In this article, we focus on the growing evidence of unintended harmful societal effects of automated algorithmic decision-making in transformative services (e.g. social welfare, healthcare, education, policing and criminal justice), for individuals, communities and society at large. Drawing from the long-established research on social pollution, in particular its contemporary ‘pollution-as-harm’ notion, we put forward a claim – and provide evidence – that these harmful effects constitute a new type of digital social pollution, which we name ‘algorithmic pollution’. Words do matter, and by using the term ‘pollution’, not as a metaphor or an analogy, but as a transformative redefinition of the digital harm performed by automated algorithmic decision-making, we seek to make it visible and recognized. By adopting a critical performative perspective, we explain how the execution of automated algorithmic decision-making produces harm and thus performs algorithmic pollution. Recognition of the potential for unintended harmful effects of algorithmic pollution, and their examination as such, leads us to articulate the need for transformative actions to prevent, detect, redress, mitigate and educate about algorithmic harm. These actions, in turn, open up new research challenges for the information systems community.

In the introductory paper of this special issue on new ways of working (NWW) the editors first reflect on the meaning of the ‘new’, finding inspiration in Hannes Meyer's essay “The New World” (1926). The ‘new’ is always relative, of course, closely associated with technological innovation, in our case digitalization, and integrates spatiotemporal, technological and socio-cultural dimensions of life and organizing. This SI seeks to offer a reflection on and contribution to deeper understanding of ongoing flexibilization, virtualization and mediation of work practices. The authors go on to contextualize and discuss the contributions of the papers included in this special issue, focussing on significant technological, spatiotemporal, organizational and individual developments associated with new ways of working. Finally, they reflect on the possible relevance of the recent Covid-19 pandemic for the future of work, arguing that this pandemic accelerated NWW in many ways and – given the many paradoxical NWW dynamics and developments – that there could very well be unexpected and adverse consequences, including a turn away from formal ways of working.

High failure rates of information systems development (ISD) projects continue to trouble organizations and information systems practices. Such a state of affairs has been of great concern for the information systems discipline for decades, motivating information systems researchers to focus on and extensively study ISD project failure. However, the increasing complexity and uncertainty of ISD projects and contemporary system development processes are challenging ISD project failure scholarship. In this article, we ask the questions: What are the contributions and weaknesses of the extant ISD project failure/success literature? What are potential avenues to move the ISD literature forward? To answer these questions, first, we present a literature review that assesses research contributions within the major perspectives on ISD failure (i.e. rationalist, process and narrative). While the extant research within all perspectives make significant contributions to knowledge, we find that researchers remain preoccupied with ‘project failure’ as an end state of an ISD project. They pay little attention to problematic situations arising during ISD projects before they become failed projects. Based on the review and critique of the literature, we then argue that there is a significant benefit in extending research focus from ISD project failure to ‘ISD project distress’, which we define as a harmful project condition involving dynamic and fluid constellation of critical problems that are difficult to identify, understand and resolve. While ISD project distress is an increasingly perilous and consequential phenomenon, little is known about its nature and potential responses. Drawing from the sensemaking literature, we propose a multilevel theoretical framework for understanding the nature and sources of ISD project distress that provides a foundation for exploring early detection and timely response. We demonstrate the theoretical and practical relevance of the concept of ISD project distress and propose a corresponding research agenda.

© 2020 Elsevier Ltd In this paper we focus on the emerging phenomenon of Open Government Data Platforms (OGDPs), in particular those that provide open performance data to general public. Governments world-wide continue to implement these platforms, aiming to increase transparency and accountability. However, in spite of their positive intentions, ODGPs that provide performance data (e.g. about schools or hospitals) are reported to create serious harmful social effects. While the related literature has reported numerous cases of these unintended effects, the questions regarding why and how they emerge remain open. This is not surprising, given the complexity and dynamics of processes instigated through the use of ODGPs by a very large number of known and unknowable actors. Through a diffractive reading of complexity theories, in particular Complex Adaptive Systems (CAS) and sociomateriality, in this paper we propose a Complex Adaptive Sociomaterial Systems (CASS) theorization of OGDPs. Drawing from a case of OGDP in Australia called My School, which provides open performance data for more than 10.000 schools, we demonstrate how the proposed theoretical lens of CASS enables us to reveal and explain why and how these platforms perform unintended, yet serious social harm. Given that OGDPs are rapidly emerging around the world, our research opens a pathway for a research-informed public discourse about their harmful effects and responsibilities of different stakeholders.

