Several concurrent trends are increasing the likelihood that short courses, microcredentials, and flexible learning pathways will become a regular and even dominant feature of education and training globally. This policy paper reflects on these trends with special reference to the post-secondary education sector, and explores ways to organize short courses and micro-credentials as effective tools for offering up-to-date, quality learning to much larger segments of the population, creating flexible learning pathways, fostering learner autonomy, and formally acknowledging competencies. The paper discusses existing definitions and proposes a universal working definition for micro-credentials developed by UNESCO. It also describes 10 challenges that potentially threaten the successful roll-out of microcredentials. Challenges range from concerns -- some justified, others less so -- about the quality of pedagogy to doubts about level, credit points, progression, coherence, assessment, certification, and labour market value. The paper assesses each challenge and identifies actions that could contribute to the successful roll-out of short courses and micro-credentials. These include a functioning national qualifications framework, transparent recognition procedures, internal and external quality assurance, reliable assessment, facilities for digital storage, funding for learners and providers, and stakeholder engagement. Lastly, success also requires the development of easily accessible digital registers of learners' achievements, micro-credential qualifications, short courses, providers, assessors, awarders, quality assurance agencies, credential evaluators, employers, and job and promotion opportunities. The paper draws on country experiences, studies, and projects from all world regions, and highlights good practices. It concludes with seven recommendations targeted at public policy-makers to foster coordinated action, including further research to better understand short-course provision at country level and obstacles to the development of micro-credentials, as well as their added value for individual learners, the economy, and society at large.

As a result of its direct link to the labour market, technical and vocational education and training (TVET) plays an important role in equipping the modern workforce with in-demand skills. This discussion paper aims to inspire the introduction of entrepreneurial learning in TVET towards a fully mainstreamed approach, whereby entrepreneurial learning is integrated into the role, function and delivery of TVET systems for the benefit of all learners. The paper provides insight into the different approaches to mainstreaming entrepreneurial learning and illustrates the contribution of the key pillars that make up the entrepreneurial learning ecosystem. This is supported by a series of practical examples from TVET systems around the world, illustrating how entrepreneurial learning is being transformed into reality by governments, TVET systems, communities, networks, institutions, teachers, trainers and TVET learners. This paper explores five elements of the entrepreneurial learning ecosystem: (1) Developing policy for entrepreneurial learning; (2) Curricula and pedagogies; (3) Supporting teachers and trainers; (4) Learning modes other than formal curricula; and (5) Career paths and start-ups.

Through a historical and comparative analysis of international education policy development in Canada and the U.S., this paper will map the similarities and differences in the two countries. It will highlight the contributions and challenges of the government's involvement in international education (IE) in the two federal states and in particular, explore the implications of the changing contexts, rationales and approaches for international education to the federal role in higher education. It will conclude with observations on the differential impact of the federal government's role in international/higher education on the higher education systems of the two countries and thus contribute to our understanding of how national specificities and characteristics outweigh the commonly stated policy rationales, approaches and outcomes for international education. This study uses the PIAAC data to examine the relationships between education system characteristics (e.g. early tracking and vocational education orientation) and distributions of adult numeracy skills. It also investigates the effects of postponing the tracking age and easing university access for students on a vocational track on the average skills and different percentiles of the skills distribution. Correlational analysis suggests that education systems with more students enrolled in vocational tracks have on average higher levels of numeracy skills and more compressed skills distributions between the 50th and 90th percentiles. Further analysis suggests that postponing the tracking age among 14 European countries does not have a significant effect on the average skills of the population. However, it increases skills for individuals at the 10th, 20th, and 30th percentiles of the skill distribution. Expanding university access is associated with an increase in numeracy skills, particularly for individuals at the bottom three deciles of the distribution.

