Irrigation has the potential to modify local weather and regional climate through a repartitioning of water among the surface, soil, and atmosphere with the potential to drastically change the terrestrial energy budget in agricultural areas. This study uses local observations, satellite remote sensing, and numerical modeling to 1) explore whether irrigation has historically impacted summer maximum temperatures in the Columbia Plateau, 2) characterize the current extent of irrigation impacts to soil moisture (SM) and land surface temperature (LST), and 3) better understand the downstream extent of irrigation's influence on near-surface temperature, humidity, and boundary layer development. Analysis of historical daily maximum temperature (TMAX) observations showed that the three Global Historical Climate Network (GHCN) sites downwind of Columbia Basin Project (CBP) irrigation experienced statistically significant cooling of the mean summer TMAX by 0.8°–1.6°C in the post-CBP (1968–98) as compared to pre-CBP expansion (1908–38) period, opposite the background climate signal. Remote sensing observations of soil moisture and land surface temperatures in more recent years show wetter soil (~18%–25%) and cooler land surface temperatures over the irrigated areas. Simulations using NASA's Land Information System (LIS) coupled to the Weather Research and Forecasting (WRF) Model support the historical analysis, confirming that under the most common summer wind flow regime, irrigation cooling can extend as far downwind as the locations of these stations. Taken together, these results suggest that irrigation expansion may have contributed to a reduction in summertime temperatures and heat extremes within and downwind of the CBP area. This study compares four model systems in three configurations (LSM, LSM 1 GCM, and reanalysis) with global flux tower observations to validate states, surface fluxes, and coupling indices between land and atmosphere. Models clearly underrepresent the feedback of surface fluxes on boundary layer properties (the atmospheric leg of land-atmosphere coupling) and may overrepresent the connection between soil moisture and surface fluxes (the terrestrial leg). Models generally underrepresent spatial and temporal variability relative to observations, which is at least partially an artifact of the differences in spatial scale between model grid boxes and flux tower footprints. All models bias high in near-surface humidity and downward shortwave radiation, struggle to represent precipitation accurately, and show serious problems in reproducing surface albedos. These errors create challenges for models to partition surface energy properly, and errors are traceable through the surface energy and water cycles. The spatial distribution of the amplitude and phase of annual cycles (first harmonic) are generally well reproduced, but the biases in means tend to reflect in these amplitudes. Interannual variability is also a challenge for models to reproduce. Although the models validate better against Bowen-ratio-corrected surface flux observations, which allow for closure of surface energy balances at flux tower sites, it is not clear whether the corrected fluxes are more representative of actual fluxes. The coupling of the land with the planetary boundary layer (PBL) on diurnal time scales is critical to regulating the strength of the connection between soil moisture and precipitation. To improve understanding of land-atmosphere (L-A) interactions, recent studies have focused on the development of diagnostics to quantify the strength and accuracy of the land-PBL coupling at the process level. In this paper, the authors apply a suite of local land-atmosphere coupling (LoCo) metrics to modern reanalysis (RA) products and observations during a 17-yr period over the U.S. southern Great Plains. Specifically, a range of diagnostics exploring the links between soil moisture, evaporation, PBL height, temperature, humidity, and precipitation is applied to the summertime monthly mean diurnal cycles of the North American Regional Reanalysis (NARR), Modern-Era Retrospective Analysis for Research and Applications (MERRA), and Climate Forecast System Reanalysis (CFSR). Results show that CFSR is the driest and MERRA the wettest of the three RAs in terms of overall surface-PBL coupling. When compared against observations, CFSR has a significant dry bias that impacts all components of the land-PBL system. CFSR and NARR are more similar in terms of PBL dynamics and response to dry and wet extremes, while MERRA is more constrained in terms of evaporation and PBL variability. Each RA has a unique land-PBL coupling that has implications for downstream impacts on the diurnal cycle of PBL evolution, clouds, convection, and precipitation as well as representation of extremes and drought. Land-atmosphere (LA) interactions play a critical role in determining the diurnal evolution of both planetary boundary layer (PBL) and land surface heat and moisture budgets, as well as controlling feedbacks with clouds and precipitation that lead to the persistence of dry and wet regimes. In this study, the authors examine the impact of improved specification of land surface states, anomalies, and fluxes on coupled Weather Research and Forecasting Model (WRF) forecasts during the summers of extreme dry (2006) and wet (2007) land surface conditions in the U.S. southern Great Plains. The improved land initialization and surface flux parameterizations are obtained through calibration of the Noah land surface model using the new optimization and uncertainty estimation subsystems in NASA's Land Information System (LIS-OPT/LIS-UE). The impact of the calibration on the 1) spinup of the land surface used as initial conditions and 2) the simulated heat and moisture states and fluxes of the coupled WRF simulations is then assessed. In addition, the sensitivity of this approach to the period of calibration (dry, wet, or average) is investigated. Results show that the offline calibration is successful in providing improved initial conditions and land surface physics for the coupled simulations and in turn leads to systematic improvements in land-PBL fluxes and near-surface temperature and humidity forecasts. Impacts are larger during dry regimes, but calibration during either primarily wet or dry periods leads to improvements in coupled simulations due to the reduction in land surface model bias. Overall, these results provide guidance on the questions of what, how, and when to calibrate land surface models for coupled model prediction. [ABSTRACT FROM AUTHOR]
