With technological advances, the government and national organizations are concerned about the need to constantly adapt. Digital diplomacy is evolving quickly across all continents, so it is critical for a country like Portugal to be able to adapt its digital methods for international promotion. One of the most difficult challenges for diplomats is developing a message that is clear and in line with the goals of the government being represented. This section delves into the official Twitter pages of thirty different diplomats, and a comparison between Portugal, Ireland, and the United Kingdom is made using a quantitative and qualitative analysis of tweets.

Since the Russian state gained sovereignty in 1991, its central diplomatic institution, the Ministry of Foreign Affairs, has been stretched thin. I draw on new and original survey data on Russia's first post-Soviet generation of prospective diplomats to examine the factors that have contributed to the institutional crisis of the Russian Foreign Ministry and, more broadly, the relationship between the country's ruling elite and state officials. My findings show that the first post-Soviet generation of Russian diplomats is mainly driven by its (1) desire to have a high position and power, (2) desire to make a difference in society, (3) perception of the Ministry's prestige, and (4) view of the incumbent Foreign Minister. These findings have important implications for the relationship between Russia's ruling elite and state officials, suggesting that the former needs to yield some authority over the conduct of Russian foreign policy in order to maintain power. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]

The article considers the peculiarities of the formation of the intellectual elite of the diplomatic service. The features of the intellectual elite are highlighted. It is determined that the essential qualities of the intellectual elite include the level of education, innovative way of thinking, professional success and recognition, creativity, motivation, etc. The essence of the concept of "intellectual elite of the diplomatic service" from the point of view of stratification, altimetric, axiological and monistic approaches is revealed. The main tasks of the diplomatic service of Ukraine have been clarified. The author's interpretation of the intellectual elite of the diplomatic service is formed. It is determined that the formation of the intellectual elite of the diplomatic service is a purposeful process of creating a personality with predetermined features, which involves actions aimed at its development, and includes its conscious self-development to coordinate the activities of government agencies to ensure a common foreign policy. There are four main factors that influenced the formation of the intellectual elite of the diplomatic service: personnel policy of the Foreign Ministry (MFA), including formal and informal requirements for diplomatic personnel, their selection in accordance with applicable law and internal rules and traditions of the MFA; the level of education and general culture of diplomats; acquisition of professional experience and skills in the process of service; involvement in the corporate values of the diplomatic service: understanding of its content, foreign policy objectives and interests of the country, political culture, patriotic and religious values. It is noted that in the formation of the intellectual elite of the diplomatic service a special place is occupied by university education, as a modern university is not only an educational, but also a scientific and cultural center, which trains intellectuals. It is proved that the rationalization of personnel policy as an innovative direction in the development of Ukraine is a necessary and important condition in the work of the diplomatic service and increase the efficiency of their activities. The directions of realization of innovative personnel policy of diplomatic service for the purpose of modernization of foreign policy activity of Ukraine are offered.

He considers the different diplomatic roles he held in Cuba and discusses Mexico's changing diplomatic policy toward Cuba in the context of its perception of the presence of the United States in the Caribbean region.

