This study synthesizes the current understanding of the hydrological, impact, and adaptation processes underlying drought‐to‐flood events (i.e., consecutive drought and flood events), and how they interact. Based on an analysis of literature and a global assessment of historic cases, we show how drought can affect flood risk and assess under which circumstances drought‐to‐flood interactions can lead to increased or decreased risk. We make a distinction between hydrological, socio‐economic and adaptation processes. Hydrological processes include storage and runoff processes, which both seem to mostly play a role when the drought is a multiyear event and when the flood occurs during the drought. However, which process is dominant when and where, and how this is influenced by human intervention needs further research. Processes related to socio‐economic impacts have been studied less than hydrological processes, but in general, changes in vulnerability seem to play an important role in increasing or decreasing drought‐to‐flood impacts. Additionally, there is evidence of increased water quality problems due to drought‐to‐flood events, when compared to drought or flood events by themselves. Adaptation affects both hydrological (e.g., through groundwater extraction) or socio‐economic (e.g., influencing vulnerability) processes. There are many examples of adaptation, but there is limited evidence of when and where certain processes occur and why. Overall, research on drought‐to‐flood events is scarce. To increase our understanding of drought‐to‐flood events we need more comprehensive studies on the underlying hydrological, socio‐economic, and adaptation processes and their interactions, as well as the circumstances that lead to the dominance of certain processes. Coastal flood risk is a serious global challenge facing current and future generations. Several disaster risk reduction (DRR) measures have been posited as ways to reduce the deleterious impacts of coastal flooding. On a global scale, however, efforts to model the future effects of DRR measures (beyond structural) are limited. In this paper, we use a global-scale flood risk model to estimate the risk of coastal flooding and to assess and compare the efficacy and economic performance of various DRR measures, namely dykes and coastal levees, dry-proofing of urban assets, zoning restrictions in flood-prone areas, and management of foreshore vegetation. To assess the efficacy of each DRR measure, we determine the extent to which it can limit future flood risk as a percentage of regional GDP to the same proportional value as today (a "relative risk constant" objective). To assess their economic performance, we estimate the economic benefits and costs of implementing each measure. If no DRR measures are implemented to mitigate future coastal flood risk, we estimate expected annual damages to exceed USD 1.3 trillion by 2080, directly affecting an estimated 11.5 million people on an annual basis. Low- and high-end scenarios reveal large ranges of impact uncertainty, especially in lower-income regions. On a global scale, we find the efficacy of dykes and coastal levees in achieving the relative risk constant objective to be 98 %, of dry-proofing to be 49 %, of zoning restrictions to be 11 %, and of foreshore vegetation to be 6 %. In terms of direct costs, the overall figure is largest for dry-proofing (USD 151 billion) and dykes and coastal levees (USD 86 billion), much more than those of zoning restrictions (USD 27 million) and foreshore vegetation (USD 366 million). These two more expensive DRR measures also exhibit the largest potential range of direct costs. While zoning restrictions and foreshore vegetation achieve the highest global benefit–cost ratios (BCRs), they also provide the smallest magnitude of overall benefit. We show that there are large regional patterns in both the efficacy and economic performance of modelled DRR measures that display much potential for flood risk reduction, especially in regions of the world that are projected to experience large amounts of population growth. Over 90 % of sub-national regions in the world can achieve their relative risk constant targets if at least one of the investigated DRR measures is employed. While future research could assess the indirect costs and benefits of these four and other DRR measures, as well as their subsequent hybridization, here we demonstrate to global and regional decision makers the case for investing in DRR now to mitigate future coastal flood risk. Critical infrastructure (CI) is exposed to natural hazards that may lead to the devastation of these infrastructures and burden society with the indirect consequences that stem from this. The vulnerability is a key determinant for understanding, assessing and reducing natural hazard-induced risks to these infrastructures. To date, however, essential vulnerability information for CI is distributed across literature instead of being accessible through a centralized dataset. This study, through a systematic literature review, synthesises the state-of-the-art of fragility and vulnerability curves for CI assets of energy, transport, water, waste, telecoms, health and education in context of natural hazards and offers a unique physical vulnerability database. The publicly available centralized database that contains over 1,250 curves can directly be used as input for risk assessment studies that evaluate the expected or potential damages to assets due to flooding, earthquakes, windstorms and landslides. The literature review highlights that vulnerability development has mainly focused on earthquake curves for a wide range of infrastructure types. Windstorms have the second largest share in the database, but are especially limited to energy curves. While all CI systems require more vulnerability research, additional efforts are needed for telecommunication which is largely underrepresented in our database. [ABSTRACT FROM AUTHOR]

