The higher education efficiency evaluation model using the data envelopment analysis method has interested many researchers. This paper uses bibliometric analysis on publications extracted from the Scopus database to provide a comprehensive overview of research publications on the measurement of higher education efficiency based on data envelopment analysis: its growth rate, major collaboration networks, the most important and popular research topic. A total of 169 related publications were collected and analyzed from 1988 to 2021. The analysis results show that: Publications published every year have increased sharply in the last six years; The quality of publications is relatively high as publications tend to be published in journals with high-ranking indexes; Countries with the most influence in studies on this topic are: Italy, China, Spain, the USA, and the United Kingdom; Authors with the most influence in this research direction are Agasisti T., Abbott M., Doucouliagos C., Avkiran N.K., and Johnes J.; The research cooperation among countries and among affiliations is not strong. Finally, the paper has provided recommendations for future studies based on the findings.

This paper carried out a contextual analysis of different models of performance appraisals in both developed and developing countries on Higher Education Institutions (HEIs). First, it conducted a thorough examination of the contextual implications of performance appraisal models in developed and developing countries. Secondly, to better understand the various performance appraisal models for HEIs in both developed and developing countries, a review of the theoretical and conceptual framework of several performances appraisal models were conducted. The third phase of the review focused on performance appraisal in educational institutions in selected countries, as well as a review of Eric Alan Hanushek article on the role of human capital in economic growth in developing countries. Finally, the paper presented the findings and the research gaps identified in the review. In carrying out the first phase of this paper, the emphasis was placed on the importance of the context, which involves the interplay between the extrinsic (such as societal norms, economic and political situation of the country) and the inherent (institutional culture and leadership style) factors within which the HEI operates. Intrinsic and Extrinsic factors affecting the performance assessment of HEIs in Iraq, Kurdistan, have been reviewed. A similar review was carried out in HEIs in the United Kingdom and the United States of America to determine the extent to which organizational culture and social norms influence the formulation of performance appraisal models.

This article offers a global overview of the burgeoning field of micro-credentials and their relationship to lifelong learning, employability and new models of digital education. Although there is no globally accepted definition of micro-credentials, the term indicates smaller units of study, which are usually shorter than traditional forms of accredited learning and courses leading to conventional qualifications such as degrees. The paper aims to provide educators with a helicopter view of the rapidly evolving global micro-credential landscape, with particular relevance to higher education leaders, industry stakeholders and government policy-makers. It addresses five questions: (i) What are micro-credentials? (ii) Why micro-credentials? (iii) Who are the key stakeholders? (iv) What is happening globally? and (v) What are some of the key takeaways? Drawing on a European-wide perspective and recent developments in The Republic of Ireland, the paper concludes that micro-credentials are likely to become a more established and mature feature of the 21st-century credential ecology over the next five years. While the global micro-credential landscape is currently disconnected across national boundaries, more clarity and coherence will emerge as governments around the world increasingly align new credentialing developments with existing national qualification frameworks. The micro-credentialing movement also provides opportunities for governments and higher education institutions in partnership with industry to harness new digital learning models beyond the pandemic.

This rapid systematic review aims to examine emerging evidence on the effects of COVID-19 on educational institutions and assess the prevalence of e-learning changes in the sector. This paper reviews literature on learning, teaching, and assessment approaches adopted since the COVID-19 outbreak, and assesses the impact on the sector, staff, and students, summarizing findings from peer-reviewed articles. It categorizes these into five key themes: (1) digital learning; (2) e-learning challenges; (3) digital transition to emergency virtual assessment (EVA); (4) psychological impact of COVID-19; and (5) creating collaborative cultures. This represents the first systematic review of COVID-19's impact on education, clarifying current themes being investigated. The author suggests that the term 'emergency virtual assessment' (EVA) is now added for future research discussion. Finally, the paper identifies research gaps, including researching the impact on lesser developed countries, the psychological impact of transition, and the important role of leadership and leadership styles during the transition and handling of the pandemic.

