For the past decade constitutional change has been in the air. In January of 1987 the Committee on the Constitutional System -- Co-chaired by Senator Nancy L. Kassebaum, C. Douglas Dillon, and Lloyd N. Cutler -- released its long awaited Report and Recommendations. The Committee attributes the failure of American governability to the success of the separation of powers and the decline of political parties. The majority of the Committee supports six reforms to address the 'signs of strain' in our governing process. Given the importance of these findings to the future of the republic, the Committee's Report deserves careful and systematic consideration. This article continues the current debate about constitutional reform by evaluating five of the Committee's proposed reforms: 1. The Party Presidential Nominating Convention; 2. Optional Straight-Ticket Balloting; 3. Four-Year Terms for House Members; 4. Members of Congress Serving in the Cabinet; and 5. Changes in Treaty Ratification Requirements. We do so by identifying the underlying assumptions and propositions inherent in the case for reform and subjecting them to systematic analysis in light of available data and argument. We conclude that there are serious problems with the suggested reforms. Many are based on an incorrect diagnosis of a political problem, while other reforms do not effectively match the political need. For many years, our health care system has been in a state of change, with most changes occurring as a result of economic issues and not clinical issues. Clinicians working in skilled nursing facilities (SNFs) have navigated a complex web of regulations and processes that are expected to change from a volume-driven system to a value-driven system. Such issues are challenging enough when clinicians are working with disorders with which they have received training and gained practical experience, but the growing population of residents in our facilities who are aging with autism will further complicate the SNF landscape. Because of the increases in prevalence of autism in the general population, the number of patients who will be entering our SNFs will only grow. New regulations and processes will require practice-based evidence and functional outcomes, data which do not exist with adults with autism. This article will discuss the impact of changes in our health care system, specifically in the SNF, and how these changes may impact the provision of care to a growing population of elders with autism. Colonists who took up land in the new colony of South Australia following its proclamation in 1836 introduced water management technologies from their homelands, generally the United Kingdom and Europe. The aim of this paper is to present some archaeological evidence of nineteenth-century water management strategies identified in field surveys undertaken by the Hills Face Zone Cultural Heritage Project. This evidence includes nineteenth-century strategies to conserve water, control water flow and to irrigate orchards and crops. The analysis of the GIS data collected through field studies, together with several case studies, showed how some irrigation and water control methods were effective, whilst others were found to be unsuitable for the Australian environment and resulted in the destruction of property and degradation of the environment by occasional severe floods.