In this paper, the author would like to put forward a number of issues to think about and discuss. At the same time, she argues for a better articulated system that more closely matches the needs and goals of various subgroups of English language learners. Adult ESL programs serve diverse immigrant populations with different needs and goals. A One-Size-Fits-All approach limits the effectiveness of services and "cheats" groups at either end of the educational spectrum--those without literacy in their native language at one end, and those with higher levels of education in their native country at the other. If education adapts and varies adult ESL services to differentiate instructional programs according to literacy needs and previous schooling experience, they will have a more educationally sound system. Efforts to change the system and create separate pathways for different groups of immigrants will not happen without investment and planning on all levels--program, state or province and federal--and without focused attention to the specific needs and goals of each subgroup. Creating a better articulated and more focused system will require more resources, but much time and effort is currently wasted in an undifferentiated system that purports to be all things to all people, yet does not serve any given group as well as it could. This paper describes the early care and educational services for children in Quebec since reforms of 1997 intended to place the interests and well-being of children and families at the center of its family policy. Chapter 1 describes early childhood care and education (ECCE) system prior to and since the reforms. The chapter describes the components of this system as including: (1) center-based child care for children birth to 4 years and family child care for children birth to 12 years, both overseen by early childhood agencies (CPEs); (2) school-age child care programs; and (3) full-day kindergarten for 5-year-olds. Funding for restructuring the ECCE system is detailed, including the gradual introduction of a universal regulated $5-a-day child care program and a massive increase in public funding. Specific measures related to the educational program and child care staff training are described. Chapter 2 focuses on the center-based component of the system and presents issues raised by directors in a 1998 study of child care centers, including financial stability of centers, clientele with special needs, staff compensation and working conditions, complying with regulations, facility-related concerns, and staff morale. Chapter 3 considers the family child care component, examining the reasons behind the government decision to make it the cornerstone of the ECCE system, identifying some pitfalls related to this policy, and discussing ways to ensure that family care services are given a prominent role. Chapter 4 describes school-age child care programs, focusing on their evolution since the introduction of reform and examining their strengths and weakness. Chapter 5 explores additional questions, including issues related to family care provider training, standards for CPEs and commercial child care centers, the lack of males in the ECCE system, the status of family child care providers, and the CPE as a business enterprise. The paper's three appendices discuss parents' expressed preference for family child care, the link between the size of the child care group and the providers' income, and the definition of "family environment." Canadians' employment and working patterns were examined by analyzing the 1998 survey called New Approaches to Lifelong Learning and other recent surveys by Statistics Canada. "Work" was defined as comprising household labor, community volunteer activities, and paid employment, and "learning" was defined as comprising informal learning activities, initial formal schooling, and adult education courses and programs. The data indicated that Canadian adults generally spent as much time in unpaid household and community work as in paid employment. Canadians were extensively involved in learning throughout their lives. According to their self-reports, Canadian adults devoted an average of 15 hours each week to informal learning activities related to their paid employment, household duties, volunteer community work, and other general interests. Those in the labor force averaged 6 hours each week in job-related informal learning pursuits. A generally positive association between the amount of time people spend in paid employment, household labor, and community work and the time spent in work-related informal learning was found. Employment-related informal learning was more extensive than course-based training across nearly all employment statuses and occupational groups. At least 20% of the employed labor force saw itself as having skill levels exceeding those required by their jobs. (Contains 27 tables and 152 references.) (MN)

This study examined the role of faculty participation on strategic change within higher education. An open-ended questionnaire was completed by seven individuals from Singapore and the United States who had had experience with higher education strategic planning and change as both faculty and administrators in Australia, Canada, Singapore, and the United States. It was found that all of the respondents agreed on the necessity of involving stakeholders, particularly the faculty, in strategic change. Many also pointed to the difficulty of getting quality participation from faculty, due to the fact that faculty often have a narrow perspective, that faculty participation involves a large commitment of time, and that faculty are often reluctant to address complex issues or problems. Respondents emphasized the negative impact of overly hierarchical and bureaucratic organizational structures, which were more typical in Singapore than elsewhere. The comments also emphasized the impact that organizational culture, planning processes, reward structures, and institutional mission can have on faculty participation in strategic change. Suggestions for encouraging and improving faculty participation were also offered. (Contains 32 references.) (MDM)

