Satellite university campuses -- whereby established universities decentralise part of their activities, often to areas previously lacking a university -- contribute to the diversification of university systems. While satellite campuses, due to their small scale and limited resources, might perform some activities less efficiently than their larger parent universities, we argue that they are uniquely placed to serve the needs of their localities. Based on the case of a satellite campus in North-West Italy, we show that: (i) the campus' main contribution lies in widening access to higher education to residents who would not attend university in the absence of local provision; (ii) the campus contributes to local development also through research and business and community engagement, and by stimulating local demand for knowledge-intensive services; (iii) research and engagement are more effective for local development where local firms possess relevant absorptive capacity and where there is a favourable institutional framework.

Low-cost personal computers, wireless access technologies, the Internet, and computer-equipped classrooms allow the design of novel and complementary methodologies for teaching digital information security in electrical engineering curricula. The challenges of the current digital information era require experts who are effectively able to counteract piracy, forgery, copyright infringement, and so on. Digital watermarking is one possible technique for fighting piracy, which consists of the insertion of invisible but robust information to protect the data. In this paper, a new teaching approach, designed for testing student skills and progressing in multimedia data protection, is presented. This consists of a distributed security game where students compete by first using the developed watermarking techniques and then attacking each other's methods, thus verifying their robustness. Groups of students from different universities and countries play against each other, trying to compromise other teams' hiding systems while protecting their own data from attacks. The proposed methodology can be considered as an appealing approach for stimulating learning, cooperation, and team competition. The effectiveness of the teaching method is verified by a student survey and their academic results. (Contains 4 tables and 2 figures.)

The aim of this article is to analyse the effect of introducing voucher schemes in higher education context. In the first part, the main economic characteristics of educational vouchers are discussed, in order to identify their expected effects on efficiency and equity in tertiary education. The second part contains the results of a case study that documents the experience gained at the University of Bologna between 2003/04 and 2005/06. The results suggest that the main effects of vouchers are on (1) the effectiveness of public support, and (2) course prices (fees). (Contains 3 figures, 5 tables, and 6 notes.)

This study investigates the role of air transport service in the attractiveness of universities to national students, examining how it might stimulate local economic development by attracting highly skilled labor. Examining the flow of Italian university students at the provincial level in 2003–2012, we find that the air transport service affects university attractiveness for long-distance students living at least 300 km from their university. Specifically, accessibility increases with the proximity of universities to airports, when low-cost carriers serve university routes and more alternative airports exist at the origin. Further, our results suggest that, over the last decade, air transport service has facilitated mobility of long-distance students from southern areas to universities in the north of Italy, where students generally move to increase their future prospects. The paper proposes a framework to evaluate the impact of academic spin-offs at the local level. Spin-off creation is the most complex way of commercializing academic research, compared to patenting and R&D collaborations, but has the highest potential impact on the local context. We develop a framework that takes into account the direct and indirect impacts of spin-offs. In the empirical part of the paper we apply this framework to Italian spin-offs set up between 2000 and 2012, and to a sample of Università Politecnica delle Marche spin-offs. The empirical analysis shows that, measured in quantitative terms, the impact of spin-offs on the local economy is quite small. However, this depends on the characteristics of the local economy, and there are some indirect effects that should be considered in both the short and longer terms. [ABSTRACT FROM AUTHOR]
