This article presents long-term analyzed rainfall and temperature data obtained from the National Metrological Agency (NMA) of Ethiopia. Using tables and graphic trends of analysis, the article shows the low and declining level of average annual rainfall as well as the high inter-annual fluctuations for 18 weather stations located in different agro-climatic zones of the country. The high variation of annual maximum and minimum temperature has been similarly observed for decades in the stations. Ethiopia's average annual temperature has risen between 1955 and 2015 by 1.65 °C. The country's agricultural production depends heavily on local temperature and rainfall. The evidence is clear that a slight change in such climatic elements negatively affects the food security condition of both producers and consumers. Although data from the Central Statistical Agency (CSA) show that major cereal crop production has increased at the national level, partly due to the increasing application of fertilizers and modern seeds, Ethiopia's food security condition is deteriorating due to global climatic events caused droughts and rain failure. The rate of food price inflation is thus often higher than the general consumer price inflation rate.

Measuring poverty requires adjusting nominal consumption (or income) into a real value of consumption, across geographic areas and over time. To this end, data on consumer prices are used to construct a price index. There are a range of approaches to do this, from using the consumer price index, to survey-based unit values, which differ in the underlying sources of price data and methodologies for indexing. These different approaches can have large impacts on poverty measures and trends. Surprisingly little attention has been focused on this topic. This study reviews a range of issues and the evidence on how prices matter for measuring poverty, particularly in Africa. It draws on a wide literature, much from developed countries, and offers suggestions for future work in this area.

After 2005, commodity prices experienced their longest and broadest boom since World War II. Agricultural prices have now come down considerably since their 2011 peak, but are still 40 percent higher in real terms than their 2000 lows. This paper briefly addresses the main arguments on the causes of the agricultural price cycle. It broadens the scope of analysis by focusing on six agricultural commodities, and identifies the relative weights of key quantifiable drivers of their prices. It concludes that increases in real income negatively affect real agricultural prices, as predicted by Engel's Law. Energy prices matter most (not surprisingly, given the energy-intensive nature of agriculture), followed by stock-to-use ratios and, to a lesser extent, exchange rate movements. The cost of capital affects prices only marginally, probably because it not only influences demand, but also evokes a supply response.

Promoting faster growth and poverty alleviation through competition is particularly important for South Africa, which is facing weak economic growth and limited fiscal resources and has to look to avenues outside the fiscal space to stimulate faster sustainable growth and progress towards its ultimate goal of eliminating poverty, outlined in the 2030 National Development Plan (NDP). The update presents a candid assessment of South Africa’s economic prospects. With growth declining in per capita terms the NDP goals are moving further out of reach. South Africa urgently needs fundamental reforms to kick start growth and promote job creation. Advancing with reforms to improve the lives of South Africans is particularly attractive, since they hold the potential to boost growth and speed up poverty alleviation. Competition policy demonstrates the power of bold reform to ease pressures in times of a tight public purse. The report is organized as follows: section one presents economic developments and prospects, and section two presents promoting faster growth and poverty alleviation through effective competition policy.

Income growth in emerging economies has often been cited as a key driver of the past decade’s com-modity price boom—the longest and broadest boom since World War II. This paper shows that income has a negative and highly significant effect on real food commodity prices, a finding that is consistent with Engel’s Law and Kindleberger’s thesis, the predecessors of the Prebisch-Singer hypothe-sis. The paper also shows that, in the long run, income influences real food prices mainly through the manufacturing price channel (the deflator), hence weakening the view that income growth exerts strong upward pressure on food prices. Other (short-term) drivers of food prices include energy costs, inventories, and monetary conditions.

This paper presents first concepts and insights on an International Carbon Asset Reserve. In particular, it explores how different design options can support a range of networked carbon pricing efforts. The report provides an overview of key risks in carbon markets, highlights the benefits of pooling risks on an aggregated scale, and identifies potential design options and structures for an international carbon asset reserve. The paper contributes to the wide effort to promote a long-term price on carbon and carbon market stabilization, comparability, and networking.

