Quelles étaient les intentions du général de Gaulle pour trouver une solution à la guerre d’Algérie lors de son retour au pouvoir en 1958 ? Près de soixante ans après la fin de la guerre, le mystère demeure. Grâce à l’usage des théories du changement dans le champ de l’analyse de la politique étrangère, cet article a pour objectif d’apporter un éclairage nouveau sur le cheminement ayant conduit le général de Gaulle à déclarer l’autodétermination de l’Algérie le 16 septembre 1959. À travers l’étude croisée de l’action du président français pour peser sur son environnement national et international, l’objectif est de démontrer qu’après avoir tenté de modifier à la fois le rapport de force au niveau national et au niveau international, de Gaulle a opté pour une politique d’adaptation consentante, en réponse aux seules pressions de l’environnement international., Which were the intentions of General de Gaulle to find a solution to the Algerian war when he returned to power in 1958? Almost 60 years after the end of the war, the mystery remains. Thanks to the use of the theories of change in the field of foreign policy analysis, this article aims to provide a new perspective on the path that led General de Gaulle to declare the self-determination of Algeria the 16th September 1959. Through the crossover study of French president’s action to influence its national and international environment, the purpose is to demonstrate that after trying to modify the balance of power at a national and international level, the French president opted for an acquiescent adaptation policy as a response to the pressures of the international milieu.

Una de las consecuencias derivadas de los procesos de democratización y globalización de las últimas décadas ha sido que la participación y las responsabilidades de los actores parlamentarios hayan aumentado considerablemente en el plano internacional. En este sentido, cada vez existen más actores nacionales involucrados en el diálogo entre países de manera complementaria e independiente a la interacción diplomática tradicional entre gobiernos. La actividad internacional de los actores parlamentarios suele agruparse en varias acepciones de “Diplomacia Parlamentaria” y “Parlodiplomacia”. Aparte de llevar a cabo una revisión académica de estas nociones, este documento tiene dos propósitos. Primero, describir el modelo constitucional de la política exterior colombiana. Y segundo, analizar la participación del Poder Legislativo en la política exterior durante el período legislativo 2014 – 2018. La primera parte concluye que la Constitución Política colombiana (1991) plantea un modelo de política exterior basado en una propuesta organizacional con tendencia a la descentralización de la política. La segunda parte concluye que mediante sus actividades de “Diplomacia Parlamentaria” y “Parlodiplomacia”, el Congreso colombiano favorece una política exterior cada vez más basada en el multilateralismo en vez de las relaciones bilaterales entre gobiernos, como tradicionalmente ha sido. De establecerse una tendencia, la política exterior colombiana sería cada vez más objeto de presiones internas (tanto a favor como en contra) en los más diversos aspectos por parte del Congreso y sus integrantes. One of the consequences derived from the democratization and globalization processes of the last decades has been that the participation and responsibilities of parliamentary actors have increased considerably at the international level. In this sense, there are more and more national actors involved in dialogue between countries in a complementary and independent way compared to the traditional diplomatic interaction between governments. The international activity of parliamentary actors is usually grouped into various meanings of "Parliamentary Diplomacy" and "Parlodiplomacy". Apart from carrying out an academic review of these notions, this document has two purposes. First, to describe the constitutional model of Colombian foreign policy. And second, to analyze the participation of the Legislative Power in the foreign policy during the legislative period 2014 - 2018. The first part concludes that the Colombian Political Constitution (1991) establishes a foreign policy model based on an organizational proposal with a tendency to decentralize this policy. The second part concludes that through its activities of “Parliamentary Diplomacy” and “Parlodiplomacy”, the Colombian Congress favors a foreign policy increasingly based on multilateralism instead of bilateral relations between governments, as it has traditionally been. If a trend is established, the Colombian foreign policy would be increasingly subject to internal pressure (both in favor and against) in the most diverse aspects by the Congress and its members..
