Abstract According to Article 12 of Regulation (EC) No 396/2005, EFSA has reviewed the maximum residue levels (MRLs) currently established at European level for the pesticide active substance difenoconazole. To assess the occurrence of difenoconazole residues in plants, processed commodities, rotational crops and livestock, EFSA considered the conclusions derived in the framework of Council Directive 91/414/EEC, the MRLs established by the Codex Alimentarius Commission as well as the European authorisations reported by Member States and the UK (including the supporting residues data). Based on the assessment of the available data, MRL proposals were derived, and a consumer risk assessment was carried out. Some information required by the regulatory framework was missing and a possible acute risk to consumers was identified. Hence, the consumer risk assessment is considered indicative only, some MRL proposals derived by EFSA still require further consideration by risk managers and measures for reduction of the consumer exposure should also be considered.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant BASF SE submitted two requests to the competent national authority in Spain and Ireland to modify the existing maximum residue levels (MRLs) for the active substance fluxapyroxad in kaki/Japanese persimmons and in cultivated fungi, respectively. The data submitted in support of the requests were found to be sufficient to derive MRL proposals for kaki/Japanese persimmons and cultivated fungi. Adequate analytical methods for enforcement are available to control the residues of fluxapyroxad on the commodities under consideration at the validated LOQ of 0.01 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of fluxapyroxad, according to the reported agricultural practices, is unlikely to present a risk to consumer health. The long‐term consumer risk assessment is indicative, pending the submission of the confirmatory data requested under the MRL review.

Furthermore, in accordance with Article 6 of Regulation (EC) No 396/2005, the Applicant Gowan Crop Protection Ltd, submitted a request to the competent national authority in Latvia to set an import tolerance for zoxamide in onions (extrapolated to garlic and shallots) based on the use authorised in USA. The data submitted in support of the request were found to be sufficient to derive MRL proposals for all crops under assessment. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of zoxamide according to the agricultural practices on onions, garlic and shallots is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant BASF SE submitted a request to the competent national authority in Germany to set an import tolerance for the active substance pyraclostrobin in papayas imported from Brazil. The data submitted in support of the request were found to be sufficient to derive a maximum residue level (MRL) proposal for papayas. Adequate analytical methods for enforcement are available to control the residues of pyraclostrobin on the commodity under consideration at or above the validated limit of quantification (LOQ) of 0.01 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of pyraclostrobin on papayas imported from Brazil according to the reported agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant BASF Agro B.V. Arnhem (NL) Freienbach Branch submitted a request to the competent national authority in the Netherlands to modify the existing maximum residue levels (MRLs) for the active substance potassium phosphonates in leeks and spring onions/green onions/Welsh onions. The data submitted in support of the request were found to be sufficient to derive MRL proposals for the commodities under assessment. Adequate analytical methods for enforcement are available to control the residues of potassium phosphonates in accordance with the proposed residue definition ‘phosphonic acid and its salts expressed as phosphonic acid’ on the commodities under consideration. Based on the risk assessment results and assuming that the exiting MRLs will be amended as proposed by EFSA in previous outputs, EFSA concluded that the long‐term intake of residues resulting from the use of potassium phosphonates according to the reported agricultural practices is unlikely to present a risk to consumer health. Considering the toxicological profile of the active substance, a short‐term dietary risk assessment was not required. The risk assessment shall be regarded as indicative because some MRL proposals derived by EFSA in the framework of the MRL review according to Articles 12 and 43 of Regulation (EC) No 396/2005 require further consideration by risk managers.

Abstract According to Article 12 of Regulation (EC) No 396/2005, EFSA has reviewed the maximum residue levels (MRLs) currently established at European level for the group of pesticide active substances dithiocarbamates. To assess the occurrence of metiram, ziram, maneb and mancozeb residues in plants, processed commodities, rotational crops and livestock, EFSA considered the conclusions derived in the framework of Regulation (EU) No 1107/2009, the MRLs established by the Codex Alimentarius Commission (codex maximum residue limits; CXLs) as well as the European authorisations and the import tolerances reported by Member States and the UK (including the supporting residues data) for metiram and mancozeb. Propineb and thiram were not considered further in this assessment since it is expected that all uses for these compounds, including import tolerances, have been withdrawn after the lowering of all the MRLs to the limit of quantification (LOQ) following the EFSA MRLs reviews completed, respectively, in 2020 and 2021. When reviewing the MRLs for the common residue definition (determined and expressed as CS2), EFSA was requested to consider also the monitoring data from organic samples collected and made available by the EURLs, reflecting the sulfur naturally occurring in crops and not related to the uses of the dithiocarbamates. Based on the assessment of the available data, MRL proposals were derived, and a consumer risk assessment was carried out. Some information required by the regulatory framework was missing and a possible chronic/acute risk to consumers was identified. Hence, the consumer risk assessment is considered indicative only, all MRL proposals derived by EFSA still require further consideration by risk managers and measures for reduction of the consumer exposure should also be considered.

