Neighborhood greenspace may attract new residents and lead to sociodemographic or housing cost changes. We estimated relationships between greenspace and gentrification-related changes in the 43 largest metropolitan statistical areas (MSAs) of the United States (US). We used the US National Land Cover and Brown University Longitudinal Tracts databases, as well as spatial lag models, to estimate census tract-level associations between percentage greenspace (years 1990, 2000) and subsequent changes (1990-2000, 2000-2010) in percentage college-educated, percentage working professional jobs, race/ethnic composition, household income, percentage living in poverty, household rent, and home value. We also investigated effect modification by racial/ethnic composition. We ran models for each MSA and time period and used random-effects meta-analyses to derive summary estimates for each period. Estimates were modest in magnitude and heterogeneous across MSAs. After adjusting for census-tract level population density in 1990, compared to tracts with low percentage greenspace in 1992 (defined as ≤50th percentile of the MSA-specific distribution in 1992), those with high percentage greenspace (defined as >75th percentile of the MSA-specific distribution) experienced higher 1990-2000 increases in percentage of the employed civilian aged 16+ population working professional jobs (β: 0.18, 95% confidence interval (CI): 0.11, 0.26) and in median household income (β: 0.23, 95% CI: 0.15, 0.31). Adjusted estimates for the 2000-2010 period were near the null. We did not observe evidence of effect modification by race/ethnic composition. We observed evidence of modest associations between greenspace and gentrification trends. Further research is needed to explore reasons for heterogeneity and to quantify health implications.

Food access literature links disinvested communities with poor food access. Similarly, links are made between discriminatory housing practices and contemporary investment. Less work has examined the relationship between housing practices and food environment disparities. Our central premise is that these practices create distinctions in food environment quality, and that these disparities may have implications for food system advocacy and policymaking. In this paper, we link an objective food environment assessment with a spatial database highlighting redlining, blockbusting, and gentrification in Baltimore, Maryland, USA. Standard socioeconomic and housing characteristics are used to control for race, income, and housing composition in a multivariate regression analysis. Our findings highlight that blockbusting-rather than redlining-most strongly shapes poor food access. Redlining and gentrification, meanwhile, are associated with better food access. These findings raise important points about future policy discussions, which should instead be focused on ameliorating more contemporary patterns of housing inequality., (Copyright © 2020. Despite substantial debate about the impacts of gentrification on cities, neighborhoods, and their residents, there is limited evidence to demonstrate the implications of gentrification for health. We examine the impacts of gentrification on several health measures using a unique individual-level longitudinal data set. We employ data from the Resilience in Survivors of Hurricane Katrina (RISK) project, a study of low-income parents, predominantly non-Hispanic Black single mothers, who participated in a New Orleans-based study before and after Hurricane Katrina. After Katrina, all participants were displaced, at least temporarily, from New Orleans, and had little or no control over neighborhood placement immediately following the storm. This near-random displacement after Katrina created a natural experiment. We employ a quasi-experimental intent to treat design to assess the causal effects of gentrification on health in the RISK population. We do not find evidence of significant main effects of being displaced to a gentrified neighborhood on BMI, self-rated health, or psychological distress. The analysis employs a quasi-experimental design and has several additional unique features--homogeneous population, limited selection bias, and longitudinal data collection-- that improve our ability to draw causal conclusions about the relationship between gentrification and health. For seven decades from the establishment of home rule and largely independent local government in Washington, DC, mayoral politics, as well as socioeconomic change in city life, have been substantially defined by efforts to protect housing access and to protect vulnerable African American communities against the loss of their homes. Housing policy and racial sensitivity have been intertwined in a on-again off-again struggle against persistent gentrification. The mayoral politics seem to be successful only when factors of racial/economic inequality are integrated with housing policy. Ironically, the more narrow the emphasis on low income housing, the more sensitive has been the decline of black residential retention in the city. To some extent, low-income housing policy has become a public warning against the rising tide of gentrification.

Older adults who live in residential neighborhoods adjacent to college and university campuses have a unique experience that makes them vulnerable to marginalization and displacement. As these neighborhoods become increasingly dominated by college students living in rental properties, older adults find themselves in the minority in a neighborhood where they have lived for many years. In addition, these neighborhoods are attractive to universities, city governments, and private companies for their development potential, which can result in gentrification. A year-long ethnographic study of a campus-adjacent neighborhood in a small US college town that is home to a medium-sized public university sheds light on the relationships between members of 5 stakeholder groups that have a vested interest in the neighborhood. The study highlights the need for additional research on different types of neighborhoods and their effects on aging in place in addition to outlining social work interventions in campus-adjacent neighborhoods that are designed to enhance these intergenerational spaces.

