Estimating how much water is flowing through rivers at the global scale is challenging due to a lack of observations in space and time. A way forward is to optimally combine the global network of earth system observations with advanced numerical weather prediction (NWP) models to generate consistent spatio-temporal maps of land, ocean, and atmospheric variables of interest, which is known as a reanalysis. While the current generation of NWP models output runoff at each grid cell, they currently do not produce river discharge at catchment scales directly and thus have limited utility in hydrological applications such as flood and drought monitoring and forecasting. This is overcome in the Global Flood Awareness System (GloFAS; http://www.globalfloods.eu/, last access: 28 June 2020) by coupling surface and sub-surface runoff from the Hydrology Tiled ECMWF Scheme for Surface Exchanges over Land (HTESSEL) land surface model used within ECMWF's latest global atmospheric reanalysis (ERA5) with the LISFLOOD hydrological and channel routing model. The aim of this paper is to describe and evaluate the GloFAS-ERA5 global river discharge reanalysis dataset launched on 5 November 2019 (version 2.1 release). The river discharge reanalysis is a global gridded dataset with a horizontal resolution of 0.1∘ at a daily time step. An innovative feature is that it is produced in an operational environment so is available to users from 1 January 1979 until near real time (2 to 5 d behind real time). The reanalysis was evaluated against a global network of 1801 daily river discharge observation stations. Results found that the GloFAS-ERA5 reanalysis was skilful against a mean flow benchmark in 86 % of catchments according to the modified Kling–Gupta efficiency skill score, although the strength of skill varied considerably with location. The global median Pearson correlation coefficient was 0.61 with an interquartile range of 0.44 to 0.74. The long-term and operational nature of the GloFAS-ERA5 reanalysis dataset provides a valuable dataset to the user community for applications ranging from monitoring global flood and drought conditions to the identification of hydroclimatic variability and change and as raw input for post-processing and machine learning methods that can add further value. Two different systems provide long-range forecasts at ECMWF. On the sub-seasonal timescale, ECMWF issues an extended-range ensemble prediction system (ENS-ER) which runs a 46-day forecast integration issued twice weekly. On longer timescales, the current seasonal forecasting system (SYS4) produces a 7-month outlook starting from the first of each month. SYS4 uses an older model version and has lower spatial and temporal resolution than ENS-ER, which is issued with the current operational ensemble forecasting system. Given the substantial differences between the ENS-ER and the SYS4 configurations and the difficulties of creating a seamless integration, applications that rely on weather forcing as input such as the European Flood Awareness System (EFAS) often follow the route of the creation of two separate systems for different forecast horizons. This study evaluates the benefit of a seamless integration of the two systems for hydrological applications and shows that the seamless system outperforms SYS4 in terms of skill for the first 4 weeks, but both forecasts are biased. The benefit of the new seamless system when compared to the seasonal forecast can be attributed to (1) the use of a more recent model version in the sub-seasonal range (first 46 days) and (2) the much more frequent updates of the meteorological forecast.

This paper considers whether there is any added value in using seasonal climate forecasts instead of historical meteorological observations for forecasting streamflow on seasonal timescales over Europe. A Europe-wide analysis of the skill of the newly operational EFAS (European Flood Awareness System) seasonal streamflow forecasts (produced by forcing the Lisflood model with the ECMWF System 4 seasonal climate forecasts), benchmarked against the ensemble streamflow prediction (ESP) forecasting approach (produced by forcing the Lisflood model with historical meteorological observations), is undertaken. The results suggest that, on average, the System 4 seasonal climate forecasts improve the streamflow predictability over historical meteorological observations for the first month of lead time only (in terms of hindcast accuracy, sharpness and overall performance). However, the predictability varies in space and time and is greater in winter and autumn. Parts of Europe additionally exhibit a longer predictability, up to 7 months of lead time, for certain months within a season. In terms of hindcast reliability, the EFAS seasonal streamflow hindcasts are on average less skilful than the ESP for all lead times. The results also highlight the potential usefulness of the EFAS seasonal streamflow forecasts for decision-making (measured in terms of the hindcast discrimination for the lower and upper terciles of the simulated streamflow). Although the ESP is the most potentially useful forecasting approach in Europe, the EFAS seasonal streamflow forecasts appear more potentially useful than the ESP in some regions and for certain seasons, especially in winter for almost 40 % of Europe. Patterns in the EFAS seasonal streamflow hindcast skill are however not mirrored in the System 4 seasonal climate hindcasts, hinting at the need for a better understanding of the link between hydrological and meteorological variables on seasonal timescales, with the aim of improving climate-model-based seasonal streamflow forecasting.