Humanitarian events are increasing globally, both in number and intensity. In response, the international community spends approximately US $30 billion annually to alleviate both the immediate consequences of these climatic, geographic, and human-induced events but also to support mitigation and recovery. Over the past two decades, the humanitarian sector has increasingly professionalised. One under-studied aspect of this professionalisation is an increase in postgraduate studies in humanitarian action over the last 20 years. Despite this increase, there is no agreement on core curriculum or pedagogy across humanitarian studies courses. How do current Masters of Humanitarian Assistance (MHA) offerings converge and differ, and how can such courses further their contribution to the humanitarian endeavour? This paper surveys 26 anglophone courses offered in the United States, Europe, the United Kingdom, Australia, India, and Nigeria, exploring key characteristics of course entry requirements, flexibility, research, practical components, and academic foci. It does not recommend what a core curriculum for humanitarian courses should be, but does argue that core curriculum for humanitarian courses should be identified by relevant and diverse stakeholders such as affected communities, humanitarian agencies, disaster management bodies, and governments, to ensure that courses in this field provide appropriate learning outcomes. The paper suggests how such a 'charter' may be developed.

Activist research that conducts social investigation and analysis can be the key first step in organising at the grassroots and movement building. This paper critically analyses two research reports titled 'The Foreign Exchange of Hate' (Sabrang/Coalition against Genocide 2002) and 'In Bad Faith' (Awaaz South Asia Watch 2004) produced by progressive activists situated in progressive mobilisations in the North American and British South Asian diasporas. This research was amongst the earliest to systematically investigate and expose the transnational networks and activities of Hindu nationalism. Drawing on the scholarship of Aziz Choudry, I discuss key influences, goals, impacts and costs of these activist research projects. The analysis offer situated insights into the relationship between activist research and movement-building in the context of collective resistance to Hindu nationalism in Eurocentric, liberal multicultural societies.

YouTube now has more searches than Google, indicating that video is a motivating and, potentially, powerful learning tool. This paper investigates how we can embrace video to support improvements in teacher education. It will draw on innovative approaches to teacher education, developed by the Open University UK, in order to explore in more depth the potential of video. It will use case studies from three continents, and draw on research from different sources, in order to highlight the successes and the challenges. Looking across the examples presented, the paper will describe models of teacher learning and video use, and demonstrate that video can add value to teacher development activities provided that appropriate support and mediation, consistent with the pedagogy that is being promoted, is in place. Sustainable Development Goal 4 emphasizes the importance of improving the quality of the experiences that children have in school. This requires new models for teacher education, and has become an urgent issue. Video could be a significant part of the solution.

In this study, the variables having impact on the student motivation have been analyzed based on the articles, conference papers, master's theses and doctoral dissertations published in the years 2000-2017. A total of 165 research papers were selected for the research material and the data were collected through qualitative research techniques through document review and content analysis. According to the research results, the most important factors affecting student motivation are the fields of teacher, teachers' classroom management skills and their teaching methods. In this research, factors having less influence on the student motivation are parental communication, student characteristics and study fields. In addition, relational search type was used more than others, mostly students were selected as the study group and most researches were conducted in USA and Turkey.

Purpose: This paper aims to systematically review the university social responsibility (USR) implementation from the empirical studies, which published during the period from 2004 to 2020. Design/methodology/approach: The bibliometric method has been employed to review prior empirical research on higher education social responsibility topics. Findings: These synthesis results confirmed that USR initiatives as an excellent tool to attain sustainability and enhance university performance worldwide. Universities in developed nations underline paying more attention to the core values in the long-term; meanwhile, their counterparts in transitional countries to pay more attention to short-term activities by focusing on stakeholders. Research limitations/implications: The notable limitation is that in terms of the number of empirical papers employed as the data to analyze in this manuscript. Practical implications: This paper's findings have described the USR implementations and how well to define USR adoption from the empirical studies globally. Thus, it has theoretical implications in enriching the USR knowledge and providing useful guidance for universities, then recommend new research directions in the future for other scholars. Originality/value: This research is an initial attempt to systematize studies on USR implementation in universities between developed countries and developing nations.

Open educational resources (OER) continue to support the needs of educators and learners globally. However, it is clear that to maximise their potential more focus is needed on reuse and repurposing. Accordingly, adapting OER for local contexts remains one of the greatest challenges of the open education movement, with little written about how to support communities of users to adapt materials. This paper emerges from the ongoing debate around education quality in low income countries (LICs), taking as its focus two OER projects led by the Open University--TESSA and TESS-India. These projects have collaboratively developed core banks of OER for teacher education that respond to regional and national priorities and pedagogies. In this paper we explore how the projects have supported localisation of the OER and how processes of OER localisation can contribute to more equal knowledge partnerships in the pursuit of education quality. This article maps the scientific production and the contents associated with the sustainable development goals and their integration with universities during the past 21 years. Although many of the topics related to sustainable development goals (SDGs) have been addressed in different studies for decades, it is since 2015 onwards that they gained greater prominence due to the inclusion of higher education as an important actor in the fulfillment of the 2030 agenda and the United Nations SDGs. For the purpose of this paper, a bibliometric analysis of 871 papers, 535 documents in Scopus, and 336 in Web of Science (WoS) from 1998 to 2019 was performed, and the Bibliometrix analysis tool was used. The objective of this mapping is to answer the following research question: Is the integration of the Sustainable Development Goals and Universities a field of study? An analysis of the network of collaborators and trend topics in Scopus and WoS allows us to identify the concurrence and relationships of some keywords, such as sustainable development, sustainability and planning, and some background words, such as humans and global health. In another analysis, the word "higher education" is related to change. This article suggests that the integration of the Sustainable Development Goals in Universities is becoming a field of study under exploration, with a peak of production in 2016 and that has remained stable in the last three years, but thanks to the leading role assigned to Universities, intellectual production should increase in the following years.

