RESUMO As cidades que apresentam concentração de indústrias enfrentam diversos problemas socioambientais associados à produção industrial, exigindo soluções que diminuam e previnam os impactos negativos provenientes das atividades industriais. Nesse sentido, o objetivo deste trabalho foi avaliar a possibilidade de aplicação do conceito de simbiose industrial, do campo da Ecologia Industrial, no município de Diadema (SP). Os dados referentes às empresas e suas respectivas matérias-primas e resíduos foram coletados na página eletrônica da prefeitura de Diadema, na seção Cadastro das Indústrias, e por meio de buscas na internet. Foram identificadas 1.293 indústrias em Diadema e mais de 2.100 interações potenciais entre empresas, matérias-primas utilizadas e resíduos gerados, com base tanto em processos utilizados no cenário atual como em processos que poderão vir a ser adotados pelas empresas que já existem no município, caso venham a produzir produtos do mesmo segmento — 890 das empresas identificadas apresentam ao menos uma possibilidade de interação. Foram contabilizados 32 tipos diferentes de resíduos que podem ser reaproveitados, com destaque para metais e plásticos. Considerando-se que Diadema ainda não possui estratégias direcionadas para a gestão de resíduos industriais, este trabalho pode contribuir para a elaboração de políticas públicas que visem à gestão de resíduos industriais em Diadema, bem como ser um ponto de partida para o planejamento ambiental do município. As informações geradas também podem ser úteis ao desenvolvimento de estratégias de simbiose industrial em outras regiões do Brasil. ABSTRACT Cities with industrial clusters face several environmental and social problems related to industrial production, requiring solutions to reduce and prevent negative impacts from industrial activities. The objective of this work was to evaluate the possibility of applying the concept of industrial symbiosis, from the discipline of Industrial Ecology, in the municipality of Diadema, São Paulo State. The data related to the companies and their corresponding raw materials and wastes were collected from the municipality of Diadema website, in the “Register of Industries” section, and through internet searches. A total of 1,293 companies were identified in the municipality of Diadema and more than 2,100 potential interactions between companies, raw materials used and waste generated, both based on processes used in the current scenario, as well as on processes that may be adopted by companies that already exist in the municipality, in case they produce products from the same segment – 890 of the companies identified present at least one possibility of interaction. Furthermore, 32 different types of waste that can be reused have been accounted for, with emphasis on metals and plastics. Since the municipality of Diadema still does not have strategies aimed at the management of industrial wastes, this work can contribute to the elaboration of public policies aimed at industrial waste management in Diadema, and act as a starting point to help in the planning and environmental management by the municipal government. The information obtained in this study can also be useful to potential future development of industrial symbiosis strategies in other regions of Brazil.

This paper aims at comparatively analyzing the IS process in three remarkable empirical cases. Ostrom’s Institutional Analysis and Development framework and its categories for analysis are used to understand each process. A theoretical and analytical framework is proposed based on a survey of contextual elements that shaped the behavior of organizations towards Industrial Symbiosis practices. The results show that although there was no clear, linear order in which the actors developed symbiotic relationships, the decisions related to Industrial Symbiosis are shaped by a similar set of variables. These variables range from technical and economic aspects, such as the diversity of industries and the viability of exchanges, to social and institutional aspects, encompassing critical environmental issues; bilateral agreements; collective engagement; trust to build cooperative relationships; communication and information sharing strategies; integrated regulatory framework at three levels; congruence between government and company actions to create a cooperative environment; and governance structures involving local government, companies, research and development institutions, and a coordinating entity or the champion. This framework may serve as a reference for diagnostic analyses assessing aspects that can be improved wherein Industrial Symbiosis is already underway. It may also be useful in prescriptive analyses assessing the potential for implementing IS.