Probabilistic hydro-meteorological forecasts have over the last decades been used more frequently to communicate forecast uncertainty. This uncertainty is twofold, as it constitutes both an added value and a challenge for the forecaster and the user of the forecasts. Many authors have demonstrated the added (economic) value of probabilistic over deterministic forecasts across the water sector (e.g. flood protection, hydroelectric power management and navigation). However, the richness of the information is also a source of challenges for operational uses, due partially to the difficulty in transforming the probability of occurrence of an event into a binary decision. This paper presents the results of a risk-based decision-making game on the topic of flood protection mitigation, called "How much are you prepared to pay for a forecast?". The game was played at several workshops in 2015, which were attended by operational forecasters and academics working in the field of hydro-meteorology. The aim of this game was to better understand the role of probabilistic forecasts in decision-making processes and their perceived value by decision-makers. Based on the participants' willingness-to-pay for a forecast, the results of the game show that the value (or the usefulness) of a forecast depends on several factors, including the way users perceive the quality of their forecasts and link it to the perception of their own performances as decision-makers.

The rainfall in southern Africa has a large inter-annual variability, which can cause rain-fed agriculture to fail. The staple crop maize is especially sensitive to dry spells during the early growing season. An early prediction of the probability of dry spells and below normal precipitation can potentially mitigate damages through water management. This paper investigates how well ECMWF's seasonal forecasts predict dry spells over the Limpopo basin during the rainy season December–February (DJF) with lead times from 0 to 4 months. The seasonal forecasts were evaluated against ERA-Interim reanalysis data, which in turn were corrected with GPCP (EGPCP) to match monthly precipitation totals. The seasonal forecasts were also bias-corrected with the EGPCP using quantile mapping as well as post-processed using a precipitation threshold to define a dry day. The results indicate that the forecasts show skill in predicting dry spells in comparison with a climatological ensemble based on previous years. Quantile mapping in combination with a precipitation threshold improved the skill of the forecast. The skill in prediction of dry spells was largest over the most drought-sensitive region. Seasonal forecasts have the potential to be used in a probabilistic forecast system for drought-sensitive crops, though these should be used with caution given the large uncertainties.

Global seasonal forecasts of meteorological drought using the standardized precipitation index (SPI) are produced using two data sets as initial conditions: the Global Precipitation Climatology Centre (GPCC) and the European Centre for Medium-Range Weather Forecasts (ECMWF) ERA-Interim reanalysis (ERAI); and two seasonal forecasts of precipitation, the most recent ECMWF seasonal forecast system and climatologically based ensemble forecasts. The forecast evaluation focuses on the periods where precipitation deficits are likely to have higher drought impacts, and the results were summarized over different regions in the world. The verification of the forecasts with lead time indicated that generally for all regions the least reduction on skill was found for (i) long lead times using ERAI or GPCC for monitoring and (ii) short lead times using ECMWF or climatological seasonal forecasts. The memory effect of initial conditions was found to be 1 month of lead time for the SPI-3, 4 months for the SPI-6 and 6 (or more) months for the SPI-12. Results show that dynamical forecasts of precipitation provide added value with skills at least equal to and often above that of climatological forecasts. Furthermore, it is very difficult to improve on the use of climatological forecasts for long lead times. Our results also support recent questions of whether seasonal forecasting of global drought onset was essentially a stochastic forecasting problem. Results are presented regionally and globally, and our results point to several regions in the world where drought onset forecasting is feasible and skilful.