This paper presents a compilation of personal reflections from 66 contributors on the impact of, and responses to, COVID-19 in accounting education in 45 different countries around the world. It reveals a commonality of issues, and a variability in responses, many positive outcomes, including the creation of opportunities to realign learning and teaching strategies away from the comfort of traditional formats, but many more that are negative, primarily relating to the impact on faculty and student health and well-being, and the accompanying stress. It identifies issues that need to be addressed in the recovery and redesign stages of the management of this crisis, and it sets a new research agenda for studies in accounting education.

Public engagement is recognised as having an increasingly important role in the changing landscape of higher education in the United Kingdom (UK), and is promoted as a 'pathway to impact' by many higher education funding bodies. However, there is limited evidence to support the outreach and impact gained by higher education institutes that undertake international public engagement activities. Similarly, little is known about higher education staff and student's experiences of participating in such public engagement activities. This study focusses on a Global Festival of Learning (GFoL) in delivering public engagement on an international stage through an integrated approach involving the fusion of education, research, and professional practice, and the perceived impact on staff and students. This paper proposes an adaptive model for public engagement founded on five strategic public engagement areas that can be transferred to other higher education institutes with an interest in developing their international outreach and impact.

In this paper, we explore the improvisations made in examination practices in higher education during the pandemic of 2020. Drawing on STS, we start from the theoretical assumption that examinations constitute an obligatory passage point in universities and colleges: a sacred point which students need to pass if they want to gain recognized qualifications. We base our analysis of higher education examinations on cases from six countries around the world: Australia, Belgium, Chile, India, Sweden and the UK. We use the analytical heuristic of choreography to follow the movements, tensions and resistance of the 'emergency examinations' as well as the re-orderings of actors and stages that have inevitably occurred. In our analytical stories we see the interplay between the maintenance of fixed and sacred aspects of examinations and the fluidity of improvisations aimed at meeting threats of spreading COVID-19. These measures have forced the complex network of examinations both to reinforce some conventional actors and to assemble new actors and stages, thus creating radically new choreographies. Although higher education teaching and didactics are being framed as a playground for pedagogical innovation with digital technologies, it is clear from our data that not all educational activities can be so easily replicated.

There is an urgent need to improve elementary and secondary school classroom practices across India and the scale of this challenge is argued to demand new approaches to teacher professional learning. Massive Open Online Courses (MOOCs) represent one such approach and one that, in the context of this study, is considered to provide a means by which to transcend traditional training processes and disrupt conventional pedagogic practices. This paper offers a critical review of a large-scale MOOC deployed in English, and then in Hindi, to support targeted sustainable capacity building within an education development initiative (TESS-India) across seven states in India. The study draws on multiple sources of participant data to identify and examine features, which stimulated a buzz around the MOOCs, leading to over 40,000 registrations and a completion rate of approximately 50% for each of the two MOOCs.

Empirical evidence supports the notion of special education teachers receiving limited pre-service training in augmentative and alternative communication (AAC). This lack of training is not only evident in the United States but in other countries such as United Kingdom, India, and Israel. Yet the teaching demands for the use of AAC are increasing as more students with complex communication needs are entering the school systems. As a result, this paper outlines four special education teacher competencies needed to effectively address the communication needs of these students. The four competencies consist of the needs for training in the areas of (1) communication development and communicative competencies, (2) teamwork and collaborative practices, (3) role and functions of AAC systems, and (4) AAC assessment and instructional strategies. These competencies are aligned to the standards from the Council for Exceptional Children and the literature available on AAC training. Evidence suggests there is a lack of training for special education teachers and other professionals in this area and limited research to guide teacher preparation programs.

