This paper draws attention to the current and possible effects of COVID-19 on the mobility trajectories of mainland Chinese students studying in Asia. By drawing on 35 biographical interviews, this paper focuses on their decision to study in Asian countries and regions. Particularly, it calls for more attention to Asia in global student mobilities and discusses whether COVID-19 has changed the position of Asia in the global landscape of student mobility. Results show that even if COVID-19 provides an opportunity for Asian universities to embrace more international students, Asia still lacks the capability to attract great numbers of them. Finally, the study argues that college students' choice of mobility destinations is shaped by their perception of the central-periphery structure of higher education, which is hard to be shaken by the pandemic.

This paper is a complete student-led, student-edited collective writing project (CWP) conducted virtually in Spring 2022 throughout the course Knowledge Socialism taught by professor Michael Peters for the Faculty of Education, Beijing Normal university. The CWP involves 4 international, 5 domestic Ph.D. students, and 2 senior Western scholars as reviewers, revealing their thoughts, arguments, understanding, and criticisms towards the creative economy status in East Asian countries (Japan and China mostly) higher education as reflected in the knowledge socialism narratives. Xiyuan as the lead author, co-editing with Woraport and Stefan, assigned each section to other authors and successfully devoted themself to organizing, proofreading, and revising the paper. Through a month of collective work, the final version of the paper elaborates on the contribution of East Asian creative universities and the economy as a whole to the knowledge socialism through co(labor)ation, with implications to the creative labors cultivation and shifted roles of students.

By reviewing regulative documents and extant literature, this paper explores the realities and trends of international students in East and Southeast Asia (ESA). It also shows motivation and strategies of four new players in the international higher education sector in East and Southeast Asia i.e., China, Hong Kong, Taiwan and Malaysia. Apart from showing that intraregional students have not predominated the overall international student population in the region anymore, the paper highlights that ESA region has become an established hub of international students rather than a new emerging destination as it was in previous years. The overall net flow of international students in this region was still deficit prior to 2010s, but the deficit in 2017 is still less than that of 2010?s. This is probably the first study of its kind to examine the trends of international students as well as of higher education policies of countries in the ESA region. The findings of this study shall provide an insight into international higher education trends among the ESA countries for stakeholders, including policymakers, university managers, faculty, students, and parents.

This paper introduces a relatively novel theoretical approach to investigate cross border student mobilities in East Asia, a region growing in importance as a provider of international education. It does so by bringing Sara Ahmad's writings on the sociality of emotions, with Jacques Derrida's analyses of hospitality. We draw on empirical data from a cross national study to explore the emotions that shape student decisions to choose East Asian study destinations. By problematising the gift of the scholarship, using Derridean understandings of hospitality, we reveal the limits of contemporary forms of international education. Reflecting on histories of Asia-focused student mobilities, the paper highlights the entanglements of hostility and hospitality, and the inseparability of hosts and guests. It is this realisation that will enable ethical, non-exploitative forms of education.

While internationalization is among the top strategic priorities of universities and colleges globally, research into the expanse of internationalization in the kinesiology discipline is not well researched. Given this gap, critical consideration of the state and status of the phenomenon is needed. Knowing more about what is being done in the name of internationalization within kinesiology and reflecting on how those actions and outcomes are aligned, or not, with key theoretical guidance is necessary in order to plan for improvement accordingly. For these reasons, this paper first provides a primer on internationalization in higher education, including how the phenomenon has come to be defined as well as key contemporary critiques associated with it. In particular, we highlight Beck's (2012) theoretical concept of 'eduscape' to critically consider the influences of globalization on internationalization within higher education kinesiology as well as Khoo, Taylor, and Andreotti's (2016) principles of intelligibility, dissent, and solidarity to consider the ways kinesiology scholars engage critically with internationalization processes. Presented next is a review of the kinesiology literature that is explicitly focused on internationalization. Then, the results of a pilot survey into the views of National Association for Kinesiology in Higher Education (NAKHE) members and other Western kinesiology scholars on internationalization is reported next. The paper concludes with recommendations as to how NAKHE and the broader community of Western kinesiology scholars might best navigate internationalization moving forward. We recommend the complexity-informed and principle-driven approach of inclusive leadership as a means of pursuing cognitive justice in the 21st century.

