The article was prepared on the subject of ensuring the sustainable development of the territories in the Arctic zone on the environmental basis. The aim of the study is to develop a conceptual approach to assess the efficiency of public administration in the field of environmental development of territories in the Arctic zone, as the variety and importance of modern environmental risks constantly increase. Special, universal and general scientific methods of scientific cognition were used in the work. The article presents problems, conceptual approach and proposals to assess the efficiency of public administration of environmentally-oriented territorial development in the Arctic zone and improve environmental performance and ecological and economic efficiency of activities in the Russian Arctic region. The key tasks, constituent elements, objects and criteria for assessing the efficiency of this activity are outlined.

The article considers the concept of “investment in human capital”, presents a theoretical and instru-mental interpretation of the main components of human capital. The current assessment methods and indicators that characterize the effectiveness of investments in human capital are summarized. Also, a comprehensive and critical analysis of the current methodological aspects for assessing the effectiveness of investments in human capital was made. As the main structural component of human capital, a special place is given to education, which is considered as a property in the form of professional features and a self-increasing value based on an increase in the productivity of an employee, and, accordingly, is com-bined with an increase in wages. The creation of a methodology for assessing the economic efficiency of investments in education at the macroeconomic level is based on a comparison of public investment in education and the average salary in the country. The average salary is considered as a productive indica-tor of the effectiveness of investments in education. The money that is spent on educating the growing generation will in the foreseeable future determine the degree of education of the population of the state, and in turn, its competitive advantage in the world community. The proposed model for evaluating the effectiveness of investments in education is simple and convenient, it is able to link the efficiency of the company and the cost of human capital. The article shows the results of assessing the effectiveness of investments in the implementation of the State Program for the Development of Education and Science of the Republic of Kazakhstan for 2020 – 2025. The analysis of statistical data for Kazakhstan also shows the existence of a close relationship between the remuneration of employees and the volume of invest-ment in education.

The article considers the problems of reducing the quality of aviation products, leading to the loss of competitiveness of finished products and an increase in cost price. In the course of the study, the authors analysed the reasons for the appearance of defective products at an aviation manufacturing enterprise. Based on the information received using modern data processing methods, the paper determines the main weaknesses of the considered technological stage of aviation products. Having studied modern international quality standards in the field of aviation construction, the authors proposed measures that would reduce the number of defective products and increase the reliability and competitiveness of finished products. The article presents separately the model for evaluating the effectiveness of measures to reduce the defectiveness of aviation products. The paper carries out assessment of the proposed tactical measures to reduce the level of defective products, which will increase the economic performance of production activities in certain areas of production.

The relevance of the topic is confirmed by the interest of the owners in increasing the value of the enterprise by means of the most effective way of using its assets. A review of the sources on the research topic confirmed its relevance and showed that in order to improve the work with assets in the corporate governance system, it is necessary to provide arguments for the mandatory application of the highest and best use (HBU) principle when evaluating assets and businesses and to develop recommendations for evaluating the basic components of the analysis, offering a single algorithm for selecting HBU assets of the enterprise. The purpose of the study is to improve the methodological tools for choosing the most effective use of enterprise assets in the corporate governance system, ensuring the detail and validity of the analysis results. The analysis employs general scientific methods of comparative analysis of modern economic and mathematical models and methods of choosing the most effective option for using the assets of an enterprise, systematization of data and generalization of domestic and foreign experience in the field of enterprise value management concepts and company changes. The principle of choosing the HBU and its application in practice is disclosed, the argumentation of the mandatory application of this principle when assessing the assets of an enterprise is given. Recommendations on the evaluation of the basic components of the analysis is developed and the effectiveness of the application of these methods in practice is evaluated. Despite the complexity of the methods of discounting cash flows, the paper shows that the results of a carefully conducted analysis of the choice of alternative options for the use of assets are applicable to the final approval of the evaluation results determined by standard approaches. The paper shows that when choosing the most effective option for using investment assets, it is necessary to determine the optimal number of floors for legally permitted and physically possible options, justify in detail the cash flows, their change, and the rate of return on capital, take into account the uncertainty of the initial data and estimate the relative error of the expected value. When evaluating a business, choosing an effective option, special attention should be paid to the possibilities of optimizing cash flows and the use of non-core real estate. The analysis carried out in order to choose the most effective option for using the assets of the enterprise should induce an increase in the value of the assets of the enterprise at acceptable risks for the investor.

The problems of measuring the efficiency of social entrepreneurship have been affected. The aim of the study is to identify the most relevant methods for measuring social value and evaluating the effects that arise as a result of the activities of social organizations. Various interpretations of the definition of the term “social entrepreneurship” have been given in the article. The main elements of the process of social entrepreneurship, features of the goal setting and risks of activities in the study area have been emphasized. The stages of planning activities in the field of social entrepreneurship have been described. The most common problems of measurements and evaluation of social effects that social entrepreneurs have to deal with in the process of carrying out activities related to the implementation of social projects: difficulty in achieving a quantitative evaluation, difficulty in predicting the long-term effect of activities, limitations on costs, time resources, indicators of accuracy and interpretation of results have been revealed. Problems in forecasting the effectiveness of social projects have been identified. The main methods that can be used by social entrepreneurs and organizations for measuring the social value and assessing impact of ongoing activities (method of cost-benefit analysis, method of social accounting, method of social return on investment, method of analysis of the main resources of efficiency) have been analysed. Recommendations for social entrepreneurs have been formulated.