This paper explores the long-term impact of study visits to south India undertaken by UK teacher education students from 1999-2002. The research involved students who had been on the study visits ten to fifteen years earlier. All the participants completed an extensive open-ended survey and the themes which then emerged were investigated through in-depth interviews and graphic representations. Previous studies have explored the immediate impact of study abroad programmes but the long-term effects are poorly understood. The findings from this research suggest that the study visits had lasting impacts on (a) the students' intercultural understanding (b) their professional practice and (c) their personal development. Additonally, the study visits generated the kind of educational risk that facilitates meaningful encounters with the world and helped the students change their frames of reference from ego-centric to world-centric perspectives. Such dispositions operate at a foundational level and are so deeply embedded they are often not acknowledged. A rhizomatic model is proposed in which the students' responses are seen as manifestations of an ethical engagement with self, others and the environment -- an essential quality for ITE students at a time of growing global social and environmental crisis.

The paper examines trends and issues in digital education programmes globally, drawing examples of developmental growth of Library Information Science (LIS), schools and digital education courses in North America, Britain, and Southern Asia, the slow growth of LIS schools and digital education in Nigeria and some countries in Africa and India. The literature so far visited dictated problems of inadequacy in digital education globally to dearth of faculty, training facilities, no collaboration among LIS schools in developing countries, encouraging collaborations in developed countries and not many students attracted to the course. Recommended solutions are suggested for attracting students into the programme and what to do to make it competitive like other programmes in the universities.

It is not unusual to find that employers operating in low-pay sectors are reluctant to provide vocational training. Frequently they fear benefitting competitors as better-skilled employees command a more competitive position in the labour market and may choose to leave one employer and take their newly acquired skills elsewhere. However, in contrast the expectation might reasonably be that employers in more skilled sectors would be more enthusiastic about such training particularly when the financial, environmental and human costs, of errors are high. This paper therefore analyses vocational training provision in the more skilled sector of professional seafaring. In this sector, accidents may cause massive environmental damage and loss of life, and may incur substantial fines and financial penalties. Using a mix of qualitative and quantitative data, the paper focuses upon the adequacy of the training that is provided to seafarer officers in relation to the introduction of new technology aboard their vessels.

Purpose: The purpose of this paper is to study the possibilities and potential barriers on the path of internationalization of the educational services market through development of the system of remote education. Design/methodology/approach: In order to determine the influence of development of the system of remote education on the process of internationalization of the educational services market, the authors use the method of regression analysis. A regression curve is built, containing the model of paired linear regression and the value of determination coefficient. The research object is the market of higher educational services -- as it is subject to internationalization and distribution of remote education. The research is performed based on the 2017 data by the example of countries from various regions of the world that show different rates and levels of socio-economic development but that achieved the largest success in development of the system of remote education -- the USA, the UK, Brazil, China, South Korea, Italy, Germany, India, Malaysia, Australia, South Africa and Russia. Due to the absence of the official international statistics on the issue of internationalization of the educational services market, the proprietary method is used for determining its level. Findings: It is concluded that remote education has a slight influence on the process of internationalization of the educational services market in the countries of the world, though it has large potential in the sphere of stimulation of internationalization of the educational services market, as it allows providing educational services of equal quality and equal cost for domestic and foreign students. Originality/value: The developed and presented model of managing the development of the remote education system of a modern university in the interests of stimulating internationalization of the educational services market allows overcoming these barriers and opening the existing potential of remote education in the sphere of stimulation of internationalization of the educational services market.

Can active citizenship be learned? In recent years, teaching citizenship issues are becoming popular in schools across various parts of the world. This paper makes reference to India as an example. It argues the need for a pedagogical debate on what makes an active citizen. The complex questions it begins to address are these: who is a citizen?; what does it mean to be an active citizen?; and under what social, political or educational scenario does a person become a citizen? Surely, the question is not just about learning citizenship but also in taking action as a citizen that education within schools needs to address. Based on a published book, this paper makes an eclectic enquiry into the example of the intercultural thinkers Mahatma Gandhi of India and his Japanese contemporary, Tsunesaburo Makiguchi, who had both contributed to lead their respective societies into a new trajectory of change. Secondly, this paper discusses innovative methods and activities in teaching citizenship education and the current use of this published research in a post-graduate certificate course in the UK. In addition, this paper argues that there is still a paucity of literature, which develops a broader understanding of thinkers from the East.

