Abstract

Many developing countries use food-price subsidies or controls to improve nutrition. However, subsidizing goods on which households spend a high proportion of their budget can create large wealth effects. Consumers may then substitute toward foods with higher nonnutritional attributes (such as taste) but lower nutritional content per unit of currency, weakening or perhaps even reversing the subsidy's intended impact. We analyze data from a randomized program of large price subsidies for poor households in two provinces of China and find no evidence that the subsidies improved nutrition. Abstract

Summary: We incorporate habit formation into an analysis of the effect of cereal price changes on the nutrient intake of the poor in China. We find that the poor’s nutrient intake responds asymmetrically to declines and increases in cereal prices, and that the asymmetric response of their fat intake may be due to habit formation. Our results also imply that introducing cereal price subsidies can increase their total energy intake by increasing their calorie intake from fat and protein, while ending such subsidies would insignificantly affect their total energy intake, but further increase their calorie intake from fat and protein. Abstract

Policies that enable rural communities to participate in expanding economic opportunities can be central to inclusive growth in Myanmar. Rural communities are home to the majority of Myanmar’s population, the majority of its many ethnic groups, and 70 percent of its poor. Development in rural areas is constrained by low returns to agriculture, and significantly lower levels of public service delivery and human development outcomes relative to urban areas. Reforms to enhance agriculture productivity are necessary though not sufficient for improving the welfare and livelihoods of rural communities. These have to be complemented with increased access to social and economic services that can raise human and physical capacity to create the conditions necessary for the growth of a dynamic rural non-farm sector. These reforms could help to not only reduce the drag on rural growth and poverty reduction, but also contribute to structural economic transformation so that the welfare of all people in Myanmar can grow together.

Abstract

Inequality in Indonesia is rising and a recent survey suggests that Indonesians are growing increasingly concerned. The Gini coefficient in Indonesia has increased sharply over the past 15 years, increasing from 30 in 2000 to 41 in 2013. In a 2014 survey on public perceptions of inequality, most Indonesians consider income distribution in Indonesia to be very unequal or not equal at all. In addition, half of all respondents feel that Indonesia has become more unequal or much more unequal over the past five years. The true extent of high inequality, however, is worse than most people realize. Respondents believe that the ideal income distribution is one where the top 20 percent of the population earn as much as the bottom 40 percent. Not with standing this ideal, respondents estimate that the actual income distribution has the top 20 percent earning as much as the bottom 60 percent. However, the 2014 National Socio-economic Survey (Susenas 2014) suggests that the richest 20 percent actually earn as much as the rest of the population combined. Furthermore, because household surveys typically do not capture the incomes of the richest Indonesians, the real level of inequality in Indonesia is probably even higher.

Abstract

The article focuses on the decision of the governments of Malaysia and Indonesia to abolish their oil subsidies after prices rose above $130 a barrel at the end of May 2008. The move led to angry public protests. It was the poor who were hardest hit by the two governments' moves. Not only did travel expenses rise, but so did the cost of everything transported by road, including food. Kerosene, used as cooking fuel by many of Indonesia's poorer city dwellers, also will rise in price.

The article reports on the plan of Inter-American Development Bank (IADB) to create a $500 million credit line to help Latin American nations limit the effects of rising food prices. The loans will be utilized to aid the poor in paying for food and the government in increasing agricultural productivity. Meanwhile, the Mexican government announced that is would raise cash subsidies to approximately 26 million poor residents to offset higher costs.
