The article discusses the creation of Irish municipal boroughs by English King James I in 1612 and 1613. It notes James' policy of reducing the autonomy of existing urban networks and promoting urbanization through founding and expanding towns. The author considers the recommendation of Sir George Carew, former president of Munster, Ireland, to create new boroughs to establish a Protestant majority to outnumber the Catholic Old English in the Irish Parliament.
