The European Commission recently incentivized universities to establish alliances in order to institutionalise regional collaboration through the European Universities Initiative (EUI). Alliances are envisioned to maintain Europe's global position and enhance regional integration. Their mission statements are ways of signalling identity and legitimacy and are used for strategic planning and performance frameworks. This study explores how 31 EUI alliances communicate their identity using insights from institutional theory and strategic balance. Findings reveal that EUI alliances anchor their identity within low risk and easily accepted areas of value to stakeholders and project homogenisation in regionally institutionalised areas. However, alliance missions also articulate in varying levels of detail a range of ambitions in claims, which demonstrate areas alliances chose to distinguish themselves. The findings provide insight into how alliances exert bounded agency within a regional initiative and highlight potentially competing tensions within the initiative.

This paper presents a comprehensive review of existing literature concerning the domains of accreditation and quality assurance in various sectors. Accreditation and quality assurance play vital roles in ensuring the credibility, transparency, and effectiveness of educational institutions, healthcare facilities, industries, and other domains. This paper synthesizes the findings of numerous studies, focusing on the conceptual frameworks, methodologies, and outcomes associated with accreditation and quality assurance processes. The review encompasses a wide range of perspectives, including historical context, best practices, challenges, and advancements in accreditation and quality assurance. Through a systematic analysis of these scholarly works, this paper aims to provide a deeper understanding of the evolving landscape of accreditation and quality assurance across diverse sectors and shed light on potential future research directions.

The Bologna Process represents the most significant extensive reform of higher education in Europe. The particular aspects of the Bologna Process still incite critical evaluations as regards the successfulness of its implementation. The theoretical part of the paper analyzes the fundamental principles defined in the Bologna Declaration, requirements and critical views of the Bologna Process, as well as the relevant research conducted on this issue used for the comparative analysis. The introduction of the Bologna Process into the Serbian university education has initiated numerous changes, the increase of the student mobility being the most striking one. The empirical part of the paper focuses on the study of the following problem: the manner in which students of social sciences and humanities perceive the Bologna Process fifteen years after its implementation into the Serbian university education. Consequently, the subject matter of the research is the observation and description of students' attitudes to this phenomenon with the purpose of acquiring relevant information "firsthand." The achievable objective of the presented research reviews the context and condition of the Bologna Process during 2019/2020 academic year and its feasible improvements, which can contribute to comparative study of similar researches in the time of the pandemics. The specific research tasks include the study of the Bologna requirements, attitudes to the Bologna Process, benefits and restrictions of this reform, and particularly the attempt to suggest the improvement of the Bologna Process realization from the perspective of students of social sciences and humanities. The research sample consisted of the Bachelor students of social sciences and humanities from the Faculty of Philosophy in Niš (N=150). The survey technique and the scaling technique with a rating scale questionnaire were used (BOL-JM-JOZ). The questionnaire had five closed-ended questions, while the Likert scale was comprised of 23 items. The test of the instrument consistency proved its reliability. The obtained results were shown by the chi square test, which proved a statistically significant difference in the respondents' answers as regards the year of study, p<0.05. The main factors were extracted from the assessment scale by the application of the factor analysis. These factors examined the students' perceptions of the Bologna Process, comparing the answers provided by the students of the first, second, third and fourth year of study of social sciences and humanities, p<0.05.

Drawing upon French philosophy, this study offers a novel empirical and conceptual understanding of the newly launched European Universities Initiative. In 2019, higher education institutions across the European Union created 17 new alliances as part of the first pilot phase of the initiative. This is an experiment in European and global higher education. This paper offers a conceptual contribution to the field of higher education studies, making use of a rhizomatic analysis to explore how university alliances build what the European Commission refers to as the 'European universities of the future.' Based on the conceptual reflection and findings from a small-scale empirical study, this paper concludes that the alliances within the European Universities Initiative rely on pre-existing higher education and research partnerships while at the same time experimenting to foster a diversity of institutional forms to achieve the ambitious goal of creating 'European Universities.'

The paper introduces a novel approach to university rankings that considers a university's contribution to sustainable development. It addresses the usual controversies surrounding the construction of rankings using composite indicators. The conventional approach typically involves normalizing sub-indicators and applying subjective weights for aggregation, which raises concerns about the reliability of the rankings. In response to this issue, we propose an alternative method based on Data Envelopment Analysis (DEA) that utilizes flexible weights. Our approach is applied to the data from the UI-GreenMetric World University Ranking. We initially employ a general Benefit of the Doubt DEA model and subsequently enhance its discrimination power by computing super-efficiency. In the third model, we impose weight restrictions on sub-indicators. The results of our analysis offer valuable insights for all stakeholders, as illustrated by the implications derived for Czech universities included in the sample. Furthermore, we compare the results of universities in various European countries, establishing a connection between rankings and the fulfillment of Sustainable Development Goals (SDG) within individual countries. This research contributes to a more comprehensive understanding of the relationship between university performance, sustainability, and the associated implications for policy and benchmarking.

