Rural to urban migration under China's rapid urbanization has created inefficient use of rural homestead land. To address these issues, there is increasing interest in rural homestead system reform in China. Although several reforms have been implemented in pilot areas, reviews of the related accumulated literature are rare. The objectives of this study are the following: (i) to discuss the research transition from the "separation of two rights" to the "separation of three rights" in homestead management and (ii) draw conclusions on current research conditions, hot topics, and trends. This study provides a reference for further and deeper rural homestead system reform in China and regions worldwide. We collected and sorted 640 research papers on the topic of the separation of three rights in homestead (hereinafter referred to as STRH) or the homestead land use rights from China National Knowledge Infrastructure (CNKI) and used CiteSpace and VOSviewer to visualize and map knowledge domains. The results show that: (1) From the study of the homestead land use rights to the study of the STRH, there is pronounced synergy between national policies and the number of published papers. The STRH has become a popular research field since 2018. (2) Most researchers are experts and scholars engaged in the study of agricultural economics, civil and commercial law, administrative law, or local legal systems. (3) Current and future studies on the STRH are and will be conducted in terms of the definition of concepts and connotations, confirmation of rights and registration, implementation paths, rural homestead system reform, rural revitalization strategy, reform challenges and countermeasures, risk control, and overall planning. (4) The studies on the STRH have integrity, and show characteristics of inheritance between it and studies on the homestead land use rights. (5) Studies on typical cases for the STRH should be conducted in combination with the latest strategic requirements such as rural land system reform, rural revitalization strategy, and integrated urban and rural development. People with learning disabilities are living longer. Older people with learning disabilities should be included in policies and plans that are for all older people. National plans and policies for older people often do not say anything about older people with learning disabilities, and it is hard to know whether older people with learning disabilities are benefiting. People who plan services locally often do not have good information on older people with learning disabilities. Using the Equalities Act 2010 could help people who plan services and write policy to think about older people with learning disabilities but this is not happening at the moment. People who work with older people with learning disabilities should be aware of policy for all older people, so that older people with learning disabilities do not miss out. This paper seeks to explore the opportunities and challenges generated by current policy, guidance and legislation in England relating to older people, in terms of the practical implications for older people with learning disabilities. Using the broad themes housing, employment, social inclusion and isolation, care and support, and promoting better health and well-being, this paper discusses potential practical opportunities and concerns for older people with learning disabilities arising from policy and legislation such as current initiatives regarding integration, personalisation and the dementia policy. Consideration is given to the implications of changing policy and practice for both current and future generations of people with a learning disability as they reach older age. This discussion paper concludes that whilst there is potential for older people with a learning disability to benefit from policy and practice aimed at improving the lives of older people generally, the tendency for policy to be targeted at specific groups without adequately considering the diversity of those groups often leaves those with a learning disability at the margins of being able to make the most of changes. The 2013 White Paper reaffirms the centrality of the US Alliance for Australia. It identifies a number of concrete areas for future cooperation and provides the foundation for developing greater strategic ties with China while remaining firmly anchored in the US camp. It is less clear, however, when it comes to Australia's future contribution to burden-sharing within the Alliance. Putting actions behind the goal to play a greater role in Southeast Asia will be an important litmus test for the alliance relationship. In many ways, the White Paper reflects a phase of re-orientation in the Alliance: away from operations further afield towards the increasing security dynamics in Australia's own region. As the future of China's trajectory-and US-Sino strategic relations—is still very much uncertain, the 'hedging' approach taken White Paper's approach makes sense. Although the topic of corruption in South Asia has attracted a great deal of attention, extant research on individual-level factors is sparse. With this background, this paper examines the effect of selected individual-level determinants on South Asian people's justifiability of corruption. For analysis, the paper uses the World Value Survey (WVS) dataset and carries out its own survey as well. Using multinomial logistic regression (MLR) and binomial logistic regression (BLR) as a robustness check, this paper identifies that variables of age, education, religiosity, and individualism/collectivism have significant effects on respondents' corruption justifiability in South Asia. In addition, the paper performs additional analyses independently using two surveys utilized in the main analysis as a single dataset to report