If these flood drivers are statistically dependent, their joint probability might be misrepresented if dependence is not accounted for. However, few studies have examined flood risk and risk reduction measures while accounting for so-called compound flooding. We present a globally applicable framework for compound flood risk assessments using combined hydrodynamic, impact, and statistical modeling and apply it to a case study in the Sofala province of Mozambique. The framework broadly consists of three steps. First, a large stochastic event set is derived from reanalysis data, taking into account co-occurrence of and dependence between all annual maximum flood drivers. Then, both flood hazard and impact are simulated for different combinations of drivers at non-flood and flood conditions. Finally, the impact of each stochastic event is interpolated from the simulated events to derive a complete flood risk profile. Our case study results show that from all drivers, coastal flooding causes the largest risk in the region despite a more widespread fluvial and pluvial flood hazard. Events with return periods longer than 25 years are more damaging when considering the observed statistical dependence compared to independence, e.g., 12 % for the 100-year return period. However, the total compound flood risk in terms of expected annual damage is only 0.55 % larger. This is explained by the fact that for frequent events, which contribute most to the risk, limited physical interaction between flood drivers is simulated. We also assess the effectiveness of three measures in terms of risk reduction. For our case, zoning based on the 2-year return period flood plain is as effective as levees with a 10-year return period protection level, while dry proofing up to 1 m does not reach the same effectiveness. As the framework is based on global datasets and is largely automated, it can easily be repeated for other regions for first-order assessments of compound flood risk. While the quality of the assessment will depend on the accuracy of the global models and data, it can readily include higher-quality (local) datasets where available to further improve the assessment. Due to rising sea levels and projected socio‐economic change, global coastal flood risk is expected to increase in the future. To reduce this increase in risk, one option is to reduce the probability or magnitude of the hazard through the implementation of structural, Nature‐based or hybrid adaptation measures. Nature‐based Solutions in coastal areas have the potential to reduce impacts of climate change and can provide a more sustainable and cost‐effective alternative to structural measures. In this paper, we present the first global scale assessment of the benefits of conserving foreshore vegetation as a means of adaptation to future projections of change in coastal flood risk. In doing so, we extend the current knowledge on the economic feasibility of implementing global scale Nature‐based Solutions. We show that globally foreshore vegetation can contribute to a large decrease in both absolute and relative flood risk (13% of present‐day and 8.5% of future conditions in 2080 of global flood risk). Although this study gives a first proxy of the flood risk reduction benefits of conserving foreshore vegetation at the global scale, it shows promising results for including Nature‐based and hybrid adaptation measures in coastal adaptation schemes. Floods have negative effects on the reliable operation of transportation systems. In China alone, floods cause an average of ∼1125 h of railway service disruptions per year. In this study, we present a simulation framework to analyse the system vulnerability and risk of the railway system to floods. First, we developed a novel methodology for generating flood events at both the national and river basin scale. Based on flood hazard maps of different return periods, independent flood events are generated using the Monte Carlo sampling method. Combined with network theory and spatial analysis methods, the resulting event set provides the basis for national- and provincial-level railway risk assessments, focusing in particular on train performance loss. Applying this framework to the Chinese railway system, we show that the system vulnerability of the Chinese railway system to floods is highly heterogeneous as a result of spatial variations in the railway topology and traffic flows. Flood events in the Yangtze River basin show the largest impact on the national railway system, with approximately 40 % of the national daily trains being affected by a 100-year flood event in that basin. At the national level, the average percentage of daily affected trains and passengers for the national system is approximately 2.7 % of the total daily number of trips and passengers. The event-based approach presented in this study shows how we can identify critical hotspots within a complex network, taking the first steps in developing climate-resilient infrastructure. Coastal river deltas are susceptible