"The Common European Framework of Reference for Languages: Learning, Teaching, Assessment" (CEFR) (Council of Europe. 2001. "Common European Framework of Reference for Languages: Learning, Teaching, Assessment." Cambridge: Cambridge University Press) has been widely accepted as a reference for aligning curricula, learning outcomes, teaching materials and assessments for European and, more recently, non-European languages. However, it seems that the CEFR has been more utilised on the macro level, i.e. for curriculum and proficiency test development and course book design rather than on the micro level, i.e. to support teaching and learning. The field of teaching Arabic as a foreign language is lagging behind on both levels. This paper reports on the initial stage of a wide-ranging project which aims at full adoption of the CEFR (on both the macro and micro levels) in a non-specialist Arabic language course. The paper, specifically, details the context and methodology of designing a CEFR-aligned Arabic curriculum framework based on the compilation of curriculum salient features from the CEFR document.

This paper assesses how UK universities seek to maintain their global dominant position post-Brexit through comprehensive strategic partnerships with key European institutions as part of their internationalisation strategies. Drawing on 24 semi-structured interviews conducted from November 2017 to July 2018 in 12 UK universities vertically differentiated and spread along the highly hierarchised spectrum of British universities in all four nations, we aim to examine which types of universities are most inclined to form international comprehensive university-wide strategic partnerships, and how they identify their partners. The analysis is framed within Bourdieu's theory of "economy of practices" which considers all university practices as economic practices that are ultimately tailored towards maximising either material or symbolic profit. Unlike in business and industry, where organisations traditionally compete to maximise profit, universities must both compete and collaborate with one another in order to improve (or maintain) their position in the field. UK universities will need to navigate the post-Brexit space they find themselves thrown into, and in the process will need to review international institutional links with both European Union (EU) based and non-EU universities. This paper will assess how UK universities seek to maintain their dominant position in the field through comprehensive strategic partnerships with key foreign institutions.

This conceptual and descriptive study examines the critical issues, challenges and priorities for European higher education (HE) leaders, drawing upon the theory, practice and experience of leaders inside and outside the open and distance learning (ODL) field. Focussing on the emerging vantage points of the 4th Industrial Revolution (4IR), global trends and the post-pandemic HE landscape, the article discusses their impact on organisational architecture and the emerging leadership roles for driving organisational values, change and sustainability. The authors argue that to maintain institutional stability and agility, leaders must interpret the current zeitgeist to set priorities, build decision-action packages and embrace a new organisational architecture: one characterised by flexible structures, a clear vision of the desired future, a culture of trust and openness, a comprehensive and deep understanding and optimum application of employee skill and talent, and the effective implementation of digital tools and curriculum structures in pedagogically meaningful ways. Leaders must be adaptable, agile and innovative, with the capacity to understand, identify and support the forms of leadership appropriate to their strategic objectives and institutional culture. The paper concludes by targeting critical priorities and actions that leaders must navigate to create innovative and dynamic futures for their institutions.

Purpose: Since new digital micro-credential technologies emerged a decade ago, there has been a rapid rise in micro-credentials in the education landscape. Much has been promised about these educational technologies, yet there is much confusion by key stakeholders in the digital micro-credential ecosystem. This confusion has led to significant efforts globally to define micro-credentials to ensure quality learning and generate beneficial impacts to learners, employers, education providers and edtech organisations. Design/methodology/approach: This commentary reviews relevant literature on digital micro-credentials and other alternative credentials to determine how these educational technologies can meet the demands of the Fourth Industrial Revolution to nurture lifelong learning for working learners. Findings: Universities are being challenged to address the changing needs and uncertainty being introduced by the Fourth and Fifth Industrial Revolutions, particularly with implications for workforce upskilling and lifelong learning. To adapt, universities will need to rethink their roles and shift their institutional mindsets in how they may approach the challenges through mechanisms such as digital micro-credentials. Research limitations/implications: This paper focuses on the analysis of five policy statements about micro-credentials. While these policy statements represent a sample, there is a representation of Western education-related systems. Thus, they skew the findings towards Western education systems thinking. Practical implications: Understanding how micro-credentials are being positioned within education-related systems is useful for applying the educational technologies by, for example, universities, learners and employers. Social implications: Provides an overview of how these educational technologies may provide beneficial impacts for society as it plans to adapt to economic uncertainty and change. Originality/value: The commentary provides a policy context for the emerging use of micro-credential technologies to examine demands for workforce upskilling.