Public transfer programs that allow beneficiaries to choose the transferred good may be more efficient, but the poorest beneficiaries may not participate if the good chosen is too costly. A model shows that program targeting and consumption impacts are tied to selected quality of the provided good. Evidence from a randomized trial in rural India in which groups of beneficiaries choose the variety of rice to be offered as a subsidized loan confirms that choosing lower cost goods self-targets the program towards the poorest beneficiaries. Consumption impacts are biggest for wealthiest households and may be negative for moderately poor households.

This paper addresses the role of market remoteness in explaining maize price volatility in Burkina Faso. A model of price formation is introduced to demonstrate formally that transport costs between urban and rural markets exacerbate maize price volatility. Empirical support is provided to the proposition by exploring an unusually rich data set of monthly maize price series across 28 markets over 2004-13. The methodology relies on an autoregressive conditional heteroskedasticity model to investigate the statistical effect of road quality and distance from urban consumption centers on maize price volatility. The analysis finds that maize price volatility is greatest in remote markets. The results also show that maize-surplus markets and markets bordering Côte d'Ivoire, Ghana and Togo have experienced more volatile prices than maize-deficit and non-bordering markets. The findings suggest that enhancing road infrastructure would strengthen the links between rural markets and major consumption centers, thereby also stabilizing maize prices.

This article analyzes three criteria for labor market integration between Mexico and the United States (U.S.) before and since the North American Free Trade Agreement (NAFTA): the responsiveness of Mexican wages to US wage shocks, the speed at which relative wages return to a long-run differential, and changes in the rate of convergence of absolute wages. Tests for increased integration using these three criteria generate mixed results, which are then explored by directly incorporating trade, foreign direct investment (FDI), and migration. The results suggest that trade and FDI did in fact positively contribute to integration but that the increase in border enforcement depressed Mexican wages, masking the positive benefits.

Moving beyond the simple comparisons of averages typical of most analyses of household income shocks, this article employs quantile analysis to generate a complete distribution of such shocks by type of household during the 1995 crisis in Mexico. It compares the distributions across normal and crisis periods to see whether observed differences were due to the crisis or are intrinsic to the household types. Alternatively, it asks whether the distribution of shocks during normal periods was a reasonable predictor of vulnerability to income shocks during crises. It finds large differences in the distribution of shocks by household types both before and during the crisis but little change in their relative positions during the crisis. The impact appears to have been spread fairly evenly. Households headed by people with less education (poor), single mothers, or people working in the informal sector do not appear to experience disproportionate income drops either in normal times or during crises.

This article examines the impacts of China's accession to the World Trade Organization (WTO) on prices in its agricultural sector. The analysis uses a new methodology to estimate nominal protection rates in China's agricultural sector before its accession to the WTO. These new measures account for differences in commodity quality within China and between China and world markets. The analysis shows that some of China's agricultural commodities are well above world market prices and others are well below. The article also assesses market integration and efficiency in China. It finds high degrees of integration between coastal and inland markets and between regional and village markets. The remarkable improvements in market performance in recent years mean that if increased imports or exports affect China's domestic price near the border, producers throughout most of China will feel the price shifts.

Tajikistan has successfully emerged from the global economic crisis. Economic activity was strong, driven by growth in industrial production and services. Inward remittances remain a key factor in stimulating domestic consumption. Although inflation returned to single digits, it continues to be susceptible to higher global prices of key imports. The country remains vulnerable to a range of external shocks, and economic outcomes depend critically on regional trade, transport, and investment policies. Concerns remain with respect to weaknesses in the financial sector. Structural reforms continue, and transparency has increased. The outlook is generally positive, but chronic risks remain.