to flooding from pluvial, fluvial, and coastal flood drivers. Compound floods, which result from the co-occurrence of two or more of these drivers, typically exacerbate impacts compared to floods from a single driver. While several global flood models have been developed, these do not account for compound flooding. Local scale compound flood models provide state-of-the-art analyses but are hard to scale up as these typically are based on local datasets. Hence, there is a need for globally-applicable compound flood hazard modeling. We develop, validate and apply a framework for compound flood hazard modeling, which consists of the local high-resolution 2D hydrodynamic flood model SFINCS, which is automatically set up from global datasets and loosely coupled with a global hydrodynamic river routing and flood model, as well as a global surge and tide model to account for interactions between all drivers. To test the framework, we simulate two historical compound flood events, cyclones Idai and Eloise, in the Sofala province of Mozambique, and compare the flood extent to observations from remote sensing and to the global quasi 2D CaMa-Flood model. The results show that while the global and local model have similar skill in terms of the critical success index, they result in rather different flood maps. On the one hand, the local model has a higher hit ratio due to the representation of direct coastal and pluvial flooding (rain on grid) and a higher floodplain connectivity. It also shows a faster response to coastal drivers within the estuaries and more realistic flood depth maps. On the other hand, the local model has a higher false alarm ratio, which is partly explained by the inclusion of direct pluvial flooding without sufficient representation of small scale (subgrid) drainage capacity. To showcase a possible application of the framework, we also determine the dominant flood drivers and transition zones between flood drivers for both events. These vary significantly between both events because of differences in the magnitude of and time lag between the flood drivers. We argue that a wide range of plausible events should be investigated to get a robust understanding of compound flood interactions, which is important to understand for flood adaptation, preparedness, and response. As the model setup and coupling is automated, reproducible, and globally applicable, the presented framework is a promising step forward towards large scale compound flood hazard modeling. Climate-related disaster risks pose a threat to sustainable development today and in the future. Major global agendas, such as the Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals, address ways of developing effective management strategies for tackling such risks. Risk management is increasingly focusing on low probability but high impact events, next to the more traditional attention on expected losses. We focus on urban riverine flood risk across 200 countries for today, 2030, and 2080, and develop a risk-threshold approach for identifying whether a country is exposed to risk of extreme events and, if so, when and how much. Furthermore, we apply a risk-layer approach to delineate the kinds of risk reduction or financing instruments that may be needed to manage emerging risks at the national level. Based on these country-level results, we analyze the macroeconomic consequences of setting up a global fund as one international option for coping with floods today and in the future. An additional macroeconomic analysis of different funding schemes for capitalizing the global fund provides insights into linking national risk management efforts with global efforts to manage risks. The global fund could be capitalized according to different equality principles. Traditionally, building‐level disaster risk reduction (DRR) measures are aimed at a single natural hazard. However, in many countries the society faces the threat of multiple hazards. Building‐level DRR measures that aim to decrease earthquake vulnerability can have opposing or conflicting effects on flood vulnerability, and vice versa. In a case study of Afghanistan, we calculate the risk of floods and earthquakes, in terms of average annual losses (AAL), in the current situation. Next, we develop two DRR scenarios, where building‐level measures to reduce flood and earthquake risk are implemented. We use this to identify districts for which DRR measures of one hazard increase the risk of another hazard. We then also calculate the optimal situation between the two scenarios by, for each district, selecting the DRR scenario for which the AAL as a ratio of the total exposure is lowest. Finally, we assess the sensitivity of the total risk to each scenario. The optimal measure differs spatially throughout Afghanistan, but in most districts it is more beneficial to take flood DRR measures. However, in the districts where it is more beneficial to take earthquake measures, the reduction in risk is considerable (up to 40%, while flood DRR measures lead to a reduction in risk by 16% in individual districts). The introduction of asynergies between DRR measures in risk analyses allows policy‐makers to spatially differentiate building codes and other building‐level DRR measures to address the most prevalent risk while not compromising the risk resulting from other hazards. Traditionally, those measures are aimed at decreasing the risk a building faces of a single hazard type despite their potential of having unwanted