The article analyzes the process of formation of a new government in Hungary which was launched after the April 2018 elections. In fact, this is the fourth office of the permanent leader of the party FIDES Viktor Orban. Unlike the neighboring countries, where the formation of governments was delayed for months and was extremely complicated by various political contradictions, in Hungary the issue of negotiations with other political forces was not on the agenda due to the fact that the ruling party once again received a constitutional majority in the country's Parliament

Public administration is a set of state institutions that mainly exercises the functions of the executive body (rather than legislative or judicial) in accordance with the law. Public administration includes the Cabinet of Ministers, institutions subordinate to the Cabinet of Ministers as well as other independent institutions. The aim of the research is to analyse the historical development of the Cabinet of Ministers and ministries, to emphasize the main stages of development of public administration, while highlighting the problems that existed both during the period of Latvia's first independence as well as after the restoration of the state and seeking the best possible solutions for the further development of public administration. The study will use descriptive, dogmatic, historical, comparative and analytical research methods. [ABSTRACT FROM AUTHOR]

The article is dedicated to conceptual definition of such concepts as government, governmental cabinet, cabinet of ministers and parliamentary democracy. The author of the article has defined features of parliamentary democracy, has determined the nature and the components of the system/chain of authority and/or responsibility delegation in parliamentary democracies and has determined the place of government and governmental cabinet in the system of authority and responsibility delegation's agency relationship in parliamentary democracies. The author has also described the influence of political parties on the characteristics of the political process in parliamentary democracies, because of which she found that party governmental cabinet is the long-distance type of governmental cabinet in parliamentary democracies. As a result, the researcher has substantiated the view that the concentration of relations among agents and principals in parliamentary democracies is to be about governments, governmental cabinets and cabinets of ministers.
