This article presents the first bottom-up analysis of the proportion of global marine fisheries subsidies to small-scale fisheries (SSF). Using existing data, the reported national subsidy amounts are split into the fraction that goes to small- and large-scale fishing sectors. Results reveal a major imbalance in subsidy distribution, with SSF receiving only about 16% of the total global fisheries subsidy amount of $35 billion in 2009. To bring this into perspective, a person engaged in large-scale fishing received around 4 times the amount of subsidies received by their SSF counterparts. Furthermore, almost 90% of capacity-enhancing subsidies, which are known to exacerbate overfishing go to large-scale fisheries, thus increasing the unfair competitive advantage that large-scale fisheries already have. The developmental, economic and social consequences of this inequity are huge and impair the economic viability of the already vulnerable small-scale fishing sector. Conclusions indicate that taxpayers' money should be used to support sustainable fishing practices and in turn ocean conservation, and not to foster the degradation of marine ecosystems, often a result of capacity-enhancing subsidies. Reducing capacity-enhancing subsidies will have minimal negative effects on SSF communities since they receive very little of these subsidies to begin with. Minimizing the impact of fishing is an explicit goal in international agreements as well as in regional directives and national laws. To assist in practical implementation, three simple rules for fisheries management are proposed in this study: 1) take less than nature by ensuring that mortality caused by fishing is less than the natural rate of mortality; 2) maintain population sizes above half of natural abundance, at levels where populations are still likely to be able to fulfil their ecosystem functions as prey or predator; and 3) let fish grow and reproduce, by adjusting the size at first capture such that the mean length in the catch equals the length where the biomass of an unexploited cohort would be maximum ( Lopt). For rule 3), the basic equations describing growth in age-structured populations are re-examined and a new optimum length for first capture ( Lc_opt) is established. For a given rate of fishing mortality, Lc_opt keeps catch and profit near their theoretical optima while maintaining large population sizes. Application of the three rules would not only minimize the impact of fishing on commercial species, it may also achieve several goals of ecosystem-based fisheries management, such as rebuilding the biomass of prey and predator species in the system and reducing collateral impact of fishing, because with more fish in the water, shorter duration of gear deployment is needed for a given catch. This paper surveys the current state and major trends in global fisheries; the environmental and social dimensions of fisheries; and explains how the international community has tried to meet the policy challenges associated with oceans and fisheries. The ocean and the freshwater ecosystems of the world make significant contributions to people's well-being via the many vital social and environmental services they provide (for example, food and nutrition, employment and incomes, carbon cycling and sequestration). The impact that the increase in fishing since the 1950s has had on wild fish stocks, and the significant increase in aquaculture production in the 20th century, have resulted in severe environmental impacts. This has significant effects on marine ecosystems and the health of oceans. The erosion of the resource undermines communities' long-term interests, including food security, employment, and income. Attempts by the global community to address challenges of sustainable production by improving the governance and management of fisheries resources range from national management of fisheries resources, to regional fisheries management organisations (RFMOs) for international fisheries stocks. We compare the performance of European Union (EU) and Chinese fisheries access agreements with West African countries in terms of illegal and unreported fishing, economic equity, and patterns of exploitation. Bottom-up re-estimations of catch reveal that the EU (1.6 million t•year-1) and China (2.3 million t•year-1) report only 29% and 8%, respectively, of their estimated total catches (including estimated discards whenever possible) from West African countries between 2000 and 2010. EU catches are declining, while Chinese catches are increasing and are yet to reach the historic maximum level of EU catches (3 million t•year-1 on average in the 1970s-1980s). The monetary value of EU fishing agreements, correlated in theory with reported catches, is straightforward to access, in contrast to Chinese agreements. However, once quantified, the value of Chinese agreements is readily traceable within the African economy through the different projects they directly cover, in contrast to the funds disbursed [to host governments] by the EU. Overall, China provides resources equivalent to about 4% of the ex-vessel value [value at landing] of the catch taken by Chinese distant-water fleets