This document contains four reports on technology and further education (FE) that Lynton Gray and Ann-Marie Warrender prepared for the Further Education Funding Council's Learning and Technology Committee. The first report, "Main Themes from Learning & Technology Committee Press Surveys," examines three themes that were identified during a review of British press coverage of the role of information/learning technologies in FE: technological developments, organizational changes and learning applications. "Learning and Technology in American Community Colleges," which is based on materials presented at an American Association of Community Colleges convention, discusses the following topics: technology and teaching, distance learning, technologies and the Internet, and industry and student-centered learning. "Multimedia and Education," which is based on materials presented at an Association for the Advancement of Computing in Education conference, examines the following topics: technology for teachers, breaching the technological barriers, the impact of national initiatives, publishing and multimedia, and Canada's Open Learning Agency. "Learning Technologies in Industrial Training" explains the uses of information and learning technologies by a small sample of British companies in their own training programs. The implications of the four papers for reform of FE are summarized in a final section titled "Evidence for Action." (MN)

The lack of objective evidence of their success reinforces the claim that charter school reforms are political and ideological rather than educational reforms. The arguments in favor of charter schools have exploited some myths, and these myths have swayed some people whose goals are to strengthen the quality of public education. The following myths are addressed and countered: (1) there is a crisis in public education; (2) thecharter school movement invented school choice; (3) charter schools make choice equally available to all; (4) the competition of market forces improves the quality of education; (5) charter schools improve curriculum, instruction, and student achievement; (6) charter schools promote equity; (7) results from charter schools have been favorable; (8) charter schools break the "gridlock" of bureaucracy; (9) teachers support charter schools; and (10) charter schools are an innovative educational reform. This discussion paper explores issues facing undergraduate education in British Columbia as community colleges there achieve degree-granting status and the needs of students become increasingly diverse. The paper opens by considering the undergraduate student and examining the goals of undergraduate education. The central three chapters discuss various alternative approaches to undergraduate education. A chapter on curriculum concerns the balance between specialized and general education. A chapter on learning environment argues for the importance of creating communities of learners which foster more collaboration between faculty, between students, and between faculty and students. The chapter on faculty discusses ways in which faculty working conditions and expectations influence the learning experience for students. Chapters 5 and 6 examine choices for postsecondary education that would lead to a richer, more diverse system. The concluding chapter presents a vision of a postsecondary system characterized by diversity, consisting of a few research-oriented large universities and a network of smaller alternative degree-granting institutions offering a rich variety of programs supported in principle by public policy, and developed through the creative efforts of faculty in various institutions. The theme of this paper is how the objective of maintaining ethnocultural pluralism and diversity transforms the criteria for evaluating educational policies and reforms. The discussion is based on analysis of recent Canadian educational experience with respect to linguistic and cultural minorities. During the past 25 years, Canadian education has undergone a transformation that has caused a basic shift in thinking about evaluation related to education of linguistic and cultural minorities. The country has established a system that provides education to English and French speaking populations alike. Ethnocultural groups of immigrant descent and Native peoples have obtained greater school recognition of their languages and cultures. This paper concentrates on issues without attempting to review all that Canadian researchers and educators have said on the topic. The document presents findings of a major cross-national study; they provide a framework for discussing differences in policies for dealing with ethnocultural diversity in school populations. The main body of the paper addresses evaluation, showing how the interweaving of research results, theoretical juggling, and a bit of common sense have begun to give shape to new evaluation practices. Such issues are brought together in a section summarizing new dimensions of concern for those evaluating educational policy in a pluralistic society. The Learning Resource Centres (LRCs) of Ontario (Canada) are in the midst of a technological metamorphosis unprecedented in their 25-year history. The LRCs are becoming centers for independent, self-paced, experiential learning, places in which students actively create, evaluate, experience, and interpret a world of information through technology. LRCs in Ontario are being influenced by national, provincial, and local trends. As they adopt a broader vision of the future, they plan for important roles in: (1) information literacy; (2) alternative learning; (3) software; (4) production; (5) instructional telecommunications; (6) distance education; (7) curriculum design and delivery; and (8) classroom design. Few of the Ontario LRCs are structurally, financially, or technologically prepared for their new and expanded roles. A transformed role for the LRCs implies significant change in alternative learning, information literacy, leadership, access, standards, staff training, and funding. (Contains 44 references.) (SLD)

On October 14, 2008, Canadians will travel to the polls for the 40th Canadian General Election--only two years since the 2006 election which brought the Conservative Government to power. In preparation for the election, the Educational Policy Institute (EPI) is publishing a series of election-related papers, including an overview of the top post-secondary education issues in Canada and platform analyses of each party's positions. This paper provides an overview of four key post-secondary education issues from a federal perspective: (1) Funding Post-Secondary Education; (2) Investments in Research; (3) Tuitions, Student Aid and Affordability; and (4) Access and Persistence. The purpose of this document is to act as a resource for those interested in education as an election issue. It provides factual, up-to-date information on existing government policies and spending, along with key recent research findings. (Contains 10 figures.)

