Gender mainstreaming (GM) is an international strategy to advance gender equality. Recently, there has been a shift within GM—recognition that gender interacts with other forms of inequity. There is thus growing attention to intersectionality and how it can complement GM. Although advancing understandings of gender is critical, there is a need for caution. Using examples of international organizations, we argue that intersectionality cannot be an 'add‐on' to such efforts, as it does not prioritize gender over other factors. In an increasing number of jurisdictions, gender mainstreaming approaches have been supplemented with attention to other equality areas, including race and disability. The UK is among the most advanced countries in mainstreaming 'equality', with nine equality areas protected in law and a joined-up equality infrastructure. Among the nations of the UK there are, however, important distinctions in implementation of the law. In this article, we present findings of cross sectoral qualitative research (with academic, public and third sectors) aimed at understanding the progress of equality mainstreaming in the UK some years on from the implementation of the Equality Act 2010, with a specific focus on the devolved administrations of Northern Ireland, Scotland and Wales. Although gender mainstreaming ( GM) has been the international norm for working toward gender equality in policies and practices since the Fourth World Conference on Women in Beijing 1995, its impact has been uneven. The lack of substantive results has led to debate surrounding GM's capacity for engendering meaningful policy change. This article synthesizes the input of key GM stakeholders (within government, academia, and nongovernmental organizations) across Canada, Australia, Sweden, the United Kingdom, and Ukraine. It discusses national approaches to mainstreaming gender, identifies key factors inhibiting and/or promoting GM, and proposes how current strategies can be modified, strengthened and/or replaced by alternative approaches. Central to the analysis is the question as to whether GM in current or expanded versions has the potential to addresses the wide variety of diversities among nation state populations. Gender mainstreaming (GM) has been hailed as a 'potentially revolutionary concept' a significant policy innovation, and even a paradigm shift for thinking about gender equality in policymaking processes (Rees). Despite the rhetoric about GM, there are growing concerns about its ability to realize its perceived potential. Increasingly calls are being made to evaluate GM to better understand the complexity of factors inhibiting or leading to its promotion and operationalization. In some jurisdictions, the need to move from GM to equality or diversity mainstreaming has been recognized and alternative frameworks to GM are in their nascent stages of conceptualization and implementation. The purpose of this article is to examine GM in the UK context, especially in light of recent developments in equality law and policy. In so doing, the article will present data from 30 qualitative interviews conducted between 2007 and 2008 with feminist academics, representatives from women's/equality-seeking organizations and policy decision-makers across the United Kingdom, including the devolved states. Together with textual analyses of key government documents and reports, the article seeks to illuminate some of the current tensions between gender and diversity within equality policy and to consider what their implications may be for the future of GM. Abstract: Although gender mainstreaming (GM) has been endorsed officially at the international level since 1995, the efficacy of this strategy is being increasingly questioned. More research is focusing on understanding the progress and impact of various mainstreaming strategies across jurisdictions and in a comparative context. This article contributes to the literature in the GM field by examining the role and experiences of three key sectors in GM advancement and implementation in Canada and Australia: institutional machineries, women''s movements and feminist and gender research within academe. Drawing on policy documents, textual materials and interviews with 30 key stakeholders in each country, the investigation illuminates the historic development and current situation of GM. Significantly, the research highlights common challenges and shortcomings of GM in Canada and Australia and in the final analysis, provides suggestions for future mainstreaming strategies. This paper considers why gender mainstreaming (GM), a strategy that many have claimed holds promise for transforming public policy and working towards social justice, is inherently limited and flawed. The paper begins with a brief overview of GM, specifically focusing on the Canadian context, and highlights current discussions in the literature regarding issues of implementation and best practices. It then moves on to reveal that a critical but overlooked dimension of GM is its theoretical foundation. In contextualizing GM within a contemporary feminist theory framework, the paper seeks to illuminate the problematic relationship that currently exists between GM and feminist theory and, moreover, demonstrates why the theoretical premises of GM need significant reworking. The argument put forward is that if insights of recent feminist theorizing are taken seriously, it becomes clear that GM should be replaced by an alternative and broader strategy of diversity mainstreaming. Through the use of practical examples, the paper illustrates how diversity mainstreaming is able to better capture, articulate and make visible the relationship between simultaneously interlocking forms of oppressions that include but are not limited to gender.