Recent popular and scholarly work has drawn attention to the relationship between universities and urban housing markets. Universities play a critical role in the post-industrial urban economy and have many impacts beyond their campus. This paper focuses on the policy debates to expand housing for students with the intention of relieving pressure in the rental housing market in cities that are home to many higher education institutions and their students. Boston, for example, is home to one of the largest student populations enrolled in institutions of higher education in the United States. The city faces a tight rental market, in part, because of the high number of students who seek off-campus rental housing. This paper examines the evolution of a policy debate about universities and rental housing that led to the creation of the LightView housing project at Northeastern University. Drawing on archival analysis of public documents and key informant interviews with stakeholders, we identify the tensions of this housing project and the policy debate, in which universities need to confront how their housing projects impact neighborhoods and how the public and transparent nature of development shapes the policy debate. In major metropolitan areas, gentrification, financialisation and welfare retrenchment contribute to a severe housing crisis. Over the past 20 years, home price inflation and affordable housing shrinkage have been particularly acute in Paris. Such issues have been linked to the displacement of lower-income Parisians and the suburbanisation of poverty on a regional scale. In this article, we match disaggregated data from the Family Benefits Fund (CAF) with information on local housing markets, to empirically document these expulsionary processes. Our methodology is twofold. First, we investigate out-migration factors using logistic regressions. Second, we compare households' changes in access to the city centre and urban resources following a move. Data show that social vulnerability is associated with a greater risk of leaving Paris and that housing welfare is playing a crucial role in mitigating this risk. Also, the higher the pressure on local housing markets, the more social inequalities determine mobility behaviour. Finally, beyond the effects of family structure, patterns of decentralisation are related to income level: less affluent households go farther from the city centre, job opportunities and services than higher-income households. Adapting urban spaces to the impacts of climate change is one of today's key challenges, especially when it comes to avoiding the associated social trade-offs which are often overlooked in planning and policy regulation. Based on a review of existing policy and legal documents from Vienna, we analyse how mitigation of green gentrification is already included in Viennese urban planning and policy, and how the administration tries to manage it strategically. Results show that while risks are generally limited, current policy and planning strategies show no awareness of the emerging risks of green gentrification as unintended consequences. We examine scientific outputs, identify influential articles, journals, international collaboration and evolution of research trends. Problem, research strategy, and findings: Gentrification is often described as affluent White populations revitalizing deteriorating neighborhoods and displacing lower-income ethnic/racial residents. However, there is limited research on gentrification led by middle- and upper-class ethnic/racial minorities, which I propose calling gentrification of color. I reviewed 46 qualitative and quantitative studies on gentrification of color in U.S. cities from 1960 to 2021 and found a range of phenomena in terms of ethnicity/race, profiles, locations, preceding policies, and consequences of gentrification of color. These studies highlighted both solidarity and tensions within the same ethnic/racial groups as a result of gentrification. Gentrification of color presents both challenges and opportunities for minorities' cultural inclusion. In addition, my study emphasized the role of policies enabling gentrification of color and the lack of affordable housing policies to address its consequences. The findings can encourage urban planners, policymakers, and scholars to adopt a policy approach that acknowledges the complex intersectionality of race/ethnicity and class. Takeaway for practice: I urge urban planners and policymakers to incorporate the intersectionality of race/ethnicity and class into their approach to gentrification. On one hand, it is important for urban planners to collaborate with gentrifiers of color to foster culturally inclusive urban development. However, it is equally crucial for urban planners to acknowledge that issues such as displacement of lower-income individuals, intra-ethnic class disparities, and conflicting interests may be concealed under the notion of ethnic solidarity. Therefore, urban planning experts and policymakers should prioritize policies that support economically disadvantaged residents, such as affordable housing, while actively seeking their input and perspectives in municipal decision-making processes. AbstractTenants all over the globe face the challenges of increasing rents and even forced evictions, particularly in the private urban rental sector. Affordable housing shortage and displacement have become severe societal problems for the lower- and middle-income segments. Certain legal institutions, including tenancy law, provide a decommodifying capacity for more tenure security and stability. This paper studies this capacity of tenancy law by comparatively examining the tenants’ and landlords’ rights in Austria, Germany, and Switzerland through the lens of decommodification. The focus is (1) on the rules of access to housing for new residents entering the housing market and (2) the rules of exit that govern the ability of the occupants to continue living in their apartments. Findings show that while tenants’ rights in Switzerland are weakly protected by law, tenants in Austria and Germany receive robust protection. Austrian and German tenants cannot be evicted at short notice, nor are landlords allowed to dismiss them unless they declare legitimate self-usage. Also, tenants remain protected from arbitrary rent increases in case of rental upgrading. Conclusions help practitioners to consider tenancy law as an influential way to counteract the market-driven dynamics in housing and to enhance the protective capacity within renting property. There have been increasing calls in gentrification studies to examine the geography of gentrification in slums, as little is known about the patterns and processes of slum gentrification, especially in sub-Saharan African cities where slums house over 50% of the urban population. This study explored the spatiotemporal changes in slums in Lagos, Nigeria, between 1984 and 20 on the pattern and drivers of gentrification. Data were collected from 42 slums in Lagos through remote sensing (1984–2020) and a field survey (2020–2021). The study integrated geospatial analysis with quantitative and qualitative analysis to investigate the patterns and drivers of gentrification in Lagos slums. The findings show that between 1984 and 2020, all the sampled slums had undergone gentrification processes, apart from those that were completely cleared. However, many slums continue to have deprived areas as they continue to gentrify. Almost all the slum communities have experienced slum clearance in the past. Additionally, the current and new housing developments in the study have favored middle- to high-income groups, which has led to the displacement of previous slum residents. The study identified slum clearance, fires and floodings, the presence of palaces in the community, the proportion of deprived areas in 1984, government interest in the slum, and the size of the church as drivers of slum gentrification processes in Lagos. Finally, the findings show that the vulnerability of slum dwellers increases with slum gentrification. Therefore, this study recommended developing policies and programs, such as sustainable relocation and low-cost housing, to mitigate the negative consequences of slum gentrification, especially in cities with significant shares of low-income groups. The publication of Mindy Fullilove’s Root Shock in 2004 turned the oft-cited narrative of top-down progress on its head. For the first time, the words of ordinary neighbourhood folk emerged as counter points to urban renewal and rapid community change. Now, twenty years later, the process Fullilove established still resonates among the people with whom she interacted. One city she profiled, Pittsburgh, Pennsylvania, suffered through several rounds of emotional and physical trauma in the form of African American displacement from urban renewal in the 1950s and 1960s, then the demolition of public housing units in the 1990s and early-2000s. This article synthesizes the responses of Terri Baltimore, a neighbourhood activist from Pittsburgh’s Hill District; Phil Hallen, the former President of the Maurice Falk Medical Fund which funded Mindy’s research in Pittsburgh; and Duquesne University history professor Dan Holland as they recount their reactions to Root Shock in 1994 and the inspiration Mindy Fullilove continues to provide today. But as a new round of root shock unfolds – the exodus of African Americans from traditional inner-city neighbourhoods as a result of gentrification – Fullilove’s lessons provide a cautionary tale for how cities respond to the latest housing crisis. This article examines three research projects that investigate the response of urban black churches and communities to anti-black racial violence and social marginalization. The projects focus on the impact of gentrification, disinvestment, and dislocation on black and brown communities in Chicago and Atlanta. The article emphasizes the use of ritual practice and townhall deliberations as means of healing and empowerment in the aftermath of violence. It also discusses the economic challenges faced by pastors and seminarians in urban areas and the negative effects of gentrification on church membership and finances. We empirically document that the effectiveness of the German rent control introduced in 2015 in achieving rental housing affordability is limited. Exploring the reasons for this limited effectiveness, we focus on the impact of the rent control on the yield on rental housing investments proxied by rent‐price ratios, which we derive by predicting sale prices to rental objects based on a hedonic model using micro‐level quotes on rental and sale listing. Exploiting the temporal, regional, and object‐specific variation generated by the design of the rent control, we identify a causal negative effect of the rent control on the yield of rental objects subject to the regulation. Furthermore, we zoom into the spillovers across regulated objects and objects in the affected markets that were exempt from the regulation and find rising yields for the exempted objects, suggesting that the regulation contributed to gentrification via a shift of rental housing supply away from the regulated segment. New data and technologies, in particular machine learning, may make it possible to forecast neighbourhood change. Doing so may help, for example, to prevent the negative impacts of gentrification on marginalised communities. However, predictive models of neighbourhood change face four challenges: accuracy (are they right?), granularity (are they right at spatial or temporal scales that actually matter for a policy response?), bias (are they equitable?) and expert validity (do models and their predictions make sense to domain experts?). The present work provides a framework to evaluate the performance of predictive models of neighbourhood change along these four dimensions. We illustrate the application of our evaluation framework via a case study of Buffalo, NY, where we consider the following prediction task: given