The Indonesia economic quarterly reports on and synthesizes the past three months' key developments in Indonesia's economy. It places them in a longer-term and global context, and assesses the implications of these developments and other changes in policy for the outlook for Indonesia's economic and social welfare. The near-term global economic outlook is fragile and emerging economies, including Indonesia, again face the risk of a potential crisis that is not of their making. The growth outlook for Indonesia's major trading partners (MTP), at 3.3 percent in 2012, remains relatively weak as increased Euro zone uncertainty adds to the ongoing drags on global growth from budget cutting and deleveraging in developed economies, and capacity constraints in some developing economies. Recent international financial market turbulence looks set to continue in the near-term and, while this baseline scenario remains the most likely outcome, capital flows to emerging economies and sentiment are likely to remain volatile. Further enhancing crisis preparedness is therefore a policy priority for economies such as Indonesia but, at the same time, it is important to push ahead with reforms and investments which can support medium-term growth in what is likely to be a weaker global economic environment. Indonesia's gross domestic product (GDP) growth remained a solid 6.3 percent year-on-year in the first quarter of 2012, down slightly from an average of 6.5 percent in 2011. Seasonally-adjusted growth overall came down off the highs of the final quarter of 2011 but consumption growth held up well. However, investment growth dipped and, reflecting the relative weakness of external demand, net exports again were a drag on growth. Inflation, although picking up somewhat, has remained relatively low and price expectations came down with the reduced likelihood of a subsidized fuel price increase in 2012, as oil prices declined. In the event of a major freezing of international financial markets which contributes to a drop in trading partner growth. In a scenario in which such a crisis was accompanied, or indeed precipitated, a severe, prolonged global downturn encompassing the major emerging economies, growth in Indonesia could drop to 3.8 percent, with the impact of the slowdown felt more sharply in domestic activity as commodity price falls reduce incomes and investment. In the event of a severe crisis, it is possible that domestic consumer and business sentiment drops sharply which, combined with any potential stresses in the financial sector, could result in further downside to the growth scenarios.

Support for Enhanced Macroeconomics and Fiscal Policy Analysis (SEMEFPA), AusAID The Indonesia economic quarterly reports on and synthesizes the past three months' key developments in Indonesia's economy. It places them in a longer-term and global context, and assesses the implications of these developments and other changes in policy for the outlook for Indonesia's economic and social welfare. Its coverage ranges from the macroeconomy to financial markets to indicators of human welfare and development. It is intended for a wide audience, including policy makers, business leaders, financial market participants, and the community of analysts and professionals engaged in Indonesia's evolving economy. International developments continue to shape Indonesia's near-term economic outlook, but the focus of attention has shifted. In late 2011 the primary concern was the deteriorating and uncertain outlook for the global economy and financial markets. Since then there has been further evidence of the slowdown in global economic momentum but also some positive signs, such as from the US, and international financial market conditions have improved. The recent sharp rise in global oil prices has added a new dimension to the situation. In particular, it has increased the projected cost of Indonesia's fuel subsidies. With the benefits of these subsidies mainly going to the wealthier segments of the population, there is a clear need to redirect this spending to more pressing development needs.

Arab countries face a number of food security risks due to their high dependence on wheat imports. This study explores ways in which countries can mitigate these risks. The authors evaluate the wheat import supply chain (WISC) from the unloading port to bulk storage at the flour mill, before the wheat is milled into flour. Existing literature treats isolated topics related to the supply chain, such as strategic storage and the use of financial instruments. This study is unique in that it takes a holistic view of the supply chain by examining how strategic storage, logistics improvements, and procurement strategies can all be used to improve food security. This study considers three critical aspects to the WISC and proposes several strategies Arab countries may consider to mitigate import risks: strategic storage (chapter two): maintain strategic wheat reserves to weather times of crisis and food supply disruptions and to contribute to domestic and international price stabilization effects. Logistics (chapter three): promote investments throughout the supply chain that create smooth logistics, improve security, provide a reliable supply of wheat, reduce the base cost of importing wheat, and reduce product losses. Procurement (chapter four): develop a procurement strategy that leverages strategic partnerships while maintaining a diversified portfolio of suppliers and mitigates import risks through the use of hedging strategies. Currently, overall storage capacity in the region averages the equivalent of six months of consumption, and estimated ending stocks average four and one-half months. However, many Arab countries are planning to increase their strategic wheat reserves as a policy to improve food security. This can provide them with critical lead time to secure alternative wheat supplies or supply routes during times of crisis. Reserves also offer psychological benefits that may prevent hoarding and pilferage.