This paper reports on the design and evaluation of a UK University's global eLearning MBA programme. The aims of the research were to investigate the learning experiences of the students on the course and to evaluate the effectiveness of the support system so as to improve the programme. The primary research method was a longitudinal semi-structured questionnaire survey, and data were collected from students taking the course during the years 2008-2010. Three rounds of survey were conducted, resulting in 149 valid responses. The first round showed a fairly high level of student satisfaction with the programme, but also indicated areas that needed further improvement. The impacts of subsequent changes in the programme and the learning support system were investigated in the second and third rounds of the survey. Feedback from these has helped develop additional changes in the learning content and delivery approach of the programme. Overall, the findings helped improve the course's delivery approach, enriched the course's content, enhanced its quality, and improved the satisfaction level of the students. It is hoped that these findings can provide useful insights to course managers and eLearning developers of other courses offered in a global context. (Contains 2 figures and 3 tables.)

This paper reports the early stages of a funded UK-India Education and Research Initiative (UKIERI) project, "Widening Participation: Diversity, isolation or integration in Higher Education?" The project is concerned with greater equity, social justice, integration and social cohesion within the global market of higher education (HE). The main aim of this three year project is to explore the nature of social integration and separation, equality and discrimination experienced by diverse, minority, disadvantaged and under-represented students attending higher education in UK and India. In year 1 students and staff from five HEIs across both countries were invited to keep a record of what for them were important and relevant events on campus relating to the teaching, learning and social situations they encountered. Getting the target sample of 90 respondents proved difficult and the researchers were left pondering whether the record keeping method was appropriate, if there were important local differences in gaining access to participants, and if there was a general reluctance to talk about diversity issues. This paper addresses the problems encountered in gaining that initial sample, how they were eventually overcome and with what result.

The aim of this research is to present the determinants of students' perceptions of quality and experience of study at international branch campuses in Malaysia, a country that is set to become an academic hub in Asia. This study used a multi-method approach for data collection. The respondents comprised 245 students (both undergraduate and postgraduate) from six renowned international branch campuses operating in the country--three from Australia, two from the UK and one from India. In addition, a total of 21 face-to-face interviews were conducted after the survey. The results revealed that across the seven dimensions examined concerning education and non-education qualities--university reputation/image, programme quality, lecturers and teaching quality, student learning environment, effective use of technology, counselling and academic advising support, and social life (direct/indirect) facilities--the students were largely satisfied. The paper adds to the existing body of research on higher education service quality, particularly on students' perceptions and expectations of international branch campuses.

The higher education sector has become increasingly internationalised over recent decades. This paper examines a range of challenges that can arise where teaching staff in one context support and implement learning and teaching initiatives in another international context--transnational teaching. We use examples and experiences from our own practice to highlight challenges that arise from implementing cross-cultural and transnational teaching and that warrant further exploration, including differing expectations; differing views of learners and learning; the illusory nature of transformed practice; and time constraints. We discuss these challenges in the light of Hofstede's model of cultural dimensions as well as critiquing this model. We then highlight some possible guiding principles for transnational higher education work that include modelling good practice; ensuring reciprocity and mutual benefit; ensuring individual integrity and institutional credibility; and developing and supporting transnational staff.

The argument of this paper is that--within a wide range of university responses to the challenge of outreach--there grew up in the extra-mural or adult education departments of many UK universities an alternative epistemological paradigm to the older and more traditional extension programmes. This paradigm threatened the extension approach and has now been suppressed, to the detriment of the universities, adult education and many local communities.

Moving to a new country is often seen as a disturbing event in sojourners' lives. Several models of adjustment postulate that the first phase of the sojourn is either categorised by euphoria or anxiety. Using a case study of three Indian Postgraduate students, this paper investigates whether the beginning phase of these sojourners was euphoric or anxious in nature. The findings revealed that they had varied experiences and even mixed experiences that were both pleasant and/or unpleasant which were in turn determined by their individual differences and personal experiences. Another salient finding of this study was that the psychological side of the sojourn starts much before the students have even first set foot in the UK. This could serve as a basis for further research and to conceptualise a model of cultural adjustment that takes into account the impact of the pre-arrival phase on the overall sojourn experience.

Constructions of femininity and attendant notions of feminism are being produced in different ways in different places around the world. This is a complicated global process that cannot be reduced to analyses that take place in nation states. This paper seeks to respond to and enhance Angela McRobbie's compelling argument about understandings of contemporary girlhood, primarily in the UK context, by drawing into the fold Aihwa Ong's powerful thinking around theories of transnationality. Rather than repeating arguments about constructions of femininity that are invariably articulated within national confines, the discussion demonstrates the transnational nature of these subjective constructions by referring to recent ethnographic research undertaken in two elite schools in England and India, and focusing particularly on in-depth interviews and focus groups conducted with some of the young women who attend these schools.

