The high cost of flight delays for airlines has motivated scientific research in air traffic flow management (ATFM). The majority of ATFM models in the literature are deterministic and do not take into account stochastic factors such as weather. In this paper, new stochastic programming models for ATFM are proposed. The models include as tactical control options: ground holding, airborne holding and rerouting. To solve the models, a new heuristic method that takes advantage of the problem structure is derived and illustrated. Computational results show that the heuristic method provides practical computation times. Furthermore, the value of the stochastic solution is up to 14% for cases where adverse weather affects a significant part of the network. This implies that using the proposed approach to make air traffic flow decisions can lead to tangible monetary benefits for airlines. [ABSTRACT FROM AUTHOR]

Abstract: Gene regulatory networks are a common tool to describe the chemical interactions between genes in a living cell. This paper considers the Weighted Gene Regulatory Network (WGRN) problem, which consists in identifying a reduced set of interesting candidate regulatory elements which can explain the expression of all other genes. We provide an integer programming formulation based on a graph model and derive from it a branch-and-bound algorithm which exploits the Lagrangian relaxation of suitable constraints. This allows to determine lower bounds tighter than CPLEX on most benchmark instances, with the exception of the sparser ones. In order to determine feasible solutions for the problem, which appears to be a hard task for general-purpose solvers, we also develop and compare two metaheuristic approaches, namely a Tabu Search and a Variable Neighborhood Search algorithm. The experiments performed on both of them suggest that diversification is a key feature to solve the problem. [Copyright &y& Elsevier]

This paper presents a new integer programming (IP) model for large-scale instances of the air traffic flow management (ATFM) problem. The model covers all the phases of each flight--i.e., takeoff, en route cruising, and landing--and solves for an optimal combination of flow management actions, including ground-holding, rerouting, speed control, and airborne holding on a flight-by-flight basis. A distinguishing feature of the model is that it allows for rerouting decisions. This is achieved through the imposition of sets of "local" conditions that make it possible to represent rerouting options in a compact way by only introducing some new constraints. Moreover, three classes of valid inequalities are incorporated into the model to strengthen the polyhedral structure of the underlying relaxation. Computational times are short and reasonable for practical application on problem instances of size comparable to that of the entire U.S. air traffic management system. Thus, the proposed model has the potential of serving as the main engine for the preliminary identification, on a daily basis, of promising air traffic flow management interventions on a national scale in the United States or on a continental scale in Europe. Abstract A key feature of trajectory based operations (TBO) – a new concept developed to modernize the air traffic system – is the inclusion of preferences and priorities of the air traffic management (ATM) stakeholders. In this paper, we present a new mathematical model to optimize flights' 4D-trajectories. This is a multi-objective binary integer programming (IP) model, which assigns a 4D-trajectory to each flight, while explicitly modeling priorities and highlighting the trade off involved with the Airspace Users (AUs) preferences. The scope of the model (to be used at pre-tactical level) is the computation of optimal 4D pre-departure trajectory for each flight to be shared or negotiated with other stakeholders and subsequently managed throughout the flight. These trajectories are obtained by minimising the deviation (delay and re-routing) from the original preferred 4D-trajectories as well as minimizing the air navigation service (ANS) charges subject to the constraints of the system. Computational results for the model are presented, which show that the proposed model has the ability to identify trade-offs between the objectives of the stakeholders of the ATM system under the TBO concept.