effects on other hazard types. El Niño‐Southern Oscillation (ENSO) is an important driver of interannual climate variability with increasing attention for its impacts on water and flood management. The impact of ENSO on basin‐scale floods during the TRMM period (1998–2013) is examined by using the streamflow outputs from the Dominant river Routing Integrated with VIC Environment model (DRIVE). Significant simultaneous correlations between flood indices and Niño 3.4 appear in many flood‐prone river basins during peak flood months across both the tropics and midlatitudes especially for flood frequency and flood duration. Gauged by significant lag‐correlations between floods and Niño 3.4, significant ENSO‐leading‐floods relations are found as well in many river basins in South America, south and southeastern Asia, and northern Africa. These ENSO‐floods‐relations can greatly enhance understanding of physical mechanisms relevant to the ENSO impact and may also improve the skills of basin‐scale monthly‐to‐seasonal flood forecast, thus allowing for better preparedness and management of flood risks. Coastal flood hazard and exposure are expected to increase over the course of the 21st century, leading to increased coastal flood risk. In order to limit the increase in future risk, or even reduce coastal flood risk, adaptation is necessary. Here, we present a framework to evaluate the future benefits and costs of structural protection measures at the global scale, which accounts for the influence of different flood risk drivers (namely sea-level rise, subsidence, and socioeconomic change). Globally, we find that the estimated expected annual damage (EAD) increases by a factor of 150 between 2010 and 2080 if we assume that no adaptation takes place. We find that 15 countries account for approximately 90 % of this increase. We then explore four different adaptation objectives and find that they all show high potential in cost-effectively reducing (future) coastal flood risk at the global scale. Attributing the total costs for optimal protection standards, we find that sea-level rise contributes the most to the total costs of adaptation. Atmospheric oscillations are known to drive the large‐scale variability of hydrometeorological extremes in Europe, which can trigger flood events and losses. However, to date there are no studies that have assessed the combined influence of different large‐scale atmospheric oscillations on the probabilities of flood losses occurring. Therefore, in this study we examine the relationship between five indices of atmospheric oscillation and four classes of flood losses probabilities at subregional European scales. In doing so, we examine different combinations of atmospheric oscillations, both synchronous and seasonally lagged. By applying logistic regressions, we aim to identify regions and seasons where probabilities of flood losses occurring can be estimated by indices of atmospheric oscillation with higher skill than historical probabilities. We show that classes of flood losses can be predicted by synchronous indices of atmospheric oscillation and that in some seasons and regions lagged relationships may exist between the indices of atmospheric oscillation and the probability of flood losses. Furthermore, we find that some models generate increased (or decreased) probability of flood losses occurring when the indices are at their extreme positive or negative phases. A better understanding of the effects of atmospheric oscillations on the likelihood of flood losses occurring represents a step forward in achieving flood resilience in Europe. For instance, improved early predictions of the indices that represent such atmospheric oscillations, or the evidence of a lagged relationship between their teleconnections and floods, can significantly contribute to mitigating the socioeconomic burden of floods. Some years we see above (or below) average rainfall and river flows in different locations, resulting from atmospheric and oceanic circulations. Every year, such variability in the climate can cause extreme events such as flooding, which accounts for high economic losses in Europe. The interaction between physical drivers from oceanographic, hydrological, and meteorological processes in coastal areas can result in compound flooding. Compound flood events, like Cyclone Idai and Hurricane Harvey, have revealed the devastating consequences of the co-occurrence of coastal and river floods. A number of studies have recently investigated the likelihood of compound flooding at the continental scale based on simulated variables of flood drivers, such as storm surge, precipitation, and river discharges. At the global scale, this has only been performed based on observations, thereby excluding a large extent of the global coastline. The purpose of this study is to fill this gap and identify regions with a high compound flooding potential from river discharge and storm surge extremes in river mouths globally. To do so, we use daily time series of river discharge and storm surge from state-of-the-art global models driven with consistent meteorological forcing from reanalysis datasets. We measure the compound flood potential by analysing both variables with respect to their timing, joint statistical dependence, and joint return period. Our analysis indicates many regions that deviate from statistical independence and could not be identified in previous global studies based on observations alone, such as Madagascar, northern