A sociedade passou a exigir de líderes, governantes e corporações a adoção de boas práticas ambientais e a melhor relação entre as organizações e o meio ambiente. Nesse contexto, a economia circular surge como uma alternativa ao modelo tradicional de produção e consumo, por meio de atividades de incentivo à redução da geração de resíduos e subprodutos, bem como a diminuição da quantidade de matéria-prima necessária. Uma das formas de implementação da economia circular se dá através de relações de cooperação e sinergia de materiais e serviços entre indústrias colocalizadas em ecoparques industriais. Essa pesquisa buscou identificar quais as práticas adotadas em ecoparques industriais possuem maior relevância para o desenvolvimento dessas iniciativas. Foi utilizado o Processo Hierárquico Analítico (AHP), onde um painel de especialistas foi consultado para determinar a ordem de importância de 16 práticas identificadas através de uma revisão estruturada da literatura. Verificou-se que a categoria Econômica obteve a maior importância relativa, seguida das categorias Organizacional, Técnica, Política, Capacitação e Informacional. Os resultados foram dispostos em um framework visual e também foram relacionados com os estágios de desenvolvimento de ecoparques industriais. The increase in the world population and changes in consumerpatterns, coupled with the constant reduction of natural resource reserves and the increase in the complexity and potential damage of industrial processescaused an increase in the level of environmental awareness globally. The society started to demand from leaders, governments and corporations the adoption of betterenvironmental practices andanenhanced relationship between organizations and the environment. In this context, the circular economy emerges as an alternative to the traditional model of production and consumption, through activities to encourage the reduction of the generation of tailings and by-products, as well as the reduction of the amount of raw material needed. One of the ways of implementing the circular economy is through cooperativerelationships and the synergyof materials and services between co-localized industries in eco-industrial parks. This research sought to identify which practices adopted in industrial eco-parks are more relevant to thedevelopment of these initiatives, through the use of the Analytical Hierarchical Process (AHP), where a panel of experts was consulted to determine the order of importance of the 16 practicesidentified through a structured literature review. It was foundthat the Economic category obtained the greatest relative importance, followed by the Organizational, Technical, Policy, Training and Informational categories. The results were arranged in a visual framework and were also linkedto the development stages of eco-industrial parks.

This research analyzes the importance of the institutional and economic context and the institutional capacity building to develop an industrial symbiosis networks through the “Programa Mineiro de Simbiose Industrial” (PMSI). The research is qualitative, exploratory and descriptive, using content analysis techniques. Interviews were conducted with managers and government actors with active PMSI participation. The institutional and economic contexts and the current knowledge, mobilization and relational capacities were identified. The results indicate that the industrial symbiosis network is not dense and there are few waste exchanges among companies. There is an effort among actors who participate in the PMSI to build knowledge, mobilization and relationship capacities. However, the institutional context is unfavorable to the development of industrial symbiosis. This study article reinforces the need to invest in eco-innovative solutions and institutional environment improvements to develop efficient natural resources and waste management, and thus allow the development of eco-industrial parks. Resumo O artigo analisa a importância do contexto institucional e econômico, e da construção da capacidade institucional para o desenvolvimento de uma rede de simbiose industrial. A pesquisa caracteriza-se como qualitativa, exploratória e descritiva, utilizando a técnica análise de conteúdo. Foram realizadas entrevistas com gestores de empresas e atores institucionais que participam do Programa Mineiro de Simbiose Industrial (PMSI). Foram identificadas as pressões do contexto institucional e econômico, o estágio atual das capacidades de conhecimento, mobilização e relacionamento capazes de gerar interações na rede de empresas. Os resultados da pesquisa indicam a existência de uma rede de simbiose industrial pouco densa e com trocas isoladas de resíduos entre empresas. Existe um esforço dos atores que participam do programa mineiro de simbiose industrial na construção de capacidades de conhecimento, mobilização e relacionamento. No entanto, o contexto é desfavorável ao desenvolvimento da rede de simbiose industrial. As conclusões da pesquisa reforçam a necessidade de investir em soluções eco-inovadoras e a melhoria do ambiente institucional e econômico para a gestão eficiente dos recursos naturais e dos resíduos, e que possibilitem a criação de eco-parques industriais.

Industrial symbiosis plays an important role in the process industry, where an effective management of resources can bring both economic and environmental benefits. Traditionally, the design and extension of eco-industrial parks has been mainly based on intuition and experience; yet, the number of actors involved, the number of flows to manage and the different nature of the materials and energy exchanged lead to complex problems that can benefit from the use of systematic decision-making methods. The aim of this contribution is to produce useful tools to identify the most favourable synergies and transformations for a process network. The proposed model has been tested on a case study that consists of an ethylene and chlorine based eco-industrial park. Results confirm the capabilities of the proposed targeting methodology to match sources and sinks of resources.