from West African waters, while the EU pays 8%. We address the difficulties of separating fees directly related to fishing from other economic or political motivations for Chinese fees, which could introduce a bias to the present findings as this operation is not performed for EU access fees officially related to fishing. Our study reveals that the EU and China perform similarly in terms of illegal fishing, patterns of exploitation and sustainability of resource use, while under-reporting by the EU increases and that by China decreases. The EU agreements provide, in theory, room for improving scientific research, monitoring and surveillance, suggesting a better performance than for Chinese agreements, but the end-use of the EU funds are more difficult, and sometime impossible to ascertain. The imperative to increase seafood supply while dealing with its overfished local stocks has pushed the European Union (EU) and its Member States to fish in the Exclusive Economic Zones of other countries through various types of fishing agreements for decades. Although European public fishing agreements are commented on regularly and considered to be transparent, this is the first global and historical study on the fee regime that governs them. We find that the EU has subsidized these agreements at an average of 75% of their cost (financial contribution agreed upon in the agreements), while private European business interests paid the equivalent of 1.5% of the value of the fish that was eventually landed. This raises questions of fisheries benefit-sharing and resource-use equity that the EU has the potential to address during the nearly completed reform of its Common Fisheries Policy. November 2021 could see members of the World Trade Organization (WTO) reach an agreement to prohibit harmful fisheries subsidies, culminating over 20 years of negotiation and discussion. This commentary highlights strengths and places where the current draft text can be improved to ensure the agreement truly contributes to sustainable and equitable fisheries. Overall, conditionalities and exemptions are better streamlined and defined, time periods to enter into compliance are allowed yet reasonably short, types of subsidies to be particularly avoided are clearly noted, and appropriate emphasis is placed on reducing impacts from distant-water and transboundary fishing fleets. Key places for improvement relate to unspecific language on supporting fisher incomes, the uniform handling of illegal, unreported, and unregulated fisheries (IUU), and transparency in distant water fisheries, issues partly stemming from historical definitions that are useful for some fisheries but may not capture the complexity of others. Capacity-enhancing subsidies should be avoided, and it is important to avoid further negative impacts on marginalized fisher populations. Given the importance of reaching an agreement without further delay, we urge members to proactively and inclusively formalize their fishing definitions and practices to prevent inequitable outcomes for vulnerable fishers during the implementation stage of a new agreement. A WTO agreement to prohibit harmful fisheries subsidies is an opportunity to catalyze the design and funding of improved and cooperative national and international fisheries policy and management strategies, to the benefit of fishers, global seafood production, and indeed all who hold relationships with our oceans. Marine oil spills usually harm organisms at two interfaces: near the water surface and on shore. However, because of the depth of the April 2010 Deepwater Horizon well blowout, deeper parts of the Gulf of Mexico are likely impacted. We estimate the potential negative economic effects of this blowout and oil spill on commercial and recreational fishing, as well as mariculture (marine aquaculture) in the US Gulf area, by computing potential losses throughout the fish value chain. We find that the spill could, in the next 7 years, result in (midpoint) present value losses of total revenues, total profits, wages, and economic impact of US$3.7, US$1.9, US$1.2, and US$8.7 billion, respectively. Commercial and recreational fisheries would likely suffer the most losses, with a respective estimated US$1.6 and US$1.9 billion of total revenue losses, US$0.8 and US$1.1 billion in total profit losses, and US$4.9 and US$3.5 billion of total economic losses. Background: Illegal, Unreported and Unregulated (IUU) fishing is a problem for marine resource managers, leading to depletion of fish stocks and negative impacts on marine ecosystems. These problems are particularly evident in regions with weak governance. Countries responsible for sustainable natural resource management in the Southern Ocean have actively worked to reduce IUU fishing in the region over a period of 15 years, leading to a sequence of three distinct peaks of IUU fishing. Methodology/Principal Findings: We reviewed existing public records relating to IUU fishing in the Southern Ocean between 1995-2009 and related this information to the governance capacity of flag states responsible for IUU vessels. IUU operators used a number of methods to adapt to enforcement actions, resulting in reduced