Morocco, Vietnam, and Taiwan. We report possible causal mechanisms for the observed spatial patterns based on existing literature. Finally, we provide preliminary insights on the implications of the bivariate dependence behaviour on the flood hazard characterisation using Madagascar as a case study. Our global and local analyses show that the dependence structure between flood drivers can be complex and can significantly impact the joint probability of discharge and storm surge extremes. Floods are among the most frequent and damaging natural hazard events in the world. In 2016, economic losses from flooding amounted to $56 bn globally, of which $20 bn occurred in China (Munich Re, 2017). National or regional scale mapping of flood hazard is at present providing an inconsistent and incomplete picture of floods. Over the past decade global flood hazard models have been developed and continuously improved. There is now a significant demand for testing of the global hazard maps generated by these models in order to understand their applicability for international risk reduction strategies and for reinsurance portfolio risk assessments using catastrophe models. We expand on existing methods for comparing global hazard maps and analyse 8 global flood models (GFMs) that represent the current state of the global flood modelling community. We apply our comparison to China as a case study and, for the first time, we include industry models, pluvial flooding, and flood protection standards in the analysis. We find substantial variability between the flood hazard maps in modelled inundated area and exposed GDP across multiple return periods (ranging from 5 to 1500 years) and in expected annual exposed GDP. For example, for the 100 year return period undefended (assuming no flood protection) hazard maps the percentage of total affected GDP of China ranges between 4.4 % and 10.5 % for fluvial floods. For the majority of the GFMs we see only a small increase in inundated area or exposed GDP for high return period undefended hazard maps compared to low return periods, highlighting major limitations in the models' resolution and their output. The inclusion of industry models which currently model flooding at higher spatial resolution, and which additionally include pluvial flooding, strongly improves the comparison and provides important new benchmarks. Pluvial flooding can increase the expected annual exposed GDP by as much as 1.3 % points. Our study strongly highlights the importance of flood defenses for a realistic risk assessment in countries like China that are characterized by high concentrations of exposure. Even an incomplete (1.74 % of area of China) but locally detailed layer of structural defenses in high exposure areas reduces the expected annual exposed GDP to fluvial and pluvial flooding from 4.1 % to 2.8 %. Coastal flood hazard and exposure are expected to increase over the course of the 21st century, leading to increased coastal flood risk. In order to limit the increase in future risk, or even reduce coastal flood risk, adaptation is necessary. Here, we present a framework to evaluate the future benefits and costs of structural protection measures at the global scale, which accounts for the influence of different flood risk drivers (namely: sea-level rise, subsidence, and socioeconomic change). Globally, we find that the estimated expected annual damage (EAD) increases by a factor of 150 between 2010 and 2080, if we assume that no adaptation takes place. We find that 15 countries account for approximately 90% of this increase. We then explore four different adaptation objectives and find that they all show high potential to cost-effectively reduce (future) coastal flood risk at the global scale. Attributing the total costs for optimal protection standards, we find that sea-level rise contributes the most to the total costs of adaptation. The interaction between physical drivers from oceanographic, hydrological, and meteorological processes in coastal areas can result in compound flooding. Compound flood events, like Cyclone Idai and Hurricane Harvey, have revealed the devastating consequences of the co-occurrence of coastal and river floods. A number of studies have recently investigated the likelihood of compound flooding at the continental scale based on simulated variables of flood drivers such as storm surge, precipitation, and river discharges. At the global scale, this has only been performed based on observations, thereby excluding a large extent of the global coastline. The purpose of this study is to fill this gap and identify potential hotspots of compound flooding from river discharge and storm surge extremes in river mouths globally. To do so, we use daily time-series of river discharge and storm surge from state-of-the-art global models driven with consistent meteorological forcing from reanalysis datasets. We measure the compound flood potential by analysing both variables with respect to their timing, joint statistical dependence, and joint return period. We find many hotspot regions of compound flooding that could not be identified in previous global studies based on observations alone, such as: Madagascar, Northern Morocco, Vietnam, and Taiwan. We report possible causal mechanisms for the observed spatial patterns based on existing literature. Finally, we provide preliminary insights on the implications of the bivariate dependence behaviour on the flood hazard characterisation using Madagascar as a case study. Our