The aim of the article is to study the scientific and methodological foundations of assessing the efficiency of the information security management process of small and medium-sized businesses and develop recommendations for improving its efficiency in the face of growing challenges and threats to cybersecurity and intellectual property. The main research methods were: analysis, synthesis, generalization, tabular, graphical, and integrated approach. The importance and necessity of timely assessment of the efficiency of the information security management process of small and medium-sized businesses due to the growing cyberthreats to their intellectual property as a basis for innovative development in a pandemic, war, digitalization was highlighted. The process of information security management for the protection of intellectual property (IPR) was substantiated as a reliable basis for innovative development of small and medium-sized businesses. Emphasis is placed on the growing importance, role and importance of cybersecurity for the functioning and development of small and medium-sized businesses in the face of new challenges and threats. A scientific and methodological approach to assessing the efficiency of the information security management process in the context of IPR protection of small and medium-sized enterprises in the conditions of a growing number of challenges and threats has been developed and proposed for use. Emphasis was placed on the expediency of a detailed study of directions for improving the regulatory framework for information security to protect the IPR of small and medium-sized businesses in the face of countering the cyber threats. Prospective directions of research on this issue were highlighted: development of information security strategy for IPR protection in the context of prevention of new challenges and threats; improving the organizational aspects of information security management for the protection of IPR; development of digital culture of small and medium-sized businesses as a factor in improving the efficiency of the information security management process in the face of digitalization challenges.

One of the most important infrastructure components of the state’s economy is the road network. The practice of assessing the effectiveness of the use of budget allocations of the Federal Road Fund, has been examined. It has been identified, that the evaluation of the effectiveness of budget expenditures is carried out by road funds. It has been concluded, that there is an absence of an objective evaluation system, and there are no requirements for the effective use of budgetary allocations. A proposal to create a comprehensive system for assessing the effectiveness of the use of budget funds has been formed. It has been proposed to use the following methodological approaches: program and stock. As a result of a technique approbation it has been revealed, that the efficiency of the use of budget allocations decreases.

In the article the key success factor in the e-commerce market, which is an adequate assessment of the effectiveness of management of innovative economic forms of entrepreneurship is analyzed. The types of areas that form the basis for the functioning and development of innovative economic forms of entrepreneurship, in particular – the field of e-commerce. The content and significance of each of these areas are described.

Article describes the main results of a research of economic parameters of development of balance stocks of ore fields in the underground way. At the choice of technology of development of such fields already at a design stage the objective assessment of processes which will be used at working off of reserves of ore, by uniform criterion in the form of conditional profit is important. When comparing systems of development correct comparability of whenever possible bigger quantity of natural and technogenic factors is provided. Feature of approach consists that the value of 1 t of the extracted balance ore is defined with transportation, enrichment and metallurgical processing, damage from losses of balance ore and from processing of the impoverishing weight. So, use of system of development with the increased losses of ore is expedient if the damage from additional losses is compensated by economy of expenses at production, decrease in damage from impoverishment and increase in value of the extracted ore, for example, due to increase in an exit of machine classes. For comparability of results of calculations it is accepted that at the compared options during the set time the same quantity of balance reserves of ore with the set content of metal in her irrespective of a ratio of systems of development is repaid. Losses, impoverishment and labor productivity in concrete conditions are connected correct equivalent by economic ratios which are the basis for purpose of parameters of working off of stocks. The described technique allows to correct development parameters, since a design stage.

The socio-economic policy of the region is characterized in two ways. On the one hand, it is an organizational form of interaction of the entities of regional socio-economic policy. This form defines the specifics of their relations, taking into account the existing conditions, resources and factors. On the other hand, it is a process of purposeful interaction between the entities and the impact on objects by the methods and tools. This process contributes to the spatio-temporal changes in the economic and social status of the regional economic system. Therefore, the structural and logical stepwise design of the mechanism of implementing the socio-economic policy of the region will allow to systematically present the content and the interconnections of its constituent entities. The author comes to the conclusion that the mechanism of implementing the socio-economic policy of the region, based on the subject-object and dynamic approaches, involves the allocation of: actors, objects, and the mechanism of actors interaction and the impact on objects within this policy. This mechanism includes the purpose, objectives, methods and tools for their achievement, as well as information and analytical system of monitoring and integrated evaluation, on the basis of which a decision is made on the effectiveness of socio-economic policy and the need for adjusting the initial goal and objectives, or choice of methods and tools for its implementation. This is reflected in the author’s structural and logical scheme of the considered mechanism, the practical significance of which lies in the ability to project in detail the main stages of implementation of socio-economic policy of the region on the basis of the principles of consistency, adequacy, resources integration, priority character, efficiency, responsibility. Each step of the suggested mechanism corresponds to the definite level of functional and structural organization – program-oriented, transformational, control and analytic, and regulating. This allows to monitor the dynamics of development, to compare the predicted results with the actual ones, and to determine the directions of increasing the efficiency of social and economic policy of the region with the help of the system of adjusting acivities.