What are the potential futures of knowledge work, given its transformation into almost exclusively digital work during the COVID-19 pandemic crisis? Our ongoing research program on digital nomadism informs a Hegelian dialectical analysis and an envisioning of the future(s) of knowledge work We contrast the Factory paradigm of work (thesis), exemplified by the “ideal type” of the 9-to-5 corporate worker, with the Hypermobility paradigm of work (antithesis), exemplified by the ideal type of the digital nomad Reflecting on this contrast, we envision the possible digital futures of knowledge work as a continuous spectrum, ranging from a future based on the Digital Taylorism paradigm of work to a future based on the Worker Autonomy paradigm of work These futures are discussed in terms of different approaches to organizing work, working with technology, delineating work/life boundaries, and provisioning the social safety net IS researchers are uniquely positioned to perform research and inform decision-making in all these areas, and thus make a difference in determining whether the future we end up with more closely resembles Digital Taylorism or the Worker Autonomy vision © 2020 by the Association for Information Systems

Open government IS are theorized using Complex Adaptive Systems (CAS).Insights are drawn from a case study of an open government IS in Australia.Tension between transparency and datification effects is non-linear and unavoidable.We theorize seven datification patterns and discuss their societal effects.We discuss important strategic implications of open government IS. Government agencies worldwide continue their commitment to providing open data in order to increase transparency of education, healthcare and other public services. Focusing on open government information systems (IS) that provide performance-related data, this paper explores the ongoing tension between governments goal of transparency and the resulting largely opaque datification effects. Our research insights are derived from an empirical longitudinal study of a controversial open government IS called My School, currently providing performance data on almost 10,000 schools in Australia. We investigate the tension between transparency intended with schools open performance data and datification effects they create within the education system and a broader society, through the theoretical lens of Complex Adaptive Systems (CAS). Our study reveals how the tension emerges due to unpredictable use, propagation and reinterpretation of open data by more and more users. Consequently, the original meaning of data gets distorted, as these users continue to reconstruct and reinterpret data in their own contexts and adapt their behavior in pursuit of their strategic goals. We also identify and theorize seven datification patterns underlying the tension and the ways they produce various social consequences. Based on these research contributions we discuss important strategic implications for government decision makers and identify new opportunities for future research on open government IS.

Crowdsourcing practices have generated much discussion on their ethics and fairness, yet these topics have received little scholarly investigation. Some have criticized crowdsourcing for worker exploitation and for undermining workplace regulations. Others have lauded crowdsourcing for enabling workers' autonomy and allowing disadvantaged people to access previously unreachable job markets. In this paper, we examine the ethics in crowdsourcing practices by focusing on three questions: (a) What ethical issues exist in crowdsourcing practices? (b) are ethical norms emerging or are issues emerging that require ethical norms? and, more generally, (c) how can the ethics of crowdsourcing practices be established? We answer these questions by engaging with Jürgen Habermas' discourse ethics theory to interpret findings from a longitudinal field study (from 2013 to 2016) involving key crowdsourcing participants (workers, platform organizers, and requesters) of three crowdsourcing communities. Grounded in this empirical study, we identify ethical concerns and discuss the ones for which ethical norms have emerged as well as others which remain unresolved and problematic in crowdsourcing practices. Furthermore, we provide normative considerations of how ethical concerns can be identified, discussed, and resolved based on the principles of discourse ethics.