global and local analyses show that the dependence structure between flood drivers can be complex and can significantly impact the joint probability of discharge and storm surge extremes. A mega-flood in 1998 caused tremendous losses in China and triggered major policy adjustments in flood-risk management. This paper aims to retrospectively examine these policy adjustments and discuss how China should adapt to newly emerging flood challenges. We show that China suffers annually from floods despite large-scale investments and policy adjustments. Rapid urbanization and climate change will exacerbate future flood risk in China, with cascading impacts on other countries through global trade networks. Therefore, novel flood-risk management approaches are required, such as a risk-based urban planning and coordinated water governance systems with public participation, in addition to traditional structural protection. Anomalous atmosphere‐ocean conditions in the tropical Pacific associated with the El Niño‐Southern Oscillation (ENSO) drive interannual variations in mean and extreme sea levels. Climate change may lead to more frequent extreme ENSO events in the future. Therefore, it is important to enhance our understanding of ENSO's influence on coastal flood impacts. We assessed ENSO's influence on extreme sea levels using a global reanalysis of tides and storm surges. This allows for a full coverage of the global coastline from 1979 to 2014. A mean sea level component is added to account for steric effects. This results in a substantial improvement in the representation of the seasonal and interannual variability. Our results show significant correlations across the Pacific between ENSO and extreme sea levels (expressed as 95th annual percentiles), which is consistent with previous studies based on tide gauge observations. Average anomalies in the annual percentiles over El Niño years compared to neutral years show similar patterns. When examining total sea levels, results are largely statistically insignificant. This is because in many regions large tidal variability dominates over the other components. Combining sea levels with an inundation and impact model shows that ENSO has a significant but small effect on the number of people potentially exposed to flooding at the globally aggregated scale. Our results demonstrate that a model‐based approach allows for an assessment of the influence of ENSO on coastal flood impacts and could be used to assess impacts of future changes in ENSO. Water-related disasters, such as fluvial floods and cyclonic storm surges, are a major concern in the world's mega-delta regions. Furthermore, the simultaneous occurrence of extreme discharges from rivers and storm surges could exacerbate flood risk, compared to when they occur separately. Hence, it is of great importance to assess the compound risks of fluvial and coastal floods at a large scale, including mega-deltas. However, most studies on compound fluvial and coastal flooding have been limited to relatively small scales, and global-scale or large-scale studies have not yet addressed both of them. The objectives of this study are twofold: to develop a global coupled river-coast flood model; and to conduct a simulation of compound fluvial flooding and storm surges in Asian mega-delta regions. A state-of-the-art global river routing model was modified to represent the influence of dynamic sea surface levels on river discharges and water levels. We conducted the experiments by coupling a river model with a global tide and surge reanalysis data set. Results show that water levels in deltas and estuaries are greatly affected by the interaction between river discharge, ocean tides and storm surges. The effects of storm surges on fluvial flooding are further examined from a regional perspective, focusing on the case of Cyclone Sidr in the Ganges-Brahmaputra-Meghna Delta in 2007. Modeled results demonstrate that a >3 m storm surge propagated more than 200 km inland along rivers. With projected changes in climate, population and socioeconomic activity located in flood-prone areas, the global assessment of flood risk is essential to inform climate change policy and disaster risk management. Whilst global flood risk models exist for this purpose, the accuracy of their results is greatly limited by the lack of information on the current standard of protection tofloods, with studies either neglecting this aspect or resorting to crude assumptions. Here we present a first global database of FLOod PROtection Standards, FLOPROS, which comprises information in the form of the flood return period associated with protection measures, at different spatial scales. FLOPROS comprises three layers of information, and combines them into one consistent database. The design layer contains empirical information about the actual standard of existing protection already in place; the policy layer contains information on protection standards from policy regulations; and the model layer uses a validated modelling approach to calculate protection standards. The policy layer and the model layer can be considered adequate proxies for actual protection standards included in the design layer, and serve to increase the spatial coverage of the database. Based on this first version of FLOPROS, we suggest a number of strategies tofurther extend and increase the resolution of the database. Moreover, as the database is intended to be continually updated, while flood protection standards are changing with new interventions, FLOPROS requires input from the flood risk community. The authors reflect on the uses and limitations of the global flood risk models (GFRMs), designed to determine hotspots with increasing flood occurrence. The development of the framework, which was applied by the World Bank and the Global Facility for Disaster Reduction and Recovery, is cited. The authors recognize the benefits brought by the framework, however, they also suggest ideas on how to further improve the approach.