risks of detection, apprehension and sanctioning. They changed fishing locations, vessel names and flag states, and ports for offloading IUU catches. There was a significant decrease in the proportion of IUU vessels flagged to CCAMLR countries, and a significant decrease in the average governance index of flag states. Despite a decreasing trend of IUU fishing, further actions are hampered by the regional scope of CCAMLR and the governance capacity of responsible states. Conclusions/Significance: This is the first study of long-term change in the modus operandi of IUU fishing operators, illustrating that IUU operators can adapt to enforcement actions and that such dynamics may lead to new problems elsewhere, where countries have a limited capacity. This outsourcing of problems may have similarities to natural resource extraction in other sectors and in other regions. IUU fishing is the result of a number of factors, and effectively addressing this major challenge to sustainable marine resource extraction will likely require a stronger focus on governance. Purpose — Hong Kong's largely unregulated fisheries are in a state of biological and economic decline. The government has proposed new fisheries management regulations which will likely restrict fishing effort. Thus, the purpose of this study is to investigate: fishers' willingness and capacity to switch to alternative jobs or livelihoods; and the feasibility of the marine recreation sector to provide alternative employment options for fishers. Design/methodology/approach — The authors conducted interviews to find out about perceptions and attitudes towards the proposed management regulations, and alternative livelihood options for fishers. They interviewed participants in the fisheries sector (mainly fishers) and the marine recreation sector. A questionnaire was also mailed or faxed to marine recreation businesses throughout Hong Kong. Findings — It was found that up to 75 per cent of fishers interviewed were generally willing to leave the fishery if they were provided with adequate compensation, but they were not optimistic about finding suitable jobs due to their limited skills and education. About 55 per cent of marine recreation respondents said they would consider hiring fishers; however, there were unlikely to be sufficient jobs for all the potentially displaced fishers. Hence! fishers have to look outside the marine sector for alternative livelihoods. Practical implications — The results highlight that a sizable portion of fishers are willing to depart from "their way of life" under the right conditions. This indicates that, the government can help restore Hong Kong's fisheries and fisher livelihoods by providing appropriate training and designing acceptable compensation packages for fishers. Originality/value — The study reported in this paper is significant because it shows that fishing is no longer economically profitable for Hong Kong's fishers, a situation which can largely be attributed to the lack of fisheries management in Hong Kong, which has dissipated biological and economic productivity of the fisheries' resources. The reef fisheries of Pulau (meaning ‘island’ in Malay) Banggi, Sabah are not managed, and lack baseline fisheries data despite forming part of a proposed marine park. Thus, a combination of qualitative and quantitative approaches was applied to obtain a baseline picture about the past and present state of the fisheries. Fish landings were monitored, and fisher interviews conducted to investigate seasonal effects and historical changes in Banggi's reef fisheries. Monsoon winds were a major driver of seasonal differences in catch quantities for the hook and line, but not the gillnet fishery. Spatial distribution of fishing effort and target species also differed by season. Fishers consistently indicated that Banggi's fisheries were declining, with a suggested three to four times decrease in catch rates over the last 20 years. Interestingly, it appeared that substantial decreases began in the year 2000. The responses of fishers to seasonal changes, and the resultant implications for management are discussed. Abstract This paper investigates the economic impact of future global change on fishing dependent inhabitants of the Tonle Sap floodplain in Cambodia. We compare the net income from individuals' current livelihoods to that derived from reallocating their livelihood activities under 4 different scenarios depicting future change. Respondents generally chose to retain their current livelihood strategy under all future scenarios. Less than 10% of those who did change livelihood allocation actually experienced a gain in economic benefits. Those engaged in single livelihoods experienced an average income loss of 18% across all scenarios, compared to 9% for the multi-livelihood group. Respondents' choices generated the best economic outcome under a status quo scenario, thus suggesting a low capacity to adapt when faced with unfamiliar future scenarios. Our study contributes to identifying and understanding the economic impact of future global changes on fisheries dependent individuals in the Tonle Sap floodplain ecosystem. [ABSTRACT FROM AUTHOR]