Section one provides an economic update and assesses the challenges and near-term prospects facing the South African economy. In particular, it looks at the implications for South Africa of the resurgence of uncertainty in global financial markets, the surge in capital flows to safe-haven assets, the continuing Euro zone crisis, and signs of slowdown in some of the large emerging market economies. Section two focuses on inequality of opportunity in South Africa. For the first time, using innovative techniques, this section presents an analysis of the interlinked inequality of opportunities for children and for access to employment. Every society has a degree of inequality of outcomes that reflects differences in innate human capabilities, effort, education, experience, and skills. But a recognized goal for public policy is to ensure at least the equality of opportunity for every individual in a country. Many countries have used this new approach to develop targeted policies to promote such equality of opportunity and to monitor and evaluate the success of public programs.

The Malaysian economy decelerated as solid domestic demand was not sufficient to offset a weakening external environment. Private consumption growth continued at a healthy pace. Favorable rubber and palm oil prices drove up incomes of smallholders while continued employment and wage growth supported urban incomes. In contrast, fixed investment was more volatile, with private investment showing signs of picking up while public investments lagged. Malaysia's overall balance of payments recorded a larger surplus in the first half of the year reflecting a widening current account surplus and substantial net financial inflows. Malaysia's open economy is expected to slow further in the remainder of 2011 and into early 2012 mainly due to the deterioration in the outlook for external demand. Cities are central to Malaysia's aspiration to become a high-income economy. Smart cities are skilled and innovative. They play a crucial role in catalyzing economic growth by generating productivity gains through agglomeration economies. Smart cities are green and sustainable. They ensure a high quality of life to all citizens and the sustainability of economic gains. Finally, smart cities are resilient.

The global financial roller coaster, with the Euro zone as its lead car, has hit economic prospects across the globe. The South African economy, with its close links to the world economy, has suffered, too, resulting in weakened growth prospects, lower fiscal revenues, lower and more volatile valuation of the rand, and dampened external financing. This further compounds the policy challenges facing the authorities, on top of their preoccupation with unyielding unemployment, which requires higher and more inclusive economic growth. Policymaking is also conditioned by a growing recognition that future growth needs to be less carbon-intensive. As elsewhere, opportunities in green economies are viewed with keen interest, as a way of simultaneously targeting a cleaner environment and stimulating innovation, growth, and job creation. While green policies can have large synergies and co-benefits with the growth and employment agenda, they are not a substitute for it. Indeed, such synergies are likely to be mutually enhancing and larger when the growth and environment objectives are being pursued by multiple, well-targeted and coordinated policies.

Russia's economic growth slowed in the second quarter of 2011 as the inventory restocking cycle waned. High oil prices have kept the external current account in surplus but capital outflows continue. Gradually improving labor market conditions and access to credit and external borrowing are supporting domestic consumption but consumer confidence and external risks are constraining a more robust growth in domestic demand. Inflation is on a downward trend because of seasonal factors. The short-term fiscal situation is favorable mainly because of high oil prices with an almost balanced budget this year. But a large non-oil deficit requires concerted medium-term fiscal adjustment to replenish fiscal buffers and to move toward long-term sustainable levels of the non-oil deficit.