Near-real-time drought monitoring can provide decision-makers with valuable information for use in several areas, such as water resources management, or international aid. One of the main constrains of assessing the current drought situation is associated with the lack of reliable sources of observed precipitation on a global scale available in near-real time. Furthermore, monitoring systems also need a long record of past observations to provide mean climatological conditions. To address these problems, a novel probabilistic drought monitoring methodology based on ECMWF probabilistic forecasts is presented, where probabilistic monthly means of precipitation were derived from short-range forecasts and merged with the long-term climatology of the Global Precipitation Climatology Centre (GPCC) data set. From the merged data set, the standardised precipitation index (SPI) was estimated. This methodology was compared with the GPCC first guess precipitation product as well as SPI calculations using the ECMWF ERA-Interim reanalysis and Tropical Rainfall Measuring Mission (TRMM) precipitation data sets. ECMWF probabilistic forecasts for near-real-time monitoring are similar to GPCC and TRMM in terms of correlation and root mean square errors, with the added value of including an estimate of the uncertainty given by the ensemble spread. The real-time availability of this product and its stability (i.e. that it does not directly depend on local rain gauges or single satellite products) are also beneficial in the light of an operational implementation.

Systems for the early detection of floods over continental and global domains have a key role in providing a quick overview of areas at risk, raise the awareness and prompt higher detail analyses as the events approach. However, the reliability of these systems is prone to spatial inhomogeneity, depending on the quality of the underlying input data and local calibration. This work proposes a simple approach for flood early warning based on ensemble numerical predictions of surface runoff provided by weather forecasting centers. The system is based on a novel indicator, referred to as an extreme runoff index (ERI), which is calculated from the input data through a statistical analysis. It is designed for use in large or poorly gauged domains, as no local knowledge or in situ observations are needed for its setup. Daily runs over 32 months are evaluated against calibrated hydrological simulations for all of Europe. Results show skillful flood early warning capabilities up to a 10-day lead time. A dedicated analysis is performed to investigate the optimal timing of forecasts to maximize the detection of extreme events. A case study for the central European floods of June 2013 is presented and forecasts are compared to the output of a hydro-meteorological ensemble model.

Drought monitoring is a key component to mitigate impacts of droughts. Lack of reliable and up-to-date precipitation data sets is a common challenge across the globe. This study investigates different data sets and drought indicators on their capability to improve drought monitoring in Africa. The study was performed for four river basins located in different climatic regions (the Oum er-Rbia in Morocco, the Blue Nile in eastern Africa, the Upper Niger in western Africa, and the Limpopo in southeastern Africa) as well as the Greater Horn of Africa. The five precipitation data sets compared are the ECMWF ERA-Interim reanalysis, the Tropical Rainfall Measuring Mission satellite monthly rainfall product 3B-43, the Global Precipitation Climatology Centre gridded precipitation data set, the Global Precipitation Climatology Project Global Monthly Merged Precipitation Analyses, and the Climate Prediction Center Merged Analysis of Precipitation. The set of drought indicators used includes the Standardized Precipitation Index, the Standardized Precipitation-Evaporation Index, and Soil Moisture Anomalies. A comparison of the annual cycle and monthly precipitation time series shows a good agreement in the timing of the rainy seasons. The main differences between the data sets are in the ability to represent the magnitude of the wet seasons and extremes. Moreover, for the areas affected by drought, all the drought indicators agree on the time of drought onset and recovery although there is disagreement on the extent of the affected area. In regions with limited rain gauge data the estimation of the different drought indicators is characterized by a higher uncertainty. Further comparison suggests that the main source of differences in the computation of the drought indicators is the uncertainty in the precipitation data sets rather than the estimation of the distribution parameters of the drought indicators.

