Since the late 1980s, a new paradigm in contrast to the linear production model that already showed signs of having a deadline, mainly in terms of non-renewable resources, gained popularity among academics and government institutions: the circular economy. It proposes a model that leads to growth and employment without compromising the environment under a systemic and multidimensional closed-loop nature whose basis is the management of innovation. Currently, multiple actions are being developed worldwide to promote transit to it and Cuba is not exempt from this situation. In this context, work is being done on the transition towards circular models. This research starts from analyzing the development of circularity in Cuba, starting from the state of the art of both concepts today. Then, based on fuzzy logic tools, dimensions are proposed on which to act as a priority that contribute to the development of the circular paradigm in Cuba, highlighting the role of institutional support, innovation management and organizational culture as transcendental variables in said process.
