslims. This study is a three-essay dissertation that seeks to explain the notion of Islamic market within the context of the Islamic holistic worldview and, in the process, correct misinterpretations on the subject in recent times, which has resulted, largely, from the influence of the Western worldview. The first essay explicates Islamic market theory as established on basis of the ideals of justice (derived from the main sources of Islamic law), and explains the precepts and norms of the Islamic market ideology as oriented towards the achievement of public good (broadly defined to encapsulate the idea of the holistic conception of life). The second essay discusses the Islamic notion of right to property and enterprise within the context of the Islamic philosophy of life (at both the individual and societal levels) and establishes how material pursuit is intricately connected with the spiritual end and why material pursuit is meaningless without the spiritual connection. Finally, the third essay discusses how the differing conceptions of morality and justice in Islam and capitalism inform how economic freedom is conceived in both systems, with the objective of establishing an unequivocal basis upon which the stark difference between the two systems can be understood. 138

İslam dindarlığı, ahlaki değerler ve bireyin iktisadi davranışları arasındaki ilişkiyi araştıran bu çalışma, genel kapsamda teorik bölüm ve uygulama-analiz bölümü olarak iki kısımdan oluşmaktadır. Teorik bölümde din-ahlak-iktisat ilişkisi birey ve toplum açısından tarihten bugüne incelenirken, uygulama bölümünde İslam ahlakının Müslüman bireyin iktisadi davranışına olan etkisi teorik bölümdeki araştırma dahilinde hazırlanan ampirik bir çalışmayla analiz edilmiştir.Bu araştırmada yöntem olarak; nicel ilişkisel (correlational) araştırma türü uygulanmış, anket (survey) yöntemi kullanılmak suretiyle veriler toplanmıştır. Bu şekilde iş adamlarının dini tutum ve değerleri, iktisadi tutum ve davranışları arasındaki ilişkiler araştırma modeline uygun şekilde incelenmiştir. Araştırmanın evreni iktisadi faaliyetini İstanbul'da yapan İTO'ya kayıtlı işletme sahibi olan iş insanlarıdır ve buna göre 478 geçerli örneklem sayısına ulaşılmıştır.Üzerinde çalışılan olguyu (fenomeni) ve faktörler arası ilişkiyi köklerine inerek daha iyi anlamak için regresyondaki etkilerin işleyiş mekanizmasını veya aracılık eden koşulları ortaya koymak gerekir. `Dindarlık, Kazanma/Harcama üzerinde nasıl etki gösterir?` sorusuna ancak aracı değişken (mediator) olarak kavramsallaştırılan, bağımsız değişkenin bağımlı değişken üzerindeki etkisini başka bir ilişki üzerinden açıklayan mekanizmanın analizi ile cevap vermek mümkündür. Çalışmanın amacına uygun olarak araştırma modellerinde; İslam Dindarlığı bağımsız değişken, İslam İktisat Değerleri ve İktisadi Rasyonalite faktörleri aracı (mediator) değişkenler, Kazanma ve Harcama bağımlı değişkenler olarak tasarlanmıştır.Din-ahlak-iktisat ilişkisi temelinde inşa edilmiş bu araştırmayla, nasıl sorusu ile girişimcilerin iktisadi tutum ve davranışları tanımlanmaya, neden sorusu ile de anlamlandırılmaya çalışıldı. Araştırmanın önemli bulgusu: Müslüman bir girişimcinin dindarlığının, kazanma (İslam'a uygun) davranışı üzerinde doğrudan anlamlı etkisinin zayıf olduğu, ancak bireyin İslam İktisat Değerlerini benimsemesi ve İktisadi Rasyonalite yaklaşımına karşıt olmasıyla birlikte güçlü bir anlam kazandığı tespit edilmiştir. This study investigates the relationship between Islamic religiosity, ethical values and economic behavior of the individual, and it consists of two parts as the theoretical part and the data analysis part in grounded theory. While in the theoretical section; the relation between religion, morality and economy is examined in terms of individual and society from past to present, and in the analysis section, the effect of Islamic ethics on the economic behavior of the Muslim individual has been analyzed by an empirical study which is prepared in accordance with the theoretical framework.In this research; quantitative correlational research type has been applied and data were collected by using the survey method. In this way, the relationship between religious attitudes, values, economic attitudes and behaviors of business people has been investigated in accordance with the research model. The population of the research is businesspeople who make economic activity in Istanbul and registered in İstanbul Chamber of Commerce, and according to population sample size, the number of 478 valid samples has been reached.To better understand the phenomenon studied and inter-factorial relations, it is necessary to establish the mechanism of the effects in the regression model or the conditions mediating it. `How does religiosity influence Earning/ Consumption?` it is only possible to answer this question with the analysis of the mechanism that explains the effect of the independent variable on the dependent variable through another relation, which is conceptualized as mediator. In accordance with the purpose of the study; in research models, Islamic Religiosity as independent variable, Islamic Economic Values and Economic Rationality factors as mediator variables, Earning and Consumption as dependent variables designed. It is attempted to characterize the economic attitudes and behaviors of the entrepreneurs with the question of how and to be explained the meaning with the question of why. Significant finding of the research: It has been found that religiosity of a Muslim entrepreneur has a weak sense of meaning at direct influence on earning (according to Islam) behavior, however religiosity acquires a strong sense of meaning with the adoption of the Islamic Economic Values and contrary to the approach of Economic Rationality. 156