Abstract According to Article 12 of Regulation (EC) No 396/2005, EFSA has reviewed the maximum residue levels (MRLs) currently established at European level for the pesticide dithianon. To assess the occurrence of dithianon residues in plants, processed commodities, rotational crops and livestock, EFSA considered the conclusions derived in the framework of Commission Regulation (EC) No 33/2008, the MRLs established by the Codex Alimentarius Commission as well as the European authorisations reported by Member States and the UK, including the supporting residues data. Given that a data gap as regards the magnitude of residues of the metabolites 1,4‐naphthoquinone and phthalic acid was identified in the peer review for dithianon in light of confirmatory data, the toxicological profile of these metabolites was also assessed in the framework of the Article 12 MRL review. Based on the assessment of the available data, MRL proposals were derived and a consumer risk assessment was carried out. Although no apparent risk to consumers was identified, some information required by the regulatory framework was missing. In particular, it is highlighted that the toxicological reference values derived for the metabolite 1,4‐naphthoquinone are provisional only, pending a conclusion on the mutagenicity potential. Hence, the consumer risk assessment is considered indicative only and some MRL proposals derived by EFSA still require further consideration by risk managers.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Bayer SAS – Crop Science Division submitted a request to the competent national authority in the Netherlands to modify the existing maximum residue levels (MRLs) for the active substance prothioconazole in garlic, onions and shallots. The data submitted in support of the request were found to be sufficient to derive MRL proposals for garlic, onion and shallots. Adequate analytical methods for enforcement are available to control the residues of prothioconazole on the commodities under consideration at the validated limit of quantification (LOQ) of 0.02 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of prothioconazole according to the reported agricultural practices is unlikely to present a risk to consumer health. An indicative exposure assessment to triazole derivative metabolites from the intended uses of prothioconazole did not indicate consumer intake concerns.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Syngenta France SAS submitted a request to the competent national authority in France to modify the existing maximum residue level (MRL) for the active substance sedaxane in potatoes. The data submitted in support of the request were found to be sufficient to derive an MRL proposal for potatoes. Adequate analytical methods for enforcement are available to control the residues of sedaxane on the commodity under consideration at the validated limit of quantification (LOQ) of 0.01 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of sedaxane according to the intended agricultural practice is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Probelte SA submitted a request to the competent national authority in Spain to modify the existing maximum residue levels (MRLs) for the active substance folpet in lettuces. The data submitted in support of the request were found to be sufficient to derive an MRL proposal for lettuces. Adequate analytical methods for enforcement are available to control the residues of folpet and phthalimide in high water content commodities at the validated LOQ values of 0.05 mg/kg for folpet and 0.01 mg/kg for phthalimide. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of folpet according to the reported agricultural practice is unlikely to present a risk to consumer health.