International audience; The Industrial symbiosis emergence constitute a complex and dynamic process that we set in four different phases in this paper: Emergence, Regional efficiency, Regional learning, and Sustainable Industrial District. Embedded in a theoretical framework concerning the industrial symbiosis dynamic, this paper triggers a historical sequence of consequences in the industrial ecosystem evolution encompassing micro and macro elements, which also depends upon the individual actors' intervention in the network. The industrial symbiosis at Altamira is depicted here as a centralized and ancillary industrial symbiosis embedding a socio-technical and environmental model, one of the most complete biophysical, social, and economic symbiotic case studies in Latin America. The further historical analysis uses the number of actors composing the industrial network and the amount of material and energy exchange flows as a proxy for the success of the Altamira By-Products Industrial Symbiosis as a way to approach sustainability in the industrial ecosystem and attractiveness in the territory. According to the analysis of those proxies in Altamira, the actors involved in the network decrease at the Regional efficiency stage, with the highest synergies rate. The Regional learning phase follows the dynamic through an eco-innovative ecosystem strategy, encompassing small and medium size firms in the region, as the mechanisms for improving learning and innovation, decreasing transaction costs and boosting sustainability.

The industrial symbiosis in eco-industrial parks requires intense broker involvement to be implemented. However, market changes and technological advancement could undermine the level of symbiosis during operations. In this research, the existing symbiosis indicators were identified and classified using a systematic literature review. The results demonstrated the necessity to achieve indicators sufficiently simple that brokers are enabled in confronting the monitoring and promotion of symbiosis. In this paper, an industrial symbiosis indicator is introduced that detects the variation of symbiosis over time and that provides a dynamic perspective of the eco-industrial parks. This indicator can be used in the underpinning of decisions and the provision of continuous improvement. It was evaluated in several theoretical scenarios created from real data. The three scenarios are: absence of symbiosis, presence of symbiosis, and perfect symbiosis. The results demonstrate consistency between the values of the indicator and changes in the scenarios. The industrial symbiosis indicator proposed was able to detect variations in symbiosis with simple measures, and could support managers in encouraging companies to actively engage in effort for more advanced levels of symbiosis. The concept of “environment impact momentum”, proposed and applied in this research, is a theoretical construct that could support a new class of indicators capable of identifying the dynamic behavior of eco-industrial parks.

The sustainable development must be seen from the understanding of the multiple relation that occurs between the natural environment and the other actors of the system. In agroindustrial systems, this is a serious issue because of the close dependence between production processes and natural elements. The objective of this paper is to organize, from other published studies, the main energy and material flows already identified within the sugarcane sector. Then, it present an overview of the degree of closing cycle regarding that sector. This work is an descriptive research that uses secondary data and the results demonstrates: i) the high rates of reutilization of bagasse of sugar cane and water allows the cogeneration of energy and the low capitation of water from natural resources; ii) the possibility of treatment for by-products allows the reutilization in other processes, as biodigestion and fertigation., O desenvolvimento sustentável precisa ser encarado a partir do entendimento das múltiplas relações causais entre meio ambiente e os atores do sistema. Em sistemas agroindustriais isso urge devido à dependência entre processos de produção, qualidade dos ecossistemas, regimes climáticos e condições físico-químicas do solo. O objetivo do estudo é organizar, a partir de estudos publicados sobre o tema, os fluxos de Matéria e Energia já identificados para o setor sucroalcooleiro, apresentando um panorama geral do seu grau de fechamento de ciclo. É uma pesquisa descritiva com uso de fontes secundárias de dados e informações. Destacam-se nos resultados: i) reutilização do bagaço para cogeração de energia; ii) alta taxa de reutilização de água, que possibilita baixa captação deste insumo da base de recursos hídricos; e iii) possibilidade de tratamento da vinhaça, torta de filtro e cinzas, orientadas aos processos de fertirrigação e/ou biodigestão.