Subsistence farming in southern Africa is vulnerable to extreme weather conditions. The yield of rain-fed agriculture depends largely on rainfall-related factors such as total seasonal rainfall, anomalous onsets and lengths of the rainy season and the frequency of occurrence of dry spells. Livestock, in turn, may be seriously impacted by climatic stress with, for example, exceptionally hot days, affecting condition, reproduction, vulnerability to pests and pathogens and, ultimately, morbidity and mortality. Climate change may affect the frequency and severity of extreme weather conditions, impacting on the success of subsistence farming. A potentially interesting adaptation measure comprises the timely forecasting and warning of such extreme events, combined with mitigation measures that allow farmers to prepare for the event occurring. This paper investigates how the frequency of extreme events may change in the future due to climate change over southern Africa and, in more detail, the Limpopo Basin using a set of climate change projections from several regional climate model downscalings based on an extreme climate scenario. Furthermore, the paper assesses the predictability of these indicators by seasonal meteorological forecasts of the European Centre for Medium-Range Weather Forecasts (ECMWF) seasonal forecasting system. The focus is on the frequency of dry spells as well as the frequency of heat stress conditions expressed in the temperature heat index. In areas where their frequency of occurrence increases in the future and predictability is found, seasonal forecasts will gain importance in the future, as they can more often lead to informed decision-making to implement mitigation measures. The multi-model climate projections suggest that the frequency of dry spells is not likely to increase substantially, whereas there is a clear and coherent signal among the models of an increase in the frequency of heat stress conditions by the end of the century. The skill analysis of the seasonal forecast system demonstrates that there is a potential to adapt to this change by utilizing the weather forecasts, given that both indicators can be skilfully predicted for the December–February season, at least 2 months ahead of the wet season. This is particularly the case for predicting above-normal and below-normal conditions. The frequency of heat stress conditions shows better predictability than the frequency of dry spells. Although results are promising for end users on the ground, forecasts alone are insufficient to ensure appropriate response. Sufficient support for appropriate measures must be in place, and forecasts must be communicated in a context-specific, accessible and understandable format.

The humanitarian crises caused by the recent droughts (2008–2009 and 2010–2011) in East Africa have illustrated that the ability to make accurate drought forecasts with sufficient lead time is essential. The use of dynamical model precipitation forecasts in combination with drought indices, such as the Standardized Precipitation Index (SPI), can potentially lead to a better description of drought duration, magnitude and spatial extent. This study evaluates the use of the European Centre for Medium-Range Weather Forecasts (ECMWF) products in forecasting droughts in East Africa. ECMWF seasonal precipitation shows significant skill for March–May and October–December rain seasons when evaluated against measurements from the available in situ stations from East Africa. The forecast for October–December rain season has higher skill than for the March–May season. ECMWF forecasts add value to the consensus forecasts produced during the Greater Horn of Africa Climate Outlook Forum (GHACOF), which is the present operational product for precipitation forecast over East Africa. Complementing the original ECMWF precipitation forecasts with SPI provides additional information on the spatial extent and intensity of the drought event.

Hydrological ensemble prediction systems (HEPS) have in recent years been increasingly used for the operational forecasting of floods by European hydrometeorological agencies. The most obvious advantage of HEPS is that more of the uncertainty in the modelling system can be assessed. In addition, ensemble prediction systems generally have better skill than deterministic systems both in the terms of the mean forecast performance and the potential forecasting of extreme events. Research efforts have so far mostly been devoted to the improvement of the physical and technical aspects of the model systems, such as increased resolution in time and space and better description of physical processes. Developments like these are certainly needed; however, in this paper we argue that there are other areas of HEPS that need urgent attention. This was also the result from a group exercise and a survey conducted to operational forecasters within the European Flood Awareness System (EFAS) to identify the top priorities of improvement regarding their own system. They turned out to span a range of areas, the most popular being to include verification of an assessment of past forecast performance, a multi-model approach for hydrological modelling, to increase the forecast skill on the medium range (>3 days) and more focus on education and training on the interpretation of forecasts. In light of limited resources, we suggest a simple model to classify the identified priorities in terms of their cost and complexity to decide in which order to tackle them. This model is then used to create an action plan of short-, medium- and long-term research priorities with the ultimate goal of an optimal improvement of EFAS in particular and to spur the development of operational HEPS in general.