In fiscal year 2010-11, India's economy has expanded at a rate close to that observed prior to the global financial crisis. However, growth in the second half of the year slowed, and the performance of industry and investment has been particularly disappointing. Despite some fiscal consolidation and monetary tightening, inflation has emerged as a serious concern because of its effects on the poor, who are usually less able to protect themselves against rising prices, and because of its dampening effects on long-term investment, which is sensitive to interest rate expectations. India's economic growth reached 8.5 percent, helped by a strong rebound of the agriculture sector because of good rains in the 2010 monsoon season against the near-drought conditions of 2009. On the external side, exports staged an extraordinary recovery and the current account deficit narrowed, while capital flows slowed driven by a pronounced decline in foreign direct investment. Foreign institutional investment remained robust, however, and external borrowing increased to compensate partially for the decline in Foreign Direct Investment (FDI). The rupee remained stable against the U.S. dollar but showed a small real appreciation against a 36-currency trade weighted index, and Reserve Bank of India foreign reserves increased to more than $310 billion. The central government budget deficit for FY2010-11 is estimated to have reached 6 percent of Gross Domestic Product (GDP), an important contraction from the widened fiscal stance of FY2009-10. Budget implementation benefited from higher-than-expected growth in nominal GDP and related higher tax intake; although the tax-to-GDP ratio is still significantly lower than in FY2007-08. The spending-to-GDP ratio, on the other hand, was reduced by 0.7 percent of GDP despite two supplementary demands for grants.

Russia has seen even higher oil windfall in the past few months, which translates into likely fiscal surpluses this year and next. The government should not miss the opportunity provided by a large oil windfall to substantially improve its long-term fiscal position, further reduce inflation, and, therefore, ensure a strong basis for durable stability and healthy growth in the future. Rising domestic demand and credit activity are increasingly supporting solid growth. Overall, labor market conditions improved recently while poverty was broadly flat during and after the crisis, but unemployment and poverty in many regions remain difficult. Further reductions in poverty will require greater policy focus and persistence in implementing more effective and targeted programs, especially in the poorest regions. Two new special-topic analyses focus on export diversification in Russia, and food and energy inflation in Europe and Central Asia region. In the first, results show that productivity is the key to exports and that lack of competition and entrepreneurial innovation are relevant obstacles to the emergence of new, potentially exportable products. In the second, it is shown that food and energy prices in Russia and other countries in Europe and Central Asia are contributing significantly to consumer price inflation, complicating anti-inflation policy and poverty reduction.

The outlook for FY2011 has changed since the last macroeconomic update in October 2010.1 While gross development product (GDP) growths is still projected to be around 6.2 percent in FY11, inflationary pressures have strengthened and the external position has weakened. Rising energy and food subsidies are placing a strain on the budget, but higher-than-anticipated revenues and lower-than-budgeted Annual Development Program expenditures leave sufficient fiscal space for the government to react to these pressures. Progress on reforms is mixed, with advances made on Value Added Tax reforms, efforts to tighten liquidity and setting up a framework for public-private partnership projects. Developments on telecommunication policy, the Anticorruption Commission, and policy responses to stock market volatility are a cause for concern. The growth outlook for FY12 remains good but there are risks that need to be contained. Short-term risks include rising food and fuel prices, deteriorating remittances, an increased reserve drawdown, a growing quasi-fiscal deficit, stock market volatility and its potential impact on the banking sector. Long-term risks include the inability to sufficiently alleviate power shortages, raise public investment, and remove bottlenecks for private investment.

The pace of economic activity is gradually returning to pre-crisis levels. After a roller-coaster of sharp drops, vigorous rebounds and mild contractions, Gross Domestic Product (GDP) was up 4.8 percent in the last quarter of 2010 on a seasonally-adjusted annualized (SAAR) basis, closer to pre-crisis, normal levels. For 2010 as a whole, GDP expanded by 7.8 percent from 2009. Growth was broad-based, with significant contributions from external and domestic demands. Thailand's economy is one of the most energy intensive in the region because of the large (and growing) share of energy-intensive manufacturing in the economy and high proportion of cargo transported by trucks. Thailand can reduce its vulnerability to oil price shocks by raising fuel standards, improving tax incentives for conservation and relying more on rail for cargo transport.