Over the past decade, industry relevance and connectedness have evolved into a key requirement for students and their parents, who increasingly perceive employability upon graduation as a critical factor in the degree selection process. Simultaneously, professional bodies emphasise the need for high levels of industry engagement as a condition for accreditation, which in turn further impacts on the "marketability" of a specific degree. However, many of the skills emphasised by potential employers and industry reference groups are more closely aligned with generic graduate attributes, rather than discipline specific knowledge and skills. This increasingly includes an emphasis on cultural awareness, excellent communication skills and the ability to work in dispersed, often even virtual teams. This observation is arguably particularly relevant within the business (degree) context, where workforces become increasingly multicultural, as traditional borders and limitations make way for transnational opportunities. This paper discusses the benefits and challenges associated with a third year student project that set out to combine the need for discipline specific knowledge, with the acquisition of versatile, culturally sensitive business skills. Students participating in the aptly titled "communications challenge" competed against their peers as part of multicultural teams, representing twelve countries, across five continents. The authors conclude that experiential learning opportunities like this global, real life client project may not necessarily be popular amongst the wider student cohort. Furthermore, the acquisition of discipline specific knowledge may be limited when compared to "traditional" teaching deliveries. However, projects like this provide a number of benefits, in particular in the context of capstone units that set out to prepare students for a diverse career in an increasingly global, multicultural and complex environment.

This paper discusses the rationale underlying "PENTA", an EU funded Erasmus Mundus project. In doing so, it explores the challenges of internationalising and standardising European environmental assessment (EA) practice and education to a third country audience, looking at India as a case study. It is argued that the EU EA Directives are influencing the development of EA systems internationally, leading to a standardisation of the way in which EA is practiced. The so-called Bologna process is especially playing a crucial role in leading to the standardisation of European higher education and the EU's marketing initiatives are generating effects of internationalisation. Within this context, it is argued that an internationalised and standardised approach to EA education could improve the effectiveness of EA practice in both the developing and developed nations, and ultimately help address the environmental challenges that the world is facing today. However, harmonisation and standardisation challenges must be taken into account at an international and national level, as an internationalised EA curriculum such as that proposed by PENTA must nevertheless be relevant to different policy planning and cultural contexts.

This paper documents the impact of a study visit to south India in 2007 on students following courses in initial teacher education at Canterbury Christ Church University, UK. The research was conducted by the two course leaders and employed a varied methodology, involving open-ended questionnaires, self-reporting of emotions, video diaries, informal conversations and follow-up interviews. The main finding was that the study visit was a powerful learning experience which transformed students' thinking by creating dissonance on a cognitive, emotional and existential level. These results are placed alongside current research in psychology and neuroscience to argue that a sense of hope and personal flourishing can be generated through experiences of this kind. This is supported by a model of transformational learning which highlights personal growth and development. We conclude by proposing that the study visit provides an example of how intercultural understanding can reinvigorate teacher education with a sense of meaning and hope. In the late 1990s, sustained economic growth in most Organisation for Economic Cooperation and Development (OECD) countries and the development of the information economy led to a considerable increase in migration of highly skilled individuals, especially in science and technology. Some OECD countries relaxed their immigration policies to attract highly qualified foreigners to sectors facing labour shortages. In the context of increasing internationalization of education, academic mobility appears as a potential source of qualified workers from host countries' perspective, either during their studies or through subsequent recruitment. Study abroad can be part of a deliberate immigration strategy from the perspective of students. The article reviews the links between academic mobility and immigration and assesses impact on immigration policies. Indeed, some OECD countries are allowing foreign students to apply for resident status from within their territory as part of an immigration recruitment strategy. This paper reports findings from the first year of a UK-India Education and Research Initiative (UKIERI), 'Widening participation: Diversity, isolation or integration in Higher Education?' Over a three-year period this project will explore issues of diversity and integration, social cohesion and separation, equality and discrimination as experienced by students and staff on higher education (HE) campuses in India and the UK. Initial findings suggest that separation of groups on the HE campuses studied is pervasive and ubiquitous. While some such separation may be for supportive reasons, convenience, or inertia, at other times it is due to overt discrimination on the grounds of race, region, nationality, caste, class, religion, age or gender.