El Niño Southern Oscillation (ENSO) is the most dominant interannual signal of climate variability and has a strong influence on climate over large parts of the world. In turn, it strongly influences many natural hazards (such as hurricanes and droughts) and their resulting socioeconomic impacts, including economic damage and loss of life. However, although ENSO is known to influence hydrology in many regions of the world, little is known about its influence on the socioeconomic impacts of floods (i.e., flood risk). To address this, we developed a modeling framework to assess ENSO's influence on flood risk at the global scale, expressed in terms of affected population and gross domestic product and economic damages. We show that ENSO exerts strong and widespread influences on both flood hazard and risk. Reliable anomalies of flood risk exist during El Niño or La Niña years, or both, in basins spanning almost half (44%) of Earth's land surface. Our results show that climate variability, especially from ENSO, should be incorporated into disaster-risk analyses and policies. Because ENSO has some predictive skill with lead times of several seasons, the findings suggest the possibility to develop probabilistic flood-risk projections, which could be used for improved disaster planning. The findings are also relevant in the context of climate change. If the frequency and/or magnitude of ENSO events were to change in the future, this finding could imply changes in flood-risk variations across almost half of the world's terrestrial regions. Recent major flood disasters have shown that single extreme events can affect multiple countries simultaneously, which puts high pressure on trans-national risk reduction and risk transfer mechanisms. So far, little is known about such flood hazard interdependencies across regions and the corresponding joint risks at regional to continental scales. Reliable information on correlated loss probabilities is crucial for developing robust insurance schemes and public adaptation funds, and for enhancing our understanding of climate change impacts. Here we show that extreme discharges are strongly correlated across European river basins. We present probabilistic trends in continental flood risk, and demonstrate that observed extreme flood losses could more than double in frequency by 2050 under future climate change and socio-economic development. We suggest that risk management for these increasing losses is largely feasible, and we demonstrate that risk can be shared by expanding risk transfer financing, reduced by investing in flood protection, or absorbed by enhanced solidarity between countries. We conclude that these measures have vastly different efficiency, equity and acceptability implications, which need to be taken into account in broader consultation, for which our analysis provides a basis. Abstract: Flood damage modelling has traditionally been limited to the local, regional or national scale. Recent flood events, population growth and climate change concerns have increased the need for global methods with both spatial and temporal dynamics. This paper presents a first estimation of global economic exposure to both river and coastal flooding for the period 1970–2050, using two different methods for damage assessment. One method is based on population and the second is based on land-use within areas subject to 1/100 year flood events. On the basis of population density and GDP per capita, we estimate a total global exposure to river and coastal flooding of 46 trillion USD in 2010. By 2050, these numbers are projected to increase to 158 trillion USD. Using a land-use based assessment, we estimated a total flood exposure of 27 trillion USD in 2010. For 2050 we simulate a total exposure of 80 trillion USD. The largest absolute exposure changes between 1970 and 2050 are simulated in North America and Asia. In relative terms we project the largest increases in North Africa and Sub-Saharan Africa. The models also show systematically larger growth in the population living within hazard zones compared to total population growth. While the methods unveil similar overall trends in flood exposure, there are significant differences in the estimates and geographical distribution. These differences result from inherent model characteristics and the varying relationship between population density and the total urban area in the regions of analysis. We propose further research on the modelling of inundation characteristics and flood protection standards, which can complement the methodologies presented in this paper to enable the development of a global flood risk framework. Flood risk is expected to increase in coastal cities, particularly in Asian megacities such as Shanghai. This paper presents an integrated modeling framework to simulate changes in the flood risk in Shanghai and provide a cost-benefit analysis of multiple adaptation strategies used to reduce risk. The results show that the potential