The Indonesia economic quarterly reports on and synthesizes the past three months' key developments in Indonesia's economy. It places them in a longer-term and global context, and assesses the implications of these developments and other changes in policy for the outlook for Indonesia's economic and social welfare. Its coverage ranges from the macro economy to financial markets to indicators of human welfare and development. It is intended for a wide audience, including policy makers, business leaders, financial market participants, and the community of analysts and professionals engaged in Indonesia's evolving economy. Economic developments over the past quarter bear some strong similarities with the situation seen in the first half of 2008. Most notably, rises in domestic and international commodity prices have again brought with them a variety of risks, both positive and negative, at the macroeconomic and household level. While oil prices increased sharply with political developments in the Middle East and North Africa, strong price rises have been seen across global commodities. Non-energy commodities, including food, were up 30 percent in the six months to February 2011, similar to the increases seen in the first half of 2008. The experiences of other countries through the 2008 food price crisis suggest a range of potential policies which can provide well-targeted protection for vulnerable households and maintain and create incentives for producers to help limit future price volatility.

This paper analyzes the pass-through of exchange rate to different price indexes in Mexico. The analysis is based on a vector autoregressive model (VAR) using monthly data from January 1997 to December 2010. The pass-through effects are calculated by means of accumulated impulse response functions to a recursively identified exchange rate shock. The results show that the exchange rate pass-through to import prices is complete, but it declines along the distribution chain in such a way that the impact on consumer prices is below 20 percent. Moreover, we find that the exchange rate pass-through seems to have decreased substantially from 2001 onwards, which coincides with the adoption of an inflation targeting regime by Banco de Mexico.

This report is part of a series aimed at monitoring economic developments in the Democratic Republic of Congo (DRC). The main objective of these reports is to provide regular updates on key macroeconomic developments and reform initiatives. The reports focus on macroeconomic developments and key structural reforms that have both significant short and medium term impacts. This report presents a broad overview of macroeconomic, political and structural developments in the DRC up to January 2011 and the outlook for the remainder of 2011. DRC's constitution adopted in 2006 has been revised in January 2011 by Parliament. The main changes to the original texts include the election of the president by a majority in a single round vote. The Congolese authorities have maintained prudent fiscal policies under the International Monetary Fund (IMF) Extended Credit Facility (ECF) program, which has achieved the main objectives of this program in 2010 with an inflation rate (end-of-period) below the target of 9.9 percent. The economy has registered, thanks to the dynamism of the mining sector, a solid growth rate of 7.2 percent compared to 2.8 percent in 2009. Gross Domestic Product (GDP) growth for 2011 is projected to reach 6.5 percent. The country's external position has improved. The current account balance, including grants, improved from a deficit of 10.5 percent of GDP in 2009 to 6.8 percent in 2010. Favorable commodity prices on the world market contributed to this development.

A 'bottom up' regional Computable General Equilibrium Model (CGE) model for Vietnam is constructed for 28 commodities and 8 regions (using a GSO input-output table for 2005). The model is used to analyze the recent dramatic increases in the world price of rice on the regional economy of Vietnam, and the Vietnamese policy response to limit exports. Although results show limited 'pro-poor' outcomes, the CGE model and a micro-simulation (using 2006 VHLSS - Vietnamese Household Living Standard Survey data) show that recent rice export quotas resulted in falls total rural savings as measured by the difference in total income less total production cost and consumption of rice. The structure of the paper is as follows. Section two provides the background and reviews existing studies in Vietnam that have tried to estimate the welfare impact of government policies in rice market. Section three describes the methods and data. The results from the CGE model and micro-simulation on household data are discussed in section four. Section five offer concluding remarks.