the main differences between them. We examined the relationship between the tobacco industry and the journal Regulatory Toxicology and Pharmacology (RTP) using the Truth Tobacco Industry Documents Library and internet sources. We determined the funding relationships, and categorised the conclusions of all 52 RTP papers on tobacco or nicotine between January 2013 and June 2015, as "positive", "negative" or "neutral" for the tobacco industry. RTP's editor, 57% (4/7) of associate editors and 37% (14/38) of editorial board members had worked or consulted for tobacco companies. Almost all (96%, 50/52) of the papers had authors with tobacco industry ties. Seventy-six percent (38/50) of these papers drew conclusions positive for industry; none drew negative conclusions. The two papers by authors not related to the tobacco industry reached conclusions negative to the industry (p < .001). These results call into question the confidence that members of the scientific community and tobacco product regulators worldwide can have in the conclusions of papers published in RTP. The inherent complexity of policy decision-making structures may prevent the interface between science and policy from functioning smoothly and evidence-based policies from actually being implemented, even when the results are understood and accepted by political leaders. Given the medium-run perspective of their research question, the main findings suggest that a combination of demand-side and supply-side fiscal policy measures might be more efficient as purely demand-side policies as the former policy mix also increases potential and not only actual output. Purpose: This paper contributes to the literature by proposing an analysis of digital inequalities in Russia that focuses on two aspects hitherto under explored: the interregionality (by comparing and contrasting eight federal districts) and the multidimensionality of digital inequalities (by taking into account the three levels of digital divide). Therefore, the aim is to address the phenomenon of digital divide in Russia by discussing the three levels of the digital divide (access / skills / benefits) in a comparative and interregional perspective. Design/methodology/approach: This paper uses secondary data for its analysis, including both national (e.g. the total number of daily Internet users in Russia) and more regionalized data (related to particular federal districts of Russia). The choice of data sources was determined by an attempt to provide a detailed and multifaceted coverage of all three levels of the digital divide in Russia, which is not limited to the access problem only. For this purpose, we are using and re-elaborating various reports about the development of the Internet and ICTs in Russia prepared by national and international organizations to cover the first level of the digital divide. To shed light upon the second and third levels of the digital divide, we discuss digital literacy report (2018), the report on Internet openness index of Russian regions (2017) and the report on the digital life index of the Russian regions (2016). Finally, in the attempt to map out the key directions of the state policy aimed at decreasing digital inequality in Russia, on both federal and regional levels, we analyze the most important regional and national policy measures to foster digitalization such as the digital Russia program, the digital government program and the program of eliminating digital inequality in Russia. Findings: We consider this study to be both a first exploration and a baseline of the three level digital divides in Russia. The paper shows how the level of socioeconomic development of the federal districts, as well as a number of objective factors (distance/isolation, urbanization level, availability of infrastructure and costs for building new infrastructure, etc.) have impact upon digitalization of the regions. As a result, several federal districts of Russia (Central, Northwestern, and, in a number of cases, Ural and Volga federal districts) more often than others take leading positions in rankings, in terms of degree of Internet penetration, audience numbers, use of e-services, etc. This correlation, however, is not universal as we will show, and some regions lacking behind in terms of access can be booming in terms of digital literacy or other factors, like it happened with the Far Eastern Federal district for example. All in all, our research showed that digital inequality in Russia is still on place and will require more time for complete elimination, even though current state and public initiatives are being actively developed. Originality/value: This paper will bring to light meaningful insights into the three levels of digital divides in Russia. Based on a multilevel (three levels of digital divide) and multi-sectional approach (the interplay of different types of inequalities), this paper contributed to overall better understanding of the digital inequalities phenomenon in Russia. This chapter conceptualizes forms and processes of erasure and visibility of migrant domestic workers through the analysis of interview data, media coverage, and public policy. This chapter builds on the existing literature on foreign domestic labor by synthesizing a framework to better represent the mechanisms that produce instances of visibility and erasure; these include transnational forces of erasure like sexism, xenophobia, and domestic labor stigma that interact with country-specific policies and norms. Within this framework of visibility and erasure, we also delineate different aspects of each, such as spatial erasure, erasure in the media, and self-erasure. Finally, this chapter explores how each of these components interconnect into a system of erasure, each aspect enabling another aspect in dampening the