Systematic Literature Reviews (SLRs) are making their inroads into the IS discipline. By responding to the commentaries this rejoinder contributes to a debate about potential merits, limitations and wider ramifications of SLR for the IS discipline. More specifically we engage with the questions: What is an SLR and can it be conducted partially? How can literature reviews and SLR be improved? What is the view of ‘evidence’ in SLRs and the evidence-based practice movement and what are potential implications for ‘research informing IS practice'? How can the efficiency and effectiveness of literature reviews be improved? Overall we argue for a practice of critique that scrutinizes methodologies such as SLR in the light of values and ends we seek to achieve in the IS discipline.

General guidelines for conducting literature reviews often do not address the question of literature searches and dealing with a potentially large number of identified sources. These issues are specifically addressed by so-called systematic literature reviews (SLRs) that propose a strict protocol for the search and appraisal of literature. Moreover, SLRs are claimed to be a ‘standardized method’ for literature reviews that is replicable, transparent, objective, unbiased and rigorous, and thus superior to other approaches for conducting literature reviews. These are significant and consequential claims that – despite increasing adoption of SLRs – remained largely unnoticed in the information systems (IS) literature. The objective of this debate is to draw attention of the IS community to SLR's claims, to question their justification and reveal potential risks of their adoption. This is achieved by first examining the origins of SLR and the prescribed SLR process and then by critically assessing their claims and implications. In this debate, we show that SLRs are applicable and useful for a very specific kind of literature review, a meta study that identifies and summarizes evidence from earlier research. We also demonstrate that the claims that SLRs provide superior quality are not justified. More importantly, we argue that SLR as a general approach to conducting literature reviews is highly questionable, concealing significant perils. The paper cautions that SLR could undermine critical engagement with literature and what it means to be scholarly in academic work.

Our motivation for putting together this special issue on “Sociomateriality of Information Systems and Organizing” was the mounting interest in the relationship between the social and the material, in the context of our increasingly digital society. The attention to this relationship is manifested in the emergence of studies of technology intended to augment and complement, but also and importantly, to question the received views on technology in social life (see Carlile et al. 2013a; Leonardi et al. 2012; Suchman, 2007).

Critical information systems (IS) research, it is argued, does not have a distinct methodological identity. While some research methods are closely related to the positivist research paradigm (experiments, surveys, and structural equation modelling) and others to the interpretivist paradigm (field study, ethnography, and action research), the critical paradigm is not identified with specific ‘critical methods’ and typically relies on the appropriation of interpretivist methods (such as critical ethnography). The criticism of the critical research paradigm in IS has often focused on the lack of distinctly critical research methods and even the neglect of methodological issues (Klein; McGrath). This paper questions the notion of and the arguments behind the quest for ‘critical research methods’ defined in contrast to positivist and interpretivist methods. Instead, the paper argues that it is a critical research methodology – understood as an overall strategy of conceptualizing and conducting an inquiry, engaging with studied phenomena, and constructing and justifying socially relevant knowledge, which distinguishes critical from other research paradigms. Building on a Kleinian argument regarding the need for common principles across diverse critical IS inquiries (Klein; Myers & Klein) this paper proposes a framework that describes key dimensions of a critical research methodology that distinguish critical from other research paradigms and provide methodological guidance in the doing of critical research.

We offered a new perspective on communication in computer-mediated environments by examining communicative practices used during discussion in an online financial forum about a listed company that was experiencing abnormal trading behavior. The analysis of communicative practices showed how the linguistic nature of the online forum allowed covert manipulation of inexperienced and unsuspecting forum participants - against all the norms and rules governing online financial forums. Based on our theoretical understanding of communicative practices, we found a discrepancy between the expectations of and the actual divergence from an ideal communicative environment free from distortion and manipulation that is normally assumed to govern online forums. The discrepancy, which remains largely concealed, can be seen as a major factor in the negative implications of online financial forums.

