Based on the Buckland Professor lecture for 2021–2022, this story uses a hypothetical sketch of how the relationship between the fishing industry and scientists evolved over the last century to provide a starting point for a personal account of changes in Science Industry Research Collaboration (SIRC). After a period in the doldrums, SIRC is burgeoning in debate and in practice. Focussing on experiences in the European arena, this story looks at why SIRC is gaining momentum, what is needed to make it useful and meaningful for those involved, and the reasons why there is hope that it is here to stay. Abstract: This study was undertaken to address the increasing need for a strategic approach to industry–science data collections in the face of reducing resources and growing need for evidence in fisheries management. The aim was to evaluate progress in the development of plans and procedures that can be employed to collect, record and use fishing industry knowledge and data in the evidence base for managing fisheries. This was achieved by reviewing industry‐led data initiatives already undertaken or ongoing within the United Kingdom to document how these projects have/are incorporating fishing industry data into the process of management decision‐making; canvassing stakeholder opinion on data gaps and whether these could be filled by data gathered by commercial fishing vessels; establishing what issues might prevent or stimulate commercial fishing vessels in collecting data when they have the opportunity; and describing guidance on a step‐by‐step process for gathering scientific information such that fishers are empowered to collect the right data, at the right times and in the right format for their fishery. Given recent advances in the collection, interpretation and application of fisheries‐dependent data, we compare progress made in the UK to other areas of the world. We conclude that there is considerable evidence of a paradigm shift from the conventional practice of scientists asking fishers to provide data for scientific analyses towards full engagement of key stakeholders in data collection. The possible impacts of the European Commission’s proposed North Sea Multi-Annual Plan are evaluated in terms of its likely outcomes to achieve management objectives for fishing pressure, species’ biomass, fishery yield, the landed value of key species and ecosystem objectives. The method applies management strategy evaluation procedures that employ an ecosystem model of the North Sea and its fisheries as the operating model. Taking five key dimensions of the proposed plan, it identifies those areas that are key to its successful performance. Overwhelmingly, choices in the options for the implementation of regulatory measures on discarding practices outweigh the effects of options related to fishing within ranges associated with ‘pretty good yield’, the way that biomass conservation safeguard mechanisms are applied and the timeframe for achieving fishing mortality targets. The impact of safeguard options and ranges in fishing mortality become important only when stock biomass is close to its reference points. The fifth dimension–taking into account wider conservation and ecosystem objectives—reveals that discard policy has a big impact on conservation species, but also that the type of harvest control rule can play an important role in limiting risks to stocks by ‘applying the brakes’ early. The consequences to fisheries however is heightened risk to their viability, thus exposing the sustainability trade-offs faced with balancing societal pressures for blue growth and enhanced conservation. It also reveals the wider ecosystem impacts that emphasise the connectivity between the demersal and pelagic realms, and thus, the importance of not treating the demersal NSMAP in isolation from other management plans. When stocks are below their biomass reference points, low F strategies lead to better long term economic performance, but for stocks consistently above biomass reference points, high F strategies lead to higher long term value. Nephrops and whiting often show contradictory responses to the strategies because changes in their predators abundance affects their abundance and success of their fisheries. [ABSTRACT FROM AUTHOR]

Maximising the long term average catch of single stock fisheries as prescribed by the globally-legislated MSY objective is unlikely to ensure ecosystem, economic, social and governance sustainability unless an effort is made to explicitly include these considerations. We investigated how objectives to be maximised can be combined with sustainability constraints aiming specifically at one or more of these four sustainability pillars. The study was conducted as a three-year interactive process involving 290 participating science, industry, NGO and management representatives from six different European regions. Economic considerations and inclusive governance were generally preferred as the key objectives to be maximised in complex fisheries, recognising that ecosystem, social and governance constraints are also key aspects of sustainability in all regions. Relative preferences differed between regions and cases but were similar across a series of workshops, different levels of information provided and the form of elicitation methods used as long as major shifts in context or stakeholder composition did not occur. Maximising inclusiveness in governance, particularly the inclusiveness of affected stakeholders, was highly preferred by participants across the project. This suggests that advice incorporating flexibility in the interpretation of objectives to leave room for meaningful inclusiveness in decision-making processes is likely to be a prerequisite for stakeholder buy-in to management decisions. Fishers' knowledge research (FKR) aims to enhance the use of experiential knowledge of fish harvesters in fisheries research, assessment, and management. Fishery participants are able to provide unique knowledge, and that knowledge forms an important part of "best available information" for fisheries science and management. Fishers' knowledge includes, but is much greater than, basic biological fishery information. It includes ecological, economic, social, and institutional knowledge, as well as experience and critical analysis of experiential knowledge. We suggest that FKR, which may in the past have been defined quite narrowly, be defined more broadly to include both fishery observations and fishers "experiential knowledge" provided across a spectrum of arrangements of fisher participation. FKR is part of the new and different information required in evolving "ecosystem-based" and "integrated" management approaches. FKR is a necessary element in the integration of ecological, economic, social, and institutional considerations of future management. Fishers' knowledge may be added to traditional assessment with appropriate analysis and explicit recognition of the intended use of the information, but fishers' knowledge is best implemented in a participatory process designed to receive and use it. Co-generation of knowledge in appropriately designed processes facilitates