This paper elaborates on recent trends in Japanese higher education partnerships through three cases of collaboration between Japanese universities and higher education institutions in China, Mongolia, and the Southeast Asia (hereinafter referred to as ASEAN). Our analysis shows that partnerships were shaped by both top-down government policies and bottom-up activities based on institutional visions and past relations. Japan's educational quality and reputation, particularly in science and technology, is highly regarded by higher education institutions (HEIs) interested in developing competitive international programs. On one hand, Japan is striving to deepen and expand its partnerships with HEIs, particularly within Asia. A number of domestic and international factors - such as Japan's population decline; increasing competition among HEIs both on the domestic and international front; an ambition to remain competitive in a twenty-first century, knowledge-based economy; and Japan's strategy to strengthen its influence in Asia - drive the partnerships. On the other hand, while earlier partnerships were limited to student and faculty exchange or joint research projects, institutions increasingly prioritize more comprehensive strategic partnerships. Such strategic partnerships are important to overcome barriers during the COVID-19 pandemic that limit physical movement and interaction, and they may drive even greater collaboration and integration among Asian higher education institutions.

Student learning outcomes assessment examines whether programs cover the material stated in their learning goals, whether students are learning the material, and the impact on student retention, graduation, post-graduation outcomes, and institutional accreditation, with the aim of providing faculty with data that can be used to help programs evolve or improve. While there is a plethora of research regarding effective methods of assessment used in the United States, little has been written regarding cross-national comparisons of assessment methodologies. This paper examines the current state of assessment in several nations and regions, and draws parallels in practices across countries. A literature search using the term "outcomes assessment" yielded 228 articles, of which, only 35 described practices outside the United States. Generally, searches on the terms "outcomes assessment" and "global" tend to return studies of outcomes assessment of teaching about global issues as it is practiced in the United States, rather than results about outcomes assessment practices used in other countries.

Purpose: It is still unclear how Asian universities incorporate the theory or practice of sustainable development (SD) in their research and education programmes. To address this gap, the purpose of this paper is to report on a study that has examined how universities in Asian countries handle and address matters related to SD. Design/methodology/approach: The study used a bibliometric analysis and an online survey-method. The online survey data were analysed through descriptive analysis and one-sample student's "t"-test. Findings: The study indicates that there is considerable variation among the Asian countries regarding sustainability practices in higher education institutions (HEIs). The HEIs in far eastern countries, such as Indonesia, Malaysia and Thailand are perceived to demonstrate more sustainability practices. Research limitations/implications: Even though a substantial number of participants participated in the survey, it did not cover all Asian countries. The online survey was carried out over a limited period of time, and not all HEIs in the field may have received information about the study. Practical implications: Asia is the largest continent facing a number of sustainability challenges. In this context, the contribution of HEIs is very important. The findings of the current study may serve as a baseline for Asian HEIs to take more initiatives towards SD goals, as HEIs are responsible for the education and training of hundreds of thousands of students who will be occupying key positions in industry, government or education in the coming years. Originality/value: The study contributes to the existing literature in two distinct ways. First, it was possible to develop a comprehensive instrument to measure sustainability practices in HEIs. Second, this study has filled the gap of the scarcity of studies regarding sustainability practices in HEIs in Asia.

How much is hegemony and how much is self-determination in the higher education systems in Southeast Asia? This paper argues that while the question of centre and periphery is still relevant to the analysis of international university systems, the analytical frameworks from which it has arisen may lose viability in the long term. Southeast Asian states are making use of higher education to act in ways that will contribute to the altering of their peripheral position in the global economic and political system. While changes in Southeast Asian higher education are closely tied to global markets and follow what sometimes appears to be a dependent pattern of adaptations driven by Western developed economies, the paper argues that there is also a significant amount of resistance. As Southeast Asian countries adapt in ways that help embed economic globalisation within their national landscape, the manner in which the adaptation occurs is more selective, open, and democratic than before. Moreover, while global communication with core (centre) university systems has been more open and transparent, the system is closed to direct intervention from the outside, making hegemony a less plausible explanation for the manner in which the system is reacting within the new global environment of financial interdependency.