individuality of migrant domestic workers. This chapter is intended to illuminate the realities of erasure with careful specificity, while still crediting domestic workers for their resilience and creativity in promoting their own visibility. The paper explores the image that the Budapest-based satirical papers (Az Üstökös, Bolond Miska, Borsszem Jankó, Ludas Matyi) mediated about the press whose views they shared and about those that supported their political opponents, as well as about the extent of the freedom of the press in general, the label suits and the means of press direction, in the year of the Austro-Hungarian Compromise and the following year. While in the spring months, after the restoration of the press law of 1848, they welcomed the freedom of the press, the examination and consequent suit of László Böszörmdnyi quenched the enthusiasm, and led to a more negative diagnosis of the state of the freedom of the press from the autumn of 1867 than has been thought by later scholarship. The opposition satirical papers condemned the label suits as means of the repressive press policy of the government, criticised the method of financial support - inherited from the previous period - and the subsidized progovernment press, and referred with increasing frequency to the oppressive press policy of the previous decades. The critical tone was further strengthened by the emergence on the market of the pro-government satirical Borsszem Jankó. While the Bolond Miska and the Borsszem Jankó also fought each other, the fiercest, partly anti-semitic assault on the pro-government satirical was launched by the Ludas Matyi. The intensity of the attacks only abated in the 18705. In the months following the Compromise the press frequently featured in texts and caricatures of a wide thematic range, which became a less common feature in the later period. [ABSTRACT FROM AUTHOR]

In recent years, ghostwriting phenomenon has reached a dangerous level in China, partly due to the great ease of making ghostwriting transactions through the internet. However, there has been little literature trying to answer such questions as how many ghostwritten papers are published each year and how much monetary value is generated in the ghostwriting business. In order to answer these questions, we performed an empirical analysis to find the number and monetary value of ghostwritter papers in China. Our results show that there are nearly 1800 full-time equivalent ghostwriters in China who produced nearly 8000 ghostwritten papers in 2011, which is 0.1% of the total number of papers published in the same year in the country. Furthermore, there was a total monetary value of more than 4.46 million US dollars generated in the ghostwriting business in 2011. This paper tests the predictions of various conflicting theories on international trade and development by examining the impact of exporting and importing on economic level and basic needs in two developing countries of two different developing regions of the world; one in Latin America & Caribbean, and one in Sub-Saharan Africa. The two countries are Brazil and South Africa, respectively. Using fifteen-year lagged data that spanned 1984-2019, the paper finds that exporting tends to have negative and significant impact on both economic level and social basic needs in these two countries. Importing, on the other hand, was found to have positive and significant impact on economic level, and social basic needs in both countries. This paper analyses the Canadian government’s foreign and security policy responses to Russian disinformation in the context of the Russo-Ukrainian war. It asks whether, how, and why the government has securitised the “crisis of Russian disinformation.” The paper first briefly reviews literature on the Copenhagen’s School’s “securitisation” theory and how it has been used to explain responses to other crises. It then adopts the framework to contextualise the Canadian federal government’s official rhetoric, and then to categorise government policies and actions. The sources consulted include government actors’ reports and stated intentions and policies from 2022 to 2024. Adopting a securitisation framework reveals that Russian disinformation has been rhetorically securitised by government actors as an existential threat to national security and democratic integrity which requires urgent action. Within a context of cascading risks, the government has taken a range of distinct yet reinforcing policies and actions, some more comprehensive than others. The paper argues that together this “pervasive rhetorical securitisation” and “ad hoc practical securitisation” comprise the Canadian government’s ongoing process of partial securitisation. This process is legitimising different methods of governance: security and warfare communications (to address threats to national defence and security), democratic resilience (to address threats to democracy), and, most controversially, blocking and sanctioning (to signal discontent to the Russian regime). The analysis further reveals that each approach has different benefits and limits. The paper concludes that the securitisation process is incomplete compared to the government's rhetoric, with no over-arching organisation or strategy. It outlines implications for future research. The European Commission's White Paper on Governance initiated a Europe-wide debate about the principles and practices of good policymaking. This article, which draws from the author's work with the team that prepared the White Paper, provides a first-hand examination of how the document was produced. Following a discussion about the meaning of governance, the article focuses on the timeline of events, the consultation procedures, and some of the challenges (linguistic, practical, and political) that arose.