To ensure the widespread dissemination of information and to foster interaction and dialogue with users, higher education institutions need to develop an active profile on the social networks. This paper analyses the influence of universities' posting strategy on their followers' engagement (reaction, virality and conversation) by measuring the level of activity and type of presence on their social networks. A content analysis was conducted to analyse 90,000 posts by 70 universities from Europe, the United States and Latin America on their institutional profiles on Twitter, Facebook and LinkedIn. The universities' posting activity on their social media is moderate (with an overall mean of 7.04 posts per day), but the interaction rate is very low (0.237), far below the recommended levels of engagement. Notably, increased activity by universities on social networks does not lead to greater engagement but points to an inverse relationship between the two. Our findings also indicate that university-created content (UCC) achieves a higher level of engagement ([x-bar] = 169.41) than university-shared content (USC) ([x-bar] = 126.18). This study explores the effect of universities' posting strategy dimensions on their follower's interaction.

Research on Artificial Intelligence, especially in the field of machine learning, has exploded in the twenty-first century. AI research in universities has long been funded by a combination of government and corporate sources. The funding of AI research in the contemporary university includes technology companies as both funders and generators of research areas. This paper looks at the links between technology companies and AI research in three areas: first, the ways in which technology companies influence both the content and practices of AI research in universities; second, how university research policies enable conditions that blur traditional boundaries between corporate and academic AI research; and third, how an ethos of 'open science', that is increasingly corporatised, moves ideas about AI from universities to companies. We conclude that technology companies influence AI research within established feedback loops in the transformed relationships between economy, society, research, and the contemporary university.

The European University Initiative (EUI) -- launched by the European Commission in 2018 has been received with considerable interest from higher education institutions in Europe with hundreds of institutions forming new alliances. While the EUI-initiative in many ways is a continuation of a long history of collaboration across national borders in Europe, the initiative also contains novel elements -- not least with respect to the institutional commitments the new alliances are based on. This paper offers new insights into the alliance formation process, and the profiles of European university alliances. Based on a series of qualitative interviews with key persons at alliance level, our findings demonstrate quite complex alliance formation processes where both collective and individual networks of institutions were activated, and where different path-dependencies shaped the membership of the alliances.

The article deals with the main aspects of the digital technology impact on education. The aim of the research is to collect and analyze most of digital technologies that have been implemented into educational system of Uzbekistan recently and to find out how they have influenced upon the development of the modern educational methods. The paper presents an assessment of the quality of education on the basis of system performance indicators, which makes it possible to evaluate education in the framework of management criteria based on the results of the participants' preparedness for practical activities. Analysing the foreign and domestic experience, the solution was found out to manage the educational system of the higher education organizations. At the same time, the work stipulates that such an approach should not violate the existing academic traditions and prevent commercial orientation of university management.

The past two decades have witnessed growing interest in Higher Education (HE) achievement standards. Globally, the English Language Teaching (ELT) sector provides students with Direct Entry (DE) English language program (ELP) pathways to university study. It has typically relied on commercially available English language tests to ensure achievement standards. Such tests enable providers to demonstrate evidence of DE ELP standards in terms of internationally recognised scores. English language tests, however, represent only one type of external reference point for assuring standards. This paper provides an overview of a sector-led, collaborative approach to an external review of standards of 20 Australian university-operated DE ELPs. Twenty-eight ELP subjects were benchmarked by sixty individual assessors using consensus moderation with the newly expanded Common European Framework of Reference for Languages Companion Volume (CEFR CV). The framework's new subscales, including those on mediation, were employed for assessing student work samples. The case study demonstrates how collaborative benchmarking using the updated CEFR CV can effectively assure DE ELP standards while also identifying areas for program improvement to the benefit of programs, staff, and students.

Under the pressure of globalisation, both China and Europe have active strategies to internationalise their higher education systems. This paper explores the cultural and institutional constraints of these strategies in both territories, analysing their impact on the cooperation and competition among higher education institutions. The article focuses on the historical and current practices of internationalisation in Europe and China, the strategic goals underlying these practices, and the implications of internationalisation strategies in constraining the choices and actions of academic leaders in Chinese and European higher education institutions. This article contributes to the literature on Chinese and European cooperation in higher education by analysing the points of conflict and opportunities for growth. Despite differences (e.g., centralised vs. decentralised systems, top-down vs. bottom-up decision-making processes, and the roles of leadership in the governance of higher education institutions), there is a common interest in promoting economic competitiveness, developing a knowledge-based society, advancing research, attracting and retaining talent, and reducing regional inequalities. The paper concludes that cooperation is possible in specific areas in which neither China nor Europe can succeed alone with the same impact that would be possible with cooperation.

The paper discusses the main issues which emerge for the university as an institution in the European context from the development of the lifelong learning paradigm. It focuses on both the opportunity-creating and tension-provoking presence of the lifelong learning concept in the university's institutional environment. The analysis is based on a thematic review of articles published in the "International Journal of Lifelong Education (IJLE)" during the four decades of its existence. The paper argues that: (1) the implementation of lifelong learning requires a profound change in the systemic characteristics of the university institution and cannot be limited to the establishment of departments of adult and continuing education; (2) without being uncritically perceived, lifelong learning is a strategy that can help universities successfully address some of their main problems and continue to develop as a key institution of societies in the 21st century and (3) in the European context, the institutional model that can embody the paradigm for lifelong learning and at the same time contains the possibility of preserving the specificity of university as an institution, is best symbolised by a cathedral.