O setor metal mecânico está inserido neste contexto, pois se caracteriza como setor de grande impacto ambiental adverso, além de consumir recursos naturais, gera uma série de resíduos sólidos, efluentes líquidos e emissões atmosféricas. Na Simbiose Industrial, os vários agentes (stakeholders) que participam, direta ou indiretamente, das atividades das empresas são os grandes propulsores das mudanças em prol da prevenção da poluição. Essa relação entre as partes pode acontecer de diversas formas, formando uma rede de melhorias ambientais conjuntas. É exatamente neste ponto que esta pesquisa pretende expandir-se e estudar a inter-relação das empresas com seus demais atores. Quem motiva quem? Quem ou quais são as molas propulsoras das mudanças ambientais? Que interrelações com esse propósito já acontecem nas empresas? De que forma ocorrem? Essas questões, abrangentes e complexas, são avaliadas e discutidas ao longo deste trabalho e aprofundadas em estudos de caso realizados em três empresas do setor. O estudo também contempla uma identificação das indústrias deste setor na área de abrangência citada, que aponta 331 empresas localizadas em 17 municípios dos trechos médio e inferior da Bacia dos Sinos, que é onde ocorrem os maiores impactos negativos oriundos de atividades industriais. Dentro do contexto apresentado, o presente trabalho tem como principal objetivo o de contribuir para a minimização dos impactos ambientais gerados pelo setor metal-mecânico na Bacia do Rio dos Sinos, tendo como horizonte a Ecologia Industrial. Aliando os resultados da identificação das indústrias e dos estudos de caso, o presente trabalho propõe um modelo de Simbiose Industrial, com o foco em coprodutos, aplicável ao setor, na área de abrangência da Bacia dos Sinos. O modelo é composto de sete etapas, que impulsionam as melhorias ambientais dos participantes, englobando desde a realização de uma gestão ambiental preventiva até a criação de uma rede de intercâmbios de co-produtos e recursos intangíveis, como conhecimento e informações. Para tal, diversos stakeholders são fundamentais, como entidades de apoio, universidades e instituições de fomento. Os estudos de caso demonstram que não existe uma única resposta à questão sobre os motivos das empresas para aprimorarem-se ambientalmente. A empresa X possui uma motivação exclusivamente cultural. A Empresa Y tem sua motivação mais arraigada na pessoa do diretor da empresa no que na empresa, embora exista um grande esforço do diretor para tal. Já na Empresa Z, a motivação é exclusivamente estratégica. De qualquer forma, os estudos demonstram que a cultura ou educação ambiental direcionam os motivos da mudança. Identificaram-se relações simbióticas entre empresas e stakeholders nos três casos estudados. Over the years, industrial development has brought positive and negative impacts on society. The metal mechanic sector is em bedded in this respect because it is characterized as a sector of major adverse environmental impact, in addition to consuming natural resources; it generates a series of solid wastes, liquid effluents and atmospheric emissions. Industrial Symbiosis in the various actors (stakeholders) involved, directly or indirectly, the activities of firms are major drivers of change towards pollution prevention. This relationship between the parties can happen in various ways, such as forming a network of joint environmental improvements. It is exactly this point that it intends to expand and explore the inter-relation of the companies with their other players. Who drives whom? Who or what are the mains prings of environmental change? Those inter-relationships for this purpose is already happening in business? How do they occur? These issues, comprehensive and complex, are addressed, evaluated and discussed throughout this work and in-depth case studies in three companies in the industry. The study also includes an identification of the industries of this sector in the area range cited, which identifies 331 companies located in 17 cities from the medium and lower Basin of the Sinos River, which is where the greatest impacts occur from industrial activities. Within the context presented, this dissertation ma in objective is to contribute to the minimization of environmental impacts caused by the metal-mechanic sector in the Basin of Sinos River, having in mind the Industrial Ecology. Combining the results of identification of industries and case studies, this dissertation proposes a model of industrial symbiosis, focusing on by-products, applicable to the sector in the area of the Basin of the Sinos River. The model consists of seven steps that drive environmental improvements of the participants, comprising the implementation of a preventive environmental management for creating a network for exchange of by-products and intangible assets such as knowledge and information. To this end, several stakeholders are the key, such as support entities, universities and funding institutions. The case studies show that there is no single answer to the question about the motives of companies to improve themselves environmentally. Company X has a purely cultural motivation. Company Y has its motivation rooted more in the person of the company's director from the company, although there is a great director for this effort. In the Z Company, the motivation is purely strategic. Anyway, studies show that culture or environmental education directs the reasons for the change. It was identified symbiotic relationships between companies and stakeholders in the three cases studied.

"El desarrollo económico basado en la producción masiva de bienes y servicios, ha traído consigo severos daños al ambiente debido a la estrecha relación que existe entre el crecimiento poblacional e industrial y el deterioro ambiental. Dicha situación ha llevado a nuestra civilización a enfrentar un importante reto: convertir las economías industrializadas en sistemas industriales sustentables, demandando la integración de las actividades humanas con los sistemas físicos, químicos y biológicos del planeta. De esta forma, como resultado de la aparición y evolución de diversos conceptos creados desde los años 70's hasta la actualidad, surge el enfoque de la Ecología Industrial como una alternativa bajo la cual, los sistemas de producción lineal se convierten en cíclicos imitando el comportamiento de los ecosistemas naturales promoviendo el cierre de ciclo de materia, con el objetivo de garantizar el desarrollo sustentable a cualquier nivel, relacionando e impulsando las interacciones entre los sectores económico, ambiental y social."