This document summarizes comments from 539 individuals on a literacy framework for Alberta, provided during the Alberta Literacy Forum held in Edmonton from April 14 to 16, 2008. The Forum was Alberta's contribution to the Council of Ministers of Education, Canada (CMEC) Pan-Canadian Interactive Literacy Forum, which involved all of Canada's provinces and territories holding fora in their jurisdictions to create a pan-Canadian dialogue on literacy. On Monday, April 14, Alberta participants spent the morning listening to speakers webcast from Vancouver and Toronto, including Ms. Adrienne Clarkson and Mr. Linwood Barclay. The afternoon focused on setting the stage and then seeking the views of Forum participants on what was important to improve literacy policy, programs and services in Alberta. Three appendixes are included: (1) Alberta Literacy Forum Participant Numbers by Sector and Role; (2) Excerpt from the Literacy Forum Workbook--Background Information for Discussions on a Literacy Framework for Alberta; and (3) Summary of Challenges and Solutions by Outcome.

The Alberta Initiative for School Improvement (AISI) is a province-wide partnership program whose goal is to improve student learning and performance by fostering initiatives that reflect the unique needs and circumstances of each school authority. It is currently ending its third cycle and ninth year of implementation. "The Colloquium on Large Scale Improvement: Implications for AISI" took place in Edmonton, October 20-22, 2008. The purposes of the colloquium were to share information about AISI from multiple perspectives and to set a strategic direction for the future of the program. The colloquium brought together three perspectives on the program--that of AISI partners, school authorities, and experts in areas of strategic importance to AISI. Representatives from these groups made presentations, participated in the deliberations, and wrote chapters for this report. This report divides into three parts. This report seeks to address critical issues such as these by synthesising the evidence on innovations in more market-driven education systems. The analysis draws on data from over 20 OECD and non-OECD countries, including both developed nations that seek to move beyond established systems of state-run schools, and developing nations where formal and de facto policies promote more free-market approaches to educational expansion. In doing this, the report focuses on the primary and secondary levels, where education is usually compulsory. The more universal nature of educational access at those levels provides a different set of conditions and incentives compared to the post-compulsory tertiary level. And the report pays special attention to the charter school experiment in North America, where reformers explicitly tried to create more competitive conditions in order to encourage the development of innovations in the education sector. Policy approaches such as this that use decentralisation, deregulation, greater levels of autonomy, competition and choice may have singular potential to induce innovations in the education sector, both in how education is organised and the school content that is delivered--critical concerns if the education sector is to be more effective and reach under-served populations. School systems aspire to provide equal opportunity for all, irrespective of socio-economic status (SES). Much of the criticism of recent school reforms that introduce accountability, autonomy, and choice emphasizes their potentially negative consequences for equity. This report provides new evidence on how national features of accountability, autonomy, and choice are related to the equality of opportunity across countries. We estimate whether student achievement depends more or less on SES in school systems employing these institutional features. The rigorous micro-econometric analyses are based on the PISA 2003 data for more than 180,000 students from 27 OECD countries. The main empirical result is that rather than harming disadvantaged students, accountability, autonomy, and choice appear to be tides that lift all boats. The additional choice created by public funding for private schools in particular is associated with a strong reduction in the dependence of student achievement on SES. External exit exams have a strong positive effect for all students that is slightly smaller for low-SES students. The positive effect of regularly using subjective teacher ratings to assess students is substantially larger for low-SES students. The effect of many other accountability devices does not differ significantly by student SES. School autonomy in determining course content is associated with higher equality of opportunity, while equality of opportunity is lower in countries where more schools have autonomy in hiring teachers. Autonomy in formulating the budget and in establishing starting salaries is not associated with the equity of student outcomes. Inequality of opportunity is substantially higher in school systems that track students at early ages. (Contains 19 footnotes, 6 figures and 9 tables.)
