The ability of social entrepreneurial projects is to offer new solutions to social and environmental challenges. The pandemic of COVID19 has caused economic shock, prompting swift public policy reactions around the world to raise the unemployment rate and potentially modify public attitudes of those who are unemployed and rely on government assistance. Those from the bottom 40 (B40) are the most affected group. What is the next step can be taken to enhance the state of living of this group of people? The focal point of the 12th Malaysian Plan is to enhance the country's economy by generating additional job opportunities and income streams, primarily through the lens of sustainability and entrepreneurship. Despite the government's substantial investments in fostering entrepreneurship and supporting small and medium-sized enterprises via the provision of remote work options and technological advancements, such as social media, online marketing platforms, and collaborative software, this study employs the social business model as a moderating variable. The population of study are B40 and unemployed group focused group selected from the "Jabatan Kebajikan Masyarakat". Structured questionnaire and interview are designed and conducted to analyse the research study. Theory of Planned Behavior (TPB) and Stimulus Organism Response (SOR) is used to define the research study. This study will aid in the understanding of the role of social entrepreneurs in the creation of new social institutions and structures, the promotion of social movements, and the mobilization of resources to achieve long-term social impact and livelihood.
