O presente estudo procura analisar uma das maiores problemáticas atuais - os deslocamentos internos causados por conflitos - sob a perspectiva do acolhimento. A partir de 2017, conflitos armados que eclodiram no norte da província de Cabo Delgado, em Moçambique, forçaram o deslocamento de milhares de pessoas expostas à insegurança crescente e vulnerabilidades. Este movimento populacional em direção ao sul da província – quase metade da população - foi absorvido, principalmente, por famílias de acolhimento, o que causou outros tipos de problemas e expôs fragilidades tanto do governo, como das agências no terreno. Como parte assinante da Carta das Nações Unidas, assim como país ratificador da Convenção de Kampala, Moçambique tem a obrigação prevenir o deslocamento interno, proteger e assistir os deslocados e encontrar soluções a partir da assistência humanitária - que pode e deve ser estendida às comunidades locais e de acolhimento - e quando incapaz de cumprir com tais obrigações, deve facilitar assistência de organizações internacionais e de agências humanitárias. Através de uma abordagem qualitativa, o estudo focou nos problemas derivados do acolhimento desordenado, a partir de uma observação comparativa entre vida em campos de reassentamento e em famílias de acolhimento - focada na melhor adaptação a uma nova realidade. Os resultados confirmaram que a falta de reconhecimento da proporção da crise pelo governo derivou na demora de atuação de organizações, fator fundamental para o acolhimento familiar inicial - que se prolongado causa atritos- e que os deslocados são mais bem assistidos em campos, ainda insuficientes em números. This study seeks to analyze one of the biggest current issues - internal displacement caused by conflict - from the perspective of hosting. Starting in 2017, armed conflicts that erupted in the north of Cabo Delgado province in Mozambique forced the displacement of thousands of people exposed to growing insecurity and vulnerabilities. This population movement towards the south of the province - over 1/3 of the population - was absorbed mainly by host families, which caused other types of problems and exposed weaknesses of both the government and agencies on the ground. As a signatory party to the United Nations Charter, as well as a ratifying country of the Kampala Convention, Mozambique has the obligation to prevent internal displacement, to protect and assist the displaced, and to find solutions from humanitarian assistance - which can and should be extended to local and host communities - and when unable to fulfill such obligations, it must facilitate assistance from international organizations and humanitarian agencies. Through a qualitative approach, the study focused on the problems derived from the disorderly host, from a comparative observation between life in resettlement camps and in host families - focused on the best adaptation to a new reality. The results confirmed that the government's lack of recognition of the extent of the crisis resulted in a delay in the actions of organizations, a fundamental factor for the initial hosting family - which if prolonged causes friction - and that the displaced are better assisted in camps, which are still insufficient in numbers.

This article addresses the increase in internally displaced persons in Iraq after the emergence of the Islamic State and the need for regional and international cooperation in the protection of these individuals. The article discusses the concept of internal displacement as the international conventions and examines the relationship between the increase of the number of individuals in this situation in Iraq and the emergence of the group in 2014. Besides this, it also recommends some resolutions to the problematic. Regarding International Relations to analyze the problematic in question, the cooperation by interest theory, proposed by Robert Axelrod and Robert O. Keohane is used, as well the concept of cross-issue-persuasion, formulated by Alexander Betts. Finally, the article recommends the creation of a safe haven zone in northern Iraq to protect religious minorities forced to move because of the actions of the Islamic State. [ABSTRACT FROM AUTHOR]

Colombian armed conflict relates to the control of the territory. The violence of this process turns Colombia into the country with the second largest population of internally displaced persons (IPDs). In this essay, we consider a set of news from Colombian magazine Revista Semana and analyze which elements of the conflict are operated by Journalism when it talks about displacement. Inspired by the notions of discourse battles (Foucault, 2006) and thematic path (Guilhaumou, 2009), we identify that agendas, sources and framings are external to Colombia, because they are originated by reports from international organizations, and that the armed conflict only appears when it is triggered by the sources. Despite repeatedly assuming this discursive exterior, the magazine does not show the actors of the conflict. [ABSTRACT FROM AUTHOR]

The objective of this article is to understand the interaction between the United Nations High Commissioner for Refugees (UNHCR) and the Colombian government in their attempts to mitigate forced internal displacement, as well as the main challenges faced in addressing this problem. This article focuses on the interpretation adopted by the forementioned actors, who link this displacement to the armed conflict the country that has endured for more than forty years. Although this issue has been discussed for decades, the formulation of national policies intended to mitigate its effects came late, in the mid-1990s. Similarly, the UNHCR began paying more attention only in the late 1990s. The article concludes that there is a significant disparity between the development of norms regarding the internally displaced and the execution of such norms. For example, there needs to be greater coordination between national and local organizations, and national and international organizations. With respect to the prevention of internal displacement and the evaluation of the impact of these policies, the challenge is even greater; as such efforts are in the beginning stages. The UNHCR has used the same criteria as the Colombian government in executing its tasks; these criteria should be rethought and redefined in light of the High Commissioner's experience. O objetivo deste artigo é compreender a interação entre o Alto Comissariado das Nações Unidas para os Refugiados (ACNUR) e o governo colombiano nos esforços de mitigação do deslocamento interno forçado, bem como os principais desafios enfrentados na abordagem do problema. Este artigo privilegia a leitura adotada pelos atores mencionados acima, a qual vincula o deslocamento ao conflito armado vivenciado pelo país há mais de quarenta anos. Embora se trate de um problema observado há décadas, as formulações políticas nacionais com vistas à sua mitigação surgiram tardiamente, mais precisamente, em meados da década de 1990. Da mesma forma, a atenção do ACNUR ao problema somente foi intensificada em finais dessa mesma década. O artigo conclui que existe uma grande assimetria entre o desenvolvimento normativo de atenção aos deslocados observado na Colômbia e a execução de tais normas. Por exemplo, falta coordenação entre entidades nacionais e sub-nacionais, assim como entre as nacionais e as internacionais. No que diz respeito à prevenção do deslocamento interno e avaliação do impacto das políticas, o desafio é ainda maior, na medida em que são embrionários os esforços neste sentido. Sustenta-se que o ACNUR tem empregado os mesmos critérios que o governo na execução de suas tarefas, quando estes poderiam ser repensados e redefinidos à luz da experiência do Alto Comissariado.
