The Scott Air Force Base Historic Trail is a 10 mile trail that circles Scott Air Force Base. The trail began in 1984 by Steven A. Sulley who was scoutmaster of Troop 15 in cooperation with the Office of the Historian and the Base Civil Engineer. This document describes the history of this historic trail.

This document is a government generated Section 106 report for a historic property inventory associated with the Facility 13140 Renovation Project. The purpose of the document is to compile any prior or current studies performed in support of the Facility 13140 Renovation project as a single Section 106 report. This report provides the information needed by the California State Historic Preservation Officer to concur on the project findings and determinations for individual resources as presented by the Vandenberg Air Force Base Cultural Resource Manager. The report specifically examines project impacts and/or avoidance strategies for two built environment resources; Facilities 13140 and 13143.

This document is a study intended to serve as a preliminary analysis of the current conditions and possible repairs for the Point Conception Lighthouse and Family Quarters C. The field investigations consisted of visual surface observations, avoided destructive analysis, and did not include the preparation of structural calculations, structural or material testing, or development of design or construction drawings. This report and cost estimates are intended to provide the USAF with a rough basis and preliminary information on the Lighthouse and Family Quarters C that can be used to guide future decision-making. This study was prepared by a multidisciplinary team consisting of a structural engineer, civil engineer, architect, architectural historian, hazardous materials expert, and cost estimator. Extensive background research was completed using primary and secondary sources to develop an understanding of the property’s historic context, construction chronology, alterations and past treatments, and character-defining features. The project team reviewed previously prepared reports and studies, information on similar property types, historic photographs and plans, guidance documents, and USAF and USCG directive and policies. In addition, two sites visits were completed by project team members to document current conditions, validate existing information, and identify specific treatments and repairs.

This document is a government generated Section 106 report consisting of a historic property inventory and an assessment of adverse effects associated with the Lift Station 1758 Force Main Sewer Line Reroute and Replacement Project. The purpose of the document is to compile any prior or current studies performed in support of the Life Station 1758 Force Main Sewer Line Reroute and Replacement project as a single Section 106 report. This report provides the information needed by the California State Historic Preservation Officer to concur on the project findings and determinations for individual resources as presented by the Vandenberg Air Force Base Cultural Resource Manager. The report specifically examines project impacts and/or avoidance strategies for a single archaeological site; CA-SBA-3575H.

Review of the 2005 and 2008 survey results and recommendations and to update the significance of 563 Cold War Era resources at Arnold Air Force Base. The Cold War era buildings documented as a part of the 2012 survey was completed in 2014 and date between 1946 and 1989. After the contract for the 2012 survey was executed, the Department of Defense officially defined the Cold War era as dating to the period of 1946-1991. As such, this report represents an investigation of 119 buildings and structures at Arnold Air Force Base dating to 1990 and 1991 as well as additional buildings dating to 1946 – 1989 that were not included in the 2012 survey. Department of Defense contexts and standards, as well as National Register of Historic Places guidelines and scholarship, were used to review the resources and evaluate their historic and architectural significance. Resources documented were assessed individually and as contributing resources to a historic district, historic landscape, or a multiple resource property. Specific topics were considered in making these evaluations, including the development and role of Arnold Air Force Base, especially as a research, development, test, and evaluation facility; what specific Cold War activities occurred on base; its comparative value to other research, development, test, and evaluation facilities; and how the Cold War influenced the base architectural. None of the 119 historic structural resources were determined to be eligible for listing on the National Register. While they were all constructed during the Cold War, none played a significant role in Cold War history.

Memorandum of Agreement Between Arnold Air Force Base and the Tennessee State Historic Preservation Officer Regarding Renovation of Facility 1504 (Water Treatment Plant Building).

The Center for Integrated Research on the Environment (CIRE) at the University of Montana provided all labor and materials necessary to perform an intensive level inventory of 15 historic buildings and structures located on land managed by Scott Air Force Base. The project, performed by CIRE staff, consisted of a survey of buildings and structures from the Cold War era that were 50 years old or nearing 50 years old, that had not yet been evaluated for National Register of Historic Places eligibility.

Memorandum of Agreement between Arnold Engineering Development Complex and the Tennessee State Historic Preservation Office Regarding Modification of Facility 760 Von Karman Facility Model Installation Building.

The Environmental Assessment of the potential environmental impacts of planned short-range and mid-range construction, demolition, and renovation activities identified in the 2012 Installation Development Plan. Assessment finds no significant impact will be incurred at Joint Base Andrews as a result of these projects.

The Integrated Cultural Resources Management Plan (ICRMP) is a planning document used to manage an installation's cultural resources management program. The document identifies cultural resource activities such as surveys and building inventories, that have taken place on an installation. It also identifies and describes historic resources within installation boundaries, identifies Native American groups affiliated with an installation, and provides a plan for staying in compliance with cultural resource laws. The document is used by installation command to make decisions about cultural resources management and compliance activities.

Archaeological resources potential assessment to support the Presidential Aircraft Recapitalization Program (PAR). The program will construct new facilities at Joint Base Andrews to accommodate the new aircraft and the growing needs for the personnel located in the hangar and its surrounding complex. The assessment reviews known resources and the Area of Potential Effects (APE) for archaeological potential while providing possible options for mitigation.