This paper discusses empirical comparisons of higher education institutions across world regions. It argues that institutional data systems have the potential for complementing global comparisons promoted by rankings by providing sensible information on institutional size, budgets, staffing, enrolments and activity profiles. With this perspective in hand, this paper tackles three questions. First, how is it feasible to identify Higher Education Institutions (HEIs) given their complex structures? Second, how is it feasible to define the perimeter of HEI sectors? Third, what kinds of data could be used for comparison, and where are the main data gaps? By analysing institutional data systems across the United States, Europe and Asia, the paper concludes that institutional data systems display some remarkable similarities that make them an important resource for global comparisons; however, variation in the context of data production and usage implies differences in the higher education perimeter and on institutional delimitation; sensible comparisons, therefore, require explicit knowledge of the institutional context in which data have been borne.

Purpose: Recognising the importance of universities in the achievement of social and global objectives, this paper aims to study the relevance of the global reporting initiative (GRI) methodology for reporting University Social Responsibility (USR) activities, taking into account the specificity of higher education institutions (HEI). Design/methodology/approach: After a review of the literature and background, the European HEI reports prepared according to the latest version of GRI standards are selected and a comparative study is carried out. The analysis focusses on comparing to what extent the standards are responding to the information needs generated in the field of higher education. Findings: General issues, common to all types of organisations, are adequately reported by HEIs, but difficulties are encountered in integrating a vision that incorporates the role of their missions in standards related to economic, social and environmental aspects. Research limitations/implications: There are few GRI reports with this format and further research is encouraged as the number of reports increase. So far, major limitations have been found by HEIs to account for their societal missions when using the GRI. Practical implications: The debates on USR are promoting an increase in the number of reports on sustainability. This paper provides some examples of the use of disclosures that can be adapted in this context, to move towards the systematisation of these practices. Originality/value: This is, to the authors' knowledge, the first comparative study on the application of GRI to sustainability reports at a European level, focussing on the adequacy between disclosures and missions.

Purpose: This paper aims to propose a thesis about the historical evolution of the relationship of the European University in relation to the idea of social responsibility. Design/methodology/approach: This paper is philosophical, conceptual and theoretical and in proffering a bold thesis, has an argumentative character appropriate to that style. Findings: Three stages can be identified over the past 200 years in the relationship between the university and the matter of social responsibility, being successively tacit, weak and now hybrid. In the present stage, new spaces are opening for the university to transcend social responsibility, moving to a worldly and earthly responsibility. However, this new stage is having to contend against the university in an age of cognitive capitalism. As such, a large but hitherto unnoticed culture war is present, the outcome of which is unclear. Research limitations/implications: The scholarship informing this paper is wide-ranging and multi-disciplinary (history, social theory, philosophy, critical higher education studies, literature on the idea of the university, comparative higher education, ethics and sociology of knowledge), as it has to be in sustaining the large thesis being contended for, and it has broad hinterlands, which can only lightly be intimated. Practical implications: The key implication is that the idea of social responsibility is currently being construed too narrowly and that, therefore, universities -- in developing their corporate strategies and missions -- should be more ambitious and set their responsibility goals against horizons that go well beyond the social realm. Originality/value The thesis developed here is original in offering a three-stage theory of a 200-year evolution of the socially responsible European university. A new stage of an Earthly responsibility is glimpsed but it is having to contend with a continuing performative university, so leading to a hidden culture war and such that the future of university social responsibility is in doubt.

Verbal interaction has been the subject of a growing interest among language professionals in Europe since the CEFR was published in 2001; in linguistics, verbal interaction has long been studied. In the Bakhtinian approach, it is even considered "the fundamental reality of language". All types of interaction share the fact that they are dynamically co-constructed by participants. How then can we assess or certify interactional competence on an individual basis when dynamic instability prevails? What criteria can be defined in order to deconstruct interactional competence into specific operational criteria, if interaction is intrinsically multidimensional? These are the questions that we address in this paper. To do so, this paper presents the insights gained as a result of the co-operation between two certification systems: CertAcles (Spain) and CLES (France), both belonging to NULTE ("Network of University Language Testers in Europe"). These certification systems have agreed to collaborate extensively, sharing their constructs and assessment routines. As a result, CertAcles is shifting towards more contextualized tasks and CLES is considering adopting descriptive assessment scales for interaction (C1 level). We hope to demonstrate that the materialization of scientific collaboration of this kind can help improve individual systems.