New technology, new actors, new issues and the breakdown of distinctions between foreign and domestic policy have undermined diplomats' monopoly over international relations. Foreign services have been overtaken by these changes and are no longer up to the challenges of defending and promoting national interests in the twenty-first century. They need radical reform of their structures, culture, recruitment and training. Above all, they need to reinforce their capacity for medium- and long-term geopolitical analysis and strategic thinking and introduce greater flexibility into their operations. Nevertheless, an effective foreign service is ever more essential to a country's security and economic and social welfare. Governments should give higher priority to foreign service reform. Zusammenfassung Die durchaus unterschiedliche Politik der beiden nordamerikanischen Staaten zur Wiedervereinigung 1989/90 wird vorgestellt und miteinander verglichen, auch im Verhaltnis zur sowjetischen Politik. Dabei geht es unter anderem um die Widerspruche zwischen der kanadischen Regierung und dem Auswartigen Ausschuss des kanadischen Parlaments. Letzterer hatte eine neue europaische Sicherheitsstruktur statt Warschauer Vertrag und NATO unter Einschluss der Sowjetunion und der beiden Nordamerikanischen Staaten bevorzugt. The fight against terrorism is a contemporary concern shared in state diplomacy, though no such common definition exists in international affairs. From an organizational approach, senior civil servants of the French Ministry of Foreign Affairs are thought to share a global vision on terrorist violence and a savoir-faire that should allow them to make effective decisions in their efforts to prevent and fight against it. However, in a constructivist approach, the war on terrorism draws its inspiration from inter-subjective relations that activate a set of belief systems or different Operational Codes (OPCODES). These beliefs systems, though dependent French diplomats’ background (Ecole Nationale d’Administration (ENA) or the Concours d’Orient), contribute to their decision making process. Thus, these beliefs play a role in the way decision makers see the world, the enemy, but also as to how they perceive themselves in their duties. These pre-existing beliefs which have been forged through personal experiences and commitments are responsible for shaping a decision making process that is not solely based on security concerns. They are in fact, also determined by material, emotional, cognitive and moral motivations for a state such as that of France; La lutte contre le terrorisme est une préoccupation contemporaine des diplomaties, alors que sa définition internationale demeure introuvable. Dans une approche organisationnelle, les hauts fonctionnaires du ministère français des Affaires étrangères partageraient une vision commune sur la violence terroriste et un « savoir-faire » qui leur permettraient de prendre des décisions efficaces pour la prévenir et la combattre. Or, dans une approche constructiviste, la lutte contre le terrorisme relève de relations intersubjectives comprenant l’activation de systèmes de croyances ou Operational Codes (OPCODES) différents, selon que les diplomates français viennent de l’ENA ou du Concours d’Orient. Ces croyances jouent un rôle dans la façon que les hauts fonctionnaires voient le monde, l’ennemi, mais aussi se perçoivent dans leurs fonctions. Ce sont aussi des croyances préexistantes, forgées à partir des expériences et des engagements personnels, qui font que les décisions en matière d’antiterrorisme ne relèvent pas seulement de considérations sécuritaires, mais aussi de motivations matérielles, émotionnelles, cognitives et morales pour un Etat comme la France

'Die erstmals Anfang 2003 von den USA in Afghanistan eingesetzten 'Provincial Reconstruction Teams' (PRTs) sind ein neues Instrument der Internationalen Gemeinschaft zur Unterstützung des Peace-, Nation- und State-Building in Post-Konflikt-Gesellschaften. Eine deutsche Variante ist seit Ende 2003 in Kunduz und Feyzabad im Einsatz. Die Wiedererrichtung und Stabilisierung von Gesellschaften und Staaten nach der Beendigung gewaltsamer Konflikte ist zu einer prioritären Aufgabe der deutschen Außen-, Sicherheits- und Entwicklungspolitik und zu einer zentralen Strategie globaler Sicherheitskooperation geworden. Deutschland und seine Partner sehen sich beim Nation-Building vor allem zwei Problemen gegenüber: der Knappheit an personellen, finanziellen und politisch-legitimatorischen Ressourcen und dem Mangel an Konzepten und Instrumenten, die zivile und militärische Aufgaben so effizient wie möglich bewältigen helfen. PRTs sollen dazu beitragen, die nur begrenzt zur Verfügung stehenden Soldaten, Diplomaten, zivilen Experten und finanziellen Mittel möglichst optimal zur Stabilisierung und zum Wiederaufbau des gescheiterten Staates einzusetzen. Die Studie untersucht Struktur, Aufgaben und Arbeitsweise der deutschen PRTs, setzt sich mit den Hauptkritikpunkten an Konzept und Praxis auseinander und bietet einen Ausblick auf die Leistungsfähigkeit der PRT-Strategie und ihre Übertragbarkeit auf künftige Nation-Building-Operationen und Hilfsaktionen zur Bewältigung großer Naturkatastrophen. PRTs eröffnen der Außen- und Sicherheitspolitik mit ihrer einzigartigen Integration ziviler und militärischer Handlungsformen neue Möglichkeiten. Sie werden dann ihre Synergien voll entfalten können, wenn die zivilen und militärischen Akteure bereits in der politischen Einsatzplanung und in der schulenden Einsatzvorbereitung zusammenwirken. Die Einsatzergebnisse der PRTs sollten in einer zentralen Nation-Building-Datenbank erfasst und durch Praktiker wie Wissenschaftler gemeinsam aufbereitet werden.' (Autorenreferat)

Die wesentlichen Aufgaben des Dienstes sowie die typischen Berufsrollen und ihre Funktionen werden näher beschrieben. Weiterhin werden die organisierten Instrumen te der Diplomatie - das Außenministerium, die ständigen diplomatischen Vertreter im Ausland und persönliche Beauftragte der Exekutivspitze - vorgestellt. Abschließend wird auf die zentralen Aufgaben der Diplomaten im Empfangsstaat eingegangen. (STR)
