The article focuses on disarmament and international security issues before the United Nations (UN). The UN General Assembly has called for special sessions to deal with problems of development and disarmament, and the second such session is scheduled for June 7 to July 9, 1982. At the first Special Session on Disarmament in 1978, the nations reached agreement by consensus on a Final Document containing a set of principles for disarmament, a program of action, and negotiating machinery for its implementation. At its 25th anniversary session in 1970, the General Assembly adopted a Declaration on the Strengthening of International Security, calling for implementation of various UN Charter provisions and principles.