Purpose: This paper aims to explore the holistic picture of sustainability curricula in Asian higher education. Design/methodology/approach: Content analysis was conducted based on Asian management education for sustainability in higher education. Online courses arrangement, teaching methods, instructors' educational background and cross-referencing data between triple bottom line and sustainability courses have been investigated. Findings: The paper provides empirical insights about the current state of sustainability education in Asia. The results show that there is an opportunity for interdisciplinary integration, as there are imbalanced sustainability courses offered by business, science and engineering schools. It also suggests that Asian universities should add an international connection and active promotion of sustainability education on their Web sites. Research limitations/implications: Findings are based on web-based sustainability-related courses. Future research could apply method of case study to do a deeper study. Practical implications: The paper provides an overview of Asian management education for sustainability and curricula analysis through our research, and that this will further assist in the development of interdisciplinary integration in Asian management education for sustainability. Originality/value: This paper is the first attempt to gain better understanding of sustainability-related courses offered in leading business/management colleges in Asia.

The dominant role of Kyoju-kai (the professoriate) in university governance in Japan is now facing a critical examination as part of university reforms in response to global competition. What are the determinants of the characteristics of participation in university governance by individual faculty members? In what way does the organizational structure, such as the professoriates at Japanese universities, influence the participation patterns? This article first establishes an analytical framework for the examination of the role of the professoriate of Japanese universities, applying the arguments of McNay (1995) and Ehara (2010). Secondly, the structure of faculty participation in university governance in Japan is examined through analysis of recent survey data on the academic profession in Asia. Thirdly, through a comparative analysis this paper examines how dominance of decision making by the Kyoju-kai or the faculty committees and boards does not necessarily assure a sense of participation among faculty members. Based on the examination above, the author discusses how the legal protection of Kyoju-kai in Japanese universities does not necessarily assure collegium-type university governance, but may lead to a bureaucracy that satisfies neither institutional managers nor faculty members. Finally, the author discusses the significance of the above points in the broader context of the historical transformation of the characteristics of university governance in Japan, and argues for the necessity of further comparative studies based on a precise understanding of the historical and organizational contexts of universities and higher education systems.

If we use words from Freirean thought, we can find "indigenous Freirean thought" in each country. This paper discussed critical education theory's maturing process during Japan's modernization process and analyzed the conditions for creating an alternative community, based on an emancipatory learning practice. In East Asian countries, modernization process exposed its inherent violence and exploitative nature. In Japan, critical researchers on education have been looking for the conditions of establishing a learning theory for emancipation under this process. The deconstruction of people's underlying consciousness that was formed during the modernization process was considered as one of necessary conditions by the researchers. In this context, community was proposed as a tool for decoding conflict among the oppressed people. Here, we can find the same approach as Freire. Furthermore, the case study on the experience of community education in Yamagata farmer's college revealed a double bind, which was generated by conscientization of the contradiction of self. It is an essential moment for creating a community, and making judgment of social directionality clear. It is safe to say the experiences of community learning in East Asian countries have a possibility of creating an alternative critical theory of education.

This article deals with the assumptions and implications of the Malaysian policy for "learning from Japan". The article explores the ways in which this policy has effectively been operated in drawing a new geography of "Asia", dislodging colonial legacies in the region and countering the consolidation of other regional blocs. Cross-national educational interaction has increasingly been a key issue in international relations. After the end of the Cold War, the traffic of people, commodities and information is blocked less and less by the barriers of state political ideologies, and has begun to hinge on new notions of boundaries. Free trade blocs are formed by agreements among "neighbours", sharing economic advantage and the quality of basic values, such as "democracy" and "human rights". Such communal values play a powerful role in the redefinition of "us" and the legitimisation of regional societies. The vigour of cross-national educational transfer in the past two decades, as will be argued, has effectively been used for the formation of new identities of individual nations and for the promotion of new aspirations for the regional alliances. The Association of Southeast Asian Nations (ASEAN) has led the way in constructing the East Asian region with China, Japan, and South Korea, and an inter-regional entity with the European Union (EU)--known as the Asia-Europe Meeting (ASEM). The initial aims were security and trade. Recently, however, higher education has been brought into these regionalising processes, largely as a response to the globalising of neoliberalism. The paper argues that regions are social, economic, and political constructions shaped by both material forces and cultural factors. It emphasises the importance of the latter and explains three mechanisms at work: "harmonisation" to build intra-ASEAN higher education cooperation; "socialisation" to create the ASEAN+3 region; and "mutual learning" to engage with the EU in shaping an "ASEM Education Area". These mechanisms influence the ways in which regional actors form new conceptions of self and other, negotiate norms, and (re)construct their identities and interests, thus creating new forms of cooperation and community. Particularly, "mutual learning" generates the outcome of a deeper negotiation for an equal partnership between the "Asia" and the "Europe" in ASEM. Hence, higher education regionalism emerges as a way to reposition Southeast Asia.