To assess the occurrence of tetraconazole residues in plants, processed commodities, rotational crops and livestock, EFSA considered the conclusions derived in the framework of Directive 91/414/EEC, as well as the import tolerances and European authorisations reported by Member States and the UK (including the supporting residues data). Based on the assessment of the available data, MRL proposals were derived and a consumer risk assessment was carried out. Although no apparent risk to consumers was identified, some information required by the regulatory framework was missing. Hence, the consumer risk assessment is considered indicative only and, with the exception of the MRL proposal for kaki, all MRL proposals derived by EFSA still require further consideration by risk managers. Regarding triazole derivative metabolites (TDMs), separate indicative exposure assessments were performed and no risk to consumers was identified for what regards these metabolites individually. However, TDMs may be generated by several pesticides belonging to the group of triazole fungicides, and a comprehensive risk assessment has thus to be performed that covers all existing European uses for all pesticides belonging to the class of triazole fungicides. EFSA recommended to elaborate together with risk managers a strategy to ensure that the required data are made available to finalise the overall risk assessment for triazole fungicides.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Bayer CropScience submitted two applications to the competent national authorities appointed in the United Kingdom and Greece to modify the existing maximum residue levels (MRLs) for the active substance trifloxystrobin in various crops and in sweet peppers/bell peppers, respectively. Moreover, in the application submitted to the United Kingdom, the applicant also included a request to evaluate the confirmatory data identified in the framework of the MRL review under Article 12 of Regulation (EC) No 396/2005 as not available. In the framework of the assessment process, these applications were re‐allocated to the Netherlands. The data submitted in support of the requests were found to be sufficient to derive MRL proposals for sweet peppers/bell peppers, kales, escaroles, herbs and edible flowers, beans with pods, oat and chicory roots. Since the data gaps identified in the MRL review were not addressed, risk managers might consider lowering the tentative MRLs in passion fruits/maracujas and leafy brassica other than kales to the limit of quantification (LOQ), and the implementation of the Codex MRL (CXL) in the EU legislation for cucumbers and gherkins. The new intended use on witloof/Belgian endives was not adequately supported by residue data and therefore an MRL proposal cannot be derived. Adequate analytical methods for enforcement are available to control the residues of trifloxystrobin on the commodities under consideration. Based on the results of the risk assessment performed, considering the exposure to residues of trifloxystrobin and its metabolites CGA 321113 (apart for passion fruits), EFSA concluded that the short‐term and long‐term intake of residues resulting from the uses of trifloxystrobin under consideration is unlikely to present a risk to consumer health, except for escaroles. For the intended indoor use on escaroles, a risk from short‐term intake cannot be excluded, hence a modification of the existing EU MRL is not proposed for this commodity. The consumer risk assessment shall be regarded as indicative and affected by uncertainties.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant LAINCO S.A. submitted a request to the competent national authority in Greece to modify the existing maximum residue levels (MRLs), currently expressed as fosetyl in the MRL Regulation, resulting from the use of the active substance potassium phosphonates on apricots, cherries and plums. The data submitted in support of the request were found to be sufficient to derive MRL proposals and address the data gap for residue trials compliant with the Southern EU uses identified in the joint MRL review for cherries and plums, but insufficient for apricots. Adequate analytical methods for enforcement are available to control the residues on the commodities under consideration. Based on the risk assessment results, EFSA concluded that the long‐term intake of residues resulting from the uses of potassium phosphonates according to the intended agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Arysta LifeScience (ALS) Benelux SPRL submitted a request to the competent national authority in Spain to modify the existing maximum residue level (MRL) for the active substance dodine in citrus fruits. The data submitted in support of the request were found to be sufficient to derive MRL proposals for the group of citrus fruits. Adequate analytical methods for enforcement are available to control the residues of dodine in the commodities under consideration at the validated limit of quantification (LOQ) of 0.01 mg/kg. In animal matrices, no enforcement method is available for fat, muscle and milk whereby in liver and kidney dodine can be enforced at the LOQ of 0.01 mg/kg however an interlaboratory validation (ILV) is still required. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the uses of dodine according to the reported agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Syngenta Crop Protection AG submitted a request to the competent national authority in France to set import tolerances for the active substance fludioxonil in sugar beet roots and bananas. The data submitted in support of the request were found to be sufficient to derive maximum residue level (MRL) proposals for sugar beet roots and bananas. Adequate analytical methods for enforcement are available to control the residues of fludioxonil in the commodities under consideration at the validated limit of quantification (LOQ) of 0.01 mg/kg and in animal matrices at the validated LOQ of 0.01 mg/kg in milk and muscle and 0.05 mg/kg in liver, kidney, fat tissues and eggs. Based on the risk assessment results, EFSA concluded that the long‐term intake of residues resulting from the use of fludioxonil according to the reported agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Luxembourg Industries (Pamol) Ltd submitted a request to the competent national authority in Spain to modify the existing maximum residue levels (MRLs) for fosetyl/phosphonic acid (fosetyl‐Al (sum of fosetyl, phosphonic acid and their salts, expressed as fosetyl)) in citrus fruits. Adequate analytical methods for enforcement are available to control the residues of potassium phosphonates according to the existing and proposed residue definitions for enforcement in the commodities under consideration. Since EFSA raised concerns regarding the independence of some of the residue trials submitted in support of the MRL application, EFSA presented three options of MRL proposals for further risk management consideration. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of potassium phosphonates on citrus crops according to the reported agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant BASF SE submitted a request to the competent national authority in the Netherlands to modify the existing maximum residue level (MRL) for the active substance ametoctradin in honey. The data submitted in support of the request were found to be sufficient to derive an MRL proposal for honey. Adequate analytical methods for enforcement are available to control the residues of ametoctradin in the commodity under consideration at the validated screening detection limit (SDL) of 0.0025 mg/kg. Based on the risk assessment results, EFSA concluded that the dietary intake of residues in food of plant and animal origin (including honey) resulting from the use of ametoctradin according to the existing agricultural practices is unlikely to present a risk to consumer health.