The competition of civilizations forced the European universities to adapt to the competition with the Chinese and American universities. European integration cannot advance without the collaboration between European universities. An answer to these challenges is the CIVICA project, the European University of Social Sciences, a consortium of the following universities: Bocconi University (Italy), Central European University (Hungary), European University Institute (European Intergovernmental Organization), Hertie School of Governance (Germany), The National University of Political Studies and Public Administration (Romania), Sciences Po (France) and the School of Economics in Stockholm (Sweden). This experiment aims to become one of the European pilot universities, in the first round of applications for Erasmus+ in February 2019. The experiment takes into consideration the most important resource of a country: the human resource. The network of universities that are part of the CIVICA consortium will group approximately 38,000 students, 7,000 teachers and 3,000 people from the administrative apparatus. The London School of Economics is part of the CIVICA consortium, as an associate partner. At the Bucharest conference, the public presentation of the consortium and its objectives, the rectors of the seven universities set out to educate the future generations of professionals in social sciences, in order to solve the most pressing problems of the world. Creating a European identity is essentially the long-term, fundamental objective of the CIVICA consortium. In the context of this conference, we interviewed a few representatives of CIVICA, and their answers will be analyzed in this paper's section dedicated to the results of the research.

This paper is based on research studies conducted in the academic community of students and staff members (teachers, researchers and administrative staff) from 16 European universities that focus on digital learning in international mobility. The context of our qualitative study is digital learning during an international mobility scheme when university staff and students do not go abroad for their mobility programme but take courses offered by a partner university from home. By taking the perspectives of both of these academic groups, we aimed to arrive at a clearer understanding of how the digital environment supports digital learning within mobility, ascertain the functions of digital learning and describe the opportunities and challenges that are presented to students engaged in international mobility. Empirical data was gathered using questionnaires and focus group interviews. This study puts forward the assertion that distinctive features of learning in a digital environment within international mobility are systems thinking, self-directed learning and focus on course content. Digital learning environments support motivation to learn, and independence in gaining knowledge. In international digital learning, the online courses of which are characterized by their innovative pedagogical and assessment practices, students and staff become more autonomous in their learning, and more willing to open up to meeting the challenges encountered in various educational settings. Digital learning in the context of mobility means giving meaning to one's own activity in a digital environment and extension of the course content, meaning oral expression such as discussing and interacting with teachers and peers.

The purpose of this paper is to discuss the theoretical and methodological implications of an "affective assemblage" approach in the study and practice of decolonizing "the University" in Europe. In particular, the analysis aims to better account for the affective dimensions of decolonizing "the University" in Europe, taking into consideration that neither "the University" in Europe assumes a monolithic institution nor "decolonization" constitutes a monolithic project. Although the paper is theoretical, it provides examples of the meaning and function of decolonizing "the University" in various settings within the European higher education context. The paper contributes to the critical problematics of ongoing efforts to decolonize universities in Europe by exploring the prospects of affective assemblages as a working concept that helps education theorists, researchers, and policymakers in European higher education come to terms with both the intellectual and affective demands of decolonization processes.

This paper challenges current dominant thinking in Universities about the processes of ethical appraisal of research studies in the Social Sciences. It considers this to be founded on unjustifiable and inappropriate principles, the origins of which are presented before discussing alternative, more inclusive and ethically defensible approaches. The latter are based on dialogic processes to sustain respectful and empowering ethical reviews which appreciate the situated nature of research. The empirical evidence for this comes from papers about ethnographic studies with children and adults in various educational spaces in Western Europe, originally a symposium on the practice of ethics in educational ethnography at ECER, 2017, now forming a book published by Routledge, 2019. The dialogic processes help researchers to carry out culturally-appropriate research with the demonstrable ethical integrity that participants and stakeholders reasonably expect. The authors argue that currently risk-averse Universities need to change their research cultures to support all research methodologies and fieldwork practices that have ethical integrity and create valuable research that is socially beneficial, to enhance their lustre.

Ethics and ethical behaviour are the fundamental pillars of a civilised society. The focus on ethical behaviour is indispensable in certain fields such as medicine, finance, or law. In fact, ethics gets precedence with anything that would include, affect, transform, or influence upon individuals, communities or any living creatures. Many institutions within Europe have set up their own committees to focus on or approve activities that have ethical impact. In contrast, lesser-developed countries (worldwide) are trying to set up these committees to govern their academia and research. As the first European consortium established to assist academic integrity, European Network for Academic Integrity (ENAI), we felt the importance of guiding those institutions and communities that are trying to conduct research with ethical principles. We have established an ethical advisory working group within ENAI with the aim to promote ethics within curriculum, research and institutional policies. We are constantly researching available data on this subject and committed to help the academia to convey and conduct ethical behaviour. Upon preliminary review and discussion, the group found a disparity in understanding, practice and teaching approaches to ethical applications of research projects among peers. Therefore, this short paper preliminarily aims to critically review the available information on ethics, the history behind establishing ethical principles and its international guidelines to govern research. The paper is based on the workshop conducted in the 5th International conference Plagiarism across Europe and Beyond, in Mykolas Romeris University, Lithuania in 2019. During the workshop, we have detailed: (1) basic needs of an ethical committee within an institution; (2) a typical ethical approval process (with examples from three different universities); and (3) the ways to obtain informed consent with some examples. These are summarised in this paper with some example comparisons of ethical approval processes from different universities. We believe this paper will provide guidelines on preparing and training both researchers and research students in appropriately upholding ethical practices through ethical approval processes.

