- Abstract
This volume contains papers submitted to the 12th Annual International Conference of the Bulgarian Comparative Education Society (BCES), held in Sofia and Nessebar, Bulgaria, in June 2014, and papers submitted to the 2nd International Partner Conference, organized by the International Research Centre 'Scientific Cooperation,' Rostov-on-Don, Russia. The volume also includes papers submitted to the International Symposium on Comparative Sciences, organized by the Bulgarian Comparative Education Society in Sofia, in October 2013. The 12th BCES Conference theme is "Education's Role in Preparing Globally Competent Citizens." The 2nd Partner Conference theme is "Contemporary Science and Education: New Challenges -- New Decisions." The book consists of 103 papers, written by 167 authors and co-authors, and grouped into 7 parts. Parts 1-4 comprise papers submitted to the 12th BCES Conference, and Parts 5-7 comprise papers submitted to the 2nd Partner Conference. The 103 papers are divided into the following parts: (1) Comparative Education & History of Education; (2) Pre-service and In-service Teacher Training & Learning and Teaching Styles; (3) Education Policy, Reforms and School Leadership; (4) Higher Education, Lifelong Learning and Social Inclusion; (5) Educational Development Strategies in Different Countries and Regions of the World: National, Regional and Global Levels; (6) Key Directions and Characteristics of Research Organization in Contemporary World; and (7) International Scientific and Educational Cooperation for the Solution of Contemporary Global Issues: From Global Competition to World Integration.

3. Wage Performance of Immigrants in Germany.

This paper updates and deepens our understanding of the wage performance of immigrants in Germany. Using the German Socio‐Economic Panel, it documents that immigrant workers initially earn on average 20% less than native workers with otherwise identical characteristics. The gap is smaller for immigrants from advanced countries, with good German language skills, and with a German degree, and larger for others. The gap declines gradually over time but at a decreasing rate and much faster for more recent cohorts. Less success in obtaining jobs with higher occupational autonomy explains half of the wage gap. Germany is experiencing a current migration crisis which is reflected by the fact that between two and three thousand migrants come there every day. Their inclusion in society is impossible without responsible education and sensitization to German cultural and social conditions. This paper will deal with current techniques and approaches Germans elect when educating and integrating these citizens. Selected issues on integration policies of migrants into the German labor market will be presented. Already at the beginning of the fifties on the initiative of Italy, negotiations began between the Italian and German governments for the recruitment of migrant-workers, which ended in 1955 with a bilateral agreement between the two countries. Through this recruitment policy and because of the labour-market (Industry and Building) the Italian migration was composed prevalently of men. Female immigration happened in the setting of family reunification and less as an independent movement project. After years of stagnation of italian emigration in the eighties it may also be noted that, since the early nineties, there has been a revival of immigration to Germany. This and modernisation processes in Italy changed the gender composition of the Italian immigration flow to Germany: the distance between male and female immigration is decreasing. A peculiarity of the Italians in Germany is the low occupational participation of women in comparison with other women from EU countries. However, we could observe regional differences, which depend on the migration typologies and the dominating economic structure in the areas. The paper will analyse this different aspects (immigration-processes, migrant-typologies and labour-market participation) by female Italian migrants. [ABSTRACT FROM AUTHOR]

Striking disparities characterise the population growth of cities in industrialised countries. Some cities suffer from ongoing population decline, whereas other cities have experienced increasing numbers of inhabitants in recent years. Whether labour market conditions or amenities via their impact on migration primarily account for differences in cities’ demographic development is an important issue. This paper investigates the determinants of the migration balance of German cities between 2000 and 2007. The focus is on the mobility of workers because labour migration in particular affects the future prospects of cities. The findings suggest that not only labour market conditions but also amenities have an impact on the net migration rate. Moreover, large cities seem to be, ceteris paribus, more attractive than small cities. This finding possibly points to the importance of amenities such as cultural infrastructure and matching externalities in urban (labour) markets that are linked to city size. Urban policy aimed at enhancing the attractiveness of cities should thus consider both boosting the local economy and improving the quality of life. [ABSTRACT FROM PUBLISHER]

Immigrants have been affected more than native-born ethnic majority populations by the negative economic consequences of the SARS-CoV-2 pandemic. This contribution examines whether they have also experienced higher levels of perceived job insecurity, reflected in a differential increase in financial concerns and the fear of job loss during the SARS-CoV-2 pandemic. This empirical study employs the SOEP-CoV survey, which assesses the socio-economic consequences of SARS-CoV-2. It is embedded in the ongoing German Socio-Economic Panel (SOEP). We present OLS models to compare perceptions of job insecurity across groups, capturing the situation before and during the pandemic. The analyses reveal that first-generation immigrants reported more financial worries, and they perceived a higher chance of job loss than second-generation immigrants and the native-born ethnic majority. This difference in economic concerns emerged only in the pandemic. Despite covering a wide range of conditions signaling objective risk of job loss, as well as individuals' means and resources for dealing with looming job loss, these disparities persisted in the empirical study. Considering group-membership-related feelings of acceptance and inclusion could provide a promising route for future inquiry that may allow the remaining gap in subjective job insecurity to be accounted for. Abstract: Worldwide migration and integration are current issues facing big cities. Immigrants and their descendants represent an important percentage of today''s urban populations. Different policies ranging from labour markets to education, housing or health policies address the specific needs of this part of society. However, public policy and planning concepts related to urban forests rarely focus on immigrants. Very few studies investigate the recreation patterns of immigrants despite the potential influence of their different cultural backgrounds on their perceptions or preferences regarding urban woodlands. In addition, urban woodlands could potentially play a role in the social integration of migrants into the society due to being an element of nature with a strong symbolic identification potential and also a public space for social interactions. This paper discusses the results of a qualitative enquiry carried out in Freiburg, Germany, involving migrants from Turkey, the Balkan countries and Russia-Germans. The results point towards many differences in their recreational use patterns and their perception of urban forests, especially between the Turkish interviewees and the other two groups. Furthermore, the results suggest that the emotional attachment to forests can play diverse roles in the identification process of immigrants to their host country. Finally, social interactions were depicted in the interviews as being an important aspect of a forest visit. Nevertheless, social contact between forest visitors seemed to remain mostly on a ‘small-talk’ level. [Copyright &y& Elsevier]

Differences in regional labour market conditions are still pronounced in Germany, especially between the Eastern and Western parts. Traditional neoclassical models imply that labour mobility should reduce such disparities. In contrast, models that include externalities or selective migration suggest that regional differences may well increase due to the interregional migration of workers. The impact of labour mobility on regional disparities in Germany between 1995 and 2005 is investigated. Considering migration as well as commuting, effects on regional wages and unemployment are estimated. The results suggest that labour mobility tends to reduce disparities; however, significant effects on unemployment disparities only are found.