historical data, can we predict the percentage of residential buildings that will be sold or foreclosed on in a given area over a fixed amount of time into the future? We conducted a spatial and temporal analysis of housing patterns in Mexico City by utilizing an extensive database of 16,000 prices for flats and houses, covering the period from 2000 to 2022. Our findings reveal a striking trend: The average housing prices have quadrupled over a 20-y period, without considering inflation. In contrast, the per capita labor income of Mexican citizens has declined relative to inflation. As a result, the average family encountered four times greater challenges in accessing housing in 2015 as compared to 2005. Furthermore, our research demonstrates that areas that have undergone significant gentrification or super-gentrification contribute to a widespread increase in land value on neighboring zones, leading to the emergence of clusters of highly expensive neighborhoods. In 2019, North Dakota accounted for 11% of American oil production. Rural counties like Williams County, ND experienced rapid in-migration of oilfield workers and, consequently, acute housing shortages. Williams County provides an excellent opportunity to study the relationship between commodity booms and housing instability because its housing market is tied so tightly to the production of a single commodity. While fracking is often presented as an economic boon to these communities, we show that Williams County has experienced "rural gentrification," in which long-term residents are displaced by higher-income workers linked to the oilfields. To explore housing instability in an oil boomtown, this project links oil production statistics with evictions data and individual-level address histories. By showing how housing instability increased during the oil boom, this study contributes to our understanding of how rural communities are affected by extractive industry and how housing markets respond to rapid economic changes. Because of the collapse of the Soviet Union and the subsequent deindustrialization, Russian post-industrial neighbourhoods have experienced dramatic changes. During Soviet times, housing was given and owned by the state and the post-Soviet period was the time of 'neighborhood reassembling' when this Soviet housing stock was privatized and habituated by different social groups. Вased on Raymond Williams' (1997) distinction between residual and emergent cultures the gentrification in two post-industrial neighborhoods was shown. The post-Soviet transitions included the emerging culture of the global middle classes replacing or co-existing with the authentic residual culture of the Soviet industrial working class. The analysis of the Soviet housing stock (i.e. structure level) and the meanings of its habituation (i.e. agent level) discovers class differences: workers habituated it as part of their everyday life, while the creative group views it as part of their Soviet heritage. The Soviet housing stock, as a cultural 'residue', constituted the dynamics of class relations while the identities within groups are blurred. This article highlights the theoretical debate that identities and housing are not about structures or agents but are intertwined. This article explores the role that green gentrification plays in exacerbating racial tensions within historically marginalized urban communities benefiting from new environmental amenities such as parks, gardens, waterfront restoration and greenways. Building on extensive qualitative data from three cities in Europe (Amsterdam, Vienna, Lyon) and four cities in the United States (Washington, Austin, Atlanta, Cleveland), we use thematic analysis and grounded theory to examine the complex relationship between historical environmental and racial injustices and current racial green inequities produced by the green city agenda. Our analysis also offers insights into the main differences in how community members articulate concerns and demands over racial issues related to green gentrification in Europe versus North America. Results show that urban greening—and green gentrification specifically—can create 'compounded environmental racisms' by worsening racial environmental injustices and further perpetrating green racialized displacement, re‐segregation and exclusion. The latter is produced by the racial inequities embedded in green infrastructure projects and the related unequal access to environmental benefits, affordable housing, political rights and place‐making. Moreover, we find that settler colonial practices combined with persisting exposure to toxins and re‐segregation in the United States together with neocolonial spatial and social practices in Europe shape how racialized community members perceive and interact with new green amenities. This article surveys various topics that link questions about housing with considerations of economic justice. Housing has received increasing attention from philosophers within the last decade. In political philosophy, some aspects of a topic attract more attention than others. Presently, philosophical reflection focuses on the value of a home; homelessness; gentrification; segregation; and spatial justice, with a substantial body of literature developing on these interconnected themes. We highlight some of the recent contributions to the field of housing justice while also identifying areas that have received less attention. Specifically, we emphasize the importance of further philosophical exploration into how macroeconomic factors, like fiscal and monetary policy, impact housing justice. Additionally, we advocate for normative approaches that underscore justice issues not readily addressed by frameworks prioritizing human flourishing or relational equality. [ABSTRACT FROM AUTHOR]