The transition to a market economy has been painful, if not fatal, for many companies in the post- socialist Central and Eastern European countries. The case of the Slovenian Company Sava, presented in this paper, is remarkable not only due to its highly successful transition from a socialist Company operating in a protected market to a privatized Company competing in the free, global market, but also due to the ways in which it achieved such a transition. Our case study shows that the key to Sava’s successful transition (1995-2005) was its reliance on organizational learning enabled and supported by information systems (IS). Sava’s transformation provides a ’natural laboratory’ for exploring and extending theories about the role of IS in supporting organizational learning under conditions of radical organizational, social, economic, and political change. This paper presents the findings of a longitudinal study of the Slovenian company Sava during its 1995–2004 transition period when it adapted to and prospered in a free market economy. The company is particularly interesting because of its successful transition from a socialist company operating in a protected market to a privatized company operating in a capitalist global market, as well as the pivotal role of information technology (IT)-supported organizational learning that brought about radical change and successful transition. Our investigation of Sava’s experiences demonstrates how the company’s increasing attention to organizational learning, integration of working and learning, and its constant innovation of products and processes created new needs for IT support that motivated the adoption of new IT systems (such as Lotus Notes, document management systems, SAP), which in turn increased Sava’s capacity to learn. Furthermore, our study reveals how the role of IT systems in organizational learning depends on the nature of learning (single-loop, double-loop or triple-loop learning) and the organizational level at which learning takes place (individual, group/department or organization). By providing insight into the emergence of distinct types of IT-supported learning and their vital role in Sava’s successful transition, the paper contributes to a deeper understanding of the relationship between IT and organizational learning that is relevant and inspiring to other companies, especially those operating in transition economies.

PurposeTo provide a social‐theoretic framework which explains how e‐commerce affects social conditions, such as availability of information and equality of access to information, influences actors' behavior, shapes e‐commerce business models, and in turn impacts industry structure.Design/methodology/approachEmpirical investigation based on one‐hour interviews with owners/managers of nine vehicle dealerships and six vehicle buyers in a large US metropolitan region. The hermeneutic method of understanding was used, involving a circular process from research design and attentiveness to data, to data collection and interpretation. This circular process exemplified the dialectic relationship between the theoretical framework (derived from Habermas'sTheory of Communicative Action) and empirical data, through which interpretation and theoretical explanations grounded in the data emerged.FindingsDemonstrates that e‐commerce gives rise to increasing competition among the dealers, decreasing prices and migration of competition to price, decreasing profitability of the average dealer, and erosion of traditional sources of competitive advantage. Moreover, e‐commerce emancipates and empowers vehicle purchasers while reducing the power of automobile dealers.Research limitations/implicationsThe research findings focus on the effects of e‐commerce on the automobile distribution industry. However, one could argue that a number of the findings extend to other retailing‐based industries.Practical implicationsThe paper illustrates a research methodology that may be useful to study other e‐commerce applications.Originality/valueThis paper illustrates the application of Habermas'sTheory of Communicative Actionto studying the effect of e‐commerce.

This paper focuses on the relationship between information systems (IS) and organizational processes from the perspective of the rationality of actors and their actions. The terms rational and rationality that are used in theoretical writings and in everyday life denote a multiplicity of meanings. The idea of reason has been connected with the disposition of actors to give rational grounds for or logical explanations of their beliefs and actions. Similarly, the actions by which actors achieve desired ends are regarded as rational. Furthermore, organizational processes that embody and are governed by rational actions are considered rational. More generally, an increase in the rationality that characterizes modern organizations and society is called rationalization. This paper explores the relationship between IS and organizations within the light of the progressive rationalization of organizational processes.

The paper questions common assumptions in the dominant representational framings of information systems success and failure and proposes a performative perspective that conceives IS success and failure as relational effects performed by sociomaterial practices of IS project actor-networks of developers, managers, technologies, project documents, methodologies, and other actors. Drawing from a controversial case of a highly innovative information system in an insurance company--considered a success and failure at the same time-- the paper reveals the inherent indeterminacy of IS success and failure and describes the mechanisms by which success and failure become performed and thus determined by sociomaterial practices. This is explained by exposing ontological politics in the reconfiguration and decomposition of the IS project actor-network and the emergence of different agencies of assessment that performed both different IS realities and competing IS assessments. The analysis shows that the IS project and the implemented system as objects of assessment are not given and fixed, but are performed by the agencies of assessment together with the assessment outcomes of success and failure. The paper demonstrates that by reframing IS success and failure, the performative perspective provides some novel and surprising insights that have a potential to change conversations on IS assessments in both the IS literature and IS practice.