Adequate analytical methods for enforcement are available to control the residues of benzovindiflupyr on the commodities under consideration at the validated limit of quantification (LOQ) of 0.01 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of benzovindiflupyr according to the reported agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the Federal Public Service (FPS) Health, Food chain Safety and Environment submitted a request on behalf of Belgium (evaluating Member State, EMS) to modify the existing maximum residue levels (MRLs) for the active substance proquinazid in blueberries and cranberries. The data submitted in support of the request were found to be sufficient to derive MRL proposals for blueberries and cranberries. Adequate analytical methods for enforcement are available to control the residues of proquinazid in the commodities under consideration at the validated limit of quantification (LOQ) of 0.01 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of proquinazid according to the reported agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Syngenta Crop Protection AG submitted a request to the competent national authority in Austria to set an import tolerance for the active substance azoxystrobin in mangoes and oil palm fruits imported from Brazil and Colombia, respectively. The data submitted in support of the request were found to be sufficient to derive maximum residue level (MRL) proposals for mangoes and oil palm fruits. Adequate analytical methods for enforcement are available to control the residues of azoxystrobin on the commodities under consideration at the validated limit of quantification (LOQ) of 0.01 mg/kg. Based on the risk assessment results, noting that an acute risk assessment was not deemed necessary for azoxystrobin, EFSA concluded that the long‐term intake of residues resulting from the uses of azoxystrobin according to the reported agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the Federal Public Service (FPS) Health, Food chain Safety and Environment submitted a request on behalf of Belgium (evaluating Member State, EMS) to modify the existing maximum residue levels (MRLs) for the active substance cyflufenamid in blackberries and raspberries (red and yellow). The data submitted in support of the request were found to be sufficient to derive MRL proposals for blackberries and raspberries (red and yellow). Adequate analytical methods are available to control the residues of cyflufenamid according to the enforcement residue definition on the commodities under consideration at the validated limit of quantification (LOQ) of 0.01 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of cyflufenamid according to the reported agricultural practices is unlikely to present a risk to consumer health.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicants Lainco S.A., Exclusivas Sarabia S.A., Biovert S.L., Sipcam Inagra S.A. and Tilco‐Alginure GmbH submitted respectively two requests to the competent national authorities in Greece and Germany, to modify the existing maximum residue levels (MRLs) for the active substance potassium phosphonates in certain citrus fruits and in herbal infusions from leaves and herbs. The data submitted in support of both requests were found to be sufficient to derive MRL proposals for lemons, limes, mandarins, strawberries leaves and the remaining plants included in the group of herbal infusions from leaves and herbs. Adequate analytical methods for enforcement are available to control potassium phosphonates residues in the commodities under consideration. Based on the risk assessment results using the currently set acceptable daily intake (ADI) of 2.25 mg/kg body weight (bw) per day for phosphonic acid, EFSA concluded that the long‐term intake of residues resulting from the uses of potassium phosphonates according to the reported good agricultural practices is unlikely to present a risk to consumer health. The consumer risk assessment shall be regarded as indicative; a more realistic intake assessment will be performed in the framework of the joint review of MRLs for fosetyl and potassium phosphonates.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Adama Agriculture B.V on behalf of Adama Makhteshim Ltd submitted a request to the competent national authority in France to modify the existing maximum residue levels (MRL) for the active substance folpet in barley, oat, rye and wheat. The data submitted in support of the request were found to be sufficient to derive MRL proposals for these commodities. Adequate analytical methods for enforcement are available to control the residues of folpet and phthalimide in dry commodities at the validated limit of quantification (LOQ) of 0.01 mg/kg per analyte. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of folpet according to the reported agricultural practices is unlikely to present a risk to consumer health.