This paper advocates for a greater emphasis on supply sided concepts such as the rent gap in the empirical operationalizations of gentrification. It provides a novel framework to identify rental‐sector gentrification areas through index construction by drawing on insights from the gentrification, rent gap, price index and hedonic regression literatures. The approach is highly adaptable to a variety of regulatory contexts and other housing market idiosyncrasies through the design of the underlying regression model. Drawing on data from the city of Vienna, local rent changes and their relationship to price‐effective transformations of the rental housing supply are quantified. Despite research on shantytown redevelopment highlighting socio‐spatial exclusion, the viewpoint frequently disseminated through social media depicts it as a massive wealth‐creation movement in China. This paper intends to provide evidence that evicted residents of a shantytown in Nanjing, China, share a common identity with the encroaching gentrifiers – the housing class. By shaping the housing class, an increasing number of urban residents become micro‐agents of housing financialization, allowing the rent gap to be frequently opened even without producing a 'higher and better' space. This enables capital to circulate and accumulate within a broader temporal and spatial scope. However, both the class imagination of the housing class and the financial speculation in the housing market are based on the expectation of continuous price growth. This visual essay has two aims. On the one hand, it is intended as a visual exploration of gentrification-induced displacement. It focuses on photographic material generated for Deptford is Changing, a research project which exposed and politicised the emotional upheaval caused by contemporary state-led gentrification in Deptford, south-east London. On the other hand, the essay presents socially and politically engaged photography as a crucial part of housing activism. Working in dialogue with housing campaigners for a shared political goal, I photographed radical interventions taking art into the streets to enact people's emotional responses to gentrification-induced displacement. The images thus bear the traces of collective affect. I also photographed residents in their homes, with the aim of visibilising their affective connection to place and thereby evoking the emotional upheaval displacement causes. Publishing these images together with texts, making visible and audible gentrification narratives representative of residents' struggles, exposed and politicised the shared experience of displacement, putting pressure on the council and developer to implement change. This essay argues that a socially and politically engaged image-making practice generates alternative histories, which can disrupt dominant narratives and contribute to valuable change. College-educated White households have increasingly opted to live in central urban neighborhoods, transforming many parts of the urban core. While there is emerging evidence that schools may play a key part in this process, little is known about the extent of racial contract between children of gentrifier households and original residents. This study examines NYC's gentrifying areas, and the changing racial diversity in schools. Using data from the Census and the National Center for Educational Statistics, this study finds that schools in NYC's gentrifying areas have seen a reduction in racial segregation, more in traditional public schools than in charters. Research on 'studentification', or the concentration of students in particular neighbourhoods, whether in older shared rental housing or new purpose-built student accommodations, has neglected questions of difference, including gender. Yet while such questions have been the purview of student geographies more broadly, the latter have seldom extended analyses to neighbourhood-scale urban processes. Just as feminist urban geographers have shown gentrification to be a gendered phenomenon, I demonstrate how studentification likewise relies on and (re)produces certain gender relations, drawing on a case study of Waterloo, Canada. Specifically, studentification is linked to women's enrolment trends, masculinist modes of profit-oriented urban development, and gendered discourses of urban safety. The analysis highlights the need for renewed dialogue between disparate literatures on the geography of studentification and student geographies of housing and home to further our understanding of the role of social difference in studentification processes. Next to potential environmental advantages, it produces both benefits and losses for different individuals and households. The redistributive effects are an expression of conflicts between environmental, economic, and social dimensions of sustainability. We show that the latter is heavily impacted: if densification projects are not designed to the needs of people who are actually supposed to benefit from it—the residents—low-income groups are at risk of social displacement. This scenario is highly unsustainable. By using a neo-institutional approach and comparative case study methodology conducted in Switzerland, we analyze the institutional rules and the involved actors' strategies when dealing with densification projects. This article traces contemporary patterns of housing and homelessness to colonial geographies as race-place schemata: historic and ongoing relationships to territory that articulate and impose white supremacy while stimulating resistance to it. These phenomena are approached through the four fields of anthropology, placing a contemporary ethnography of gentrification/displacement in Oakland in conversation with the archeological record of colonization. The demographic tracking of human populations through census instruments and discourses of biological distancing suggest implications for biological anthropology, and socio-linguistic analysis is applied to colonial naming practice. Intended as an essay-length land acknowledgement and critical interrogation of contemporary white spatial entitlement, this research centers the capacity of territorial aesthetics and the geographic organization of the Spanish imperial