The paper investigates knowledge sharing and co‐creation in an organisation‐wide discussion supported by Computer‐Mediated Communication (CMC). The paper draws on the empirical evidence from a field study of a consultative process as part of a University strategic decision‐making. Informed by Habermas’s theory of communicative action, the investigation focuses on communicative practices in the CMC discussion and the ways participants interact, share knowledge and co‐create meanings in a particular situation. Communicative analysis of organisational discourse via CMC reveals hidden structures and mechanisms that impede knowledge sharing and inhibit cooperative meaning making. The issue here is whether CMC enables or disables some of these structures and mechanisms. By interpreting the CMC discussion as an argumentation process the paper aims to provide deeper insights into this issue. Among the lessons learned are requirements for new technologies to support knowledge sharing and meaning co‐creation.

Reports preliminary results from an ethnographic study of a consultative process in an Australian university during 1997. By providing a “virtual discussion forum” an organisational support system (OSS), based on e‐mail and Intranet, was expected to enable equal participation in the consultative process, freedom of expression (“everybody will have their say and will be heard”) and to contribute to more participative and consensus‐based decision making. The analysis of data collected (messages, documents, interviews, notes) suggests that the OSS was not used uniformly across the institution by departments, groups and individuals. Different modes of use of the OSS identified related to contextual features, such as democratic versus authoritarian management traditions, the sharing of power versus authority of power, the culture of consultation versus obedience to superiors. It was found that these contextual features conditioned the modes of use and consequently the role OSS played in the process. On the other hand, it was observed how, in the course of the process, the OSS affected these contextual factors themselves.

Planning, performing and evaluating group processes in all kinds of organizations are challenging new applications of information and communication technologies (IT). Institutionalized group processes, called activities , are the subject of inquiry with the aim of creating IT-based support. Activities are defined in a social context: they are performed as conversations between human beings. By performing activities participants affect and change the social context. Therefore they heavily rely on means of communication and the availability of relevant organizational knowledge. This paper introduces the concept of the Organizational Activity Support System (OASS) as a new means for knowledge communication and conversation between participants in activities. The language for computer-mediated interaction and the formal model of activity, provided by OASS, are presented, illustrated by the example of a meeting of a governmental body.

The purpose of this paper is to develop an understanding of the knowledge, skills and competencies demanded of early career information systems graduates in Australia. Job advertisements from 2006 were collected and investigated using content analysis software to determine the frequencies and patterns of occurrence of specific requirements. There was a high demand for technical knowledge and competencies as well as communication skills. A core cluster of IS knowledge and skills emerged which appear to be in demand across a wide variety of jobs. Issues raised include the role of entry level positions in the preparation of their incumbents for future more senior positions. The findings add an Australian perspective to the literature on information systems job ads and should be of value to educators.

This paper investigates the concept of information. It follows different approaches for defining information before discussing a knowledge-in-action view on information as part of sociomaterial practices. Drawing from Stamper’s (1991) extended semiological framework the paper proposes its reinterpretation to study information as a sociomaterial phenomenon. The paper further argues that rather than focusing on finding general definitions for information, intellectual efforts should concentrate on characteristics and attributes of information. Combining earlier efforts in this direction different attributes of information such as novelty, time dependence, or goal relevance. are introduced. Locating those attributes within Stamper's extended semiological framework helps to identify different aspects of sociomaterial context affecting information. The field of information systems (IS) faces a credibility crisis, which threatens its stature as a highly-respected academic discipline (Firth, King, Koch, Looney, Pavlou, and Trauth, 2011; Winter and Butler, 2011; among others). This article summarizes a panel discussion at the ICIS 2011 Conference, where a group of distinguished IS professors offered their unique perspectives on the challenges, origins, and solutions related to the global credibility crisis in IS. Using stakeholder theory as an organizing framework, the panel session identifies the key stakeholders influencing the credibility of the IS discipline, as well as the challenges and opportunities facing IS programs worldwide.
