Drawing on the work of communication historians, this article makes a case for revisiting and 'reinventing' Sir Charles Todd's dynamic life and notable career over half a century. The author argues for a wider view of 'Telegraph Todd' than simply that of outback icon, one which is not merely celebratory in the Victorian tradition of his existing tributes, but which situates Todd firmly within networks of patronage and power, starting with pre-Victorian Britain and extending from South Australia across the Australian colonies. Contradictory historical representations of Todd, as popular outback icon and imperial time lord, go to the heart of his complex legacy. In seeking to provide a more balanced perspective, this article focuses on the lesser known perception of Todd as imperial 'time lord', to understand his long career and the wider forces in which it was bound up. Contemporary insights provided by the burgeoning literature on the 'British World' are utilised in order to better understand Todd's far-reaching connections and influence. [ABSTRACT FROM AUTHOR]

The history of telemedicine is at times presented to commence in the 20th century. Events in Central Australia in 1874 show that the history goes further back, when the newly constructed telegraph played an important telemedicine role not only in enabling care for a wounded person, but also in uniting a dying man with his wife 2000 kilometres away. In more than half of the democratic countries in the world, candidates face legal constraints on how much money they can spend on their electoral campaigns, yet we know little about the consequences of these restrictions. I study how spending limits affect UK House of Commons elections. I contribute new data on the more than 70,000 candidates who ran for a parliamentary seat from 1885 to 2019, and I document how much money each candidate spent, how they allocated their resources across different spending categories, and the spending limit they faced. To identify the effect on elections, I exploit variation in spending caps induced by reforms of the spending-limit formula that affected some but not all constituencies. The results indicate that when the level of permitted spending is increased, the cost of electoral campaigns increases, which is primarily driven by expenses related to advertisement and mainly to the disadvantage of Labour candidates; the pool of candidates shrinks and elections become less competitive; and the financial and electoral advantages enjoyed by incumbents are amplified. The article examines the interest in the United States for the construction of a trans-oceanic canal in Central America. In 1820, William Davis Robinson published a book, Memoirs of the Mexican Revolution, which contained an appendix discussing the practicability of building a trans-oceanic canal including detailed analysis of the potential routes for its construction. The appendix sparked a lively debate among American political and economic leaders. This debate would not abate until the enormity of the financial and engineering realities of the project coupled with the continuing political instability of Mexico, Greater Colombia, and the Republic of Central America dampened investor enthusiasm. During the late nineteenth and early twentieth centuries the newspaper press was the leading public forum in the protracted debate over the supposed climatological effects of forests. Journalists acted as key intermediaries in the dispute between parliament, science and the public. The press was also a powerful pressure group in its own right. Newspaper reports contextualised the forest influence issue by linking it to three interrelated concerns: the cause of climate variability and change, the environmental impact of humans, and the need for forest conservation. This paper examines the role of the Australasian press in the debate along with the changing nature of the arguments and some aspects of its historical geography. Results are summarised from a systematic longitudinal survey that analysed over 1400 articles relevant to the forest influence debate published in 141 Australian and New Zealand newspapers between the years 1827 and 1956. The study concludes that the press was instrumental in politicising all sides of the debate and later in perpetuating it in popular culture long after both governments and institutional science had dismissed the idea that humans could alter climates by manipulating forests. For 160 years, the weight of the 1.5 m diameter Edinburgh time ball has been given as 15 cwt (762 kg). This stems from a remark in an 1853 paper by Charles Piazzi Smyth, that appears never to have been questioned. The descent of the ball, with its attached shaft, rack and piston has to be arrested by compression of air in a vertical cylinder having a diameter of 0.2 m. Air is bled from the cylinder during the ball descent in order to damp rebound motion and allow a gentle recovery to the rest position after a fall of 3 m. It is shown by reference to correspondence and announcements by the Astronomer Royal and other nineteenth century authorities, as well as considerations of the forces needed to raise the ball and arrest its descent with the air cushioning cylinder, that the actual weight of the original Edinburgh time ball is likely to have been less than 100 kg. Particular reference is made to the 1873 time ball apparatus that was supplied to Lyttelton, NZ, which has much in common with the Edinburgh arrangement. [ABSTRACT FROM AUTHOR]

Bendigo is the name of an Australian city with a golden past, an historic reserve centred on a Central Otago ghost town, a Pennsylvanian State Park, and a former All-England champion boxer. The name Bendigo appears on hotel signs, gold dredges and mining claims in several countries, and on the nameplate of a Confederate blockade runner wrecked off North Carolina. More than merely an example of an early global brand, Bendigo acquired a peculiar significance throughout narratives of colonial Australasia with the town remembered in an unusually rapid, unique nostalgiacising process. This article examines the way the name developed and the manner in which the Australian Bendigo emerged through legend, memory, and pioneering mythology to become an assiduously romanticised “Old Bendigo” and how this influenced the perception of people from that town.