project to produce continuing place-based dominance over colonized peoples through dispossession of their lands, containment of their populations, assimilation and erasure of their life ways, and surveillance over and defense against their resistance. In this article I aim to shed light on boat dwelling as an increasingly popular housing practice in the UK. I investigate the changing nature of this practice in times of housing crisis and of the connection between formal and informal approaches, and discuss how decentralized urban actors influence and safeguard their visions of housing. My investigation concentrates on three intertwined strategies boaters in Oxford use to deal with growing regularization and commodification pressures: (non)compliance, formalization and staying under the radar. My findings challenge several assumptions about housing informality in the global North and document the diverse trajectories that informal processes may take. My analysis reveals that informal and semi‐formal solutions are not simply 'tolerated' or 'overlooked' by the state, but co‐produced by urban dwellers through a repertoire of everyday actions and ad hoc advocacy approaches. The construction of specific trajectories of informal housing emerges at the interface of complex agendas and attitudes that go beyond the generalized roles attributed to the key urban sectors. This paper assesses the role of parental gifts in neighbourhood sorting among young adult homebuyers. We make use of high-quality individual-level registry data for two large urban metropolitan areas in the Netherlands. While previous studies have shown that young adults receiving gifts purchase more expensive housing, little is known about the role of gifts in where young adults buy. Our study finds that parental gifts flow into the housing market in a spatially-uneven way. Movers supported by substantial parental gifts are more likely to enter owner-occupied housing in high-status and gentrifying urban neighbourhoods compared to movers without gifts. This study shows that this can only partially be explained by household and parental characteristics and by the uneven distribution of housing values. The remaining effect suggests that parental gifts also play a role in trade-offs regarding spatial residential decision-making. The conclusion discusses the ramifications of our findings for debates on (re)production of class and intra-generational inequalities through housing, and provides avenues for further research. Affordable housing is vital in ensuring the inclusiveness of a city. However, urbanization and gentrification have exacerbated the gap between housing availability and housing affordability. Many factors have contributed to the displacement of local communities in George Town World Heritage Site (GTWHS), with rental spike and the repeal of the Control of Rent Act, among others. Through a survey with 318 samples, this study investigates affordable housing alternatives and its administration in GTWHS of Penang state, Malaysia. The text introduces the Data Challenge Expo 2019, an annual event sponsored by the American Statistical Association. The challenge involves analyzing a data set from the New York City Housing and Vacancy Survey. Participants were asked to explore various research questions related to housing conditions, rent control, gentrification, immigrant residency, and the costs and benefits of renting versus owning in New York City. The onus of re-constructing a diverse socio-spatial and economically-prepared urban framework in the design of greenfield cities rests on the foresight of a Master Plan document. The conceptualisations in the making of a 'brand-new city' are challenged with its subsequent realisation. Often, urbanisation doesn't tread its planned course, and contentious dualities of planned vs unplanned persists. In Navi Mumbai, five decades later, small-scale slum-settlements emerge as landscapes of dispossession and inevitable gentrification creating urban ruptures within the city morphology. Navi Mumbai was an expression of India's euphoria as a newly independent nation, exemplified by pragmatic city planning. However, five decades later, the emergence of planning disruptions continues to indicate inadequacies. The paper examines the spatial logics of habitation under changing economic conditions and built-in spatial inequalities. It initiates a discourse on the type of environments planned cities foster towards residents from lower economic and social backgrounds. The key research questions addressed are: How do master plans further socio-economic segregations? What was the impact of neoliberal changes on affordable housing? Points of critique: Navi Mumbai's reliance on 'Euro-American' visions and Fordist planning present several delinkages with adjacent industrial districts, indigenous farming settlements and sensitive ecological edges. The analysis conferred that affordable housing schemes became an unequal instrument of social cohesion, in light of built-in inequities. The Development Plan of Navi Mumbai excluded its original inhabitations-agricultural and fishing villages, a characteristic adopted by several development plans in contemporary Indian cities. Close examination of mechanisms of 'incrementality', as a hall-mark of affordable housing projects, suggests disconnections between designer's vision and dweller's aspirations. Many policymakers concerned about high housing costs argue that easing development through altered land-use regulations can increase building, thereby boosting affordability and reducing segregation. I develop a framework to explain links—sometimes contradictory—between upzonings and construction, prices, and demographics. I evaluate scholarship and compare findings with research on downzoning's impeding development. Evidence indicates that upzonings offer mixed success in terms of housing production, reduced costs, and social integration in impacted neighborhoods; outcomes depend on market demand, local context, housing types, and timing.