flood risk will increase dramatically as a result of sea level rise, land subsidence, and socioeconomic development. By 2100, the expected annual damage could reach 0.8% (uncertainty range: 0.4%–1.4%) of local GDP under an optimistic emission scenario (RCP4.5), compared to the current value of 0.03%. All of the adaptation strategies can effectively reduce the flood risk under the current conditions and those in 2050. In contrast to the 'hard' flood protection strategies (i.e., storm-surge barriers and floodwalls), the 'soft' strategies (i.e., building codes and nature-based measures) cannot substantially reduce the flood risk in 2100. However, the soft strategies can play a critical role in reducing the residual risk resulting from the hard strategies. A 'hybrid' strategy combining a storm-surge barrier, wet-proofing, and coastal wetland development outperforms both hard and soft strategies in terms of low residual risk and high benefit/cost ratio. Additionally, the hybrid strategy can also enable a larger reduction in casualties. These findings imply that managing flood risk is more than the use of single adaptation measures. An accurate understanding of flood risk and its drivers is crucial for effective risk management. Detailed risk projections, including uncertainties, are however rarely available, particularly in developing countries. This paper presents a method that integrates recent advances in global-scale modeling of flood hazard and land change, which enables the probabilistic analysis of future trends in national-scale flood risk. We demonstrate its application to Indonesia. We develop 1000 spatially-explicit projections of urban expansion from 2000 to 2030 that account for uncertainty associated with population and economic growth projections, as well as uncertainty in where urban land change may occur. The projections show that the urban extent increases by 215%–357% (5th and 95th percentiles). Urban expansion is particularly rapid on Java, which accounts for 79% of the national increase. From 2000 to 2030, increases in exposure will elevate flood risk by, on average, 76% and 120% for river and coastal floods. While sea level rise will further increase the exposure-induced trend by 19%–37%, the response of river floods to climate change is highly uncertain. However, as urban expansion is the main driver of future risk, the implementation of adaptation measures is increasingly urgent, regardless of the wide uncertainty in climate projections. Using probabilistic urban projections, we show that spatial planning can be a very effective adaptation strategy. Globally, flood risk accounts for about a third of all losses due to natural hazards. Several models have been developed to assess flood risk globally, mainly focusing on damage to buildings, particularly in urban areas. However, floods also cause hardship in rural areas due to their impacts on agricultural productivity. According to the FAO, crop production in the period 2003 to 2013 was the most affected agricultural sector by natural hazards in developing countries and about 60% of the damages are attributed to floods.If agricultural flood impacts are considered in the assessments, they are usually limited to local and regional analyses or flood prone areas are only overlaid with arable land. We address this gap by developing a model to assess the impacts of river floods on agricultural production at a global scale. In this study, we combine data of monthly flood inundation with a spatially explicit dataset on irrigated and rain fed crop areas and calculate potential crop yield using the LPJmL model. We assess the flood affected yield for four major crops: maize, cereals, rice and soybeans for the period 1960 to 1999, by analyzing for each crop which areas were inundated during the flood events. Our approach allows to identify global hotspot areas of flood affected agriculture. Preliminarily results show that examples for this can particularly be found for West Africa's agricultural production, a region that strongly relies on its own food production and which has frequently been affected by flooding. Exposure to coastal flood events is increasing due to growing population and economic activities in delta areas. These developments go hand-in-hand with the loss and deterioration of ecosystems as well as increasing sea levels and subsiding lands. Ironically, these same ecosystems can play a buffering role in reducing flood hazard and mitigating the resulting impacts. The ability of ecosystems to reduce coastal flood risk has been emphasized in multiple studies, but their contribution at a global scale has never been quantified. Here, we evaluate the role of currently present coastal vegetation, both of mangroves and marshes, in mitigating coastal hazards through wave reduction. We do this by combining earth observation (EO) data with an assessment method for wave reduction based on numerical models. We show that 31% of the total global coastline is covered with vegetation. For about 5.5% of the total global coastlines, vegetation can provide a meaningful contribution to flood risk reduction, by lowering required levee crest height with at least 50 centimetres, while maintaining the same flood protection level. We calculated that, if levees were established along all coastlines susceptible to flooding, vegetation could considerably lower required levee crest height, with a resulting saving of 194 billion USD in investments, of which 37 billion USD in urban areas.
