This study examines the beliefs of the two main French schools of thought, mainly the ideas of Paul Leroy-Beaulieu and Gaston Jeze, which sought to influence the management of public finances, and their impact on the financing of the First World War by the French government. It highlights debates during the war on the best approach to deal with the extraordinary financial demands of the war and the experiences and influence of foreign governments on French financial management practices. The last part examines how the war affected qualitatively the French public finances, the financial dogmas, and the scientific approach to public finance.

La garde de Paris est le corps de gendarmerie spécialement en charge du maintien de l’ordre dans la capitale. Cette mission, toute politique, l’amène à jouer différents rôles dans les processus de transition politique. Son statut, ses effectifs, son nom même sont régulièrement modifiés en fonction de l’évolution du contexte politique et des risques insurrectionnels. Les conditions d’emploi de ce corps varient également, tendant vers un maintien de l’ordre moins violent. Enfin, les gardes, qui sont aussi des électeurs jusqu’en 1872, veillent au déroulement pacifique des élections. Cet article a pour objet de définir les interactions entre la garde et les diverses transitions politiques parisiennes du xixe siècle. The garde de Paris is a unit of the Gendarmerie specially in charge of keeping order in the French capital city. This mission gives it various roles to play during the proceedings of political transition. Its statute, its workforce, even its name have been modified many times depending on the evolution of the political circumstances and riot risks. The way this corps is used has also changed, leading to today’s “crowd control”. Last of all, guards, who were allowed to vote until 1872, keep watch on the peaceful unfolding of elections. This paper aims to define the interactions between the garde and the numerous Parisian political transitions of the nineteenth century.

L’historiographie de la gendarmerie et de la garde républicaine présente cette dernière comme peu ou pas impliquée dans les événements du coup d’État. En revanche, de nombreuses sources et les témoignages des contemporains, quelles que soient leurs opinions politiques, font état d’une réelle participation des gardes républicains à la répression. Pour comprendre l’état d’esprit de cette troupe à la veille du 2 décembre, il convient de revenir sur son évolution depuis sa formation en 1848. L’étude détaillée de son action lors des journées parisiennes de décembre 1851 permet d’expliquer pourquoi et comment son rôle fut minoré. The « guard of the Republic » and the 1851 coup. Historiography about the gendarmerie and the Republican guard denies any serious involvement of the latter in the December events. On the other hand, several sources and testimonies of the contemporaries – whatever their political opinions – show a real participation of republican guards in the repression. To understand the frame of mind of these troops on the eve of the coup, it is necessary to detail its evolution since his formation in 1848. The precise study of his action during the Parisian days of December 1851 helps to explain why and how its part was played down.

Le premier historique officiel de la garde republicaine contribue a creer une identite sociale. Occultant toute analogie avec la police, mais melant plusieurs stereotypes, il construit une specificite. L’image de la garde apparait egalement bien differente de celle de la gendarmerie des pandores. Producteur et produit de representations, ce manuscrit propose une image sanctifiee et remanente. Icone et polaroid, hagiographie et martyrologe, cet historique est egalement un autoportrait qui va figer l’image de ce corps telle qu’il voudrait etre. Discours a usage interne, reflet d’une epoque, ce temoignage partisan aide a apprehender les representations que la garde se fait d’elle-meme. Quelles que soient l’etendue de son public et son influence sur celui-ci, ce plaidoyer pro domo constitue une defense de son image contre les representations exogenes. Mais cette « histoire » est aussi un mirage, une ego-histoire aux enjeux multiples et en partie fantasmee.