Çünkü yoksul tabakaları maldanmahrum kalması durumunda işsizliği artmasına neden olur, vesonucunda genel servetin en önemli üretim faktörlerinden biri viiolan `çalışma` azaltmasına ve kaybetmesine neden olmaktadır.Bu nedenle, zekatın hükmü, yürütme yetkilileri için toplanması,dağıtıması ve yürütülmesi farz ve vacıbdır. Zekat yürütmealanlarından biri de zekatın malı yatırıma dönüştürerek fakir vemüsthaklara sabit finansal kaynaklar sağlamak, zekathayvanlarının yetiştirilmesi, çoğaltması ve fakirlere verilmesigibi, zekat düzgün bir şekilde toplanması, dağıtması, veyürütmesi toplumda denge sağlamak, sosyal dayanışmagüçlendirmek ve ekonomiye artış ve istikrar yansımasına nedenolmaktadır. Çalışmada, fıkıh, islam çalışmaları ve islam hukukualanındaki araştırmacıların, zekat fonlarının ve yatırımlarınınhükümlerine ve bu fonların ortaya çıkmasıyla ilgili konularadikkat etmesi gerektiği önerilmiştir. This study aimed to identify the reality of the investment ofZakat funds and the most important controls to manage, and thestatement of the legal regulations for the investment of Zakatfunds, and to identify the extent of the effective role of Zakat onthe economy and stimulate investment, and tackling the inflationand deflation and recession, to achieve those goals, the work ofthe researcher to review the theoretical literature previous studies,raising the attention of Zakat and charitable institutions in theIslamic world, to seek to advance the investment with theinvestment projects to secure stable financial resources of thebeneficiaries. The study found that the imposition of zakat on the rich andgiving it to the poor increases the national wealth, becausedepriving the poor classes and working capital more thanunemployment, , is lost to the public wealth as one of the mostimportant factors of production is, therefore, the rule of Zakat for ixthe executive is to entrust the duty to do delivery and collectionand distribution, and the areas of application of investment Zakatfunds such as the maintenance of zakat cattle for development,birth and generation and work to provide means of production forthe poor and investment in the manner of Murabaha, and Zakat alarge role in tackling inflation by regulating the collection ofZakat and charity distributed it would help to balance economicand social solidarity. The study recommended that the researchers in the field ofJurisprudence and Islamic economics studies interest provisionsof Zakat funds and invested, and the emerging issues of thesefunds, still some issues emerging zakat this money, and some arestill emerging zakat issues needing further research in specializedscientific research shed light on the details, and seek to expandthe areas of application of the investment of Zakat funds throughcontemporary investment formulas, work on the establishment ofZakat Foundation collect alms and regulation and attention andseparating it from the state institutions and theseparation of other financial resources . 151

Bu çalışma, Allah ve Peygamber'in (s.a.v.) yasakladığı alışverişlerden uzak durulması durumunda elde edilen ekonomik gayeleri/maslahatları beyan etmek için hazırlanmıştır. Zira bugünkü toplumumuzun karşı karşıya olduğu ekonomik problemlerin ekseriyeti, haram kılınmış işlemlerde ve yasak mallardaki muamelelerde yatmaktadır.İlk bölümde, İslam hukukundaki makâsıdın mahiyeti ve onu bilmenin öneminden bahsettik. İslam ekonomisinin özellikleri ve genel ilkelerinin izahından sonra da İslam hukukundaki alışverişin ekonomik hedeflerini ve malın korunması, tespiti, revacı ve adalet içeren hususları açıkladık.İkinci bölümde, İslam hukukunda bir nassa dayalı yasaklı alışverişleri zikrettik. Bu yasakların nedeninin; ya ribevî mallar sınıfına giren altı çeşit mal ve îne satışı gibi faizin varlığından ya meyvenin olgunlaşmasından önce satışı ve şartlı satış gibi garar (meçhulün) satışının varlığından ya kişinin kardeşinin alışverişi üzerine alışveriş yapması ve tüccarların kervanları şehir dışında karşılaşması gibi zarara sebebiyet veren alışverişin varlığından ya daكiçki, kan ve leş satışı gibi eşyanın kendisindeki bir illetin varlığından kaynaklı yasaklı alışveriş olduğunu izah ettik.İktisadi gayeleri beyan etmek için de bu dört tür alışverişin her birinin sonuna özel bir bölüm tahsis ettik.Bu satışlardan uzaklaşmanın; ticaretin gelişmesi, malların israfının korunması, fiyatların düşmesi, üretimin artması, malların tedariki, emeğin çoğalması, yoksulluğun, hırsızlığın, rüşvetin vb. suçların azaltılması dâhil olmak üzere büyük ekonomik faydaların elde edileceği apaçık ortaya çıkmıştır. This thesis is prepared to clear the economical purposes which are are fulfilled when keeping away from sales which are prohibited by Allah and his messenger because the most economical problems faced by our society nowadays lie in their doing and dealing with prohibited deals and forbidden sales .We mention in first chapter : The essence of purposes in the Islamic Sharia and importance of their knowledge and we state the characteristics of Islamic economy and their general principles then the Islamic purposes of sales in Islamic Figh that include money keeping , installing , circulating it and justice in it .In second chapter we mention the forbidden sales as a text in Islamic fiqh and we clarify the reason of their prohibition is due to existence of usury in such sales as the six usury types , in-kind ones and other or to sell the items which do not belong to him such as dates sale before looking good , a sale and conditions and other , the harm may be the reason in prohibition as the man's sale against his brother's sale and receipt of rukban and some sales are forbidden due to a problem in it as wine , blood and dead animals …..where we allot at the end of each type of these four types a special request to display the economical purposes in themIt is clear to us that keeping away from these sales lead to a lot of economical benefits including trade development , keeping money squandering , prices lowness . goods provision , production increase , hand power increase , reduction of poverty and crimes as theft , bribes and other …. 199