Purpose: Executives who are engaged in strategic planning for higher education generally complain about the process and the lack of clear outcomes from the strategic plan. They generally argue that the process is complex and sometimes confusing and the end result does not justify the time spent in preparing the plan. The extant literature on strategic planning in higher educational institutions (HEIs) is replete with these types of complaints. The work undertaken in this paper provides a solution to this problem. This paper proposes a simplified and efficient strategic planning model which executives can use to facilitate strategic planning in HEIs. This model takes into consideration, all the elements of previous models and synthesize them into a manageable, simplified framework that can be adapted to meet the planning needs of senior executives in any HEI. Design/methodology/approach: The paper uses the action research framework to ground the solution to the problem identified. The action research framework is a sound research method that assists in resolving some of the practical problems executives in HEIs encounter as they move towards strategic planning. The researcher and a client in the higher educational sector, the UWI, engaged in collaborative problem-solving to develop a strategic plan for the client. To derive the solution, the researcher drew on the experience of the strategic planning process at the University of the West Indies (UWI) and also a number of selected universities in North American, Europe, Asia and Africa. The researcher then synthesized the outcomes from the deliberations and consultations with the client, the UWI and drew on theoretical knowledge in strategic management to derive the simplified model for strategic planning in higher education. Findings: The research presented in this paper found that the existing strategic planning models used in higher education are generally complex, mostly designed specifically for an individual institution and lacks clarity regarding the implementation process. To overcome these problems for strategic planners in higher education, this paper proposes a simplified model that can be adapted by any HEI to assist with their strategic planning process. The Brainstorming- Visioning Action Results (B-VAR), the solution to the problem, presents the various elements of the strategic planning process that will need to be in place in order to develop a workable strategic plan and one that is implementable and will deliver tangible results for the HEI. Originality/value: Besides adding to our knowledge in strategic management and specifically, strategic management in higher education, the greatest value from this paper is the solution it presents to solve the long-standing problem of having complex and ineffective planning models to lead strategic plan development in HEIs. The added value is that the model is integrative as it draws on elements of previous planning models but simplified them for their adaptation to any HEI.

Teachers trained in one country are often not allowed to serve as teachers in another country because their teacher's license is not recognised as equivalent. The barriers these teachers have to overcome in order to work in their profession again are high and often require further (full) teacher training at the university. The paper provides insights into the conditions for teachers who participate in (re-)qualification programmes in Germany and Europe. By linking the theoretical concepts of a biographical approach to teacher professionalisation and transnationalisation in education, the results of an interview study with teachers who have participated in a programme for refugee teachers at a university in Germany are presented. The Grounded Theory analysis reconstructs the strategies of internationally educated teachers managing to keep up their hope to be able to work as teachers again and thus counter the formal de-professionalisation they are facing.

The article sets out to contribute to the educational challenge launched by the second quantum revolution. An approach to quantum computing has been outlined for secondary school students. The approach is shaped as a set of four principles that have been pointed out to design instructional materials to enhance the educational and cultural potential of quantum computing, beyond the technical aspects. In the paper, following a presentation of the design principles, we focus on an activity on quantum teleportation protocol. The activity is described in detail to show how the principles have been concretely implemented. A pilot study with a small sample of secondary school students has been carried out to evaluate the potential of the approach. The results, although preliminary, show that the approach appears to be promising in creating an inclusive and productive learning environment, in which students feel encouraged to search for personal ways to combine different levels of discourse (narrative, logical, mathematical, technical-experimental) and generate meaningful descriptions of the phenomenon.

New information and communication technologies (ICTs) provide educators and learners with novel approaches to enhance teaching and learning processes. Technology enabled learning plays a vital role in contemporary education and blended learning is widely adopted across higher education as a learning mode. In this paper we reflect on the strategies for introducing blended learning in a network of European universities and the first lessons learnt from the experience. A total of 18 universities took part with around 350 students registered in the 2018-2019 academic year. In this report we recount how the lecturers in our network introduced the blended learning in their classes, the different types of lessons resulting from this effort, as well as the teachers' and students' perceptions regarding the blended learning activities performed. Our reflection is focused on the use of blended learning and its positive effect on activating students and development of innovation and entrepreneurship soft skills. The perceptions on blended learning are interrelated, with the success of the blending models depending on the blended learning activities, and how well the respective online contents are embedded into the teaching and learning processes.