According to the Open Doors report from the Institute of International Education, more than a half million international students are currently studying in the United States. Over half of the international students are from Asia, both the subcontinent (India is the leading sending nation of students) and the Far East (China, Korea, and Japan leading in numbers sent). Following Asia, 13% of our international students are from Europe, 12% from Latin America, 6% from Africa, 6% from the Middle East, and 1 % from Oceania. Open Doors reports that international students contribute over $13 billion to the U.S. economy. The author believes that the contributions of these students are much more far-reaching than monetary, however. The author stresses that Americans are blessed to have their lives enriched by other cultures and their minds broadened by insightful students. People might have stories about compelling, perspective-changing experiences by or with international students. In this article, the author shares a few of the students that enrich the author's life every day.

This paper explores how bureaucracy impedes the implementation of higher education (HE) policy at Japanese universities. Administrative systems employ Weberian legal-rational bureaucratic practices that are central to the institutional identity of a university. Rather than the means to internationalisation and reform in general, these systems themselves become the end, usually in direct opposition to not only innovation and change but, indeed, the university mission itself. After first outlining the macro-level processes and policies of the internationalisation of Japanese HE, I take an ethnographic approach to illustrate the micro-level administrative practices and assumptions at the university, framing them within the social theory of bureaucracy to allow for comparison with HE in other parts of East Asia and worldwide. As a way forward, I propose we borrow theories on social entrepreneurship to potentially resolve the challenge of embedded administrative practices and static institutional identities, a bureaucratic "utopia of rules" [Graeber, D. 2015. It has been widely acknowledged that an important indicator of a successful sojourn for international students is social integration into the host community. Despite seemingly regular opportunities to integrate, many international students report that their interactions with local residents remain superficial. The "Community Connections" programme at The University of Newcastle in Australia has aimed to address this issue over the past 13 years by engaging a broad range of volunteers from the host community to welcome, befriend, and support international students. In 2009, the opportunity arose to conduct a small pilot project within "Community Connections," the aim of which was to focus specifically on facilitating relationships between international and domestic students. Thirty domestic students and a similar number of international students volunteered to participate in this pilot project. This paper describes the steps involved to develop this project, outlines the evaluation process, and discusses the impact of participation in the programme on student experience.

In recent years, local and global for-profit e-learning providers have expanded in Asia. A combination of factors has encouraged such development: The accelerating roll-out of technology, the availability of sophisticated learning management systems, and the high growth rates of Internet usage by the 510 million or so Asians who now represent 39% of the world's users (Internet usage in Asia, 2007) is leading to the belief that there is a huge un- or under-exploited market for e-learning. The General Agreement on Trade in Services (GATS), a treaty of the World Trade Organization (WTO) that entered into force in 1995, has created increasing pressure for augmented efforts in opening up the existing education market (Jung, 2005a). Many Asian governments are eager to introduce market principles, constrain expenditures, widen access to higher education and professional development, and improve quality via competition. It is recognized that for-profit providers may better meet rapidly changing educational needs. This paper examines the emergence of new for-profit e-learning providers in Asia. In this paper, the author tries to set up the framework for understanding the qualitative change of the nature of national policies for higher education through the increasing aspects as "industry" in universities and other higher education sector. Based on this framework, the author analyses, comparatively, the national policies for higher education "industry" in three East Asian countries: Malaysia, Singapore and Japan. Thorough the examination of the policy treatments of higher education "industry" in those three countries, the author tries to argue the importance of balance between flexibility and consistency of the image and definition of higher education which is certainly getting a key position in knowledge economy. This article examines the impact of contemporary higher education policy at a rural university in Japan. Hirosaki University, although a national university with an attached medical school, is far from the centre of academia in Japan, with a comparatively low ranking among national universities in Japan, and severe budget constraints. The policies that influence the trajectory of the university simultaneously illustrate two dimensions. On the one hand, they reflect global trends of neoliberal higher educational governance as these unfold in a leading nation-state within Asia. On the other hand, they show how policies originating within central government ministries and dictated by population and budget dynamics yield a highly localised outcome that forces a peripheral university to concentrate its efforts predominantly in its own community.