The purpose of this report is to record modifications to Facility 607, the Von Karman Facility (VKF) Intermittent Test Building, and Tunnel D, pursuant to the programmatic agreement for management of historic properties at Arnold Air Force Base (Programmatic Agreement; United States Air Force, 2014). This project consists of renovations to this mothballed facility to prepare it for bringing Tunnel D back on-line for new testing projects. These renovations will be to the interior and exterior of the existing building to prepare it for renewed testing operations after the facility has been dormant for approximately 38 years.

The Maryland Historic Trust (MDSHPO) comments concerning the Presidential Aircraft Recapitalization (PAR) Program at Joint Base Andrews, determining no historic properties or archaeological sites eligible for the National Register of Historic Places (NRHP) in the Area of Potential Effect (APE).

Response from the Maryland Historical Trust (MDSHPO) regarding Joint Base Andrews' proposed Installation Development Plan (IDP) projects, including the construction of a Consolidated Communications Center, replacement of the West Side Deluge System, demolition of Buildings 3602, 3603, 3605, and 3808, and various stream outfall repairs and restorations. The Maryland Historical Trust has requested Joint Base Andrews submit Determination of Eligibility (DOE) Forms and additional documentation for all buildings impacted by the proposed construction and demolition projects.

In 2015, Scott Air Force Base planned to release and sell four parcels of land formerly used as radio communication facilities that had become obsolete and no longer supported Scott Air Force Base's mission. Areas included the Antenna Farm, Radio Relay Annex, Plum Hill/MARS Communication Annex, Middle Marker Easement, and the Outer Marker Annex. Baer Engineering and Environmental Consulting, Inc. was contracted to perform an archaeological survey of these areas prior to the land sale. Results of this survey are summarized in this report. The archaeological survey indicated that the proposed federal undertaking will have no effect on archaeological sites that could be considered eligible for listing on the National Register of Historic Places. No further archaeological investigations are recommended.

In July of 2011, Westover Air Reserve Base (ARB) submitted to The Massachusetts Historical Commission (MHC) a Determination of Eligibility (DOE) for the National Register of Historic Places (NRHP) for the base's historic resources (i.e. buildings, structures, and landscape features over 50 years of age). This DOE revised a previous survey of the base conducted in 1995. In the revised DOE, Westover ARB concluded that the base did not constitute a historic district as previously determined by the 1995 report, and that any further district potential had been diminished due to a series of demolitions, new construction, and adverse treatments. A significant number of contributing resources (20 of 39) had been demolished since the 1995 report. The infiltration of many new buildings and features to the base eclipsed many of the remaining historic resources. And finally, the cumulative effects of adverse treatments over the past 17 years had dramatically diminished historic integrity. The SHPO responded with a request for additional information prior to concurrence with the Base's findings. This report is an addendum to the July 2011 evaluation and contains the additional information requested by the MHC in their letter of July 15, 2011. Letter from the Air Force's Natural and Cultural Resources Manager (NCRM) to the Maryland Historical Trust concerning eleven (11) projects at Joint Base Andrews that may affect structures potentially eligible for the National Register of Historic Places (NRHP) as they have been heavily modified since their construction.

The purpose of this report is to record lighting modifications to the interior of the Mark I Engineering Lab 12V High Bay (Facility 1077), pursuant to the programmatic agreement for management of historic properties at Arnold Air Force Base.

This document is intended to supplement the Scott Air Force Base Historic District maintenance plan by offering building specific treatments and identifying prioritized and immediate actions that should be taken to arrest ongoing or potential damage to historic fabric. Targeted properties are those that contribute to the Historic District, primarily administrative, maintenance, and recreational properties. The residential housing sections of the district are currently in private management and are therefore not addressed here.

This Integrated Cultural Resources Management Plan (ICRMP) was developed to provide for effective management of cultural resources as an integral part of the Scott Air Force Base Installation Development Plan (IDP) (Scott Air Force Base 2011a), as directed by Air Force Instruction (AFI) 32-7065. This ICRMP does not include MidAmerica Airport, the Joint-Use Area, or the National Geospatial-Intelligence Agency (NGA). This is a 5-year plan, covering fiscal years (FYs) 2012 through 2017.

Response from the Maryland Historical Trust (MDSHPO) regarding the proposed construction and demolition projects at Joint Base Andrews. The Maryland Historical Trust confirms that four of Joint Base Andrews' projects will not negatively effect historic properties: constructions of a Helicopter Operations Facility and a Child Development Center, the demolition of Building 1429, and the removal of AAFES canopy and fuel tanks. However, the Maryland Historic Trust requests separate Determinations of Eligibility Forms to be completed ahead of the proposed demolitions of Buildings 1679, 1732, 1988, 3229, 1642, and 1605, as well as for Buildings 1444, 1413, and 1414, which may be impacted by the construction of a new fitness center.

On 21 January 2011 Scott Air Force Base submitted the Draft Final National Register of Historic Places Evaluation of Historic Buildings, Structures, and Cemeteries at Scott Air Force Base, St. Clair County, Illinois (CRS) for review and concurrence. The Illinois Historic Preservation Agency concurred with the report with the exceptions of Scott Air Force Base’s findings for Facility 5026 and the two cemeteries. It is the opinion of Scott Air Force Base that insufficient information was provided in the report to accurately assess the eligibility of Facility 5026. This supplemental evaluation has been compiled to provide additional information to support Scott Air Force Base’s finding that Facility 5026 is not eligible for listing on the National Register of Historic Places.