Educational research, and research in the Social Sciences more generally, has experienced a growth in the introduction of ethical review boards since the 1990s. Increasingly, universities have set up ethics review procedures that require researchers to submit applications seeking approval to conduct research. Review boards and the rules and conditions under which they operate have been criticised as obstructive, unnecessarily bureaucratic, and even unethical. At the same time, review boards and their procedures have been acknowledged as contributing to consideration of the ethical conduct of research. This paper explores the issues related to ethical review and examines the wider ethical considerations that may arise during the research process. The paper concludes that a purely administrative process of review is inadequate to ensure the ethical conduct of research, especially qualitative research. Rather, it is argued that ethical research entails the resolution of a potential series of ethical dilemmas as they arise during research. As such, the ethical conduct of research is a matter of researcher formation and development.

An increasing effort has been put into dealing with the question of time-series analysis regarding institutional efficiency, including in the area of higher education. Universities are important institutions for economies and societies and are expected to provide excellence as well as efficiency in their processes and outputs. This is reflected in the context of an increased global competitive environment by more refined international university rankings. Combining the two areas, this paper points towards a methodological challenge in comparing different ranking datasets for their use in a data envelopment analysis (DEA) Malmquist index time-series efficiency analysis, namely, index-based data compared to additive data. The problem is discussed in a theoretical framework and complemented with an empirical application: calculations for 70 European universities with budget and staff input data and different ranking output data for the timeframe of 2011-2016 show that there is no evidence for a specific index data problem. Important implications regarding university management and higher education policies are outlined. Efficiency improvements among the analyzed universities are significant but also unevenly distributed and not easy to obtain for individual institutions.

The purpose of this paper is to trigger scholarly debates over the meaning, idea, and history of the university or HEIs. It is also to manifest the prevalence of multiple forms of HEIs and to question why the narrative of one form of HEIs/university meaning, idea and history predominate the discourse. In spite of historical evidences that confirm the existence of higher learning institutions elsewhere, some scholars argue that it was only in Western Europe that higher learning originally and "indisputably" emerged and survived since the medieval period. History, however, attests that there were other forms of universities or higher learning institutions, for instance, in Asia, Africa, and the Arab world. This unfair conclusion is the product of the "coloniality of power" and requires deconstruction. This is not well addressed in the literature. This discussion is qualitatively developed on the basis of related literature review.

This paper focuses on how universities are increasingly made responsible for the employment of their students . Drawing on Governmentality Studies, we suggest framing this pressure as an employability dispositif. We join critical studies which link the employability imperative to a neo-liberal transformation of the higher education landscape. However, we criticise them for not paying enough attention to how the dispositif is put into practice by different universities and countries. As a consequence, they overlook important differences in terms of its institutionalisation. This contribution presents an overview of the dispositif's variegation, based on the findings of a survey with responses from 84 European universities in 26 European countries, which makes our study the most comprehensive in the field to date. Using an abductive approach, we aim, in addtion, to find explanations for the variegation. We show that a high youth unemployment rate has little explanatory power for the strength of the employability dispostif, in contrast to tuition fees and the country typology that we use and further develop. The dispositif is most advanced in Liberal Market Economies, indicating that universities in these countries seem to be on the way to becoming labour market institutions in their own right.

Higher education transformation in the Czech Republic has been aimed at increasing the competitiveness of Czech higher education institutions within the European context, as well as strengthening their role as the main sources of innovation for sustainable development in its economic and social dimensions. This transformation has undergone a turbulent development in last years. The paper elucidates some recent legislative amendments and aims of the Ministry of Education's development plans. We also clarify some research steps that have been undertaken to shed light on the next steps in the transformation. The problem with the reform process is that many systemic undertakings come under pressure from changes in policy cycles, governmental priorities, budgeting, and socio-demographic conditions.

This paper explores how conversations among academics in a particular institutional context evolve, starting from the individual development of teachers and shifting in focus to institutional development. Results of our basic survey (N = 55) and semi-structured interviews with teachers (N = 13) who participated in lunch-time conversations on teaching and learning revealed that these encounters support individual academic development in several respects. Our findings also suggest that the evolution of conversations that are institutionally situated but distanced from the departmental context, may create a path to institutional change via collective learning.

This paper examines interactions between the presence of top-ranked universities and other conditions that encourage regional competitiveness. Fuzzy-set qualitative comparative analysis (fsQCA) was conducted to assess the combined effect of the conditions. The analysis yields several noteworthy conclusions. First, no single condition is necessary for a region to be competitive. Second, R&D expenditure is important for regional competitiveness. Third, different configurations of conditions are sufficient for high competitiveness in different regional clusters. Furthermore, some of these configurations do not include the presence of top-ranked universities. A 'magic recipe' consists of the combination of a private research system, an inter-firm collaboration network and high levels of human capital. The analysis shows that university excellence is valuable. However, in terms of its contribution to regional development, it is not crucial and must always be contextualised. This conclusion is important for smart strategic planning of local knowledge systems.