Using recent estimates of industry assistance rates, the effects of trade liberalization in the rest of the world and in Pakistan alone are analyzed using a global and a Pakistan computable general equilibrium (CGE) model under two tax replacement schemes: a direct income tax and an indirect tax replacement. The results indicate that the distributional and poverty effects in Pakistan of a unilateral liberalization of all traded goods are significantly greater than the effects of trade liberalization in the rest of the world. There is relatively higher increase in real income and larger decline in poverty incidence in poor households both in rural and urban areas. The effects of agricultural trade liberalization alone in both the rest of the world and in Pakistan are considerably smaller than those from trade liberalization involving all goods. In both the agricultural and all-goods trade liberalization scenarios involving direct income tax replacement, real household income is raised and the poverty incidence is lowered at varied rates across all household groups except for the urban non-poor. When an indirect tax replacement is used, where the burden of replacing tariff revenue is shared by all household groups depending on their consumption structure, there is reduction in household income for most of the groups and less reduction of poverty.

This joint working paper lays out a rationale and strategic framework for improving food security and managing food-price shocks in the Arab countries. The paper does not provide country specific policy and project recommendations. Such recommendations will follow from the country by country application of the framework, taking into account each country's political and cultural preferences, resource endowments, and risk tolerance. In 2007 and the first half of 2008, a sharp rise in agricultural commodity and food prices triggered grave concerns about food security, malnutrition and increased poverty throughout the world. While the threat of a prolonged food-price shock receded with falling energy and commodity prices and a weakening global economy in the second half of 2008, many factors underlying the volatility in food prices appear here to stay and will require careful management if the world is to avoid future food-price shocks. This paper suggests three critical strategies that, together, can serve as pillars to help offset future vulnerability to price shocks: a) strengthen safety nets, provide people with better access to family planning services, and promote education; b) enhance the food supply provided by domestic agriculture and improve rural livelihoods by addressing lagging productivity growth through increased investment in research and development; and c) reduce exposure to market volatility by improving supply chain efficiency and by more effectively using financial instruments to hedge risk.

This study on Latin America is based on a sample of eight countries, comprising the big four economies of Argentina, Brazil, Chile, and Mexico; Colombia and Ecuador, two of the poorest South American tropical countries; the Dominican Republic, the largest Caribbean economy; and Nicaragua, the poorest country in Central America. Together, in 2000-04, these countries accounted for 78 percent of the region's population, 80 percent of the region's agricultural value added, and 84 percent of the total gross domestic product (GDP) of Latin America. The key characteristics of these economies-which account for only 4.5 percent of worldwide Gross Domestic Product (GDP), but 7.7 percent of agricultural value added and more than 10 percent of agricultural and food exports. The table reveals the considerable diversity within the region in terms of stages of development, relative resource endowments, comparative advantages and, hence, trade specialization, and the incidence of poverty and income inequality. This means that these countries represent a rich sample for comparative study. Nicaragua's per capita income is only one-seventh the global average, while the incomes of Colombia and Ecuador are one-third of this average. By contrast, the per capita incomes of Argentina and Chile average just one-eighth below and that of Mexico is one eighth above the global average. Only Argentina, Brazil, and Nicaragua are well above the global average in endowments of agricultural land per capita; the Dominican Republic and Ecuador are well below this average; and Chile, Colombia, and Mexico are a little less than one-third above the average.

Researchers often use unit values (household expenditures on a commodity divided by the quantity purchased) as proxies for market prices when calculating poverty lines and estimating consumer demand equations. Such proxies are often needed because community price surveys in developing economies are either absent or suffer quality problems. However, using unit values may result in biases due to measurement error and quality effects. In a household survey experiment, information on prices was obtained in three ways: from unit values, from a market price survey, and from the opinions of householders who were shown pictures of items and asked to report the local price. The three sets of price data are used to calculate poverty lines, estimate price elasticities, and analyze marginal tax reforms. There are substantial biases when unit values are used as a proxy for market price, even when sophisticated correction methods are applied. Performance was better for the price opinions of household members. The results highlight the importance of price collection methods and the need to consider the wider costs of having potentially unreliable community-level price data.