development and use of fishers' knowledge and facilitates the participation of fishers in assessment and management, and is suggested as best practice in improved fisheries governance. Well-designed marine protected area ( MPA) networks can deliver a range of ecological, economic and social benefits, and so a great deal of research has focused on developing spatial conservation prioritization tools to help identify important areas., However, whilst these software tools are designed to identify MPA networks that both represent biodiversity and minimize impacts on stakeholders, they do not consider complex ecological processes. Thus, it is difficult to determine the impacts that proposed MPAs could have on marine ecosystem health, fisheries and fisheries sustainability., Using the eastern English Channel as a case study, this paper explores an approach to address these issues by identifying a series of MPA networks using the Marxan and Marxan with Zones conservation planning software and linking them with a spatially explicit ecosystem model developed in Ecopath with Ecosim. We then use these to investigate potential trade-offs associated with adopting different MPA management strategies., Limited-take MPAs, which restrict the use of some fishing gears, could have positive benefits for conservation and fisheries in the eastern English Channel, even though they generally receive far less attention in research on MPA network design., Our findings, however, also clearly indicate that no-take MPAs should form an integral component of proposed MPA networks in the eastern English Channel, as they not only result in substantial increases in ecosystem biomass, fisheries catches and the biomass of commercially valuable target species, but are fundamental to maintaining the sustainability of the fisheries., Synthesis and applications. Using the existing software tools Marxan with Zones and Ecopath with Ecosim in combination provides a powerful policy-screening approach. This could help inform marine spatial planning by identifying potential conflicts and by designing new regulations that better balance conservation objectives and stakeholder interests. In addition, it highlights that appropriate combinations of no-take and limited-take marine protected areas might be the most effective when making trade-offs between long-term ecological benefits and short-term political acceptability. Abstract: Comparisons are made between acoustic recordings of fish distribution, abundance and behaviour when alternative scientific survey and fishing strategies are employed. Two case-studies are examined. In the first, a scientific research vessel uses both strategies to observe sandeels on the Dogger bank. In the second, a commercial fishing vessel uses both strategies to observe demersal fish on the Shetland shelf edge. Although there were clear differences in the densities and distribution of sandeel schools and demersal fish recorded by the different observation perspectives, both strategies reveal important information to improve understanding of fish resources and ecology. The examples are used to illustrate how differences in perceptions may, at times, lead to starkly contrasting opinions between fishermen and scientists. Implications are discussed in the context of the changing emphasis of fisheries management toward partnerships and collaboration between industry, science and management. [Copyright &y& Elsevier]

The predictability of fisher behaviour is an area of considerable uncertainty in fisheries management models. Fisher-derived data could underpin a better understanding, and more realistic predictions of fishing behaviour. Face to face interviews and a choice-based survey were conducted with scallop fishers to collect foraging parameters that could inform a model of fishing behaviour, and to better understand patch choice behaviour. Importantly, we validated survey data against vessel monitoring system and logbook data where possible, demonstrating a good level of accuracy. Environmental parameters central to patch choice were determined (e.g. wave height, distance to port), and three strategies of patch choice behaviour were identified, termed quantity maximiser, quality maximiser, and efficient fisher. Individuals' VMS and logbook data further confirmed and explained these behavioural patterns. This approach provided reliable, highly relevant data for the parameterisation of a fisheries behavioural model, which could lead to more robust and realistic predictive fisheries models. This study addresses a common assumption in fisheries science: that partial fishing mortality is directly proportional to fishing effort. It is important to challenge this a priori sensible assumption, as it is also built into many models and tools used by the International Council for the Exploration of the Sea (ICES) to help provide advice and conserve fish stocks. Here we test this assumption at scales relevant to management using catch and effort data from the EC Scientific, Technical and Economic Committee for Fisheries (STECF), together with mean fishing mortality estimates from ICES. We focus on the eight predominant fishing gear types in the North Sea, and for each gear, test how effort is related to partial fishing mortality exerted by each gear on their main target species. For many gear types, the relationships found were not inconsistent with the assumption being tested, although in many cases there was also no significant pattern between fishing mortality and effort. Fishing mortality-effort relationships can be complex, as exemplified by the frequent lack of significant relationships in mixed demersal fisheries. The relationship between fishing mortality and effort can also vary over time, particularly in response to changes in catchability, producing patterns that can be difficult to uncover. These factors may significantly affect the impact management strategies may have on stocks and fleets. The large fish indicator (LFI), or ‘proportion of fish greater than 40 cm length in bottom trawl surveys,’ is a frequently debated indicator of Good Environmental Status in European regional seas. How does the LFI respond to changes in fishing pressure? This question is addressed here through analysis of fine-scale spatial trends in the LFI within the North Sea, compared between two periods of contrasting fisheries management: 1983–1999 and 2000–2012, respectively, before and after the onset of the European Union's fleet reduction scheme. Over the entire period, the LFI has decreased in large parts of the North Sea. However, most of the decline was from 1983–1999; since 2000 the LFI has improved in much of the North Sea, especially in UK waters. Comparison with international effort data shows that those western areas where the LFI has improved correspond with regions where otter trawl effort has decreased since 2000 (and previously was highest in the 1990s), and also with decreases in beam trawl effort. This study provides strong support that recent European effort reduction schemes are now beginning to result in an improved ecosystem state as indicated by the regional-scale improvement in the LFI.