This paper suggests that, although the Bologna process officially began in the late 1990s, the conditions that made it possible had already been created in the previous decade through the growing practice of international academic cooperation, mainly triggered by EU inter-institutional programmes. As the need for structural reforms in some higher education systems became more evident, in 1999 the Ministers of Education of 29 European countries gathered in Bologna to start a process of voluntary convergence of their systems with the objective of creating a European Higher Education Area. In the last 20 years the participating governments (now 48), with the support of international organizations and major stakeholders, have jointly developed a common framework of principles, actions, policies and tools. Accordingly, different types of structural reforms have taken place in the various countries. At present, however, implementation of the key commitments -- full adoption of the three-cycle structure and ECTS, of the Lisbon recognition convention and the Diploma supplement, and of QA systems based on the European standards and guidelines -- is still uneven in the EHEA and a peer-support approach was adopted by the ministers last year. Concerning the implementation issue, this paper raises two sets of questions. First: to what extent have the structural reforms implemented by the governments really affected grassroots educational activities? How deeply have the underlying principles -- like student-centred learning -- been implemented in actual programme design and everyday teaching/learning practice? Second: although inspired by the same basic principles, are EHEA-induced reforms actually being implemented consistently throughout European countries and institutions? Deeper involvement and more international coordination of European academics is advocated in the paper, in order to face these challenges and consolidate the EHEA in the years to come.

Purpose: The analysis of data collected from user interactions with educational and information technology has attracted much attention as a promising approach to advancing our understanding of the learning process. This promise motivated the emergence of the field of learning analytics and supported the education sector in moving toward data-informed strategic decision making. Yet, progress to date in embedding such data-informed processes has been limited. The purpose of this paper is to address a commonly posed question asked by educators, managers, administrators and researchers seeking to implement learning analytics -- how do we start institutional adoption of learning analytics? Design/methodology/approach: A narrative review is performed to synthesize the existing literature on learning analytics adoption in higher education. The synthesis is based on the established models for the adoption of business analytics and finding two projects performed in Australia and Europe to develop and evaluate approaches to adoption of learning analytics in higher education. Findings: The paper first defines learning analytics and touches on lessons learned from some well-known case studies. The paper then reviews the current state of institutional adoption of learning analytics by examining evidence produced in several studies conducted worldwide. The paper next outlines an approach to learning analytics adoption that could aid system-wide institutional transformation. The approach also highlights critical challenges that require close attention in order for learning analytics to make a long-term impact on research and practice of learning and teaching. Originality/value: The paper proposed approach that can be used by senior leaders, practitioners and researchers interested in adoption of learning analytics in higher education. The proposed approach highlights the importance of the socio-technical nature of learning analytics and complexities pertinent to innovation adoption in higher education institutions.

Existing university ranking systems blur differences between Higher Education Institutions because they only focus on research. The increased breadth, diversity and complexity of Higher Education Institutions' missions are repeatedly overlooked causing a low visibility to a wide audience. This paper demonstrates the possibilities to measure other missions such as international orientation and regional engagement. Therefore, the results of 618 Higher Education Institutions (Effective March 2016) in U-Multirank, an international university ranking, are used. The results show the impressive variety in the higher education systems among European regions. Every region found missions in which they effectively perform thus proving the importance of each mission. The multidimensional ranking takes into account the complexity of Higher Education Institutions' missions and capturing the relevance of Higher Education Institutions third mission's activities adequately. Transparency across all missions is the only possibility to make the performances honourable. As research is not the only remarkable mission of Higher Education Institutions, teaching is not the only necessary mission. When other missions are overlooked, the performance measurement systems hinder mission diversity in higher education.

The organisational status and the main tasks of a university language centre are given different interpretations in different universities. Some language centres find themselves in a challenging situation where the centre's existence seems to be at stake, whereas others prosper and find positively encouraging opportunities for the future. All this is reflected in the work of language centre directors across Europe. To discuss these challenges and to further develop the cooperation of directors, a Focus Group on Management and Leadership has been established by CercleS. The aim of the focus group is to create a low threshold-network for directors for sharing challenges and questions and by doing this to provide collegial support in management and leadership issues. The focus group conducted a survey in 2015 to learn more about the management and leadership challenges and the support needs of directors. In this paper, we will discuss the results of the focus group survey. The target is to discern common themes and develop recommendations for directors' future professional cooperation. There will be a particular focus on sharing experiences and ideas for strategy work, staff development and funding, by creating a supportive professional network. Such a network includes a coaching and mentoring system for directors within the CercleS member language centres. The common theme is empowerment: supporting directors in a collegial framework to share experiences, develop their centres further, and increase their own personal well-being at work.