Vast parts of Africa rely on the rainy season for livestock and agriculture. Droughts can have a severe impact in these areas, which often have a very low resilience and limited capabilities to mitigate drought impacts. This paper assesses the predictive capabilities of an integrated drought monitoring and seasonal forecasting system (up to 5 months lead time) based on the Standardized Precipitation Index (SPI). The system is constructed by extending near-real-time monthly precipitation fields (ECMWF ERA-Interim reanalysis and the Climate Anomaly Monitoring System–Outgoing Longwave Radiation Precipitation Index, CAMS-OPI) with monthly forecasted fields as provided by the ECMWF seasonal forecasting system. The forecasts were then evaluated over four basins in Africa: the Blue Nile, Limpopo, Upper Niger, and Upper Zambezi. There are significant differences in the quality of the precipitation between the datasets depending on the catchments, and a general statement regarding the best product is difficult to make. The generally low number of rain gauges and their decrease in the recent years limits the verification and monitoring of droughts in the different basins, reinforcing the need for a strong investment on climate monitoring. All the datasets show similar spatial and temporal patterns in southern and north-western Africa, while there is a low correlation in the equatorial area, which makes it difficult to define ground truth and choose an adequate product for monitoring. The seasonal forecasts have a higher reliability and skill in the Blue Nile, Limpopo and Upper Niger in comparison with the Zambezi. This skill and reliability depend strongly on the SPI timescale, and longer timescales have more skill. The ECMWF seasonal forecasts have predictive skill which is higher than using climatology for most regions. In regions where no reliable near-real-time data is available, the seasonal forecast can be used for monitoring (first month of forecast). Furthermore, poor-quality precipitation monitoring products can reduce the potential skill of SPI seasonal forecasts in 2 to 4 months lead time.

Global flood hazard maps can be used in the assessment of flood risk in a number of different applications, including (re)insurance and large scale flood preparedness. Such global hazard maps can be generated using large scale physically based models of rainfall-runoff and river routing, when used in conjunction with a number of post-processing methods. In this study, the European Centre for Medium Range Weather Forecasts (ECMWF) land surface model is coupled to ERA-Interim reanalysis meteorological forcing data, and resultant runoff is passed to a river routing algorithm which simulates floodplains and flood flow across the global land area. The global hazard map is based on a 30 yr (1979–2010) simulation period. A Gumbel distribution is fitted to the annual maxima flows to derive a number of flood return periods. The return periods are calculated initially for a 25 × 25 km grid, which is then reprojected onto a 1 × 1 km grid to derive maps of higher resolution and estimate flooded fractional area for the individual 25 × 25 km cells. Several global and regional maps of flood return periods ranging from 2 to 500 yr are presented. The results compare reasonably to a benchmark data set of global flood hazard. The developed methodology can be applied to other datasets on a global or regional scale.

Assessing hydrological effects of global climate change at local scales is important for evaluating future hazards to society. However, applying climate model projections to local impact models can be difficult as outcomes can vary considerably between different climate models, and including results from many models is demanding. This study combines multiple climate model outputs with hydrological impact modelling through the use of response surfaces. Response surfaces represent the sensitivity of the impact model to incremental changes in climate variables and show probabilies for reaching a priori determined thresholds. Response surfaces were calculated using the HBV hydrological model for three basins in Sweden. An ensemble of future climate projections was then superimposed onto each response surface, producing a probability estimate for exceeding the threshold being evaluated. Site specific impacts thresholds were used where applicable. Probabilistic trends for future change in hazards or potential can be shown and evaluated. It is particularly useful for visualising the range of probable outcomes from climate models and can easily be updated with new results as they are made available.