Hence, the consumer risk assessment is considered indicative only and all MRL proposals derived by EFSA still require further consideration by risk managers.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Exponent International Ltd. (on behalf of the U.S. Highbush Blueberry Council (USHBC)) submitted a request to the competent national authority in France to set an import tolerance for the active substance potassium phosphonates in blueberries. The data submitted in support of the request were found to be sufficient to derive a maximum residue level (MRL) proposal for blueberries. Adequate analytical methods for enforcement are available to control the residues of phosphonic acid on the commodity under consideration at the validated limit of quantification (LOQ) of 0.1 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of potassium phosphonates according to the reported agricultural practice is unlikely to present a risk to consumer health. The consumer risk assessment shall be regarded as indicative and a refined intake assessment will be performed in the framework of the joint review of MRLs for fosetyl and phosphonates.

Abstract According to Article 12 of Regulation (EC) No 396/2005, EFSA has reviewed the maximum residue levels (MRLs) currently established at European level for the pesticide active substance cyproconazole. Considering that no application was received to support the renewal of the approval of cyproconazole and considering the expiry date for its approval on 31 May 2021, and that the import tolerances identified were not supported by sufficient data, and are not forming the basis of any existing EU MRLs, but correspond to existing MRLs established by the Codex Alimentarius Commission (codex maximum residue limits; CXLs), the current assessment is limited to CXLs. To assess the occurrence of cyproconazole residues in plants, processed commodities, rotational crops and livestock, EFSA considered the conclusions derived in the framework of Commission Regulation (EC) No 33/2008, as well as the MRLs established by the Codex Alimentarius Commission. Based on the assessment of the available data, EFSA assessed the CXLs and a consumer risk assessment was carried out. Although no apparent risk to consumers was identified, some information required by the regulatory framework was missing. Hence, the consumer risk assessment is considered indicative only and all MRL proposals derived by EFSA still require further consideration by risk managers.

Abstract In accordance with Article 6 of Regulation (EC) No 396/2005, the applicant Syngenta Agro GmbH submitted a request to the competent national authority in Germany to modify the existing maximum residue levels (MRL) for the active substance fludioxonil in blueberries, gooseberries, currants and cranberries. The data submitted in support of the intended northern Europe (NEU) outdoor and EU indoor use were found sufficient to derive MRL proposals of 4 mg/kg for cranberries, gooseberries, currants and blueberries. Adequate analytical methods for enforcement are available to control the residues of fludioxonil in the plant matrix under consideration at the validated limit of quantification (LOQ) of 0.01 mg/kg. Based on the risk assessment results, EFSA concluded that the long‐term intake of residues resulting from the use of fludioxonil according to the reported agricultural practice is unlikely to present a risk to consumer health.

Abstract The applicant Syngenta Crop Protection AG submitted a request to the competent national authority in Finland to evaluate the confirmatory data that were identified for propiconazole in the framework of the MRL review under Article 12 of Regulation (EC) No 396/2005 as not available. Following the decision on the non‐renewal of the approval of propiconazole and the decision to lower the maximum residue levels (MRLs) for propiconazole to the limit of quantification (LOQ) for all commodities, the data gaps identified in the MRL review are no longer relevant. EFSA summarised some new studies on the toxicological profile of propiconazole metabolites CGA91305, SYN547889 and NOA436613, which were assessed by the rapporteur Member State. Overall, the available information is not sufficient to characterise the toxicological profile of metabolites convertible to 2,4‐dichlorobenzoic acid as data gaps still exist for SYN547889, NOA436613, CGA118244, CGA118245, CGA91304 and CGA91305.

Adequate analytical methods for enforcement are available to control the residues of azoxystrobin in plant and animal matrices at the validated limit of quantification (LOQ) of 0.01 mg/kg. Based on the risk assessment results, EFSA concluded that the short‐term and long‐term intake of residues resulting from the use of azoxystrobin according to the reported agricultural practice is unlikely to present a risk to consumer health.

Based on the assessment of the available data, EFSA assessed the existing import tolerances, and a consumer risk assessment was carried out for thiram only. Although no apparent risk to consumers was identified, the import tolerances were not fully supported by data. Hence, the consumer risk assessment is considered indicative only and further consideration by risk managers is needed.

Based on the assessment of the available data, EFSA assessed the CXLs and import tolerance requested, and a consumer risk assessment was carried out considering the toxicological reference value established for the first inclusion under Directive 91/414/EEC. All CXLs and import tolerance were found to be adequately supported by data and no risk to consumers was identified.
