This paper presents the results of an exploratory research in the field of Environmental Sciences, which questions Amartya Sen's 'Development as Freedom' theory from the human as a biological being (nature) and a social being (society). With many questions, not all answered, but reflected upon, the text brings to debate deaf people in different fields of scientific knowledge: Deafness (clinical-pathological), the Deaf (sociology) the Signs (communication), and the Disability, discussed by civil organizations, allowing the understanding of how differences between humans are interpreted. From the documental review, the instruments that could allow deaf people's freedom expansion in Brazil are listed, such as the 1988 Constitution, the Brazilian Sign Language - Libras and the bilingual education. The assessment of these instruments, as means of expanding the freedoms of deaf people, was carried out by literature reviews on the evaluation of Libras language and bilingual education role for deaf people. The conclusive, interdisciplinary, and argumentative part of the text argues that people, through these instruments, can expand their capacity for social participat ion, and only from this would expand their substantive freedoms. Therefore, Development as Freedom responds to a specific model of society, in which substantive freedoms, essential for the maintenance of (biological) life, are subordinated to the increase of (social) instruments.
